    LUNGSOD NG LUCENA, Quezon, Marso 19 (PIA) -- Inihayag dito ni Dr. Erlinda Plotria ng Provincial Chest Clinic napatuloy ang programa ng kanilang tanggapan upang tuluyang masugpo ang sakit na tuberculosis o TB sa buonglalawigan ng Quezon.

    Ang pahayag ni Plotria ay ginawa kaugnay sa pagdiriwang ng World TB Day at pangalawang taon ng QuezonProvincial Chest Center- Public-Private Mix DOTS Foundation.

    Sinabi pa ni Plotria na patuloy din aniya ang pakikipag- ugnayan ng kanilang tanggapan sa ibat ibang ospital atinstitusyon sa lalawigan ng Quezon sa pagpapatupad ng programa kontra TB base na rin sa atas ng Department of Health

    Gayundin sa pamamagitan aniya ng Innovations and Multisectoral Partnerships to Achieve Control of TB o IMPACTay masmapapalakas pa ang programa ng pamahalaan sa pagsugpo sa sakit na TB.

    Base sa kanilang tala ay umabot sa 99 ang pasyenteng may sakit na TB ang nabigyan ng lunas ng kanilangtanggapan noong nakaraang taon.

    Ayon naman kay Webster Letargo, Chief of Staff ni Gov. David Jay -Jay C. Suarez kailangan nang ma -wipe out omawala na ang sakit na TB sa lalawigan ng Quezon at magagawa lamang ito kung sama-samang kikilos,magtutulungan at makikiisa ang bawat mamamayan.

    Aniya, huwag ding mahiyang magpakonsulta ang isang tao kung may nararamdamang mga senyales ng sakit na TBupang sa simula pa lamang ng sakit ay malapatan kaagad ng lunas at hindi na lumala pa. (CPG/RMO-PIA4AQuezon/May ulat mula sa Quezon PIO)

    C. LAGUNA 1. DSWD Calabarzon, brings 'anti-epal' campaign to Laguna

    CALAMBA CITY, Laguna, Mar. 19 (PIA) -- The Department of Social Welfare and Development (DSWD) Calabarzonheld a press conference recently for Laguna media on their anti- epal campaign with the slogan Maki -alam,magsumbong, Bawal ang Epal.

    Epal is a Filipino term to describe people who are attention grabbers, scene -stealers or simply gettingrecognition which they do not deserve.

    Held at the talakayan room of the Philippine Information Agency (PIA) Region 4A, DSWDs campaign aims to makeclear to the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) that no one can remove them from the

    list of 4Ps beneficiaries.

    This is in reference to politicians or trying to be politicians who are epal enough to threaten 4P bneficiaries thatthey will be stricken off the list if they do not vote for them.

    According to the DSWD, the beneficiaries of the 4Ps were chosen through the National Household TargetingSystem for Poverty Reduction (NHTS-PR) and validated to make sure that indigent and deserving families werecovered.

    It is the DSWD only who has the authority to de -list beneficiaries on the grounds they failed to comply with theconditions set under the 4Ps, Flor Gunio, assistant regional director of DSWD 4A said during the presscon .

    Under the 4Ps, a family-beneficiary is provided with monthly subsidy of P500 for health needs and P300 per monthfor educational assistance to up to three children below 14 years old provided they comply with set of conditions.

    The conditions are once a month pre and post-natal care, preventive health check-ups, attendance to familydevelopment sessions. The subsidy for education requires 85 percent school attendance.

    In closing, Gunio appealed to the media to help them in their campaign against epal politicians. (CPG/RMB-PIA 4A)

    Ang bawat isa ay tumanggap ng P20,000 halaga ng pambili ng baka kasama ang kinatawan ng nasabing opisina. Sahalagang ito rin kasama ang gastos sa pagproseso ng mga dokumento at transportasyon ng nabiling baka.

    Ayon kay city Planning and Development Officer Januario Godoy, mahigit na 3000 baka na ang kanilangnapaalagaan mula ng ipatupad ang proyekto noong 1988.

    Sa taong ito, naglaan ng P22 milyon ang pamahalaang lungsod para sa naturang proyekto na ipagkakaloob sa mgahigit na nangangailangang mamamayan ng lungsod.

    Bukod sa kabilang sa low income group, ang isang benepisaryo ay kailangang may kasanayan din sa pag-aalaga ngbaka, may mabuting pagkatao at walang anumang rekord ng pagkakautang. Ang bakang ipagkakaloob ay

    babayaran ng benepisaryo sa loob ng tatlong taon nang walang interes.

    Ang mga tauhan ng CPDO ay kaagapay sa pagbili ng baka sa auction market sa bayan ng Padre Garcia kung saannilalagyan ito ng ear tag na palatandaan na ito ay kanilang nabili at upang maging madali ang monitoring ng mgabakang inaalagaan.

    Kinakailangang tumupad sa kasunduan ng pagbabayad ang mga benepisaryo upang mas marami ang makinabang.Dapat din silang makipag-ugnayan sa Office of the city Veterinary and Agricultural Services (OCVAS) kungmagkaroon ng sakit ang kanilang inaalagaang baka.     Sa mensahe ni Mayor Vilma Abaya Dimacuha, sinabi nito na bilang babae at ina ng lungsod, dapat lamang bigyan

    ng pagpupugay ang mga kababaihan dahil sa malaki ang papel na kanilang ginagampanan sa iba't ibang gawaingpangkomunidad.

    Ayon naman kay Mila Espanola, CSWDO, patuloy ang mga programa ng pamahalaang lungsod para sa kapakananng mga kababaihan.     President Benigno S. Aquino III cited the role of the doctors as important allies of the government in carrying its mandate of providing the people with better health services and defend them from the threat of cancer.

    "Our people are our most valuable asset: They lend our nation its vibrancy and fuel its industries, and collectively, their individual struggles and triumphs compose the Filipino narrative," the Chief Executive said in his message to the PhilippineSociety of Otolaryngology Head and Neck Surgery and the Asian Society of Head and Neck Oncology (ASHNO) on theoccasion of the 3rd ASHNO Congress.

    The ASHNO opened the 3rd congress which has for its theme "The Challenges of Head and Neck Oncology in the 21stCentury" on Wednesday at the Radisson Blu Hotel in Cebu. The event would end on Friday.

    "It is governments duty to protect this precious resource, and as doctors, you are important allies in this mission. You lea dour drive towards health, defending our people from the threat of cancer," the President said

    The President expressed hope that the 3rd ASHNO Congress would help the doctors in their efforts to combat the dreadeddisease.

    "This event is timely, as it coincides with the passing of the landmark Sin Tax Reform Law of 2012. Through it, we seek todrive our collective task of building a better, more equitably progressive Philippines by channeling the gains of our resurgenteconomy towards vital social services such as healthcare," he said.

    President Aquino signs bill into law revitalizing People s Television Network

    President Benigno S. Aquino III signed into law a Bill that will revitalize the operations of government television station PTV-4 (Peoples Televis ion Network, Incorporated) to be at par with global standards with programming relevant to the timesCommunications Secretary Herminio Coloma, Jr. said.

    Coloma, in a press conference held at Malacanang on Wednesday, said that the President signed into law Republic Act No.103901 or An Act Amending Republic Act No. 7306, entitled An Act Providing for the Establishment of the Peoples

    Television Network, Incorporated, Defining Its Powers and Functions, Providing for Its Sources of Funding and for Other Purp oses last March 14, 2013.

    Ikinagagalak ko pong ibalita sa inyo na, noong ika -14 ng Marso, nilagdaan ng Pangulong Aquino ang batas na ngayon ayalam natin na Republic Act 10390, an Act Revitalizing the Peoples Television Network. Ang original title po n iyan ay an Act

    Amending the Charter of Peoples Television, Coloma said.

    He pointed out that the new law addresses two main problems of the government- run television station: the financialhemorrhage marked by the depletion of the stations capital and the lack of a stable source of income.

    So that was the situation and President Aquino directed the crafting of a proposed bill, later on, this bill was included in thepriority list of the LEDAC (Legislative-Executive Development Advisory Council). And so we worked on the Senate and theCongress to pass a new charter for Peoples Television that had two important features: number one, infusion by government

    of fresh capitalization in the amount of P5-billion; and, number two, giving the network authority to collect commercialrevenues, Coloma said.

    He noted that out of the P5-billion, P3-billion would be sourced from the General Appropriations Act in the next three years(P1-billion/year) while the remainder will be sourced from revenue generated from advertising and airtime sales.

    So it was important that the new law provided for new capitalization and permitted the network to generate commercialrevenues, so that there will be a stable source of sustenance for the network, Coloma stressed.

    Aside from addressing these problems, Coloma said that the new law will introduce reforms relevant to the dispensing of PTV- 4s operations through the nomination of an advisory council to advise the network on relevant programming that willbolster the character of PTV as a public service broadcasting network and the shifting of focus towards a new global bestpractice of public service broadcasting which means that government television becomes an active partner or an activeinstrument for promoting the public welfare.

    So, with the enactment of the new PTV law, we hope to broaden the participation of the citizens in having a network that wil lmirror their aspirations. We want to invite the various sectors to give concrete suggestions on programs that will be beneficialto the community and to society. That is the rationale for the formation of an advisory council, Coloma said.

    With regards to content, Coloma said that programs on PTV-4 would allow block time programming (the scheduling of similar television programs back-to- back) provided that it is focused on education, history, propagation of Philippine culture andquality entertainment.

    He added that the majority of programs would focus on news and public information and will not compete directly wi thprivate stations programs.

    We do not intend to produce entertainment shows like the telenovela of the type that they have produced. Perhaps we canhave a telenovela featuring the heroism of our Medal of Valor or Gold Cross awardees, or of the Dangal ng Bayan awardeesof the civil service, or outstanding public school teachers, outstanding policemen, soldiers, Coloma said.

    Telenovelas that will edify the nobility of the Filipino public servant, that will be our orientation, not the telenovela th at iscommercially available at present. So it is farthest from our intention to compete directly with private media, he added.

    He said that the new law will also enable the network to keep abreast with latest technological developments such as digita l

    television and transmission upgrades to improve signal quality.

    We all know that by 2015, the ASEAN standard will be digital television. We have made some acquisitions of basic digitalequipment in our studios now but we need to do more. Of course, we are still awaiting the promulgation of official policy ondigital television but were confident that we can keep abreast with the rest of ASEAN and with the commercial broadcastingindustry, Coloma said.

    Because when digital transmission is fully in place , we will also be able to multiply the channels of government television from one free TV station to at least two more cable stations and we may be able to dedicate the cable stations toeducational programming or cultural programming. There are also those who say that we should have programs on Philippinehistory and culture, he said.

    Malacanang elated over latest Pulse Asia survey showing President Aquino's continued high trust and performanceratings

    The Aquino administration expressed elation over the latest Pulse Asia survey showing that President Benigno S. Aquino IIIcontinues to enjoy high trust and performance ratings, a Palace official said on Wednesday.

    Presidential Spokesperson Edwin Lacierda issued the statement during the regular press briefing in Malacanang following therelease of the Pulse Asias February 2013 Nationwide Survey on the Performance and Trust Ratings of the Countrys TopGovernment Officials and the Trust Ratings of Key Government Institutions.

    Based on the firm's latest survey released Wednesday, President Aquino has a 68% approval rating, up by 2 percentagepoints from the January 2013 survey result (66%). His "undecided" rating went down 4 percentage points, while hisdisapproval rating is still at 6%.

    According to the survey, the Chief Executive got a 70 % trust rating.

    "Yes, we are certainly happy that despite all the concerns, the people continue to repose their trust in the President. This is anaffirmation of the governance of President Benigno S. Aquino III," Lacierda said.

    The President has consistently received the highest ratings since he assumed his post in 2010.

    The survey fieldwork was conducted from February 24 to 28, 2013 using face-to-face interviews.

    According to Pulse Asia, some of the major events that occurred during the survey period were election-related events suchas mock elections and the start of the national campaign period, the Sabah standoff, the release of the report on the

    Atimonan incident, the salvage operations for the USS Guardian in Tubbataha Reef and the 27th anniversary of the EDSAPeople Power revolution.

    A total of 1,800 registered voters aged 18 years old and above formed the pool of respondents, coming from across thecountry. The nationwide survey has a +/-2% margin of error at the 95% confidence level, the Pulse Asia said.

    President Benigno S. Aquino III has declared March 22, which falls on a Friday, as a special non-working day in the provinceof Cavite in commemoration of the 144th birth anniversary of General Emilio Aguinaldo, the first President of the PhilippineRepublic.

    The Chief Executive issued the declaration by virtue of Proclamation No. 556 signed by Executive Secretary Paquito N.Ochoa Jr. on March 7, to give the people of Cavite the full opportunity to celebrate and participate in the occasion.

    General Aguinaldo was born to Gobernadorccillo (Municipal Governor) Carlos Aguinaldo and Trinidad Famy on March 22,1869 in Cavite Viejo (now called Kawit town).

    The Philippines won independence from Spain in hard-fought battles led by Aguinaldo and other Filipino leaders in 1898.

    On June 12, 1898, Aguinaldo, the revolutionary leader declared the Philippines independent, with himself as the unelectedPresident.

    Malacanang says government hopes to achieve rice self sufficiency by 2014

    The Aquino government expressed optimism that it would be able to achieve its goal of not importing rice by 2014, a Palaceofficial said on Tuesday.

    Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang that the Department of Agriculture, under the helm of Agriculture Secretary Proceso Alcala, has remained firm on its efforts to attain 100% rice self

    sufficiency by next year.Lacierda said Alcala reported that the Philippines attained an increase in the productivity of rice since President Benigno S.

    Aquino III assumed his post in 2010.

    According to Lacierda, Alcala cited the rice self-sufficiency program and overall growth in the crops subsector as the maingrowth drivers in attaining the agriculture growth.

    "In 2010, we imported 2.4 million metric tons; in 2011, it was reduced to 860,000 metric tons; in 2012, it was further reducedto 500,000 metric tons; and in 2013, we are only importing 187,000 metric tons. By 2014, we will not be importing any metrictons," Lacierda said.

    Lacierda noted that the Philippines is more focused on improving productivity in its rice sector to meet its rice self-sufficiencytargets.

    Aquino government vows to continue providing more scholarship programs for the poor

    The Aquino government vowed to continue providing more scholarship programs for the poor but deserving students, sayingthat education remains one of the p riorities of the government to help support the countrys economic growth.

    Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang on Tuesday that theCommission on Higher Education (CHED) offers various scholarship programs aimed at providing better opportunities for theFilipinos, especially the youths.

    "For instance, weve got scholarships for bright Filipino students whose general weighted average is 90 percent and above.The financial benefit is P30,000 per annum. We grants-in-aid for bright Filipino students whose general average is 85 to 89percent and the grant is P15,000 per annum," Lacierda said.

    "Then, we also have national integration study grant program for members of the cultural minority groups; selected ethnicgroup education assistance program for the members of the hill tribes," he said.

    "Meron po tayong OPAPP (Office of the Presidential Adviser on the Peace Process)-CHED study grant program intended for former rebels and the legitimate and legitimized dependents which expands access to college education opportunities,"Lacierda stressed.

    The CHED offers Grand-In- Aid or Tulong-Dunong , under the DND -CHED-PASUC (Department of National Defense-Commission on Higher Education- Philippine Association of State Universities and Colleges) Study Grant Program, which isintended for dependents of killed-in-action (KIA), battle-related Complete Disability Discharged (CDD), and Combat and

    Active Military Personnel of the Armed Forces of the Philippines.

    The commission gives education benefit to children of KIA-CDD-Combat in order to contribute to the well-being of thecountry's soldiers by ensuring their childrens education.

    The CHED also provides the Student Loan Program with the component of Study-Now-Pay-Later Plan (SNPLP), according toLacierda.

    The program is designed to promote democratization of access to educational opportunities in the tertiary level to poor butdeserving students through financial assistance in the form of an educational loan.

    "Then, we have study grants for poverty alleviation. We have the Bangsamoro special grant-in-aid program and other CHEDprograms," he said.

    The CHED is mandated to provide these scholarship programs pursuant to RA 7722, otherwise known as the Higher

    Educa tion Act of 1994.

    Lacierda said the government vows to implement more reforms in education by increasing the budget. PND (js)

    Mahalagang ginagampanan ng mga duktor bilang kabalikat ng gobyerno sa pagkakaloob ng serbisyong medikal saPilipino, kinilala ni Aquino

    Binigyang diin ng Pangulong Benigno S. Aquino III ang mahalagang ginagampanan ng mga duktor sa pagkakaloob ng higit namahusay na serbisyong pangkalusugan sa taong bayan, lalo na sa panganib sa cancer.

    Pinakamahalagang yaman natin ang ating mga kababayan. Sila ang nagbibigay ng lakas sa ating bansao at nagpapaandar ng ating mga industriya at ang bawat pagsisikap at tagumpay nila ang bumubuo sa kathang Pilipino, wika ng Pangulo sapahatid-bati niya sa Philippine Society of Otolaryngology Head and Neck Surgery at ng Asian Society of Head and NeckOncology (ASHNO) sa idaraos na Ika-3 Kongreso ng ASHNO.

    Magtatapos Biyernes ang kongresong ito na may paksang-diwang The Challenges of Head and Neck Oncology in the 21ar Century na sinimulan Miyerkoles sa Radisson Blu Hotel sa Cebu.

    Katungkulan ng pamahalaan na pangalagaan ang napakahalagang yaman nito at bilang mga duktor, kayo ay makabuluhangkabalikat sa misyong ito. Kayo ang nasa unang hanay ng larangan ng pangangalaga sa kalusugan, pag-iingat sa ating mgakababayan sa panganib ng cancer, wika pa ng Pangulo.

    Nagpahayag ng pag-asa ang Pangulo na matutulungan ng Ika-3 Kongreso ng ASHNO ang mga manggagamot sa pagsisikapnilang bakahin ang kinatatakutang sakit na cancer.

    Ang pagtitipong ito ay napapanahon dahil nasabay ito sa pagpapatibay ng Sin Tax Reform Law" ng 2012. Sa pamamagitanng batas na nasabi, magkatuwang tayo sa pagsisikap maitindig ang isang Pilipinas na higit na mahusay, laganap angkaunlaran na ang mga biyaya ng masiglang ekonomya ay naiuukol sa mahalagang serbisyong panlipunang tulad ngpangangalaga sa kalusugan, dugtong pa ng Pangulo.

    Bahagi ito ng balangkas ng patuloy na pagsulong na itinataguyod natin at ang puspusan ninyong pakikilahok sapagpapatupad ng naturang batas ay mahalagang sangkap ng ating tagumpay, sabi pa n g Pangulo. PNDTOP

    Nilagdaan ng Pangulong Aquino ang Batas na magbabagong tatag sa People s Television Network

    Nilagdaan na ng Pangulong Benigno S. Aquino III ang B atas na magpapanibagong sigla sa operasyon ng PTV -4 (PeoplesTelevision Network, Incorporated), himpilan ng telebisyon ng pamahalaan upang ito ay makaagapay sa pandaigdig napamantayan sa mga programang makabuluhan at angkop sa panahon, sabi ni Kalihim Herminio Sonny Coloma, Jr. ngPresidential Communciations Operations Office (PCOO).

    Sinabi ni Coloma sa pulong-balitaan sa Malacanang Miyerkoles na nilagdaan na ng Pangulo ang Batas ng Republika Blg.103901 o Batas na Nagsususog sa Batas ng Republika Bl g. 7396 na An Act Providing for the Establishment of the PeoplesTelevision Network, Incorporated, Defining its Powers and Functions, Providing for its Sources of Funding and for Other Purposes noong Marso 14, 2013.

    Ikinagagalak ko pong ibalita sa inyo na noong ika-14 ng Marso, nilagdaan ng Pangulong Aquino ang batas na ngayon ayalam natin na Republic Act 103901, an Act Revitalizing the Peoples Television Network. Ang orihinal pong pamagat niya ay An Act Amending the Charter of the Peoples Television, sabi ni Coloma.

    Niliwanag ni Coloma na tutugunan ng batas na ito ang dalawang pangunahing problema ng naturang istasyon ng telebisyonng pamahalaan na una: financial hemorrhage dahil sa pagka-simot ng kapital ng istasyon at pangalawa, ang kawalan ngtiyakang pagmumulan ng kita.

    Iyon ang kalagayan kaya iniutos ng Pangulong Aquino ang pagbalangkas ng panukalang batas na isinama sa priority list ngLegislative-Executive Development Advisory Council, kaya nagpatibay ang Kongreso ng bagong charter ng Peop lesTelevision na may dalawang mahalagang tadhanain: una, ang paglalagay ng pamahalaan ng bagong puhunang P5 bilyon atika- 2, pagbibigay sa telebisyon ng kapangyarihang kumuha ng komersiyal, wika ni Coloma.

    Ayon kay Coloma, ang P5 bilyon ay kukunin sa General Appropriations Act sa susunod na tatlong taon (P1 bilyon isangtaon) at ang nalalabing halaga naman ay magmumula sa mga anunsiyong makukuha at airtime sales.

    Kaya mahalaga ang bagong batas na ito dahil sa bagong kapital at ang pagpapahintulot sa network na kumuha ng mgaanunsiyo kaya ito ay magkakaroon ng tiyakang pagmumulan ng pondong gagamitin sabi pa ni Coloma.

    Bukod sa pagtugon sa mga problema, sinabi ni Coloma na ang bagong batas ay magpapasok ng mga pagbabagongmahalaga sa operasyon ng istasyon sa pamamagitan ng nominasyon ng isang advisory council na magiging tagapayo ng

    network sa mahahalagang programang magpapalakas ng PTV-4 bilang public service broadcasting network at pagtutuon nitosa isang bagong public service broadcasting na ang ibig sabihin, ang telebisyon ng gobyerno ay magiging masiglangkabalikat o mabisang istrumento sa pangangalaga sa kapakanang pambayan.

    Kaya sa pagpapatibay ng bagong batas ng PTV -4, umaasa kaming mapapalawak pa ang paglahok ng taong bayan dahilmasasalamin sa network ang kanilang mga hangarin. Ibig naming anyayahan ang lahat ng sektor na magbigay ng maiinam namungkahi tungkol sa mga programang pakikinabangan ng komunidad at ng lipunan. Ito ang dahilan kaya tayo mayroongitatatag na advisory council, dugtong pa ni Coloma.

    Sinabi ni Coloma na papayagan ang block time programming na nakatuon sa edukasyon, kasaysayan, pagpapalaganap ngkulturang Pilipino at quality entertainment.

    Idinugtong niya na karamihan sa programa ay matutuon sa news and public information at hindi tuwirang magiging

    kakumpitensiya sa mga programa ng pribadong istasyon.

    Wala kaming hangaring gumawa ng mga entertainment show na tulad ng telenovela na ginagawa nila. Kung may telenovelaman, itatampok ang kabayanihan ng mga nap arangalan ng Medal of Valor o Gold Cross o dili kaya naman ay ang mganabigyan ng Gawad na Dangal ng Bayan sa paglilingkod sa pamahalaan, o sa mga outstanding teachers, outstandingpolicemen, at mga kawal, pahayag pa ni Coloma.

    Ipinaliwanag ni Coloma na ang telenovelang binabanggit niya ay nagtatampok ng kagitingan ng mga Pilipinong lingkod ngbayan at hindi ang mga katulad ng inilalabas ngayon dahil wala silang balak makipagkumpitensiya sa pribadong media.

    Idinugtong niya na ang bagong batas ay magiging daan upang ang network ay makaagapay sa pinakahuling kaunlaran ngteknolohiya na tulad ng digital television at transmission upgrades upang maitaas ang signal quality.

    Alam nating lahat na sa 2015, ang pamantayan ng ASEAN ay ang digital television. Ma yroon na kaming ilang basic digitalequipment sa ating istudyo ngayon, ngunit kailangan pa ang karagdagan nito. Hinihintay pa rin namin ang opisyal napatakaran sa digital television, ngunit naniniwala kaming makakaagapay naman kami sa mga kasama natin s a ASEAN at saindustriya ng commercial broadcasting, wika ni Coloma.

    Kapag nakalatag nang lahat ang digital transmission, madaragdagan ang channels ng telebisyon ng pamahalaan. Buhat saiisang istasyon ng TV, maaari itong dalawa man lamang na cable stations na gagamitin sa mga programang may kaugnayansa edukasyon o kalinangan. Mayroon pang nagsasabing dapat tayong magkaroon ng programa sa kasaysayan ng Pilipinas atsa kultura, dagdag ni Coloma.

    Hindi ko maiwasan itanong kanina sa ating Secretary of National Defense kung ginagaya po niyo yung kanyang disposisyondahil sa lahat ng graduation ko pong naabot, kayo lang ang nag graduate na parang naka tiger look lahat. May Pangulo bang Pilipinas na basta-basta rin lang ding bibitaw sa isusulong na pagmamay-ari nito?

    Kayo nga po ang lumagay sa lugar ko: lehitimo man o hindi ang hinaing ng mga nagtungo roon, paano ito titimbangin sa harapng buhay at kabuhayang malalagay sa peligro kung magsimula ang hidwaan? Alam naman po natin, ang bawat aksyon aymay kaakibat na reaksyon, at may mga problemang hindi puwedeng daanin sa kalburo mga problemang manganganak langdin ng iba pang problema kung ipipilit gamitin ang dahas o pangangahas. Ang kailangan: masinsin at tapat na pagsusuri atusapan, upang mahinog ang tamang solusyon.

    Naisip kaya ito ng mga promotor ng pangangahas habang nag- uudyok silat nanggagatong habang itinatalaksan nila anglimpak-limpak na salaping kailangan upang umupa ng lantsa, bumili ng gasolina, ng pagkaing babaunin, ng mga baril at mgabala? Inaral ninyo iyan sa mga klase ninyo sa Logistics; alam ninyo ang paghahandang kailangan upang itawid angdalawandaang katao sa dagat, at ang armasan ang ilan sa kanila.     Ang malinaw: Sino man ang may pakana, ang inisip nila ay ang pansariling interes lamang, habang ipinapain ang kapakananng kanilang kapwa. At maniwala man po tayong nais lamang talagang manindigan ng mga nagtungo roon di bat masproduktibo kung ang paninindigan ay dadaanin sa matinong usapan, at kung itoy isusunod sa batas at sa malinaw napatakaran?

    Tingnan po natin bilang halimbawa ang situwasyon sa West Philippine Sea. Di bat gaya nang sa Sabah , paninindigangnakatuntong sa isang rules-based approach, at nakatuon sa mapayapang resolusyon, ang ating isinusulong sa Bajo deMasinloc? Kung dadaanin ito sa pagka-maton at pangangahas, lolobo lang ang problema, at malamang ay maipamana langdin ito sa susunod na salinlahi.

    Nakita na nga rin natin sa mga positibong bunga ng pakikipag-usap sa mga kapwa natin Pilipinong nais isulong angBangsamoro: Mas epektibo, mas produktibo, at mas kapaki-pakinabang para sa lahat ang taos-pusong diyalogo, kaysapagtut ok ng armas sa isat isa. Ang hinahon at katuwiran ay hindi katumbas ng kaduwagan bagkus, ito ang sukat ng tunay natapang at paninindigan, dahil sa ganitong paraan, naisasaalang-alang ang kapakanan hindi lamang ng mga nasa kasalukuyan,kundi lalo na ng mga darating pa sa kinabukasan.

    Alam po ninyo, tatapatin ko kayo, hindi po nakakabata ang pagiging Pangulo ng Pilipinas. May mga nagsasabi ngangkailangan ko nang magbakasyon, dahil nahalata na raw ang lalim ng aking eyebags at lalo na raw yatang numinipis ang akingbuhok. Kaya ako poy natutuwa pag punta sa PMA dahil mas long hair ako sa inyo. May bahagi po ng kalooban kongsumasang-ayon sa kanila ngunit mas malaki pa rin ang bahaging nagsasabing anim na taon lang ang mayroon ako sapuwesto, anim na taon para maglatag ng mga pagbabagong kay tagal na nating minimithi. Halos nasa kalahati na po tayo ngating termino, at sa harap ng mga tagumpay na isa-isa na nating pinipitas, lalo lamang po akong nabubuhayan ng loob.

    Kayat gaya nga ng inyong mga forced march: Kahit gaano kabigat ang aking dala, bastat kaya ko pang itulak ang kanangpaa, at sundan ito ng kaliwa lalo na kung alam kung nasa likod ko kayo at ang buong bayang Pilipinong handang makiambagsa ikabubuti ng ating lipunan tuloy-tuloy lang tayo sa katuparan ng atin pong mga pangarap.

    BIR collection for February 2013 grew by Php 5.82 billion

    For the month of February 2013, the BIR collected Php 74.52 billion in tax revenues, Php 5.82 Billion or 8.48% more thancollections made in February 2012. Or, PhP 2.598 Billion or 3.37% less than the goal for February of PhP 77.12 Billion.

    For February 2013, collections from BIR operations amounted to Php72.42 Billion, Php11.06 Billion or 18.03% more thancollections made in February 2013. Or, PhP 1.22 Billion or 1.65% less than the goal set for BIR operations for February 2013of PhP 73.64 Billion.

    However, collections from non-BIR operations amounted to only Php2.1 Billion, Php5.24 Billion or 71.39% less than collectionsmade in February 2012.

    Collections by the Regional Offices amounted to PhP 27.13 Billion, or Php 4.74 Billion or 21.17% more than the collections

    made in February 2012, continuing with the pr evious years trend of double digit growth registered by the Regional Offices.

    Collections by the Large Taxpayer Service amounted to PhP45.29 Billion, PhP6.32 Billion or 16.22% more than collectionsmade in August 2011, a marked improvement over the previ ous years single digit growth rate.

    Results of 2012 bar examinations released; 17% pass the bar

    The Supreme Court released today the results of the 2012 Bar Examinations, after meeting in a Special En Banc session.

    Nine hundred forty nine (949) examinees out of a total of 5,343 bar takers passed, constituting 17.76% of the total examinees. An original 5,686 were admitted to take the bar but only 5,343 completed the four-Sunday examinations.

    This was announced by SC Associate Justice Martin S. Villarama, Jr., Chairperson of the 2012 Committee on the Bar Examinations, during a press briefing at the Court premises today in Padre Faura Street, Manila. As per tradition, the names of the successful examinees who garnered the ten highest scores were also released.

    Ignatius Michael D. Ingles of the Ateneo de Manila University topped the 2012 Bar examinations with a rating of 85.64%. Theothers in the top ten are:

    The four-Sunday examinations were held on October 7, 14, 21, and 28, 2012 at the University of Santo Tomas in Espaa,Manila. The examinations were administered through Deputy Clerk of Court and Bar Confidant Atty. Ma. Cristina B. Layusa.

    The names of the successful examinees will be shown on three LCD monitors set up at the Supreme Court front yard and cansimultaneously be viewed at sc.judiciary.gov.ph.

    GSIS opens 200 college scholarship grants for AY 2013-2014

    GSIS President and General Manager Robert Vergara today announced that the pension fund is accepting applications under the pension fund's College Scholarship Program (GSP) in which 200 slots are available for Academic Year 2013-2014.

    The program provides an opportunity for state workers to send their children to colleges and universities that provide qualityeducation.

    "We introduced amendments on the program to make it more equitable and responsive particularly to our low-incomemembers," Vergara said.

    Previously, the mode of choosing scholars was done through an electronic raffle. Under the new guidelines, the nominee of a

    parent-member who has the lowest annual basic salary will be given priority in the scholarship grant.

    Further, the nominee must be a child of the member and an incoming freshman accepted in schools accredited by theCommission on Higher Education. The list of schools is found in the GSIS Scholarship Program Application Requirements.

    The scholar of the program will be entitled to the actual cost of tuition and miscellaneous fees not exceeding Php20,000 and amonthly stipend of Php2,000.

    The distribution of the 200 scholarship slots per region will be proportionate to the number of GSIS members in each region.

    In Luzon, GSIS will select 41 scholars from NCR; five (5) from CAR; 10 from Region 1; eight (8) from Region 2; 17 from Region3; 19 from Region 4-A; six (6) from Region 4-B; and 11 from Region 5.

    In Visayas, 16 from Region 6; 12 from Region 7; and 10 from Region 8.

    In Mindanao, seven (7) each from ARMM and Region 9; 10 from Region 10; eight (8) from Region 11; seven (7) from Region12; and six (6) from Region 13.

    To date, the pension fund has awarded a total of 1,692 scholarship grants since the inception of the program in 1998. Fromthis number, 585 active scholars are currently enrolled in various colleges and universities nationwide as of March this year.

    Program for the Academic Year 2013-2014

    Duly accomplished application forms must be submitted to the nearest GSIS office, along with a member's certificate of employment and a certification from the school that the scholar-designee is accepted as an incoming college freshman in SY2013-2014. The deadline for submission of application is 30 April 2013.

    Strengthening the Aquino administrations drive for energetic investments in public infrastructure, the Department of Budgetand Management (DBM) confirmed that expenditures for infrastructure and capital spending rose by 57.7 percent to P250.8billion in 2012, up by or P91.7 billion from 2011.

    According to Budget and Management Secretary Florencio B. Abad, these figures reflect the Administrations goal of advancing infrastructure development in the country to support the Philippines long -term growth strategy.

    Last years spending levels will buoy our growth strategy this year as we look forward to pouring more invest ments intoinfrastructure and capital outlay in 2013. The development of roads and bridges, for example as well as ongoing initiatives toincrease access to tourism hotspots and improve irrigation facilities will help generate jobs and create thriving markets for local industries, Abad said.

    The DBM also reported that spending for Maintenance and Other Operating Expenditures (MOOE) jumped by nearly 28

    percent, bringing it from the previous years P201.2 billion to P256.7 billion in 2012. The broadened implementation of the Administrations social protection programs and ot her banner initiatives accounts for theincrease in MOOE expenditures last year. Departments and agencies stepped up the execution of their priority programs,allowing them to provide expanded social services. These include the Pantawid Pamilyang Pilipino Program (4Ps) andKALAHI-CIDSS under DSWD, as well as the Cadastral Survey and National Greening Program under DENR, Abad said.

    Other Highlights in Disbursements for 2012, by Expense Class

    Personnel Services (PS) grew by P42.2 billion or 8.4 percent to P542.6 billion in 2012, due largely to the implementation of thelast tranche of the Salary Standardization Law III, as well as the requirements for filling vacancies in the Department of Interior and Local Government and the Department of Education. Expenditures for PS also supported gratuity and terminal leaveclaims for the year, which surpassed 2011 levels by nearly P6.0 billion.

    Interest Payments (IP) hit P312.8 billion in 2012 from the previous years outturn of P279 billion. This covered the semi -annualIPs due on bonds issued last January and the higher volume of bond swaps. IP spending also took a smaller share from full-year disbursements in 2012, going down to 17.6 percent from the 17.9 percent posted in 2011. |TOP|

    Calamba City- In line with the implementation of OFW Help Desk at the Local Government Units in the province of Cavite, asmandated in the Memorandum of Agreement between OWWA and the LGUs, the OWWA Regional Welfare Office IV-A (RWO

    IV-A) conducted an immersion activity among PESO Managers at the Regional Welfare Office IV-A on March 7, 2013. The saidactivity was designed to fully equip the PESO Managers with skills and knowledge of OWWA programs and services to be ableto facilitate the extension of OWWA services to OFWS and their families in the area.

    OWWA RWO IV-A OIC Cynthia Q. Lamban presided over the activity and in her message she acknowledged the importance of partnership between OWWA and the LGUs as it heightened the fast and efficient services for OFWs and their familiesespecially those who are very far from the regional office.

    The activity is a milestone as OWWA RWO IV-A received a full attendance from PESO Managers from all municipalities of Cavite including their Provincial PESO, Dr. Eva R. Defiesta.

    Also present during the activity was Atty. Josefino Naval of POEA IV- A who was invited by OWWA to help with the agencysrelated concerns.

    Likewise, OWWA IV-A conducted the first part of the Capability building with the Cavite PESO Managers at the PESOProvincial office on 15 February 2013.

    OWWA-CAR releases livelihood grants to OFW returnees and OFCs in CAR

    The Overseas Workers Welfare Administration-Cordillera Administrative Region (OWWA-CAR) released a total of P475,000.00to twenty-six individual and two(2) OFW Family Circles (OFCs) on February 26, 2013 at the OWWA-CAR reintegration room.

    Twenty-three (23) individuals grantees received P10,000.00 each for their livelihood projects while Bagong Bayani Family Association of La Trinidad, Benguet and Simbaey Circle of Sagada, Mt. Province were awarded P100,000 each for their groupprojects.

    Under the Educational Livelihood and Assistance, OWWA-CAR also awarded P15,000 worth of livelihood assistance each tothree (3) widows of OFWs from Benguet. Surviving legal spouse of a deceased OFW (active OWWA member) is eligible for aP15,000 livelihood assistance and the dependent children are also eligible for an annual educational assistance of P5,000 for elementary, P8,000 for high school and P10,000 for college education.

    The Bagong Bayani Family Association President Erma Bueno said the money they have received will be used to upgrade theequipment they use in their vegetable noodle production while the Simbaey Circle led by its President, Ms. Mary Tumapang,2011 MOFYA Awardee in land-based category, will use the money in hog raising business.

    The livelihood grant is part of the reintegration program which is designed to help OFW returnees, displaced and distressed

    workers who were repatriated, to start up a livelihood project that would help them to have an alternative income for their family.

    Simultaneous with the grant release, proposed projects and existing business enterprises were also reviewed to enhancebusiness management and profitability. DTI Benguet Regional Director Freda Gawisan, Marie Agnes Olarte of the IrisianOverseas Workers and Family Organization Multi-Purpose Cooperative (IOWFO-MPC), Germeline Valdez of CordilleraOWWA-Balik Pinay Association (COBPA), Dina Ponciano, OWWO III, Leonila Robillos, OIC-Programs and Services Divisionwere invited to give inputs.

    The winner of the 2012 Best OFC Award, Thanksgiving Multi-Purpose Cooperative(TMPC), was introduced by OWWA-CARRegional Director, Manuela Pena, to inspire the grantees and hopefully learned from the experiences of the winner.

    This is the initial release of DOLE-NRCO livelihood grants for the Cordillera Administrative Region (CAR) for 2013.     In support of this years celebration of Womens Month, the National Statistical Coordination Board (NSCB) has issued a fact

    sheet focusing on the latest statistical updates on women and men in the Philippines . This years release includes newindicators on the following: a) Population; b) Education; c) Health and Nutrition; and d) Trade and Industry. Further, new tableson Public Order, Safety and Justice are also included.

    With these additional indicators, t his years factsheet now contains 74 indicators covering 16 socio -economic sectors andgender concerns. It also includes data from the latest statistical reports and publications, such as the 2010 Census of Population and Housing (CPH), October 2012 Labor Force Survey (LFS), 2011 Survey on Overseas Filipinos (SOF), 2011Family Health Survey (FHS), 2011 Updating of Nutritional Status of Filipino Children and Other Population Groups, amongothers.
