FIRST SITTING

The Fourteenth Annual Conference of the Pilgrim Church of Texas was convened on June 3, 1964, at 7:30 P.M. at the Dallas Church. Rev. Garland Tucker, host pastor, gave a few words of welcome, introducing visiting min-isters of other denominations. Rev. R. T. Powell, District Superintendent, responded, and requested Ed Smith, local song leader, to lead the conference opening songs. We sang, "My Hope Is Built," and "Rescue the Perishing"; the latter song was declared the theme song for the Texas District for the year 1964-65. Rev. Newell, pastor of the local Wesleyan Methodist Church, led in prayer. Brother Powell led us in singing "Amazing Grace," after which the youth chorus sang "Marveous Grace." After the offering Mrs. Powell sang a special, "Song of Assurance." Brother Powell then introduced our speaker, Secretary of Church Extension, Dr. R. C. Hawkins. He, using the Scripture in Acts 16:6-10, spoke on "Opportunities in Troas." It was a very inspiring message.

SECOND SITTING

The first business session of this conference was called to order at 9:00 AM., Thursday, June 4th, and Brother Thomas led in singing the Theme song, "Rescue the Perishing." The District Superintendent called for a re-dedication of ourselves to God's service in rescuing the perishing about us, and then asked Brother Dillingham, the District Treasurer, to lead in prayer. With spontaneous feeling the conference as one sang, "I'm a Child of the King." Sister Ferlet and Sister Wilson, from San Antonio, sang, "Jesus Calls, I Am the Way." The Superintendent then introduced the chairman of the conference, Dr. Hawkins, who, reading First Timothy 1:1-8, spoke of the "End of the Commandment." The central thought was the Aim or Purpose of God's Law. Negatively, if we miss the mark, we will be people of limited understanding, it will lead to vain jangling, will give heed to fables, endless genealogies, danger of doctrinal error, and danger of ministering questions. Positively, the aim of the commandment is charity out of a pure heart, will give us a good conscience, unfeigned faith, and godly edifying.

The reception committee introduced Rev. & Mrs. William Jackson and boys, new pastors at San Antonio, Rev. Leroy Birbrook, new pastor at Corpus Christi, Mrs. John Whybrew, from Mishawaka, Indiana (Rev. Whybrew's mother), Mr. & Mrs. Coman, new Pilgrims at Houston, Elodia Alvarado and Sam De Leon, from Raymondville, Miss Donna Trerit, from Indiana, Joe Aguilar from Daihart, and Mrs. Sylvia Wilson, from San Antonio.

The secretary called the conference roll. The Superintendent recommended that the conference bar include half of the church to the speaker's left, which was adopted. The secretary read the report of the Educational and Examining Board, which was adopted. Those transferring into the District were then seated within the conference bar.

The time of the sessions was set for 9:00 to 12:00 A.M., 1:30 to 4:30 P.M., and the ordination service at 7:30 P.M.

The District Superintendent read his report. It was received and accepted with a rising vote of appreciation.

The Statistician's report was read and accepted. The Sunday School Promotional Secretary gave an oral report, which

was accepted. He then awarded the "Decade of Progress" trophy ship to the Raymondville Church. Miss Elodia Alvarado, delegate and Sunday School Superintendent, received the trphy with thanks.

The District Treasurer read his report, and it was accepted pending the report of the auditing committee.

The Resolutions Committee brought to the floor amendments nos. 2, 3, and 8 to last year's report. These were adopted, and the chairman ruled that the other resolutions shall remain the same unless amended.

We were adjourned with prayer by Brother Nettleton.

THIRD SITTING

The conference was called to order in the final business session, as Phil Nettleton led in singing "Rescue the Perishing." Brother Ferlet led in prayer. Brother Powell introduced Professor Schofield, representative of Central Pilgrim College, giving him time to present the needs of our Zone College. He asked Phil Nettleton, student for the ministry at the College, to sing a special, and he sang "Oh, How I Love Him." Professor Schofield, using John 8:32 and Romans 1:22, spoke, using the theme, "Ye shall know the truth."

Announcement was made following the Bible College service, about the sample Sunday School Literature on display at the back of the Church.

A ministers quartet, composed of L. Birbrook, B. Tucker, P. Nettleton, and W. Jackson sang "All That Thrills My Soul."

The chairman called the conference to order, and granted Professor Schofield an tfonorary seat within the conference bar.

The minutes were read and approved as corrected.

The Auditing Committee report was read and accepted.

The Resolutions Committee reported. Resolution No. 9, the "Top Hat" program, was carried unanimously. Resolutions 10 and 11 carried. No. 4 under Conference resolutions carried.

The Ways & Means Committee reported. Resolutions Nos. 1, 2, and 3 were passed as presented. Resolution No. 4 was amended by inserting "Sunday School" after per and before member. Both amendment and the main resolu-tion as amended, carried. Resolution Nos. 8 & 9 carried as presented.

The committee on Memoirs report was read and accepted.

The following appointments by the General Board were announced by the General Secretary of Church Extension: District Superintendent, R. T. Powell; District Secretary, S. A. Thomas; District Treasurer, Thomas Dilling-ham.

The chairman requested the Superintendent to appoint tellers for the election of the District Officials. He appointed Bros. Ferlet, Nettleton, and Jackson. Ballots were cast for two members of the District Council. On the Second Ballot Brother Keene was elected, and on the Third Ballot Brother Tucker was elected to the advisory capacity.

The Council recommended the following for the vacancy on the Education-al and Examining Board: H. D. Nettleton and A. Feriet. Brother Nettleton was elected.

The Superintendent read the list of committee appointments, and then various announcements were made.

The Resolutions Committee reported. The Miscellaneous Resolutions were carried unanimously.

The Secretary was authorized to write the Moore Furniture Company of Dallas, thanking them for the use of the refrigerator and stove without charge during the conference.

The Secretary was authorized to write Rev. Newell and the Wesleyan Methodist Church of Dallas, thanking them for the use of their chairs, their buildings as sleeping quarters, and especially appreciating their presence in the services of the conference.

The Secretary was authorized to write a letter of thanks to the Pest Control Service for their kindness in spraying the Church grounds at Dallas, without charge, to control chiggers and other insects.

The Secretary was authorized to write the D. & T. Store a letter of thanks for the use of their cooler for cooling the watermelons.

The conference was recessed for 20 minutes.

The conference was called to order again after the recess, and Dr. Hawkins gave a very encouraging report regarding the place of the Pilgrim Holiness Church in the ecclesiastical world of today.

The conference was adjourned for the taking of pictuxs.

FOURTH SITTING

The final service of the Conference, the Ordination Service, was a very inspiring finale. After singing "Rescue the Perishing," and being led in prayer by Brother Tucker, the conference enjoyed a final special by the Youth Chorus. Another special was sung by Brother and Sister Jackson, after which the District Superintendent presented the candidate for Ordination, Rev. William Whybrew, to the Chairman. The Conference sang "A Charge to Keep," was led in prayer by Bro. Nettleton, and then sang "Rock of Ages." The following took part in the ordination service: Rev. Hawkins, chairman, Rev. Powell, Rev. Nettleton, Rev. Ferlet, Rev. Scheuermeier, and Rev. Thomas. Bro. Hawkins brought a message with the theme, "I Charge Thee." With the laying on of the hands of the Ordination Council, Rev. Whybrew was ordained to the Ministry. Rev. Powell led in prayer. It was a very precious closing to a wonderful conference.

DISTRICT SUPERNTENDENT'S REPORT — JUNE, 1964

To our Beloved General Secretary of Church Extension, Dr. R. C. Hawkins, and to our faithful ministers, delegates, and friends of the Texas District Conference, Greetings.

The Word of God teaches us that Christ's greatest gift is the forgiveness of sins and the indwelling of the Hoiy Spirit in the human heart. It also teaches us that after these great experiences comes a desire to be a part of His Church. Paul tells us in Ephesians 5:25, "Husbands, love your wives, even as Christ also loved the church, and gave himself for it," and in verse 32, "This is a great mystery; but I speak concerning Christ and the Church." Since the Church means so much to God, it should then mean much to the heart and ministry of each pastor and layman. It must be the center around which each child of God revolves while on this earth.

The building of a Spiritual Church demands the best there is in each of us. We need to search our own hearts to see if we be in the faith or not. It is not enough to build nice buildings, preach good sermons, call on the sick, marry the young and bury the dead, though all of these are important in their rightful place. There must be a spiritual fire burning on the altar of our own heart. We must, as a Church, be known for our inner Holiness and Spiritual fervor. We must check our foundations. Christ spoke of the two men who built buildings. Both used the same materials, seemed to work lust as hard and there seemed to be no difference in their abilities but when the storms came one house stood and the other fell. The difference . . . the founda-tion.

If we are to build a spiritual church and district, we must start right where we now are. We dare not infer that the men who have labored before us were not as spiritual as we. Thy have given of their best and now we must build on the foundation of their labors of love. We cannot let the mes-sage of salvation, with its emphasis on Holiness, die. As a church we cannot compete with all the present day attractions and diversions with less than a vital message of real, living salvation.

We must be men of vision. "Without a vision the people perish," warns the Prophet. It is so easy to accept the present and not be moved by it. The thirty-eight persons in New York City who watched a man come three times and stab a woman to death are no different than we who talk of our love for Christ, and then let the world go into eternity without even a tear or a prayer for their salvation. We need a vision that will transform our little churches into vital Holy visionary churches, churches that are geared to this age. We need to be practical and honest, giving out the truth as it is in Christ Jesus without a lot of covering and personal idealistic interpretation.

Most of the problems in our churches are self induced. Usually in the shadow of each problem is a man or woman who has failed to accept and abide by the "Golden Rule" as taught by our Lord. We need to remind ourselves often of our Church Motto: In Essentials, Unity — In Non-Essentials, Liberty In All Things, Charity.

We need to re-affirm our position in relation to the Word of God. Oh, let us accept it in all its pure simplicity. Let us hide it in our hearts that we might not sin against God. We need to preach "The Wo1-d" until men will come to love It, read It, and live by It. There are so few in our generation who kneel before "The Word" to pray, so very few who make time in our busy life to read "The Word" and spend a quiet time with it and their God. If we could only learn to shut out the noises that surround us and seperate ourselves from our own problems and get alone with God's Word, we could then see and hear from Him who is our guide and pattern. Here we could learn the answer to most of our problems; here we could see our needs sup-plied; here we could prepare ourselves to help others.

We need to build again our altars of prayer. This includes our family altars. More things are wrought by prayer than most of us realize. We know

it has stopped the mouths of lions, opened a path through the sea and this same power brought deliverance to the three Hebrew children. It shook a jail and opened the gates, without cracking the walls, to release peter. Paul and Silas, locked in the inner prison, sang songs and prayed and God answered by shaking the place with an earthquake and as a result of this prayer meet-ing there was a revival. Oh, that we would learn to use this power that is in our hands, through real prayer and faith in Jesus Christ.

We need an awakening in our churches as to the value of Personal Work, or Personal Evangelism. We are young as far as denominations go, but we are old in our approach to winning souls. The basic law of salesmanship is Call, Call and Call, then the law of averages takes care of the sales. Pastor, check your pattern of calling. How many new contacts have you made in your community? Does your calling include at least two new families each week? Dr. Lee the great Baptist pastor, made the statement while addressing a group of ministers, that he had made calls late at night in order to keep from breaking a record that he had set some fifteen years earlier in his ministry, which was to contact three new families each week. He said that he was aware of the fact that a new family in his church each week would be of greater value than most of his sermons. Pastor if your church is to grow, it will be because you are industrious in your calling. One of the writers of "They Went Forth" has said that a church that fails to call will lose its love for God, for souls and for each other. We could take a lesson in calling and making contacts from some of the unorthodox groups who are growing by leaps and bounds by using methods that we have cast aside. When the glory is in our heart we will want to make calls and help win men to Christ.

We Pilgrims in Texas face a tremendous challenge. Senator Yarborough in his Washington Report gave out this information: "That compared to other States, Texas has recently moved from 6th to 4th place in population and by 1970 it may move on up to 3rd place." We now have 10,000,000 people in our State. Lift up your eyes and look, for already the fields are white unto the harvest. "Pray ye therefore the Lord of the harvest, that he will send forth labourers into his harvest."

We must as a District re-appraise our entire program. There must be new churches started. We must reach out into new areas and build. The plan for this year calls for a new church to be started in North Houston. We al-ready have the lots and a group who want a Pilgrim Church. There are at least three other cities where the door is opening for us. We must enter these fields too, before the doors close. We who are here are the ones who will have the job to do. The General Church has neither the money nor the man-power to do this work. There are no easy ways. Pople will not come running to us, therefore, we must move out and win them. Each one of you are capable of leading your own local church forward. You can do it and I believe with God's help will do it. We are not miracle workers but our God is. Let us then work as if it depends on us and trust the results to God.

The past year has been one of trying to find the solutions to many of our problems. Without exception all property deeds are now in order accord-ing to the manual of our church. I'm glad to inform you that the Charter of our District is in proper order and on file with the Secretary of the State of Texas and at at our Headquarters in Indianapolis, Indiana, having been ap-proved by the General Board of our church.

We are glad to be able to report a 7% gain in our church membership this year. Our Sunday Schools have shown a loss for the past year but this is understandable to us who are aware of some of the pressures within some of the local churches and also the temporary closing of the church at Borger. We are glad, too, to tell you that as a District we reached 44.8% of our United Stewardship Fund. According tothe available records this is the highest per-centage ever given by our district. Every eligible pastor in the district is now enrolled or soon will be in both the Pilgrim Pension Plan and the Ministerial Benefit Association.

There is a bright future for our work in Texas. New programs will be brought to your attention during the Conference. In meeting with the Pastor and Delegate from each church we have agreed to do our best to reach the goals as set forth in the packet given to each one.

I want to thank all of you who have helped to make this year easier for me. I want to thank you for your wonderful hospitality, your many kindness-es and your patience with me. I know you have been praying for me for which I am humbly grateful. I am here as your servant as well as your leader and I am sure that if we continue to work together this coming year as we have in the one lust past and with the help of our God we can still attain goals as set forth at the beginning of the quadrennium, namely a 10% increase in all departments.

REPORT OF THE EDUCATIONAL AND EXAMINING BOARD

We recommend that Wiliam Jackson from the Michigan District be ac-cepted in the Texas District as a Fourth Year Licentiate, with Ordination in 1965.

We recommend that we accept the transfer of Joseph J. Jackson, an or-dained minister of the Michigan District, to the Texas District.

We recommend that William Whybrew, having completed his course of study and all necessary requirements, be ordained by this conference.

We recommend that Larry B. Jarvis and Garland Tucker be granted Fourth Year License.

We recommend that Leroy Birbrook and Frances Purselley be granted Second Year License. We recommend that Elmer Molle and Phillip Nettleton be granted First Year License.

We recommend that Licensed Deaconess Credentials be issued to Elodia Alvarado, Paula Hernandez, Mrs. Allen Thomas, and Mrs. Garland Tucker.

We recommend that the standing of Lola Mae Coates be ratified by the District Council at a later date.

REPORT OF THE WAYS AND MEANS COMMITTEE

1. Be it resolved that the District Assessment be 15% of the Regular Church Offerings, as listed on the new report blank, Column 1, Line 2.

2. Be it resolved that each church be urged to participate in the following:

a. The United Stewardship Fund of $8.00 per member.

b. The District Budget (Contingency Fund) of $2.00 per member.

c. Rally Day Offering for General Sunday Schools and Youth work.

d. Self-Denial Offering for World Missions.

e. Easter Offering for General Church Extension.

f. An annual offering for the District Conference Expenses.

g. Any project launched by the District or General Church.

3. Be it resolved that the District Superintendent meet with each pastor and/or Church Board to help set up a program to raise the United Stewardship Fund and District Budget.

4. We recommend that each church support Central Pilgrim College, our Zone School, by:

a. Setting a date for a special offering for the school. The total Sunday School offering on that date to go for that purpose.

b. We further recommend that all birthday offerings be designated where feasible for Central Pilgrim College.

c. We recommend that a minimum goal for each church be $1.00 per Sunday School scholar (average for the previous year), for Central Pilgrim College. The above offerings to be applied toward that goal.

5. We recommend that the District pay $50.00 monthly on the salary of the District Superintendent.

6. We recommend that the phone and utility bills of the District Superintendent be paid by the District.

7. We recommend that the District pay any mailing or traveling "expense" authorized by the District Superintendent.

8. We recommend that each church send an offering of $1.00 per member, where possible, by July 10th, toward the purchase of an air conditioner for the District Superintendent's car.

9. We recommend that an offering be taken in each church when the minutes are presented, equal to 50q per member family, same to be sent to the District Treasurer for the minutes.

REPORT OF THE RESOLUTIONS COMMITTEE

1. We recommend that the annual business of the church be closed on April 30th. We also recommend that the District Treasurer's books be closed on May 10th, and that each church send all District Funds to the District Treasur-er before May 10th.

2. Be it resolved that the Annual Conference be held June 2-3, 1965, the place to be set by the District Council.

3. Be it resolved that the District Superintendent and the Editorial Committee print and mail to each pastor a District Paper at least once each quarter, preferably monthly. This shall contain the monthly Sunday School Report, the Quarterly report of the District Treasurer, which shall list the amounts paid and the balance due from each church on the United Stewardship Fund and the District Budget.

4. We recommend that a Worker's Convention be held during the year, the time and place to be agreed upon by the District Superintendent, the General Secretary of Church Extension, and District Council.

5. We recommend that each church set aside one service each month as a time for bringing donations to the pastor, announced by a deacon or deaconess of the local church as provided for in the manual, page 28, section 50.

6. We recommend that the location of the churches and parsonages appear in the Minutes. We further recommend that where the parsonages are equipped with telephones, the name of the pastor and the Pilgrim Church of Texas be listed in the Directory, and also that the number appear in the minutes.

7. Be it resolved that the churches of the Texas District be zoned as follow: Zone 1, Corpus Christi, Houston, Lyford, Raymondville, and San Antonio; Zone 2, Dallas, Fort Worth, and Hilisboro; Zone 3, Dalhart.

8. Be it resolved that no church or church group in this District shall build, or cause to be built, any structure or improvement exceeding a cost of $100.00, without authorization by the District Superintendent.

9. We recommend that the Enlargement Program presented by the District Superintendent entitled "TOP HAT" be accepted. (See further detai0s elsewhere in this issue of the minutes.)

10. Be it resolved that the Texas District shall have a Youth Camp in 1965; the details shall be worked out by the District Superintendent with the co-operation of he Youth President; a report shall be given through the District Paper by December, 1964; This report shall include the announcement of the time, place, cost, and other information that will be needed, so that each person planning to go will have time to prepare ahead the money necessary to attend.

11. We recommend that each pastor, upon receipt of the District Minutes, take a Sunday Morning to read and discuss with the church all actions of the District Conference pertaining to the local church.

SUNDAY SCHOOL

1. We recommend that there be a Sunday School Promotional Secretary. We further recommend that each pastor send him a report on Monday following the last Sunday of each month, on the report cards provided, which report shall include the average Sunday School attendance, and a report of any special offerings taken through the Sunday School, such as the Rally Day offering, Self-Denial offering, Easter Offering, Bible School offering, etc.

CONFERENCE

1. We recommend that the pastor see that the yearly reports be in the hands of the statistician by May 10th.

2. We recommend that each pastor report in full to the General Secretary of Church Extension and the District Superintendent on blanks provided by the Superintendent.

3. We recommend that each pastor shall be granted a two week's vacation with pay.

4. We recommend that immediately following the conference the District Treasurer shall mail to each pastor an itemized notice of the financial respon-sibilities of his church to the District for the year, giving the address of the District Treasurer.

MISCELLANEOUS

1. Whereas Almighty God has given us another year of progress on our District, and has permitted us to enjoy another conference, therefore be it resolved that we express our appreciation to God by standing.

2. Whereas our General Secretary of Church Extension, Dr. R. C. Hawkins, has given unstintingly of his time and efforts to make this conference a success: therefore be it resolved that we show our appreciation by standing and say-ing, "God Bless You."

3. Be it resolved that this conference express our appreciation for our District Superintendent, Rev. R. T. Powell, and his wife, for their untiring efforts in leading our District forward, and that they be accorded a rising vote of thanks and a hearty amen.

4. Our efficient Secretary, Rev. S. Allen Thomas, has served faithfully this conference year: therefore be it resolved that we express our sincere apprecia-tion by a rising vote of thanks.

5. Be it resolved that this conference show its heartfelt appreciation to the efficient District Treasurer, Mr. Thomas Dillingham, who has served faith-fully this year, by a hearty amen.

6. Be it resolved that we show our appreciation to our Sunday School Pro-motional Secretary, Rev. Anatole Ferlet, by according him a rising vote of thanks.

7. We recommend that a rising vote of thanks be given for the cooks and all who assisted them during this conference.

8. Be it resolved that the local church be accorded our appreciation for the entertainment enjoyed by this conference, for their untiring efforts to properly house us, and that the District Treasurer be authorized to reimburse the local church that which it cost financially.

9. We recommend that the Secretary be authorized to write the Moore Furni-ture Company thanking them for the use of the stove and refrigerator during the conference.

10 Resolved that the Secretary be authorized to write Rev. John Newell, pastor of the Wesleyan Methodist Church, thanking him and his congregation for kindness in loaning their chairs for our conference seating, their church build-ing for sleeping quarters, and expressing our appreciation for their attendance in our conference in a Spirit of brotherly love.

U. Resolved that our Secretary write a letter of appreciation to Mr. E. B. Moore for his company's generosity in spraying the conference grounds, with-out charge, for control of insects.

12. Resolved that the Secretary write a letter of appreciation to the D. T. Grocery Store for their kindness in letting us cool our watermelons in their cooler.

REPORT OF THE COMMITTEE ON MEMOIRS

Nieves Montalvo, a member of the Lyford Church for many years, passed away peacefully on October 9, 1983, breathing songs of victory and saying, "I'm ready to go." His faithful attendance at church and his interest in testi-fying for his Saviour have left a vacancy in our ranks that is hard to fill.

TOP HAT PROGRAM

RULES

25 Points will be given for each additional member gained above the aver-age for the past three years

25 Points will be given for each Sunday Scholar gained above the aver-age for the past three years

100 Points for Advocate Subscriptions equal to 100% of the number of mem-ber families.

50 Points for each Advocate Subscription beyond the number of member families. (The same applies for subscriptions to the El Peregrino Evan-gelico, Spanish Advocate)

100 Points for having at least four (4) services for Youth during Youth Week, or date agreed upon with District Superintendent.

10 Poins for each $1.00 given to General Sunday School and Youth Depart-ment on Rally Day.

10 Points for each $1.00 given in the Easter Offering and/or for Church Extension.

100 Points for giving 100% of District Budget which is $2.00 per member per year.

100 Points for giving 100% of U. S. F. which is $8.00 per member per year.

100 Points for giving 100% of District Assessment based on 15% of Regular Offerings.

250 Bonus Points can be gained by having the full amount of the U. S. F. and District Budget sent to the District Treasurer by February 10, 1965.

THERE WILL BE TWO WINNERS. The one will be determined by having the highest number of points. (No one can be a winner unless he has points in each division.) The other winner will be the pastor having the highest percentage of gain in each area, based on an average over the past three years.

BOTH WINNERS WILL RECEIVE A GOOD QUALITY WESTERN STYLE HAT, PLUS $50.00 IN CASH, to be applied toward expenses to the Gen-eral Conference in 1966. The hat will be given during conference in 1965. The cash will be given at the district conference in 1966. The cash gifts will be furnished by Rev. & Mrs. Powell.

If either winner leaves the District prior to the General Conference, he will receive the hat but the cash will go to the runner up in the area in which the person leaving had won.
