As you may have noticed the

Pinehaven area has become a hive of activ ity with all the developing and buiding . We

wish to adv ise all residents that due to these building activ ities

we are having a major increase in attempts from criminals to enter the Estate. We are

improv ing certain security measures but the security

director will adv ise you on that.

We wish to call on all residents please not to make use of any causal labourers hanging

around our entrance. When using casual labour please

ensure that they have an official and legal South African ID . We do not allow foreigners

into our Estate as causal labour. We found these

foreigners are the main culprits trying to enter our Estate. So be extra careful when employing

people.

The parks are in good standing and we thank Paul and his

team for keeping it clean and

in shape. With Spring in the air we will start with our yearly clean up and improvements

shortly.

More and more v isitors of residents are parking on the

grass in the parks. Please nobody is allowed to park in parks as they damage the

irrigations systems.

Zero-tolerance: We are continuing with our zero tolerance campaign and are

finding that especially suppliers and contractors are not

adhering to the speed limits.

Please inform you builder and

suppliers to adhere to the speed limits.

THE BOARD WLL HOWEVER NOW IMPOSE A ZERO

TOLERANCE ATTITUDE OF ROAD Safety AND TRAFFIC RULES AND

ANY OFFENDER WILL BE FINED AND ALSO NAMED AND SHAMED IN THE NEWS LETTER .

Estate Agents:

The estate agents are

reasonably busy in our estate and most of our empty stands have been sold and building is

in good progress.

Pets in the estate:

We are again experiencing lots of complaints about noisy dogs and loud parties. Please note

that the board will not get involved in solv ing personal

problems with residents and there neighbours.

For the sake of clarity we wish to bring to your attention our

house rule pertaining to Pet and Noise

.

Rule 14 - PETS

14.1 Without the written approval of the Directors, no person may keep more than two (2) pets on their property.

14.2 No poultry, pigeons, av iaries, wild animals or livestock may be kept on the property.

14.3 No pets are allowed to roam the common property.

14.4 Pets must be leashed in common and park areas.

14.5 Should any excrement be deposited in a public area, the immediate removal thereof shall be the sole responsibility of the pet owner.

14.6 Every pet must wear a collar with a tag indicating contact details. Stray pets without tags will be captured and handed over to relevant authorities.

14.7 The Directors reserve the right to request an owner to remove his pet should it be a nuisance within the Estate.

14.8 All cats, male and female, must be neutered or sprayed to prevent territorial instincts and breeding. Written proof from a registered Vet must be given to the directors.

14.9 Owners of dogs must attend to their dogs when barking excessively, not to be a nuisance the their neighbours

Noise:

Rule 16 Noise

16.1 An owner or occupier shall:

16.1.1 Ensure that he and his

v isitors or guests do not make or create undue noise.

16.1.2 Not cause or permit any disorderly conduct or

whatsoever nature either in or on his portion and/or common area.

16.1.3 Not do or permit any act

to be done in or about his portion and/or common

property which shall constitute or cause a nuisance or inconvenience to the owners or

occupiers of the other portions or to the associations and any

other employee of The associations.

16.2 Radios, musical instruments, record players, TV sets and

home mov ies must be used in such manner as not to be heard in adjoining portions or on the

common properties and Parks.

SECURITY:

There have been a few

occasions in recent weeks where our security perimeter has been breached. The

Board has taken a decision to install lights on the perimeter

wall in areas where we are exposed to these attempts. Additional guarding of the

perimeter shall also be effected by the guards. We

do however urge residents to be v igilant and to secure their properties by means of alarm

systems. The entire area is currently being v ictimised by

crime which is contributed by the development of the area. Please take care !!!

AESTHETICS NEWSLETTER COLUMN

The Aesthetic board would like to take this opportunity to thank all residents for taking the time, and making the effort

to keep Pinehaven Country Estate neat and very attractive

throughout the winter months. We proudly believe that Pinehaven is still one of the top Estates to live in. With lots to

look forward to in the future.

There is still building activity within the Estate. Although the

Aesthetics board has dealt with many challenges of late, we believe that despite these challenges the Estate

remains a well-controlled environment.

Going forward we expect the building activity to slow

down somewhat, and hopefully come to an end in the

near future. But until then, we urge all residents to keep all building sites as neat as possible and to take their

neighbours in consideration throughout the process.

The aesthetics board welcomes all residents and urge you

to contact us. We are here to assist whenever possible!

Legal: From the legal portfolio side there are two aspects we wish to bring to your attention.

1. CHANGE OF COLLECTING ATTORNEYS

In the past four years the Board has made use of the serv ices of Christo Sutherland Attorneys in respect of the collection of outstanding lev ies and/or other penalties and/or charges. The Board

has recently taken a decision to terminate the serv ices and the mandate of Christo Sutherland Attorneys. The Board wishes to take

the opportunity to thank Sutherland Attorneys and their staff for the serv ice during the past years.

The Board will be appointing J B Hugo Cronje Inc. attorneys of Krugersdorp as the new collecting attorneys with immediate effect.

J B Hugo & Cronje is a very old and respected firm in the Krugersdorp area and they have a large collections department and have all the necessary infrastructure and systems in place to effectively handle

the collection of outstanding lev ies.

The fee agreement with the said attorneys remains the same as was the case with Sutherland’s with the attorneys being responsible to collect all outstanding legal fees from the defaulting owners thereby

reducing the burden of legal fees and cash flow issues for the Board. In the past it was the practise that the attorneys render statements

on a monthly basis however it became apparent that this is not effective as the legal costs keep mounting with little or no success, and no incentive for the attorneys to perform.

With the new system that was set in motion with Sutherlands Attorneys the attorney can only collect for his own account once

the lev ies due and payable to the estate has been successfully collected and pond.

The Board has furthermore decided that in future all owners in arrears

for 60 days or longer will immediately be handed to the collecting attorneys and there will be a dedicated staff member at the attorney’s offices that will liaise with the creditor’s clerk of Pinehaven

Estate, Mrs Beverley Venter.

2. STEYNSVLEI LEGAL DISPUTE IN RESPECT OF PLOT 11 As most residents are aware the legal battle between the Muldersdrift

Sustainable Development Forum and the Mogale City Local Authority continues in the High Court in respect of the proposed emergency

settlement of homeless persons on Plot 11 Honingklip. In this respect the Board recently received a report from the

attorneys acting for the Sustainable Development Forum and we hereby publish a copy of the said report for residents.

APPEAL AGAINST JUDGMENT OF THE HIGH COURT : MULDERSDRIFT SUSTAINABLE DEVELOPMENT FORUM VERSUS MOGALE CITY LOCAL

MUNICIPALITY As you know the court decided against the forum in the one

application regarding the appointment of the municipal manager and at the general meeting of the members in November 2013 it was

decided that we proceed with an application for leave to appeal. Our application for leave to appeal was heard by the court on 25

March 2014 and (not unexpectedly) the judge refused leave to appeal. As explained at a general meeting the merits of the matter

were never considered and decided by the court. The court decided that we should have brought a review application and not an application for a declaratory order.

We are still convinced that we have followed the correct procedure

and that an appeal against this judgment will succeed. We have in the meantime prepared and submitted a petition to the

Appeal Court in Bloemfontein for leave to appeal and if it is granted the appeal could be heard by the Appeal Court in Bloemfontein or

by a full bench (consisting of three judges) of the High Court in Pretoria.

We are trying to limit legal costs as far as possible but to be on the safe side we should provide for at least R50 000.00 to cover the

appeal costs. Of course, if we are successful, a considerable amount of our legal costs will be recovered from the municipality.

The Board of Directors of Pinehaven is continuing to keep an eye on

the development of this case as the Board is of an opinion it has the potential to have a great impact on the development and property prices of the region as a whole if the Mogale City Local Authority is

successful with their bid. The Board will also consider further contributing to the legal costs of the costs of the Sustainable

Development Forum in respect of the appeal. It was somewhat of a set back for the High Court to dismiss the applications of the sustainable development forum however the Board of Directors is

confident that the Appellate Div ision may come to a different

decision.

Rice Pudding

Milk 450 ml

Castor Sugar 50 gr

Cream 450 ml

Butter 25 gr

White rice 100 gr

Method:

1. Turn the oven on and set at 180 decrees C

2. Grease a casserole dish with butter. Place the raw rice in the dish.

3. Warm the milk and the cream together but do not boil

4. Pour over the rice and sprinkle the castor sugar over the mixture and stir together.

5. Place small pieces of butter on top and grate some whole nutmeg over the dish.

6. Now bake at 180 decrees C for 10min the reduce the temp to 150 decrees C and bake for another 1hour and 30 min. During this time give a stir from time to time.

7. Taste and test to see if the rice is cooked.

8. Do not Do not be alarmed at the small amount of raw rice as it swells a lot.

9. Enjoy with vanilla ice-cream or caramel sauce.
