How TS was building BB

EVOLUTION OF BB IN TS

In 2009 we limited building FTTH:

• No regulation perspective

• Investments to SE Europe

• In Slovenia focused on services

• Investments in NGA stopped, only cable operators are gaining

• Infrastructure competition: up to 4 in the cities

• Urban vs rural difference is high

• We focused on FTTN for 3P (doesn’t fulfill goals for DA 2020)

• Greenfield Access Network is done in FTTH solution

- 15.400 households in 12 projects

- urban + suburban + rural area

- FTTH P2P

- with up to 30% private investment 3.800 € per household

Open Access Network Slovenia 2011

- 36,7 mio € EU funds

- 13.500 households in 5 projects

- suburban + rural area

- FTTH P2P, PON, Wimax

- with 40% private investment 4.530 € per household

Some networks are not "DA 2020 ready“!

Open Access Networks

OAN IS EXPENSIVE

Open Access Networks are expensive:

• Paralell infrastructure

• Local loop up to 20km

• 70-80% of investment is civil work

Rental cost for Service providers is equal to Telekom Slovenije‘s

FTTH regulated price

Additionall inconveniences:

• A lot of small projects with different technical solutions

• Lack of standardisation, procesess, information systems

• In some projects last 200m is extra cost of end customers

• OAM 2008 finished in Q4 2010 but some customers are still waiting

to be connected

CONCLUSION

• Slovenia cannot afford paralell infrastructure

• All networks should be opened

• Competition on Service level

• No commercial interest in suburban and rural area, coinvestment

needed

• Reusing existing networks is most economical way to develope

superfast broadband in rural areas

• How to achive Digital Agenda 2020? .... When?
