TO ALL HOMEOWNERS

In accordance with the Association's Governing Documents and pursuant to NRS 116.3115,116.31151 and NAC 116.415, you have been sent the Annual Operating budget for 2010.

The Annual budget is for the daily operations of the association which must be assessed againstall units.

The Board has reviewed and adopted the previously sent 2010 budget. To balance the budget for2010,- the board at this time feels that;

AN INCREASE IN THE ANNUAL ASSESSMENT IS NECESSARY.Therefore, the Annual assessment for 2010 will increase to $804. 00

payable in installments of $ 67.00 per month per unit.

The Board does not anticipate the levy of any more assessments in 2010.

Within 60 days after adoption of any proposed budget for the common-interest community, theexecutive board shall provide a summary of the proposed budget to each unit's owner and shallset a date for a meeting of the units' owners to consider ratification of the proposed budget notless that 15 days or more than 30 days after the mailing ofthe summaries. ,-

Unless at that meeting a majority of all units' owners, or any larger vote specified in thedeclaration reject the proposed budget, the proposed budget is ratified, whether or not a quorumis present.

This letter serves as the notice that a Budget Ratification meeting will be held on DECEMBER16, 2009 at 7:45 p.m. inside the Prados Community Clubhouse, 5150 Los Prados Circle, LasVegas, Nevada.

WHEREAS the Executive-Board of-Directors ("Boar-d")is charged pursuant to the Associations ' Declaration of ~Covenants, Conditions and Restrictions ("CC&R's") and Bylaws to be in compliance with applicable Laws, andwishes to memorialize their investment policy for funds in the operating and reserve accounts, ensure that the fundsare also available as needed to properly protect, enhance and preserve the assets ofthe Association, and that Ownersknow how their funds are being invested in both the operating and reserve accounts, and

NOW THEREFORE, BE IT RESOLVED:To ensure compliance ofNAC 116.300 and NAC 116.400, the Board shall;1. Deposit or invest aU -funds· of-the association at a financial institution which; (a) Is located in this State; (b) Isqualified to conduct business-in this State; or (c) Has consented to be subject to the jurisdiction, including the powerto subpoena, of the courts of this State and the Division.

2. Deposit, maintain and .invest all funds of the association; (a) In a financialinstitution whose accounts are insuredby the Federal Deposit Insurance Corporation, the National Credit Union Share Insurance Fund or the Securities

--InvestoI'Protection Corporation; (b) With a private insurer approvedpursuant toNRS 678'.755; or (c) In a governmentsecurity backed by the full faith and credit of the Government ofthe United States.

3. No investment decisions will be-made outside, of a Board meeting and majority of the Board shall make decisionsbased on recommendations of a person who is educated and licensed as an investment adviser. A calendar shall bekept by the Treasurer, which shall show the maturity dates to enable ample time before the renewal of any accounts toplace decisions on the agenda for any decisions to be made. No individual investment (including dividends orinterest) will be placed in any instrument that will exceed the insured amount provided law.

4. To remain in compliance with NRS 116, two officers ofthe Board sh!111be signers on all checks. Deposits intoAssociation accounts can be made by the Community Manager.

5. At least once every 100 days at a meeting of the Board, the Treasurer shall present and the Board shall review, at aminimum, the following fmancial information: (a) Current year-to-date fmaneial statement of the Association, (b)Current year-to-date schedule of revenues and expenses for the operating and reserve account compared to the budgetfor those accounts, (c) Current reconciliation of the operating account, (d) Current reconciliation of the reserveaccount, latest account statements prepared by the financial institutions in -which the accounts of the association aremaintained, (f) The current status of any civil action or claim submitted to Arbitration/mediation in which theAssociation is a party.

If any provision of the Policy is determined to be null and void, all other provisions ofthe Policy shall remain in fullforce and effect.

This resolution of the Board of Directors has been duly adopted at the December 16, 2009, Executive Board ofDirectors meeting.
