President Aquino commemorates mother's 2nd death anniversary

resident Benigno S. Aquino III joined his family, friends, co-workers and supporters in commemorating the 2nd death anniversary of his mother, former President Corazon Aquino, at the Manila Memorial Park

in Parañaque City Monday.

The President and his four

sisters—Maria Elena “Ballsy"

Cruz, Aurora Corazon “Pinky"

Abellada, Victoria Eliza “Viel" Dee

and Kris Aquino and their

respective families, gathered at

their mother’s grave for a Mass,

attended by close friends and

officials of the Aquino

administration.

The mass, which began

upon the arrival of the President at

around 4 p.m., was concelebrated

by Fathers Catalino Arevalo,

Manoling Francisco, Jose

Qulongquilong, Arnold Abelardo

and Manny Domingo.

Before the final blessing,

the President was allowed to say a

few words on the second death

anniversary of the former President

who has been called the “Icon of

Democracy.”

He talked about missing

his parents – former Senator

Benigno Aquino, Jr. and former

President Corazon Aquino but said

that he felt assured about their

presence to help guide them

through life.

“No matter what travails

we would go through, no matter

how impossible the situation is,

somehow by talking to one or both

of them would bring tremendous

comfort in all of us,” the President

said.

“I will confess that there

are times when frustrations that

come my way especially these

days, I do mention may mom's

name although at the same time I

do not pray to her and tell her,

“Mom this is the problem that I am

confronted with, what should I

do?” he added.

“Parang nakakahiya

naman po na marami na siyang

pag-aarugang ginawa sa amin ng

pagka-tagal-tagal, hindi na dapat

ipasa sa kanya ang mga problema,”

the President said.

He added that he had

taken to his mother's faith in God

and “that with God's help, nothing

is really impossible.”

“It really is just a question

of time. In His time, all of these

will be settled and that is a lesson

she really had taught to me,” the

President said.

He thanked those present

for being supportive of their family

especially during his presidential

campaign saying, “I am comforted

by the fact that going through the

“tuwid na landas” route, there are

those of you who have been with us

even before it was called “tuwid na

landas.”

“And your constancy

would ensure that we get there

rather sooner than later,” the

President said.

Aquino greets Muslim-Filipino community on the observance of the Holy month of Ramadhan

resident Benigno S. Aquino III greeted Muslim-Filipinos at the start of the month-long observance of Ramadhan.

“I extend my heartfelt

salaam to the Muslim-Filipino

community, as you observe the

holy month of Ramadhan,” Aquino

said in a message which was dated

July 30, 2011 posted at the Official

Gazette.

Aquino said the devotion

of the Muslim Filipinos to perform

the essential requisites of Islam,

such as the holy fasting, is an

inspiring deed that attests to their

reverence for the Almighty. “Your

steadfastness in your sacrifice

during the 29 days of Ramadhan is

also by itself an opportunity for

enlightenment,” he added.

Apart from being a

personal quest of faith, President

Aquino noted that “Ramadhan

serves as a representation of peace,

as Muslims around the world

embody the spirit of solidarity in

this moment of glorification.”

Aquino said that he is

heartened by how this religious

event demonstrates the readiness of

Muslims to be humbled by

abstinence.”

He expressed confidence

that “we remain united by our

common endeavor to attain lasting

stability.”

“I wish the Muslim-

Filipino community a renewal that

transcends this holy month. Our

fellow countrymen are one with

you in contemplating the

importance of serenity in the

fulfillment of our spiritual

obligations,” he said.

Ramadhan is the month

when Muslims observe a strict fast

for a period of 12 hours daily, from

sunrise to sunset. This year 2011,

the holy month of Ramadhan

started on August 1. The ending of

Ramadhan is marked by the

holiday of Eid ul-Fitr, which takes

place either 29 or 30 days after the

beginning of the month.

By fasting, the Muslims

hope to strengthen their self

restraint and develop piety.

Ramadhan is also a month

of sacrifice and purification as the

Muslims worldwide fast, pray and

act with kindness towards the poor

and less fortunate.

Malacañang announces suspension of work in gov’t offices and classes in college level in NC R

alacañang announced the suspension of work in government offices and classes in college level in the National Capital Region (NCR) from 1 p.m. onwards on Tuesday due to the inclement

weather spawned by Typhoon Kabayan.

Secretary Ramon Carandang

announced the suspension by virtue

of Memorandum Circular (MC)

No. 17 signed by Executive

Secretary Paquito N. Ochoa Jr.

“Upon the

recommendation of the Department

of Science and Technology

(DOST) and the Philippine

Atmospheric, Geophysical and

Astronomical Services

Administration (PAGASA) and in

view of the continuing inclement

weather brought about by Typhoon

Kabayan, work in government

offices and classes in college in the

National Capital Region are hereby

suspended today (Tuesday), August

2, 2011 from 1 p.m. onwards,” the

MC said.

“However, those agencies

whose functions involve the

delivery of basic and health

services, preparedness/response to

disasters and calamities, and/or the

performance of other vital public

services shall continue with their

operations and render the necessary

services,” the MC said.

On Monday night, the

Department of Education (DepEd)

announced the suspension of

classes in public and private

schools in the NCR, from pre-

school to high schools on Tuesday

due to continuous rains.

Butuan mayor delivers SOCA; compares his governance to the journey of the Balangay boat

BUTUAN CITY, August 2 (PIA) – City Mayor Ferdinand Amante, Jr. on Monday delivered his second State of the City Address (SOCA) before a jam-packed crowd at the Almont Hotel’s Inland Resort, this city.

Speaking before a crowd

towards a common direction.

“We can conquer the

rough seas and reach our intended

destination if we are all determined,

united, self-sacrificing, courageous

and methodical,” Amante said

Balangay boat.

Mayor Amante further

said he has chosen the Balangay as

the symbol of his governance, the

same Balangay which has now

become the nation’s vessel for

change, connecting the Philippine

Archipelago, in its vast maritime

superhighway for progress and

prosperity as far as the waters of

Vietnam.

The city’s chief executive

also pointed out that like the

voyage of the Balangay, “we will

be sailing through rough seas

ahead, and it is expected that

political indifference, personal

conflicts, man’s innate resistance to

change, corruption and the evils

that men do, will continue in a

while.”

Furthermore, the official

assured the Butuanons that the state

of his governance is very strong

and continues to make it much

stronger as the journey of his

administration goes along.

“Just as the captain of the

ship has to ensure that the boat is in

top condition, that the crewmen are

well-prepared for their tasks and

the destinations are clearly charted

out, I made many methodical steps

in my governance,” Amante said.

The second report to the

city or SOCA of Mayor Amante is

held a day before the celebration of

the 61st charter day celebration of

this city which is celebrated today,

August 2 and was proclaimed

special non-working holiday by

Malacañang Palace by virtue of

Proclamation No. 197, signed by

Executive Secretary Paquito

Ochoa, Jr., by the authority of

President Benigno S. Aquino III on

Butuan mayor underscores creation of 4 governance clusters in his report to the city

BUTUAN CITY, August 2 (PIA) – “To ensure of an orderly and smooth system of implementation, we issued Executive Order creating the four governance clusters composed of Development Administration Cluster, Economic Cluster, Social Services Cluster, and Infrastructure Cluster,” said Mayor Ferdinand Amante, Jr. as he underscored the creation of the clusters during his State of the City Address (SOCA) on Monday in one of the local convention centers here.

According to Amante, the

aim of establishing these clusters is

to ensure sound fiscal management,

transparent and accurate gover-

nance, and effective performance

management, in support to the

mandate of President Benigno S.

Aquino III towards a straight and

narrow path (tungo sa daang

matuwid).

In terms of Development

Administration Cluster, Amante

said is he has been populist and

imprudent, he could have fallen

prey to do quick fixing, build

concrete roads and buildings left

and right, and then eventually

succumb to repeating the same

grave and scandalous mistakes of

the past.

“Gipalabi nako nga bisan

dugay ug hinay gamay ang atong

pag-uswag, apan sigurado ug klaro

nga dili madehado ang publiko” (It

is my concern that although

development and progress we are

experiencing right now is not that

fast, but I make sure that

everything will be put in place,

clear, and above all, for the interest

of the public), Amante said.

Amante further said, as

mandated by the Aquino

administration, the city government

adheres to implement accurate

system for a transparent and

reputable governance that is

beneficial and visible to all.

With this, Amante calls

the people of Butuan to sail with

him together with his officials for a

more progressive and transparent

governance, coupled with moral

Phil. Army’s 36IB celebrates 37 th Anniversary

Tandag City, August 2 (PIA) – The 36th Infantry Battalion, Philippine Army in Surigao del Sur headed by LTC Joseph Norwin Pasamonte culminated its 37th founding anniversary celebration on Monday August 1.

BCPO conducts Sportsfest 2011

BUTUAN CITY, August 2 – Clad in their individual team color sports attire, members of Butuan City Police Office gathered together recently at the opening of the sports festival at the basketball quadrangle inside BCPO compound.

Dubbed as BCPO

SPORTSFEST 2011 with this

year’s theme: “Quality Police

Service Springs from A Quality

Lifestyle,” the event marks the

opening of the two months-long

sports competition (28 Jul to 28

September) in commemoration of

the annual fiesta celebration of

Butuan City Police Office in honor

of its Patron, St. Michael

Archangel.

Ten teams from different

offices and line units of Butuan

City Police Office will compete for

the different games scheduled for

this season that includes basketball,

volleyball, darts, chess, badminton,

table tennis, and others. Winning

teams and individuals will receive

prizes in terms of cash and

trophies.

Superintendent Jose V. Carillo has

embarked on complete package of

On personal aspect,

Carillo had been advocating

physical fitness activities to ensure

activities. Thus, with the help of

some of his staff, they organize this

BCPO Sportsfest 2011.

During the opening

ceremony last July 28, 2011, he

emphasized the importance of this

sports program. He said, “I expect

no less than friendly games in all

the events and I am looking

forward to developing the

camaraderie and the spirit of

sportsmanship among the BCPO

personnel for our children and the

DAR-Surigao del Sur conducts CARP advocacy to college students

TANDAG CITY, August 2 (PIA) – The provincial office of the Department of Agrarian Reform (DAR) here conducted advocacy to college students on the Comprehensive Agrarian Reform Program (CARP).

Provincial Agrarian

Reform Officer Benjamin Mataksil

of DAR Surigao del Sur discussed

features of CARP including its

history and the present

implementation to students in

Surigao del Sur University (SDSU)

recently.

About 1,200 participants

attended the forum, conducted as

part of the educational program of

the university particularly to those

students who are currently enrolled

in National Service Training

Program (NSTP) with component

on Civic Welfare Training Service

(CWTS).

According to Dr.

Baceledes Estal, SDSU Vice

President for Administration and

Finance, students must not only be

aware of the usual subjects

incorporated in their respective

courses but also be able to know

important information outside the

real world especially the programs

implemented by the different

agencies.

Dr. Estal also

recommended that topics on CARP

must be included in the midterm

examination of the university to see

to it that students grasped the

knowledge and information on this

program.

The forum also served as a

venue for DAR to be able to

disseminate their thrusts and

programs as embodied in the

CARPER Law.

Representatives from the

provincial offices of the Philippine

Coconut Authority (PCA),

Department of Tourism (DOT), as

well as the Provincial Health Office

were also present during the

n the first burst of gunfire. I was already on my feet even when I only got an hour of sleep as I lay down to bed around 3:00 in the morning of July 30, working with my men for the inquest of a detainee we have

apprehended earlier that night.

I know something is

wrong hearing gunfires in a very

close distance. I picked up my baby

girl, secured her under the bed from

the crib, picked up my M16 rifle

and cal. .40 service pistol, and

position myself for battle.

Continues gunfire followed, and as

I peep outside, I saw my police

companions positioned in piles of

old tires surrounding our station,

firing against the perpetrators. I

looked the other direction, and saw

other policemen securing

themselves in barricades we made,

fighting their best to defend our

position. I knew then that we were

surrounded by the enemies as I

observed the incoming rapid firing

from them.

I fired my rifle to any

visible position of the enemy, while

our augmentation forces from

Police Public Safety Company

(PPSC) under the command of

P/Insp. Alvin Bolotano and P/Insp.

Roland Orcullo who were at that

time in full battle gear ready to

conduct early morning checkpoint,

also position themselves, firing

against the enemies. I know many

of the enemies were hit, as their

firing became minimal while

gaining distance as they slowly

withdraw.”

This is the opening

statement of P/Insp. Charity

Galvez, chief of police of Trento

Police Station, Trento, Agusan del

Sur, after her face-to-face

encounter with the Communist

Party of the Philippines/ New

People’s Army/ National

Democratic Front (CNN) on July

30, 2010, that lasted for about an

hour.

P/Insp. Galvez said, they scour the

area an hour later finding plenty of

blood scattered on the grasses and

soil where the enemies positioned.

They even found particles of

scattered human brain on leaves of

grasses, while footprints of the

enemies are all around.

According to P/Insp.

Galvez, it was around 5:00 in the

morning when the first burst of fire

from the enemies was poured upon

them at the gate of the station and

the municipal hall, 30 minutes after

her organic men returned from

Bunawan town where they e-

mailed the documents they

prepared for the inquest of a

detainee apprehended earlier that

evening.

“There is no formal report

I received that the CNN will attack

Trento. The truth is, on July 28, the

group director of the PSCC visited

us here in Trento for a routine

check-up of personnel. I requested

for additional personnel and he

promised me to send two teams of

PPSC after he consulted our

Provincial Director, P/SSupt.

The following day, July

29, the first team under P/Insp.

Roland Orcullo arrived, in time

when a shooting incident earlier

that day happened in Barangay Sta.

Maria. So I requested P/Insp.

Orcullo to proceed to the area and

conduct clearing and investigation.

The team apprehended the killer

suspect, and disarmed him with his

.38 Cal. revolver and a knife. When

I interviewed the suspect, his

answers were unstable, and as my

inquiries about his personality from

people he mentioned goes along, I

learned he that he is a member of

the sparrow unit of the NPA, so he

we detained him and we prepared

the inquest papers for his transfer.

We finished the inquest

documents around 12:00 midnight,

but since our e-mail connection is

out of order, my men proceeded to

Bunawan to e-mail the documents.

The two PPSC augmentation teams

who also conducted checkpoints to

stop criminality in the whole

municipality also arrived around

1:30 in the morning, take some

sleep and wake up again at 4:30 in

the morning, (in time when my

men who went to Bunawan to e-

mail the inquest documents arrived)

prepared themselves in full battle

gear ready to conduct early

morning checkpoints. Then the

CNN attack happened. That is why,

I believe we are really blessed that

day,” P/Insp. Galvez said.

P/Insp. Galvez was first

assigned as Children and Women’s

Desk Officer at the Provincial

Police Office in Patin-ay,

Prosperidad, Agusan del Sur. As

member of the technical working

group of the Country Program for

Children, P/Insp. Galvez have

contributed much in the reduction

of violence against women and

children thru her efforts in

educating the parents, barangay

officials and other government

officials on the rights of children

and women.

Being a dedicated

policewoman, P/Insp. Galvez rose

from the rank, until she became

chief of police in the municipality

of Trento, where she fought her

SHOOTING INCIDENT

Four (4) unidentified

suspects riding on a single

motorcycle shot a certain Bernard

Atchica y Ellorin, 26 years old,

utility worker of LGU-Nasipit,

Agusan del Norte at around 1:00

AM, August 1, 2011 at District

Molave, Brgy. Talisay of the said

municipality.

Investigation disclosed

that that the victim was on his way

home when the said suspects

appeared and suddenly shot said

victim using unknown caliber of

firearm then fled towards unknown

direction after the incident. Victim

sustained gunshot wound on his

lower hype gastric portion and he

was brought by the bystanders

to Nasipit District Hospital for

medical treatment.

Elements of Nasipit MPS

are still conducting follow up

investigation for possible

identification and arrest of the said

suspects.

the attack were already discharged

STABBING INCIDENT

At around 7:25 PM of July

31, 2011, one Menardo Ortega, 39

years old, farmer and a resident of

Brgy. Bugsukan, Cantilan, Surigao

del Sur was stabbed by one Rene S.

Cosmiano, 27 years old, single,

farmer and a resident of same

place.

Victim sustained one

stabbed wound in his stomach and

was brought to Adela Serra Ty

Medical Center, Tandag, Surigao

del Sur for medical treatment.

Investigation disclosed

that the victim and suspect were

having a drinking spree in two (2)

different tables with their

respective unidentified companions

at the store owned by Juanita

Taghap at the above-mentioned

place when heated argument

between them.

Thereafter, when the

victim was about to go home, said

suspect, armed with a bladed

weapon locally known as

“sundangay” suddenly stabbed the

victim and fled towards unknown

direction.

Elements of Cantilan MPS

immediately conducted manhunt

operation that prompted the suspect

to voluntarily surrender and now

under the custody of Cantilan MPS

for proper disposition. Investigation

is still on going.
