1.0 ROSTERS

1.1 Player Rosters

All players and parents sign a commitment letter when they are selected to a PHA Rep team at tryouts. All players must be registered, Parent RIS completed and registration fees paid prior to your team being rostered with the OMHA. An email will be sent in late August/early September advising your team of any problems regarding your roster. It is important that you respond to this e-mail quickly and resolve any outstanding issues to ensure your team is rostered in time for any early bird tournaments as well as the start of the regular season.

1.2 Team Official Rosters

All team officials (Coach, Manager,Trainer) must have the following in place prior to a team being rostered:

Correct level of coaching or trainer certification

Prevention Services Course (PRS or Speak Out)

Current police check on file with the PHA – good for three seasons. If you had a criminal record check done last season you need to sign declaration form for the new season. This form is available on our website or in the Don Beer mailroom.

The cost of the above can be put through the team budget. As nearby certification clinics fill up quickly and police checks take weeks to complete, teams are advised to get these in motion well before the end of summer, especially if entering an early bird tournament. Coaches may check their qualifications at: https://ehockey.hockeycanada.ca/ehockey/Account/Login/aspx Please note, any on-ice help that a team uses must have both the Prevention Services Course as well as a current police check. Teams will also be required to pay for the cost of insuring any on-ice help not listed on the team’s roster. Please complete the volunteer on ice insurance form and return to Sue Hurl with a team cheque to cover your on-ice help. The form will be emailed to you in September. Teams can roster a maximum of five (5) coaching staff, usually a head coach, two assistant coaches, one trainer and a manager. If a team intends to roster a head coach, two assistant coaches and two trainers, then your second trainer should be rostered as “manager” and will be put on the game sheet as such for the entire season. Your manager’s name would not appear on the game sheet as they would not be officially rostered. Staff can only perform the functions they are rostered to. Example: a coach with a trainer’s certificate cannot be on the game sheet as a trainer for any games.

2.0 AFFILIATE PLAYERS (AP’S)

Affiliate players or AP’s are additional players that can be called up for games. Any rostered player may be called up for practices. In order to do this, teams must complete the Offer of Affiliation Form which is available from the PHA office. This form must be completed by the team offering affiliation and must be signed by the coaches of both teams, the player and the player’s parents prior to being submitted to the PHA Registrar, Cheryl Robbins, who will in turn obtain our OMHA Rep’s approval. Ensure all information is complete including the player’s full address. Once the form is signed off by the OMHA Rep, your official roster will be updated to include the names of your AP’s. Ensure that you always have the most up to date copy of your roster available for viewing by referees and/or tournament officials. This will be important during tournaments and the playoffs. Try to sign all your AP’s at the same time to avoid multiple updates to the official roster, and well in advance of needing call-ups. The deadline to have your roster set with all AP’s is usually early January. For further information/questions regarding affiliation please contact Cheryl Robbins or Bill Redmond.

2.1 Affiliate Players May Only Affiliate to One Team

Each team is allowed to have a maximum of 19 affiliated players. Your affiliated player list should be kept to players that you plan to use during games as these players may be needed for other teams.

2.2 Call-Up Process There is a formal process that must be followed to AP players.

Teams have first access to players on the team in the level directly below them (eg: Major Atom AA draws from the Major Atom A) and then to the players on the teams in the age group directly below them (eg: Major Atom AA draws from Minor Atom AA). If a coach intends to AP a player, they need to call the player’s coach BEFORE he contacts the player’s parents. Please note, it is the players’ right to refuse to be AP’d to a team or to participate in a specific game or practice due to conflicts. In certain circumstances, the PHA may allow a player to move to the team above for the rest of the season. This has to be approved by the PHA and the coach may not discuss this in advance with any player or the coach at the level below, until the PHA authorizes it.

3.0 TOURNAMENTS 3.1 PHA Tournaments

All PHA teams are expected to participate in the PHA tournament at their level. The cost to all Pickering teams is $1,100.00. Dates for PHA tournaments are listed at www.pickeringhockey.com. Teams must register on line as soon as possible and tournament fees should be submitted as soon as you have registered.

3.2 OMHA Tournaments When entering OMHA tournaments, you must obtain permission from the PHA using an OMHA Travel Permit form (found on the PHA website at www.pickeringhockey.com under Coach & team staff then under reference material for coaches and team staff or the Don Beer Mailroom, on the large bulletin board). This form is used for both OMHA and non-OMHA tournaments. Completed forms should be submitted to the OMHA VP for approval no less than two weeks in advance of the tournament. All permits that require payment please leave in the OMHA VP’s mailbox located in the mailroom at Don Beer. Be sure to attach your team cheque to the permit. For permits where no payment is required you may email the form to Bill Redmond, [email protected]. There is no sanction fee for entering OMHA tournaments.

3.3 Non-OMHA Tournaments

When entering tournaments for organizations outside of the OMHA (GTHL, Alliance, Ottawa, other provinces, USA) you must follow the procedure in 3.2 in addition to the following:

i) Fill in the OMHA Travel Permit including Sanction number. ii) Attach a cheque payable to the PHA for $20 iii) Leave in OMHA VP mailbox at Don Beer

Once approved, forms will be emailed to the team. Be sure to print your name and email address on the permit. Ensure these forms are taken with you to the tournament as you will be required to show proof of OMHA approval prior to participating. You will also be required to provide a copy of your official OMHA roster.

PHA approval must be obtained in advance for all tournaments requiring overnight accommodations. NO EXCEPTIONS.

Some of these tournaments are very popular (e.g. Silver Stick), so register early before they fill up.

4.0 SPONSORS 4.1 Team Sponsor Rules

Teams may obtain sponsors to help meet their budget obligations. Teams are responsible to manage how the sponsorship money is allocated.

The following terms apply:

Teams are responsible for collecting all funds from the sponsor

Funds must be shown on team budget

All related costs are the responsibility of the team and sponsor bars must be purchased from the PHA official supplier, Don Beer Arena Pro Shop.

Maximum one sponsor per jersey

Sponsor fee to be determined by the individual team with a maximum of $500 per jersey.

Teams are not allowed to approach existing PHA House League Sponsors. A list of these sponsors can be obtained by contacting Sue at [email protected]

5.0 JERSEYS 5.1 Team Jerseys

All teams are required to purchase two sets of PHA jerseys and socks. Fittings

for these items are done in May with the deadline for ordering at the end of May. Please be mindful of ordering deadlines to ensure your team has their jerseys in time for the start of the regular season. Where possible, jerseys should be ordered in sizes that will allow them to be used for more than one season to help keep team/parent costs down.

6.0 FUNDRAISING 6.1 Fundraising

All fundraising activities must be approved by the Vice President of Fundraising. E-mail requesting approval should be sent to the VP via email at [email protected]. Please provide your team name, activity and the date. Please also advise if you are using the PHA logo on any signage etc.

7.0 GAME OFFICIALS 7.1 Referees

Referees and Linesmen will be provided by the PHA for all league and playoff games played in Pickering. Referees and Linesmen will automatically be assigned based on your team’s schedule. For exhibition games, please e-mail Mark Sliwowicz at [email protected] for any referee requests. Ensure that you provide the date, time, level (eg. Peewee, Atom etc.) and location of the game. A minimum of 4 days (96 hours) notice is required for all referee requests. Similar to tournaments, an OMHA travel permit needs to be approved for all home and away exhibitions. Teams will pay for game officials out of their team budget. Referees and Linesmen must be paid prior to each game, based on the fee schedule listed. Under no circumstances should anyone enter the official’s dressing room after a game. No game should be played with less than two officials and an approved timekeeper. There is a significant suspension to the Head Coach for undertaking a game without at least two officials on the ice. If the referees are not present at least 15 minutes before the start of the game, call Mark Sliwowicz at 905-424-8384. Before you call, ensure you have checked the referees rooms, dressing rooms and other rinks to ensure referees are not coming from one game to another.

7.2 Timekeepers

Timekeepers will be provided by the PHA for all league and playoff games played in Pickering. Timekeepers will automatically be assigned based on your team’s regular season and playoff schedule. Please provide the timekeeper with three (3) pucks prior to the game and the completed game sheet. Game sheets will be returned to the dressing room following the game. For exhibition games, please e-mail Theresa Doherty at [email protected] or [email protected] for any timekeeper requests. Ensure that you provide the date, time and location of the game. A minimum of 4 days (96 hours) notice is required for all timekeeper requests. For exhibition games the timekeeper cannot amend game lengths. You must follow OMHA game regulations . ie: cannot add a fourth period even if time permits, no shootout, longer periods etc. Timekeepers will be paid out of the team budget. As with referees, timekeepers must be paid prior to the start of the game based on the fee scheduled below:

o 2 Hour Game - $24.00 o 1.5 Hour Game - $19.00 o 1 Hour Game - $15.00

If the timekeeper is not present 10 minutes prior to game time please call Theresa Doherty at 416-805-1547.

8.0 FINANCIAL INFORMATION 8.1 Financial Statements and Budgets

Team budgets need to be completed and distributed to all families on the team in addition to the PHA Treasurer prior to September 1. Your team budget must be approved by the PHA Board prior to your team receiving their approved roster. All team bank accounts must have at least two signing officers, usually the Coach and either or both of theTreasurer and Manager. It is a good idea to have a third signing officer as a backup. When opening up accounts, use the following format as an example: “Pickering Panthers 2000 AA Team”. Do not use age designations such as “Minor Atom”. This will allow the team to use the account from year to year, with only a change in signing authority if necessary. It will also allow the team to use any leftover cheques and reduce the additional expense of ordering new ones every year. Request a “community” account to save on bank

fees. The maximum budget is $44,000.00 with a maximum parent contribution of $2,500.00, not including the PHA registration fee. The PHA registration fee must be paid prior to any team fees being collected. Each team is required to keep records of all of their financial transactions and may be required to submit back up documentation to the league if requested. Ensure that you keep all receipts. Sample financial statements are sent to each coach/manager at the beginning of the season. When preparing your budget, remember to include the $300 PHA admin fee. This fee covers the insurance for all your bench staff and the entry fee paid to the league in which your team plays. The Treasurer cannot be the spouse or family member of the coaching staff. Up to date financial statements must be provided to the PHA Treasurer twice per season – mid-season (December 31st) and at the end of the season. The December 31st team budget must be submitted to the PHA by January 10th. Payment status of each family must be included. All funds should be collected by December 15th. A finalized budget detailing all expenses incurred should be distributed to all team members by April 30. Any leftover funds (other than insignificant carryover balances) should be refunded to parents as team composition changes from year to year.

9.0 PHA CORRESPONDENCE 9.1 Team Mailboxes

Each team will be assigned a PHA mailbox, located across from the Arena Office at Don Beer Arena. Please ensure that your mailboxes are checked regularly.

9.2 E-Mail E-mail will be the most used method of communication throughout the season. Please ensure that you provide the PHA with an address that you check regularly and respond promptly when information is requested. E-mail is also recommended for corresponding with your team. It is recommended that you draft a distribution list for your email which will ensure that all members of your team receive correspondence.

10.0 PHA DEVELOPMENT

Details will be available to the coaching staff in mid-September with regards to Development. Teams should budget $1,800 for the development fee which will be invoiced to the team. Development takes place on Monday nights on a rotating basis for Novice to Minor Bantam.

11.0 PHA ICE ALLOCATION 11.1 Tryout Ice

Tryout ice is not covered by your PHA rep registration fees and will be billed separately after the start of the regular season.

11.2 Pre-Season Ice

Each team will be sent their pre-season ice allotment, which will begin the last week of August until your season begins. This ice is not covered by your rep fees and will be billed separately. The rate for this ice will be $215/hour (including HST). No outside instructors will be allowed on any PHA ice unless pre-approved by the PHA and proper insurance has been obtained. (PHA ice is any ice that you are paying the PHA for). An e-mail should be sent to the VP – Development requesting permission for any outside instructors.

11.3 Regular Season Ice All season ice will be assigned to the team by our ice scheduler, Herb Watson. Your team is responsible for this ice and you will be invoiced in October. 11.4 Playoff Ice

Playoff ice will be assigned following the end of your regular season by our ice scheduler. Herb is available via email at [email protected] if you have any questions regarding ice.

11.5 Ice

Ice will be assigned to each team by our ice scheduler during the summer for pre

season and regular season ice. If your team has any concerns following the scheduling meeting please contact Herb.

11.6 Scheduling Meetings

It is highly recommended that the head coach attend the scheduling meeting. Only one person from each team is allowed in the meeting. Prior to the meeting please have your calendars up to date with all your allocated ice times, including tournaments and any special events that you may have during the year so as to not book games on those dates. Special events might include such things as Super Bowl, Grey Cup, World Junior Championships, high school tournaments etc. Once in the meeting room do not start the scheduling process until you are given the go ahead. If you are caught the coach could be suspended. It is always recommended to sit near the coach from the furthest centre from Pickering so you can get their best times and you will want to schedule those games prior to the beginning of the bad weather. At this meeting you will receive your game sheets as well as convenor mailing stickers. Keep one of the stickers and pass the balance on to Theresa in the office. She will mail in your game sheets for you. Game scores will be entered by you after each game and you will receive an email with the link and password shortly after the scheduling meeting. Things to remember: 1. Try to schedule your away games with the northern (Peterborough) and

eastern (Kingston, Quinte) centers before winter and bad driving conditions occur.

2. Attempt to get back to back, Saturday and Sunday games with the eastern centres so you can stay overnight and only drive out once.

3. Don’t use your allocated practice ice for games. 12.0 PHA ON-ICE DRESS CODE 12.1 Helmets and Pants

The official PHA colour for pants and helmets will be black. All rep and select league players must adhere to this colour code. PHA pant shells are required to be worn by all players.

12.2 Sponsor Bars for Jerseys

All sponsor and name bars for PHA teams must be purchased and sewn on by the PHA supplier. The supplier is Bill Dawson, Don Beer Pro Shop. Each team can determine the placement of the name bars/sponsor bars (above or below the number on the back of the jersey).

13.0 PHA OFF ICE DRESS CODE The official dress code for PHA rep and select teams is one of the following:

White dress shirt, tie and black dress pants

PHA track suit with mock turtleneck

Teams will also wear PHA jackets and hats during the winter months and use only PHA approved hockey bags. All items need to be purchased through the official PHA supplier. Information regarding fittings for apparel will be sent out by e-mail in late spring, with each team being given and date and time to attend. Team managers will keep track of the items required and submit the request as per the instructions in the e-mail, being mindful of deadline dates for ordering.

14.0 GAME SHEETS

Teams are responsible for ensuring there is a game sheet for their home games

Game sheets will be distributed to each team in their team mailbox at Don Beer. Extra game sheets will be in Sue Hurl’s mailbox should you require an extra one. Game sheets are to be filled in and signed by all coaching staff. Please ensure the following areas are completed for ALL game sheets:

Game Number – available on sheet from scheduling meeting or OMHA site, for playoffs, note the playoff series letter in addition to game number.

Date – date of game

Location – ie: Don Beer, Delaney, O’Brien

Division – ie: Atom, Minor Peewee

League – ie: Lakeshore, York Simcoe

Playoff Game – to be completed for playoff games only, check OMHA if in main play downs draw, check League if in Lakeshore consolation playoffs

Category – ie: AE, A, AA

Game Type – ensure you check off appropriate box (League = regular season game)

Curfew Time – the time your ice allocation ends. Both home and away teams need to initial to acknowledge (avoids a dispute if referee ends the game due to hitting curfew time). Please note, there is no curfew for playoff games.

Flood Between – check off appropriate box (ie: none for younger teams, or between 2nd & 3rd for older teams)

Length of Game – period lengths as per OMHA Guidelines. For playoff games, ensure you circle OT requirements as per contract (ie: 10 minute overtime, sudden victory), and cross out for exhibition, regular season or

round robin playoff games where it’s not applicable.

Player Names – List all players’ names and jersey numbers, beginning with goalies at the top. Ensure you indicate any affiliated players with an AP beside their names. Also note “C” or an “A” for Captain and Assistant Captains. Any suspended players should be listed under the red line with their name, jersey number and number of games being served under the suspension. IF YOU USE PRE-PRINTED LABELS FOR YOUR GAME SHEETS, ENSURE THE SUSPENDED PLAYER IS CROSSED OFF THE LABEL. Coaches’ suspensions should also be listed in the same manner. When using pre-printed labels, ensure that the names on the label do not fall below the red line on the game sheet or that player/coach may be deemed as “suspended”.

Coaches Names – All coaching staff that are present at the game should be listed according to their title on the official OMHA roster and should sign the game sheet. Any coaching staff not at the game should be left off the game sheet. Teams cannot play without a Head Coach, so if the Head Coach is absent one of the Assistant Coaches should be listed as the Head Coach on the game sheet for that game. If the Trainer is absent and there is no Assistant Trainer, you must get the opposition Trainer to agree to cover for your team, and indicate as such on the game sheet.

It is imperative that all game sheets be completed in full according to the above guidelines. Errors on game sheets regarding suspensions will result in additional penalties being assessed to both the player and the Head Coach. Be sure to put your Convenor's name on the game sheet. The Head Coach should be the last official to sign the game sheet, ensuring it is completed correctly, as per the example below. For further information regarding suspensions and playing rules please refer to the Manual of Operations which will be made available to all teams at the beginning of the season.

16.0 BOARD ROOM BOOKINGS Booking and Using the PHA Boardroom

The PHA boardroom is in the main lobby and is available for use by rep and select teams to hold team meetings if not scheduled for use. There is a TV/DVD player in the room, chairs and tables. The boardroom MUST be booked in advance. Contact Theresa Doherty at [email protected] or Sue Hurl at [email protected] with the dates and times you need the room. Arena Staff will ensure the room is open. Ensure the room is left in the same condition you found it in. The room must be supervised at all times when you have it booked. If the room is left messy, the team will be billed $50. Please do not hesitate to thank Bob Godden and the Staff at Don Beer for the great job they did with this room.
