PHILOSOPHY OF ATHLETICS

The athletic program at Cullman High School (CHS) is committed to providing a safe learning environment, where athletics are an extension of the school day. Our coaches are charged with the responsibility to teach the values of sportsmanship, confidence, tolerance, participation within the rules, physical well-being, leadership, organization, sacrifice, self-discipline, and teamwork. Through athletic involvement students will be respectful, accountable, and loyal citizens of the community and will learn the value of a healthy lifestyle. At CHS, we pride ourselves on promoting an atmosphere of competitiveness while respecting the game, its participants, and the hard work and dedication from all people that make the event possible.

GOVERNING BODY

Cullman High School (CHS) is a member in good standing of the Alabama High School Athletic Association (AHSAA). With this membership, the school and all of its athletic programs agree to abide by all rules and regulation of the AHSAA. Information about the AHSAA and the rules our student-athletes must abide by can be found at www.ahsaa.com. In addition, all teams and organizations of CHS are subject to adherence to Cullman City Schools Board Policy.

HEAD COACH RESPONSIBILITY

In conjunction with the system-wide Athletic Coordinator, it is the responsibility of the head coach of each sport to manage his/her program holistically. This includes, but is not limited to, player and personnel conduct, financial accountability, competition and practice scheduling (both in and out of season), off-season programs, facilities, booster organizations, and the coordination of feeder programs.

Although we desire to be competitive, the mission of our middle school, freshman, and junior varsity programs is developmental in nature and established to ensure that our varsity athletes compete at the highest level. Therefore, the structure of practice, competitions, and evaluations should reflect this.

All programs shall schedule the maximum number of allowable dates afforded by the AHSAA. Additionally, all programs should play and schedule according to the dates established by the AHSAA; utilize the entire AHSAA approved season.

1. Conduct and Behavior

1.1. Code of Conduct for Athletic Participation

The Cullman High School (CHS) standard is designed to encourage responsible and safe decision-making by all students, parents, fans, and school employees and to promote a positive learning environment within the community. Cullman City Schools (CCS) maintains that the possession and/or use of illicit drugs and unlawful possession and/or use of alcohol and tobacco by minors/students is wrong and can be physically and/or emotionally harmful to students. Therefore, CCS has strict rules against being knowingly in the unlawful presence of and/or possession, sale, transfer, or use of these substances, whether or not they are on school property or at a school function. CHS, as a member of the Alabama High School Athletic Association (AHSAA), meets or exceeds their standards for code of conduct and discipline.

Student athletes are subject to school rules and regulations governing student behavior as cited in the CCS Code of Conduct and in conjunction with the AHSAA policies and guidelines. All participants are reminded that they must be good citizens and be STAR sportsmanship certified to represent their school and community in athletic activities. Violations of school rules resulting in suspension will automatically preclude student involvement in athletic activities for the length of the suspension. In addition, depending upon the severity of the violation, the student could be removed from participating in athletics for remainder of school year.

Student athletes found on school premises or at a school sponsored event, including athletic games, in possession of a controlled substance may be subject to expulsion from the school or other Class III sanctions in accordance with procedures established by state, federal, and local laws.

Students should be aware that if they are part of a group that is engaged in activities contrary to school rules, they may come under suspicion and be subject to investigation if that is deemed appropriate by the administration. It is wise, therefore, either to prevent the wrongdoing, or failing that, to remove one’s self from the group as soon as possible without putting one’s self at risk.

Student athletes that violate AHSAA rules and are sanctioned with a game ejection and/or AHSAA fine will be responsible for reimbursing the school for the amount of the imposed fine. Students will be suspended from practice and competitions until the fine is paid in full at the CHS financial office.

1.2. Athletic Parent/Guardian Code of Conduct

As a parent of a student-athlete:

I will not force my son/daughter to participate in athletics.

I will remember that student-athletes participate to have fun and that the game is for youth, not adults.

I will inform the coach of any physical disability or ailment that may affect the safety of my son/daughter or the safety of others.

I will learn the rules of the game.

I will teach my son/daughter to play by the rules and to resolve conflicts without resorting to hostility or violence.

I will teach my son/daughter that doing one’s best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance.

I will praise my son/daughter for competing fairly and trying hard and making my child feel like a winner every time.

I will promote the emotional and physical well-being of the athletes ahead of any personal desire I have for my child to win.

I will demand a sports environment that is free from drugs, tobacco, and alcohol and I will refrain from their use at all sports events.

I will refrain from coaching my son/daughter or other players during the games and practices, unless I am one of the official coaches of the team.

I will avoid speaking negatively about the coach in front of my son/daughter. It may create an insurmountable barrier in their hopes for improvement in their sport.

I will pay all fees associated with the program in a timely manner.

I will participate in all fundraisers associated with my son/daughter’s sport and the athletic booster club. I will not approach a coach or an official in a hostile manner prior to, during or after a competition or

practices. Concerns will be addressed in a professional manner following the Communication and Concern Resolution procedures in this manual. I understand that failure to follow these procedures will result in removal from the athletic event and/or school campus with possible dismissal from the program.

I will not enter any locker room at any time without the pre-approval of the head coach. Failure to adhere to this policy may result in removal from the program.

1.3. Athletic Coach Code of Conduct

Athletic coaches are employees of Cullman City Schools (CCS) and are expected to reflect the ideals and values of the school system and community at all times.

Athletic coaches must adhere to the guidelines of the Alabama Educator Code of Ethics.

Athletic coaches spend many hours with student athletes outside of the school day. Coaches are expected to maintain appropriate positive athlete-coach relations at all times.

Athletic coaches are valuable assets to our school and community and are appreciated and accepted as role models for student athletes.

Respect the entire playing of the National Anthem.

Set an example of good sportsmanship for student athletes.

Be an exemplary role model by positively supporting teams in every manner possible.

Avoid the use of profane or inappropriate language in the presence of spectators and student athletes.

Respect fans, other coaches, and participants.

Recognize outstanding performances of either side of the playing field.

1.4. Expectations of Conduct for Spectators, Guests, and Other Fans

The ideals of good sportsmanship, ethical behavior, and integrity should permeate all interscholastic athletics in our community. In perception and practice, good sportsmanship shall be defined as those qualities of behavior, which are characterized by generosity and genuine concern for others. Our athletic fields should be the laboratories to produce good citizens reflecting “fair play” in every area of life.

Spectators, guests, and other fans should be aware:

Game attendance is a privilege and not a license to verbally assault others or exhibit poor sportsmanship. Those who are found to be in violation with this policy will be immediately removed from the event. Furthermore, spectators and guests who violate this policy are subject to having their athletic event attendance privilege revoked.

Respect the playing of the National Anthem.

Respect decisions made by contest officials.

Be an exemplary role model by positively supporting teams in every manner possible, including content of cheers and signs.

Become aware of the purpose of the sport and rules, and keep winning in its proper place.

Respect fans, coaches, and participants.

Recognize outstanding performances of either side of the playing field.

1.5. Behavior Guidelines

Positive behaviors include, but are not limited to:

Applause during introduction of players, coaches, and officials.

Accept all decisions by officials.

Handshakes between participants and coaches at end of contest, regardless of outcome.

Search out opposing participants to recognize them for outstanding performance of coaching.

Applaud at end of contest for performances of all participants.

Demonstrate concern for injured player, regardless of team.

Encourage supporting people to display only sportsmanlike conduct.

Unacceptable behaviors include, but are not limited to:

Yelling or negative chanting or gestures toward opponent.

Booing or heckling an official’s decision.

Criticizing officials in any way; displays of temper with an official’s call.

Taunting or trash talk.

Refusing to shake hands or to give recognition for good performances.

Blaming a loss of game on officials, coaches, or participants.

Laughing or name-calling to distract an opponent.

Using profanity or displays of anger that draw attention away from the game.

“Coaching” the student-athletes during a competition from the stands.

2.1. Athletic Offerings by Season

Please refer to the Student Handbook for a list of available athletic offerings.

2.2. Levels

Freshman

Junior Varsity play is designed to develop, reinforce, and refine fundamental skills of the sport and should provide equal practice opportunities for all participants. The amount of game time is determined by the coach’s evaluation of the athlete’s attitude, attendance, work ethic, skill, and team role at practice. Coaches strive to teach athletes to compete within the rules of sportsmanship and fair play while developing the ambition to achieve at the next level of competition.

Varsity play is designed to develop high proficiency in all aspects of the sport. Winning within the context of the rules, the spirit of good sportsmanship and fair play is emphasized. The amount of game time is determined by the coach’s evaluation of the athlete’s attitude, attendance, work ethic, skill, and team role at practice.

3. Eligibility and Tryouts

3.1. Eligibility

3.1.1. Academic Eligibility

To be academically eligible for athletic participation, the Alabama High School Athletic Association (AHSAA) has mandated that all students in high school must pass four core classes (history, math, science, English) and two elective courses with at least a 70% average in the most recent two semesters.

3.1.2. Athletic and Extracurricular Eligibility

To be athletically eligible for athletic participation, the AHSAA has mandated that all students in high school must adhere to the following specific guidelines:

A student must be under the age of 19 on/after August 1 of the current school year.

A student is eligible only for four consecutive years upon entering ninth grade.

A student must be enrolled in school within the first 20 days of school and must reside in the school zone (unless already enrolled for one year prior to playing a sport).

A student must be STAR certified, have a current physical on file, complete the AHSAA agreement, and have current insurance.

Each family will be required to establish a Dragronflymax account to electronically sign compliance documents.

3.2. Tryouts

It should be understood that representing Cullman High School (CHS) through athletics and extracurricular organizations is a privilege. Students are encouraged to become involved in athletics and extracurricular activities each season. Participating in tryouts (unless tryouts are not required) is necessary in order to be considered for an athletic team. In some programs, there is a risk of not being selected for a team. Team sizes may be limited due to

the nature of the sport, the number of candidates, or to ensure player safety and practice time. The Head Coach of the sport will determine the squad size. The coaching staff or sponsors of each organization have the sole responsibility for selecting members of the team or activity, determining the level of participation, and the amount of playing time. Prior to tryouts, all candidates will be informed as to the expectations that the coach/sponsor has for them during tryouts.

4. Communication and Concern ResolutionAthletic and extracurricular involvement, while fun and rewarding, can be very time consuming and emotional. Due to the level of effort and emotion invested, conflicts between players and coaches will inevitably arise. All conflicts should be addressed professionally and as soon as possible. To accomplish this, please follow the following guidelines:

FIRST STEP: Student Participant and Coach Contact

The student athlete should meet individually with the coach to share concerns and/or discuss any issue or conflict. It is the student’s responsibility to make an attempt to meet with the coach before involving others, if at all possible. Times to be avoided when initiating contact:

o Immediately prior to and/or right after a contest or event

o During an active practice session

o During a time when other students are present and/or when the discussion is readily visible by others

o When it is apparent that there is not sufficient time to allow for complete discussion

SECOND STEP: Parent/Guardian and Coach/Sponsor Contact

If a conflict between a student athlete and a coach/sponsor remains unresolved or becomes a chronic issue, the parent/guardian and student should schedule a meeting with the coach. The student should be involved and present at this meeting.

THIRD STEP: Parent/Guardian and system-wide Athletic Coordinator Contact

If a satisfactory resolution is not reached through direct contact with the coach, the student athlete and parent/guardian should inform the coach that they intend to contact the system-wide Athletic Coordinator. A meeting with the Athletic Coordinator should be scheduled through the school office.

FOURTH STEP: Parent/Guardian and Administration Contact

If existing concerns remain following a meeting with the system-wide Athletic Coordinator, the student athlete and parent/guardian should acknowledge such and initiate contact with the Athletic Administrator and/or Principal. Please note - If you believe that, due to the seriousness and/or nature of your concerns and or complaint, you may express your concerns directly to the Athletic Coordinator.

5. Student Athlete Participation Responsibilities

5.1. Attendance

In order to be eligible to participate in any athletic/extracurricular event (practice or game), the student must be present in school for at least one half of the school day. Any student not at school for one half of the school day will be excluded from participation on that day.5.1.2. Daily Team Attendance

When selected for a specific athletic team/extracurricular group, it is expected that the student attends all practices, games, and performances pertinent to that team. Weekend practices vary by sport and should be expected. If there is any conflict with this, it needs to be communicated to the coach/sponsor prior to the scheduled event. Sanctions for missed practices, meetings, and contests are at the discretion of the coach/sponsor according to team rules.

5.1.3. Vacations and Extended Absences

Each team member is expected to be present for all team practices and games. Due to scheduling parameters, a number of our teams will practice and/or play games during scheduled school vacations. Students, knowing that they will be absent for an extended period of time, should discuss their situation with the coach prior to trying out for the team. Coaches will discuss with the student what the penalty will be if they miss games and/or practices due to a vacation or extended absence.

5.2. School Suspension

Suspension from school involves the denial of a student’s privilege to attend school and its activities. This action is taken when it is obvious that no other action is suitable or likely to result in the correction of a student’s unacceptable behavior. If the suspension carries multiple days, including weekends, the student is ineligible to participate in practices or games until he/she returns to “good disciplinary standing” with the school. If the suspension is the result of a student’s behavior at school or a school sponsored activity, and the offense is severe to be referred to Alternative School, the student may be subject to restrictions for 20 to 40 days. A suspended student is not eligible to participate in extracurricular activities or athletics while suspended. In addition to the suspension, the student may be removed from the team for remainder of the season. The decision will be made in coordination with the coach, the Athletic Coordinator, and the school’s Administration. In-school suspension involves the temporary removal of the student from his/her academic classes. Since, the ISS assignments are considered full attendance days the student has not missed the academic school day, the student may be eligible to participate in practices and games at end of the school day. However, if the ISS placement covers multiple days, the student will be ineligible to participate in a game until he/she has completed the ISS placement for the disciplinary infraction. The student will be able to participate in practice at the discretion of the coach. Additional disciplinary actions from the coach could be taken if deemed appropriate. If a student’s conduct during a game is deemed by school and/or district administration to be a major infraction toward the Cullman City Schools (CCS) Code of Conduct and produces negative publicity on CCS and/or Cullman High School (CHS), the student will be in violation of the Alabama High School Athletic Association (AHSAA) STAR Sportsmanship agreement. An Athletic Disciplinary Review Panel comprised of coaches and administration will determine the student’s athletic suspension.

5.3. Chemical Health

From the earliest fall practice date to the conclusion of the academic year or final athletic event (whichever is latest), a student shall not, regardless of the quantity, use, consume, possess, buy/sell, or give away any beverage containing alcohol; any tobacco product; marijuana; steroids; or any controlled substance. If in violation, actions will

be followed per section 6.23.3 of the Cullman City Board of Education Policy Manual as well as the Cullman City Schools (CCS) Code of Conduct.

5.4. Substance Abuse

Cullman City Schools (CCS) requires a safe, drug-free, and alcohol-free environment. Per section 6.23.1 of the Cullman City Board of Education Policy Manual, “It is the desire of Cullman City Schools that students involved in extracurricular activities remain drug free in order to help protect themselves, as well as other activity members with who they come in contact. In an effort to assist these students, Cullman City School is implementing a substance screening program. This policy is enacted as a preventive measure and as a deterrent to students who may be thinking of trying illegal drugs. It will provide students with another reason to say, “No.” This policy in no way circumvents, nor replaces, current board policies or school rules pertaining to use, possession and/or distribution of alcohol, tobacco, or drugs at school or school sponsored events.”

If in violation of this policy, actions for failed drug screens will be followed per section 6.23.3 of the Cullman City Board of Education Policy Manual as well as the CCS Code of Conduct.

5.5. Permanent Dismissal from Team

In the event that a student is permanently dismissed from being a member of a team, the coach will make every effort to contact the parent prior to the dismissal. Academically, the student will be removed from the sport class, and be placed in an alternate class as deemed appropriate by the counselor.

6. TravelTravel to athletic events from the school campus will be provided by the sport using a bus or by the parent of the student. If a parent is driving students to athletic events, the parent must provide a copy of a valid driver’s license and proof of insurance must be on file prior to the event.

7. Facility Use and SupervisionThe proper care of athletic facilities is the responsibility of each coach and athlete. Damage to any equipment or facility must be reported immediately to the Athletic Coordinator. A member of the coaching staff (school board employee) must supervise all activities by athletes and no student is allowed access to any of the athletic facilities without proper supervision. Student athletes are expected to respect all athletic facilities and school property. Cullman City Schools (CCS) expects the students to take pride in their facilities and school and aid in keeping everything in good condition. Any type of vandalism will not be tolerated. Students may not use the gym or weight room unless properly supervised by a coach. Coaches may not leave until all athletes have left the facility.

8. Athletic Training ServicesThe Cullman City School Board of Education will maintain a contract with certified service providers to provide Athletic Training Services for student athletes. Cullman High School (CHS) has an athletic trainer on site to evaluate and treat athletic injuries as they may occur. The athletic trainer provides medical assistance or treatment for athletic contests and practices but is limited to being at one place at any one time. In case of injury, the athletic trainer will evaluate and recommend care of the injury to the parent/guardian. If a visit to the hospital or physician is necessary, a written

medical note from the physician releasing the athlete from treatment or permitting them to return to participation is mandatory.

9. Additional Involvement Opportunities

9.1. Team Managers

Students interested in participating as a team manager for a sport should contact the Head Coach of that particular sport. Sport managers are strictly up to the discretion of the coach and the coach decides upon the requirements and duties. A meeting should be scheduled with the coach, the student, and the student’s parents to discuss these duties and requirements. If a student requires supervision to fulfill the duties as a manager, the parents will be responsible for providing supervision for all extracurricular activities in which the student is involved.

9.2. Out-of-Season Involvement

Participation in out-of-season clinics, camps, leagues, or other related sports activities is strictly up to the discretion of the athlete and his/her parents/guardians. While such participation will improve one’s knowledge and skill, it is the individual’s decision whether they wish to become involved in such activities. Participation in such activities will have no bearing on the student athlete’s participation on a Cullman High School (CHS) athletic team. The Athletic Department encourages all students to take full advantage of the activities we offer and become involved in more than one sport. It is important to understand that some out-of-season activities are not sanctioned and therefore could cause the athlete to become ineligible to participate in regular season activities. Any athlete desiring to participate in such events MUST contact the Head Coach prior to joining/registering.

10. Booster OrganizationsAll school-sponsored extracurricular activities must be under the control of the school. However, booster organizations are often formed to support the operations of these activities in a variety of ways. While providing additional financial support for a particular extracurricular activity, the volunteers in the booster organizations also enhance community support that often extends to benefit all students at a school. Because some of the activities of a booster organization may be intertwined with the extracurricular activity it supports, some of the organization's activities may be under the fiduciary control of the school principal while other functions of the same booster organization are not school activities. The determination that a booster organization is a school activity must be made on a case-by-case basis according to the facts and circumstances of the organization's operations at a school.

However, these organizations will become school activities if:

a) Both parties mutually assent to the fiduciary control of the principal,

b) A school employee, who is associated with the activity supported by the booster organization, serves/holds a leadership position in the organization, or

c) A school employee leads fundraising or maintains the accounting records for the organization.

Specific activities of a booster organization may come under the control of a school principal if:

a) The organization collects admission to the school function,

c) The organization collects parking fees for the school function,

d) The organization operates a training camp that includes students of the activity it supports, or

e) The organization operates an exhibition or competition that includes students of the activity it supports.Even though a Parent Support Organization works very closely with the district, it is a separate entity from the district. However, the formation of the organization must be approved by an appropriate District Administrator.

In addition, a Parent Support Organization/Booster Club must adhere to various District policies and guidelines and all federal and state regulatory guidelines. Education is a state function executed through local boards of education. The Superintendent, Board, and Chief School Finance Officer (CSFO) have statutory roles in handling funds. The authority and responsibility related to finance is delegated to local school administrators and others through board policies, directives, procedure manuals, and day-to-day interaction.

10.1. Relationship with School Board

Parent Support Organizations must adhere to various district policies and guidelines as well as federal and state laws and regulatory guidelines. Only approved organizations, operating under school district policies and procedures shall be allowed to use the school name and/or facilities in support of its programs. Any rules and regulations developed for the organization must conform to the law, the board of education's policies and regulations, and the school site's rules and procedures.

Fundraising at any school site is directly under the control of school authorities, such as the site administrator, and must be approved by at least the site administrator prior to any activity.

If the Superintendent and/or Board considers it necessary, he or she may revoke the booster club 's authorization to conduct activities in the district.

Specific questions regarding booster/parent activity should be addressed to the campus Principal or designee.

10.2. Purpose and Function

A booster club is defined as "an organization that is formed to help support the efforts of a sports team or organization. Support is shown in many ways, including volunteering time, raising money, and contributing funds to better enhance the team or organization's performance.” Another definition is "a booster club provides enthusiastic support of a team or organization." This type of support is much like emotional or psychological parental support, but is given in a collective manner.

Booster clubs may play a key role in supporting Cullman High activities in many ways, and we are very thankful for the positive contributions booster clubs will provide to our programs. Booster clubs may raise money by printing promotional items like team schedules, programs, and team yearbooks. Booster clubs can financially support the program by providing additional funding for events, such as pre- or post-game dinners or social events during the season.

Booster clubs may perform, meet, or organize in any way, in accordance with the above stated definition, that supports or 'boosts' the program they are formed to support. It is the charge of the principal and the athletic director at Cullman High School to ensure that booster clubs operate within their defined parameters.

10.3. Required Annual Booster Club Meeting/School Meeting

The school principal or designee will meet annually with booster club officers upon their election to review all state laws, Board policies, and AHSAA guidelines pertaining to the role and operations of booster clubs.

10.4. General Guidelines

Booster clubs should:

Volunteer time and raise money.

Contribute funds to better enhance the team or organization's performance.

Print promotional items like team schedules, programs, and yearbooks (subject to approval by the head coach/Athletic Director/principal).

Financially support the program by providing additional funding for additional equipment, camps, or end-of-season banquets and awards.

Organize team events, such team meals.

Listen and work closely with the head coach.

Discuss as official business any item that meets the criteria listed above.

Booster clubs should not:

Openly discuss or perform a performance review of the head coach or coaching staff.

Review the performance of a coach funded by the booster club. Staff evaluations are solely the responsibility of the school district.

Openly discuss playing time issues.

Ransom funding of the program to control the hiring or firing of the head coach or staff member.

Offer up a petition by booster club members to hire/fire a coach.

Plan, organize, or attempt to implement an off-season training program without direction or consent from the head coach/Athletic Director/principal.

Discuss as official business any item that does not meet the definition and function of a booster club.

Booster clubs will not have any role in conflict resolution between parent and coach.

It is inappropriate to approach a coach prior to or after a game or practice unless the meeting has been previously agreed upon as described in the Communication and Concern Resolution section.

Playing time is determined solely by the coach. Discussion should focus only on how your son or daughter can improve his or her skills as an athlete.

Calls should be directed to the head coach/sponsor.

If emotions rise to an unreasonable level during the meeting, it will be concluded immediately and rescheduled.

Alabama Code Title 13A. Criminal Code § 13A-11-144

For purposes of this section, a “sports official” is a person at a sports event who enforces the rules of the event, such as an umpire or referee, or a person who supervises the participants, such as a coach.  A “sports event” includes any interscholastic or intramural athletic activity in a primary, middle, junior high, or high school, college, or university, any organized athletic activity sponsored by a community, business, or nonprofit organization, any athletic activity that is a professional or semiprofessional event, and any other organized athletic activity in the state.

A person commits the crime of harassment of a sports official if he or she commits the crime of harassment as provided for by Section 13A-11-8 , and the victim is a sports official performing official duties and the harassment is a result of the official performing his or her official duties.  Harassment of a sports official is a Class B misdemeanor.

A person commits the crime of menacing a sports official if he or she commits the crime of menacing as provided for by Section 13A-6-23 , and the victim is a sports official performing official duties and the menacing is a result of the official performing his or her official duties.  Menacing a sports official is a Class A misdemeanor.

A person commits the crime of assault of a sports official in the third degree if he or she commits the crime of assault in the third degree as provided for by Section 13A-6-22 , and the victim is a sports official performing official duties and the assault is a result of the official performing his or her official duties.  Assault of a sports official in the third degree is a Class C felony.

A person commits the crime of assault of a sports official in the second degree if he or she commits the crime of assault in the second degree as provided for by Section 13A-6-21 , and the victim is a sports official performing official duties and the assault is a result of the official performing his or her official duties.  Assault of a sports official in the second degree is a Class B felony.

A person commits the crime of assault of a sports official in the first degree if he or she commits the crime of assault in the first degree as provided for by Section 13A-6-20 , and the victim is a sports official performing official duties and the assault is a result of the official performing his or her official duties.  Assault of a sports official in the first degree is a Class A felony.
