WHAT IS THE PMER FRAMEWORK?
The PMER Framework is designed to
measure progress made towards the attainment of NFMCP goal and related outcomes
In a nutshell, the PMER Framework will guide data collection, analysis, reporting, use and feedback on activities or programmes and the extent to which they contribute to sustainable transformation of the forestry sector .
![Page 6: Performance monitoring, evaluation and reporting plan (PMER)Assess and Inform Policy: FD and other stakeholders of the NFMCP will be better able to evaluate success of policies such](https://reader034.vdocument.in/reader034/viewer/2022050409/5f85c3fee43e3a109e1cda57/html5/thumbnails/6.jpg)
BENEFITS OF THE PMER FRAMEWORK?
Assess and Inform Policy: FD and other stakeholders of the NFMCP
will be better able to evaluate success of policies such as the Forest
Policy for Jamaica(2017), Vision 2030 Jamaica, Medium Term Socio-
economic Policy framework (MTF) at the national level and inform
future policies.
Inform Planning: Use of evidence based data for learning and decision
-making.

NFMCP STAKEHOLDERS: MAJOR ROLES & RESPONSIBILITIES
• Implementing agencies will ensure the appropriate
alignment of NFMCP , Results Framework and indicators
with their organization plans and M&E systems
• Conduct ongoing and systematic monitoring and reporting
and provide timely data inputs to support the Secretariat(
FD) in the delivery of M&E outputs
![Page 19: Performance monitoring, evaluation and reporting plan (PMER)Assess and Inform Policy: FD and other stakeholders of the NFMCP will be better able to evaluate success of policies such](https://reader034.vdocument.in/reader034/viewer/2022050409/5f85c3fee43e3a109e1cda57/html5/thumbnails/19.jpg)

SUSTAINABILITY
“Results-based M&E systems should be considered a work in progress. Continuous attention, resources, and political
commitment are needed to ensure the viability and sustainability of these systems. Building the cultural shift
necessary to move an organization toward a results orientation takes time, commitment, and political will.”
Ten Steps to a Results-Based Monitoring and Evaluation System (Kusek & Rist, 2004)
![Page 22: Performance monitoring, evaluation and reporting plan (PMER)Assess and Inform Policy: FD and other stakeholders of the NFMCP will be better able to evaluate success of policies such](https://reader034.vdocument.in/reader034/viewer/2022050409/5f85c3fee43e3a109e1cda57/html5/thumbnails/22.jpg)
SUSTAINABILITY STRATEGY
• Increase the demand for data: “The value of statistics lies not in their production,
but in their use.” The outputs produced must be valuable, credible and trustworthy
otherwise the M&E serves no useful purpose
• Clear roles and responsibilities must be established: The organizations/partners
and people who will be in charge of collecting, analyzing, and reporting performance
information must be clearly defined.
• Build capacity to support effective data collection, monitoring and reporting
![Page 23: Performance monitoring, evaluation and reporting plan (PMER)Assess and Inform Policy: FD and other stakeholders of the NFMCP will be better able to evaluate success of policies such](https://reader034.vdocument.in/reader034/viewer/2022050409/5f85c3fee43e3a109e1cda57/html5/thumbnails/23.jpg)
CRITICAL SUCCESS FACTORS
![Page 24: Performance monitoring, evaluation and reporting plan (PMER)Assess and Inform Policy: FD and other stakeholders of the NFMCP will be better able to evaluate success of policies such](https://reader034.vdocument.in/reader034/viewer/2022050409/5f85c3fee43e3a109e1cda57/html5/thumbnails/24.jpg)
CRITICAL SUCCESS FACTORS
• Stakeholder Management- Effective coordination among agencies involved in M&E
essential
• Feedback: Reinforce a feedback mechanism to ensure utilization of results of the
M&E systems. Ensuring that M&E data is credible, timely and high-quality.
• Participation: The M&E system should ensure the full involvement of key
stakeholders. Without such broad engagement, there is a risk that an M&E system
will remain on paper and its results will not be utilized by stakeholders.
![Page 25: Performance monitoring, evaluation and reporting plan (PMER)Assess and Inform Policy: FD and other stakeholders of the NFMCP will be better able to evaluate success of policies such](https://reader034.vdocument.in/reader034/viewer/2022050409/5f85c3fee43e3a109e1cda57/html5/thumbnails/25.jpg)
