Petland in Florida: Where Do They Get Their Puppies? Petland claims that they only buy from breeders with “the highest standards,” but the Humane Society of the United States (HSUS) has found that they continue to buy from known puppy mills and out-of- state brokers that deal with puppy mills. The Florida Petlands bought puppies from at least five major brokers which the United States Department of Agriculture (USDA) has cited for multiple violations. Several of the Florida Petlands also purchased directly from one or more known, notorious puppy mills.

A broker is a “middleman” animal dealer that buys puppies from many different kennels and puppy mills for resale to pet stores.

This store received shipments from a massive Missouri puppy broker, The Hunte Corporation, in 2009. Hunte is a middleman animal dealer which the USDA has cited for keeping dozens of animals in too-small cages, repeatedly transporting underage puppies, and other violations. The Hunte Corporation sells about 80,000 puppies a year from hundreds of different kennels and puppy mills.

Perfect Puppies: Cited for Buying from Unlicensed Breeders

In 2009, this store also received shipments from massive puppy broker in Iowa, Perfect Puppies, which the USDA has cited for buying more than 500 puppies from unlicensed breeders in 2008. The licensee was also cited for buying more than 100 puppies in 2008 and 2009 from a breeder with more than 100 dogs who was related to the broker. The licensee falsely obtained a certification statement indicating that the breeder with more than 100 dogs did not require a USDA license, which he would have known to be untrue. This broker was also cited for inadequate pest control and other violations.

Kathy Bauck: Convicted of Animal Torture

Kathy Bauck (New York Mills, Minnesota): USDA reports document excessive accumulations of feces, waste, and flies (May 2009); injured dogs who had not been treated by a vet; accumulations of feces with dogs soiled by the feces (March 2009); 41 dogs were found in a barn with partly frozen water and subjected to below-freezing temperatures without adequate protection from the cold; 19 young bulldogs were found in outdoor enclosures shivering in the cold in 12 degree temperatures (December 2008); multiple dogs with severe medical issues were not receiving adequate treatment and several of them later died of their illnesses; at least three dogs were “euthanized” by the kennel “in an unapproved manner “(June 2008); many other grievous violations over the years.

Kathy Bauck was convicted in Minnesota of animal abuse and torture in March 2009; she was sentenced to jail. In 2008 Bauck pleaded guilty to practicing veterinary medicine without a license and in 2006 she was ordered to cease and desist from practicing veterinary medicine without a license after performing botched surgeries on animals in her kennel, as The HSUS reported in our initial Petland Investigation. Bauck also has a long history of severe animal welfare violations on file with the USDA. But despite her conviction, the Baucks are still selling puppies from their facility under the husband’s name, Allan Bauck, to many pet stores across the country -- including at least two Petlands in Florida. Allan Bauck does not hold a USDA license.

Debbie Clark: Cited for Incorrect Medications and Inadequate Shelter

In 2009, this store received shipments from Debbie Clark (Milan, Missouri) who was found at her most recent inspection (2008) with medications labeled for use in fish and birds instead of dogs; excessively rusty enclosures, multiple dogs housed outside with inadequately small plastic barrels for shelter, and small puppies housed on wire flooring that had gaps large enough for their feet to fall through and potentially entrap them.

Out-of-State Sellers with Animal Welfare Act Violations

The store also received shipments directly from Missouri, Kansas, Oklahoma, and Arkansas out-of-state sellers in 2009, some of whom have been cited for Animal Welfare Act violations, including, Charlene Koster and Mike & Melanie Moore/MAM Kennel, two puppy mills that were filmed and indentified as part of our initial Petland Investigation, and multiple shipments from the facility of Kathy Bauck, who was convicted of animal torture and cruelty in March 2009 and Kris Peterson.

Charlene Koster: Filmed as Part of HSUS’s Initial Investigation

Charlene Koster (Minneapolis, Kansas) was cited for dirty food dishes (2009) and cited repeatedly for keeping animal enclosures in disrepair (2008 and 2009), among other violations.

Koster’s kennel was filmed as part of our initial Petland Investigation in 2008 and at least one Petland store was found still buying from her kennel in 2009. She is believed to have more than 200 dogs at her facility and the animals were filmed running back and forth in small wire cages.

Kathy Bauck: Convicted of Animal Torture

Kathy Bauck (New York Mills, Minnesota): USDA reports document excessive accumulations of feces, waste, and flies (May 2009); injured dogs who had not been treated by a vet; accumulations of feces with dogs soiled by the feces (March 2009); 41 dogs were found in a barn with partly frozen water and subjected to below-freezing temperatures without adequate protection from the cold; 19 young bulldogs were found in outdoor enclosures shivering in the cold in 12 degree temperatures (December 2008); multiple dogs with severe medical issues were not receiving adequate treatment and several of them later died of their illnesses; at least three dogs were “euthanized” by the kennel “in an unapproved manner “(June 2008); many other grievous violations over the years.

Kathy Bauck was convicted in Minnesota of animal abuse and torture in March 2009; she was sentenced to jail. In 2008 Bauck pleaded guilty to practicing veterinary medicine without a license and in 2006 she was ordered to cease and desist from practicing veterinary medicine without a license after performing botched surgeries on animals in her kennel, as The HSUS reported in our initial Petland Investigation. Bauck also has a long history of severe animal welfare violations on file with the USDA. But despite her conviction, the Baucks are still selling puppies from their facility under the husband’s name, Allan Bauck, to many pet stores across the country -- including at least two Petlands in Florida. Allan Bauck does not hold a USDA license.

Kris Peterson: No Evidence of Veterinary Care

Kris Peterson of Peterson’s Puppy Works (Hurdland, Missouri) was unable to show that any vet had been on the site in more than 3 years. In addition, three of the dogs were so thin that their backbones and ribs were visible; there was inadequate housing or shelter in 35 degree weather (2009).

The HSUS’s 2008 Petland Investigation found that this store also received shipments from massive puppy broker in Iowa, Perfect Puppies, which the USDA has cited for buying more than 500 puppies from unlicensed breeders in 2008. The licensee was also cited for buying more than 100 puppies in 2008 and 2009 from a breeder with more than 100 dogs who was related to the broker. The licensee falsely obtained a certification statement indicating that the breeder with more than 100 dogs did not require a USDA license, which he would have known to be untrue. This broker was also cited for inadequate pest control and other violations.
