Coloma meets with group of tribal leaders from Palawan

group of tribal leaders from Palawan thanked Presidential Communications Operations Secretary Herminio “Sonny” Coloma Jr. for helping them have

their letter reached President Benigno Aquino III.

At least 50 indigenous

people from the town of Brooke’s

Point in Palawan met with

Secretary Coloma at the Bahay

Ugnayan on Wednesday to

personally thank him for his help.

The group sent a letter to

President Aquino on June 17

asking him to act on their request to

order the National Commission on

Indigenous People to issue the

certificate of pre-condition to

mining firm MacroAsia Corp.

The issuance of certificate

of pre-condition (CPC) to

MacroAsia Corp. will pave the way

for the mining operations of the

Makati City-based mining firm in

Brooke’s Point in Palawan.

“Ginagawa naman po ng

ating pangulo, ng pamahalaan, ang

lahat para mabigyan kayo ng

pagkakataon,” Secretary Coloma

told the 50 indigenous people as he

asked the group to be patient saying

that there is a process that needs to

be followed.

“Unawain lang po ninyo

na may mga proseso na sinusunod,

ang batas natin, kaya kailangan ay

didinggin ang dalawang panig,“

Coloma explained, stressing that.

“Pero ang gusto po talaga ng ating

pangulo, ng gobyerno, ay

matulungan po kayo.”

“Tulungan po natin ang

ating pamahalaan, ang ating

Pangulo, sapagkat ang hangad lang

po niya ay progreso para sa lahat

ng mga Pilipino kasama na yung

mga katutubo,” he added.

Chieftain Renila Dulay said that

they were requesting President

Aquino to grant MacroAsia the

document that would allow the

mining firm to conduct mining

operations in the town of Brooke‘s

Point.

Dulay, president of the

Brooke’s Point Tribal Leaders

Federation, said that President

Aquino acted on their letter by

asking the NCIP to explain the

delay of the issuance of the CPC to

MacroAsia.

The 50 indigenous people

from Palawan were accompanied

by columnist and radio broadcaster

Arnold Garcia, who helped them

ensure that their letter will reach

Malacanang.

Malacañang confident ‘catch up spending’ to improve in next two quarters

In a press briefing in

second half of 2011 after the

Finance Department reported a

lower budget deficit brought about

by the Aquino administration’s

“prudent and judicious” spending

of the people’s money.

Valte said.

President Benigno S.

Aquino III’s government has been

criticized for “underspending” in

the first half of

2011 which has resulted to a

perceived slowdown in the

economy.

“When underspending is

said, we’d like to think that it has

happened that way because we’ve

been very prudent and judicious in

how we spend the people’s

money,” Valte said.

“So when the spending

happens, the public can be assured

that the money is being spent well

and being spent properly,” she

added.

The DoF recently reported

that it was able to trim down the

budget deficit to P17.231-billion in

January to June, better than the

P152.128-billion deficit it had

projected for the same period.

Finance Secretary Cesar

Purisima said that this bringing

down of the deficit was due to

President

Aquino’s program to plug

tax administration system

loopholes by going after tax

evaders and smugglers.

This Philippine feat in

generating revenue has earned

praise from the international

community who said that the

controlled deficit will allow the

country to sustain economic growth

despite the weak global outlook.

residential Communications Operations Office (PCOO) Secretary Herminio “Sonny” Coloma Jr. urged chief public information officers (CPIOs) and

corporate communication managers from various government agencies, government-owned and controlled corporations (GOCCs) and government-financed institutions (GFIs) to support the country’s bid in the New Seven Wonders of Nature by voting for the Philippines’ pride, the Puerto Princesa Underground River.

During the 7th Develop-

ment Communication Network

(DEVCOMNET) Forum at the

Bulwagang Ninoy Aquino of the

Parks and Wildlife Center in North

Avenue, Quezon City on Thursday,

Coloma asked the CPIOs for their

full support in the government’s

campaign to earn a spot in the

worldwide polls. The PCOO chief said that

a spot in the New Seven Wonders

of Nature will not only be a big

boost to the country’s tourism

industry but would also have

tremendous effect on the country’s

economic growth.

“I urged you to join our

campaign and let us support the

Puerto Princesa Underground River

… napakalaki po ng epekto nito sa

atin. This has tremendous effects

especially on Philippine tourism

and on our overall economic

growth,” Coloma said.

Coloma encouraged not

only the CPIOs of the government

entities but also the Filipino

citizenry all over the world to send

the word “PPUR15” to 2861

through their mobile phones via the

short messaging system.

The DEVCOMNET is a

communication and advocacy

support mechanism formed to

communicate the Philippine

Development Plan. Formed in

1992, it has served all

administrations up to the present.

DEVCOMNET meets

regularly to discuss government

policies, programs and projects

with the purpose of disseminating

them to the Filipino people within

the bureaucracy and the public at

large.

The group has paved the

way for stronger coordination and

linkages among the various

information offices, thereby

creating a more responsive and

effective delivery of government

information to the people.

Apart from appealing for

Aquino gov’t to revitalize PTV

n line with President Benigno S. Aquino III’s directive to revitalize the People’s Television Network (PTV), media officials have begun a series

of meetings and discussions to map out a plan of action to improve the quality of public service and entertainment programs of the government’s broadcasting service.

PTV General Manager

and Chief Operating Officer Renato

Caluag said that the President had

met with members of government

media last August 1 to discuss the

call he made to Congress in his

State of the Nation Address to

revitalize the government network.

Caluag said the

President’s instructions to the

group which included Executive

Secretary Paquito Ochoa and

Presidential Communications and

Operations Office officials led by

Secretary Herminio “Sonny”

Coloma, Jr., Undersecretary

George Syliangco, Assistant

Secretary Lesley Cordero, and

himself, was to develop concrete

proposals to ensure “that we deliver

effective programming that centers

on disseminating government

information and services” to the

public.”

The President also

instructed the group to prepare

proposed amendments to the PTV

law for submission to the

Legislative and Executive

Development Council (LEDAC).

The President had

mentioned in his second SONA

about his plans to develop further

government offices that he said had

been “lagging behind the times.”

These include the

aforementioned PTV4, Bureau of

Corrections, the National Bureau of

Investigation, and the National

Electrification Administration.

The revitalization of these

offices, the President said, would

allow them to “better fulfill their

mandate of public service.

Aquino to convene gov’t agencies concerned to address flood problem

resident Benigno S. Aquino III announced on Wednesday that he will convene next week officials of concerned government agencies to discuss strategies

to address the perennial flooding problem in the country.

“By next week, we will

have a briefing on the flood control

program,” the President said during

an ambush interview after the Stop

Representatives of the

Metropolitan Manila Development

Authority (MMDA), Department of

Public Works and Highways

(DPWH) and Department of

Environment and Natural

Resources (DENR) will attend the

meeting to update Aquino

regarding their projects aimed at

addressing the flooding.

The President underscored

the need to thoroughly review the

present waterways system in the

National Capital Region (NCR) to

determine areas that would be

affected when water overflows

during heavy rains.

“We are studying it

(waterways system). Wala naman

talaga tayong drainage na

konetakdo lahat sa NCR. For

instance, iyong tradition po dito

gagawan ng drainage ilalagay mo

ang dulo nito sa pinakamalapit na

body of water,” Aquino said.

He noted that it would take 30

years for the government to build-

up a new waterways system which

will interconnect all waterways and

drainage in the NCR.

“So pag inaayos po natin

iyan ang kakailanganin ay

huhukayin ang buong Metro

Manila, ganun kalaki po ang

problema niyan. Ang kaya natin

gawin ngayon eh mapabilis ang

pagbaba at paghupa ng baha,” he

stressed.

"Naglaunched ang

MMDA ng Flood Control

Information Center (MMDA-

FCIC), iyong monitoring center

nila ng critical areas of flooding so

we can have a better real time data

as to where there are danger

portions,” the President added.

The MMDA inaugurated

on Wednesday its newly-created

Flood Control Information Center

(MMDA - FCIC), a nerve center

for the agency's flood control and

disaster-related operations. The

FCIC will comprehensively

monitor Metro Manila flood-prone

areas and provide crucial

information needed to make policy

decisions in crisis situations.

The center is equipped

with sixteen LCD monitors

connected to over 70 closed-circuit

televisions installed on key Metro

Manila intersections, flood-prone

areas and pumping stations.

“Meron din on-going

reviews by the DPWH, MMDA,

and even DENR. Iyong National

greening program is also of interest

because of its potential to alleviate

the flooding situation. Uulitin ko

lang ho iyong PAGASA

(Philippine Atmospheric,

Geophysical and Astronomical

Services Administration) promised

na pag meron disturbance every

hour makikita natin iyong track,

hindi tayo magugulat sa tingin ko

nagawa na po nila iyan ,” the

President continued.

Aquino orders Purisima to review investigations being conducted by current DBP board

resident Benigno S. Aquino III on Wednesday directed Finance Secretary Cesar Purisima to review the process by which the current board of the

Development Bank of the Philippines (DBP) is conducting investigation on previous transactions made by the government-owned banking institution.

The President’s instruct-

ttions came in light of the death of

a DBP lawyer, identified in the

reports as Benjamin Pinpin, who

reportedly took his own life

Tuesday allegedly because of the

manner by which the board is

carrying out the said investigation.

“I understand that the guy

who committed suicide was one of

the lead witnesses who actually

unearthed this. He was kind of

vital. I am curious like everybody

else as to why he had taken his

life,” the President said in an

ambush interview with reporters at

Malacañang’s Heroes Hall.

The President said he

initially received a report from

Secretary Purisima with respect to

allegations of behest loans or

questionable practices by the

previous DBP board.

He said his administration

only wants to correct whatever

impairment was brought to the

institution due to the questionable

loans that previous DBP officials

have allegedly entered into.

“Ang hinahabol po natin

dito hindi mang-usig ng kung

sinoman lalo na sa rank and file,

ano. Pero para malaman nga ano ba

ang nangyari d’yan, ano bang

damage ang nangyari sa inyong

institusyon. Sa dulo po nito para

mailagay kayo sa mas mabuting

kondisyon,” the President said

when asked to give his message to

DBP’s rank and file employees

who were reportedly demoralized

after the incident.

The President also

appealed to all DBP employees

who may have information

regarding allegations to cooperate

with the current board for the

improvement of the institution. He

also clarified that the bank was not

exactly in trouble despite the

incident.

“Klaro ko lang, hindi ko

sinasabing delikado ang DBP,

that’s not the case—pero may

impairment rin kung mali nga

‘yung mga loans. ‘Yung behest

loans ang binabanggit pong

madalas sa akin. Pag nagka-

problema po ‘yun sino ang unang

maaapektuhan? Natural po ‘yung

rank and file, ‘yung empleyadong

mawawalan ng trabaho. So baka

pwedeng kung tama po ang

ginagawa ng board ngayon, tama

‘yung direksyon, tulungan naman

po nila,” he said.

The President also

expressed his sincere condolences

to the family and friends of the

victim and promised to look into

the reasons behind his death.

Reports quoting police

officials said Pinpin was found

dead in a budget hotel room in Las

Piñas City on Tuesday. His death

was initially ruled as suicide as

investigators said he was found in

the room’s bathroom hanging by a

nylon cord.

Aquino bares anomalous Ro-Ro projects

RINIDAD, Bohol: President Benigno S. Aquino disclosed anomalous transactions approved during the past administration that were disadvantageous

to the government.

In his speech during the

inauguration of a newly-built town

hall in Trinidad, Bohol, President

Aquino said 66 contracts for the

construction of roll-on roll-off (ro-

ro) ports were not necessary but

was approved by the previous

administration.

The President said Trans-

portation and Communication

Secretary Mar Roxas studied the

ro-ro projects approved during the

past administration and found out

that the actual need are six ports

and not 72.

The ports were supposed

to be built in high risk areas,

particularly in typhoon paths and

locations with strong waves. The

President said these conditions void

the warranty of the contracts if the

projects are built.

The President stressed

that the projects must be canceled

noting, however, that the

government may face charges in

court abroad as a result.

The government will

incur another cost to rebuild the

ports once they are damaged, he

said. More than P15 billion could

have been wasted if the projects

weren’t discovered.

The money could have

been used to build the Panglao

airport that require around P8.4

billion, he said adding that the

construction of a new airport could

boost tourism and the local Bohol

economy as a whole.

The past administration

entered into contracts that contain

provisions to do possible

arbitrations overseas if there are

legal problems, the President said.

“Nasa tama po tayo at

nakakasiguro ako na sa

pagtutulungan po natin ay

maisaayos iyan,” he said.

The construction of the ro-

ro ports to connect the country’s

islands was one of the Arroyo

administration’s flagship projects.

Reservists trained to respond calamities, disasters – Bgen Plaza

BUTUAN CITY, August 4 (PIA) – The reserved force of the Armed Forces of the Philippines (AFP) are trained to respond to calamities and disasters, and especially during war, said BGen Charito B Plaza of the AFP Reserved Force in a phone-patch interview with PIA.

According to Plaza, AFP

Reserved Force said reservists

belong to the ready reserves

category (18-35 years old) are the

first to respond by conducting

rescue and relief operations in

times of disasters and calamities.

Plaza also said the ready

reservists are the first to respond in

times of wars, disasters and

calamities considering their age.

“They are more fit to conduct

rescue and relief operations

compared to the standby reserves

(aged 36-55 years old) and the

retiring reserves (aged 56 above),”

Plaza said.

The Mindanao’s first

woman General of the AFP also

said as per mandate in the

Philippine Constitution, all able-

bodied citizens can become

members of the citizens’ armed

forces.

She said all elected or

appointed government officials can

apply for commissioners. “They

will be given positions in AFP

according to the position they are

handling in the government

service,” Plaza said.

Senators, Supreme Court

Justices, Court of Appeals, Cabinet

Secretaries, Governors and Mayors

of the highly urbanized cities have

an equivalent to a Lt. Col. position.

Mayors of the component

cities as well as in the

municipalities have an equivalent

position of a Major. City

councilors, on the other hand will

have the Capt. Position, while

Barangay Captains will enjoy the

1st Lieutenant position and the

Barangay Kagawads –

2nd

Lieutenant.

Meanwhile, Plaza said

College graduates or professionals

in the technical fields like

physicians, lawyers, dentists, and

engineers will have the position of

a Captain, and the Regional

Directors as Majors.

During peace-time

condition, BGen Plaza said all

reservists will help in community

and developmental projects.

“Although they will not received

salary but they are entitled to a free

education and training to know

military concerns,” Plaza added.

Plaza further said they are

also entitled to free medical

services from any military hospitals

in the country.

government has been posting all

financial transactions on the web

and other media.

“Just recently, we esta-

blished the Transparency Corner of

our City Hall. I invite all of you to

come and examine for yourself our

existing Transparency Corner,”

Amante said.

Mayor Amante further

said a memorandum has also been

issued to effect the “Full and

Proper Implementation of RA No.

9184,” directing the conduct of

Public bidding in all procurement

transactions of the city government.

Just as the performance of

the Balangay crew is crucial to the

success of the voyage, Amante said

the city government has set up a

Performance Management System

with two strategic thrusts.

The city’s top official

added in line with the system, his

administration has set up the

Performance-Oriented Planning,

Monitoring and Evaluation System.

“Yes, like the business sector, our

offices have formulated key result

areas, or KRAs, with clearly

defined indicators and targets.

Progress in each office is keenly

monitored every quarter,” Amante

said.

Meanwhile, Mayor said

and Executive Order has been

issued for the Reorganization and

Streamlining of the current

organization towards a resource-

efficient bureaucracy that is

responsive to the growing needs of

our constituents.

“We seriously intend to

have a reinvented bureaucracy by

2012. Because of this, we plan to

deploy some of our job order

employees to the different

barangays to assist in the

implementation of the different

programs of the city like the Solid

Waste Management, Civil

Registration, Grow a Million Tree,

organic farming and many more,”

Amante said.

It can be recalled that on

June 8, 2011, Department of the

Interior and Local Government

(DILG) Secretary Jesse Robredo

spearheaded the “TAPATAN” of

the Full Disclosure Policy of the

national government in one of the

local convention centers

Surigao Norte to hold Market Day anew

SURIGAO DEL NORTE, August 4 (PIA) – After the success of the first Market Day on July 22, local producers and suppliers of the different municipalities of this province will converge anew for another round on Friday, August 5, 2011 in Surigao City.

Norte chapter is optimistic that

after a series of media hype, more

suppliers will attend the activity to

del Norte Chapter seeks to

introduce to people the local

products that Surigaonons can

surely be proud of.

P208-M Siargao infra projects up for validation, CPES team to evaluate contractors’ performance

SIARGAO ISLANDS, Surigao del Norte, August 4 – The Constructors Performance Evaluation System (CPES) team of the Department of Public Works and Highways (DPWH) is set to conduct validation and evaluation of contractors’ performance on the recently implemented P208 Million worth of infrastructure projects in Siargao Island this August.

In a radiophone message,

DPWH-13 Regional Director

Danilo E. Versola informed District

Engineer Salvador E. Montil, Jr. of

the arrival of the team and ordered

to extend logistics support in the

conduct of the evaluation

activities.

Among the projects

subject for assessment are the P4.6

M Pilar-San Roque road (Dayaohay

section), P21.1 M Jct. Cancohoy-

Pilar road (Caridad-Pilar section)

SURIGAO DEL SUR, August 4 - DAR Surigao del Sur Legal Assistance Division spearheaded the Barangay Agrarian Reform Council (BARC) Training for Bayabas and Cagwait held recently at Cagwait Beach Resort, Cagwait Surigao del Sur, in collaboration with the Local Government of Cagwait through the efforts of MayorBonifacio G. Ondona.

Some 50 BARC officers

participated the orientation and

training. Topics discussed include

the History of Agrarian Reform

in the Philippines; the salient

provisions of R.A. 3844, R.A.

6657, and R.A. 9700; the

role/functions of the BARC and

conflict management vis-à-vis the

use of Alternative Dispute

Resolution (ADR).

Division served as speakers and

facilitators of the event.

The law on the existence

of tenancy relationship invited

utmost attention being the issue

commonly encountered by agrarian

courts. The grounds for ejectment

and how a tenant may be ejected

has been the emphasis of the

discussion.

Salient provisions on

R.A. 6657 comprise the

qualifications, grounds for

exclusion or disqualification, and

the rights/obligations of a farmer-

beneficiary. The afternoon session

was devoted on the lecture about

conflict management facilitated by

Roselyn Y. Rendon, the Chief of

the Legal Division.

Meanwhile, the open-

forum provided an opportunity for

the participants to share their

experiences as BARC officers and

their best practices worth

replicating. They were given time

to ask questions and to make

clarifications on matters of agrarian

law. Handouts were distributed so

that the BARC officers may be

equipped with reading materials in

the exercise of their functions.

Notably, the BARC serves

as the forerunner and the partner of

the Municipal Agrarian Reform

Office (MARO) in agrarian law

implementation.

According to DAR Legal

Officer Daryl Oso, the initiative is

in consonance with the mandate of

the Legal Division in strengthening

the capability of the BARC in the

delivery of agrarian justice. The

organizers are hopeful that the

training will aid the participants on

agrarian dispute resolution in their

REPORT ON SHOOTING INCIDENT On August 2, 2011 7:00 PM at

Purok 5 Brgy Kauswagan,

Cabadbaran City one Rudy Balaba

Cabarobias, 55 years old and a

resident of the above mention place

was shot by unidentified lone

gunman at their store adjoining

their house resulted to the hitting in

the face of the said victim,

thereafter, victim run inside his

house but the suspect shot again

twice hitting the latter’s leg. After

the incident, suspect immediately

fled to unknown direction while the

victim was brought

to Cabadbaran Emergency Hospital

for medical treatment and futher

transferred to MJ Santos Hospital.

Upon the receipt of the report, PNP

elements of Cabadbaran CPS led

by SPO4 Arturo Yonson proceeded

to the place of incident and

conducted investigation. Recovered

from the crime scene are three (3)

empty shell and one (1)

piece slug believed to be from .45

caliber pistol. After follow up

investigation, elements of

Cabadbaran CPS identified the

assailant as Fermin Montalban alias

“TATA”, 47 years old, a security

guard and a resident of Brgy

9, Cabadbaran City who was

apprehended during the hot pursuit

operation. Subject is now in the

costudy of Cabadbaran CPS. Case

is now prepared for the immediate

filing in the court.
