Beach resorts with aordable accommodations abound in the
coastline o Baler that aces the Pacic Ocean. Sur season starts in July,
with lessons costing no more than Php350 per hour including use o
surboard and training by a sur instructor. Get a taste o summer waves
while taking a speedboat rom Bahia De Balerto nearby beaches, islets
and divespots. The winds come rom dierent angles making or some
interesting sur challenges. Sitting on the ront o the speedboat is likea wild savage rollercoaster ride and absolutely exhilarating. It is sae
enough, or you are required to wear lievests and dont veer that ar
rom shore. Meanwhile, you can get your ll o meditating over deep
emerald waters, so clear you can see the coral beneath, looking over to
magnicent views o ocean and Sierra Madre mountains, mysterious
caves in the ong and all manner o islets jutting out rom the water like
some kind o wild subterranean terrain that extended itsel above sea
level or that moment you are on the water.
Land on an island cove and enjoy at least an hours stop, take a dip
and relax in the rereshing cool waters o a mostly deserted beach with
ne smooth sand so soothing beneath ones eet. The water so clean youcan see clearly through several eet below to the smooth round stones
and seaweed that intersperse with the moss and rock. In some parts the
sand is extrane and gently sloping with wave oam cascading across
it making it the perect platorm or skimboarding. Creeping mollusk
creatures disguised as beautiul shells can ascinate or several minutes.

Science campus will be built. It is the perect site to study and immerse
onesel in some o the worlds most ascinating marine wildlie. The
oceans near Baler are replete with whale sharks, dolphins, manta rays,and all manner o marine species o interest not only to adventure divers
but also to academic researchers. Since the practice o dynamite shing
was banned rom Balers shores, the coral ree has once again developed
into great beauty and abundance, attracting the healthy prolieration o
marine lie.
Another short boat hop takes you to a Dumagat shing village, rom
where birdwatchers can see rare birds, perhaps witness some bird eggs
hatching. The same boat, or just another hour or so, can take you to see
wateralls, and waters near the coast where the sh are so big because
catching small sh is prohibited there. Very large swordsh abound and
are a regular catch or Baler shermen.There are other beautiul beaches and marine lie all over the
Aurora Coast and islets, and one can hire a speedboat or small motorboat
to bring you pretty much to any o the other Aurora provinces. A boat trip
rom Baler to Casiguran, which is where Auroras special economic zone
and industrial park will be located, and where some o the best beaches
in Aurora can be ound, will take only 2 hours and a ew thousand pesos.
Go to Casiguran rom Baler by bus and it will take you 10 hours!
Aurora is the only province in the Philippines with 76% o its land
covered by lush orests, 39,000 hectares o which is virgin dipterocarp
rainorest. Governor Bellafor J. Angara-Castillo is to be congratulated
or her deep commitment to preserving the environment in her province.Indeed her goal is not only to maintain the 76% orest cover but to
increase it i possible. Through the program which she recently launched,
Governor Bellafor courageously ghts illegal loggers that unortunately
blight Auroras otherwise fourishing green orest cover. The good news is
that some illegal loggers have been arrested since the programs launch.
The ocus and emphasis on environmental preservation and
development is shared by all levels o government in Aurora and is

supported in great measure by Son o Baler and brother to
Governor Bellafor J. Angara-Castillo, Senator Edgardo
Angara. Their collective sustained goal to Go or
Green in all aspects o Aurora development can only
stand them in good stead or the uture.
The Aurora State College o Technology
located in Baler, as a matter o act, is making
some tremendous strides in the study o science,
engineering, technology and the environment
at the college and postgraduate levels, producing
graduates o very high quality and competence.
Mariculture is a hot area o research and international
linkages rom Japan, Korea and even Europe have brought
students and educators rom those parts o the world to
Baler. ASCOT President Eusebio Angara says that aside
rom Mariculture research, ASCOT is engaged in cutting
edge research on the development o scalable products
made rom coconut. Graduates o ASCOT routinely
get very high passing rates in engineering board
exams. Recently, Electronic Engineering graduates
rom ASCOT garnered a 100% pass rate in their
board exams. Signicantly, the University o the
Philippines is partnering with ASCOT to set up a UP
Health Sciences campus that will oer courses in
midwiery and medicine.
When you visit ASCOT, make sure to make a
stop at the nearby Ermita Hill, which is the historic
hill where surviving amilies o the tsunami o 1735
climbed up to escape death. The Angara amily is one o
the ve amilies who survived the tsunami. Look closely
at the hill terrain on the way to Ermita Hill and you will see
a beautiul evocative sculpture o people climbing the side

Other must-see spots in Baler include the actual church where the
historic Siege o Baler took place, the events o which were immortalized
in the movie Baler, and the Museum o Baler, which has ascinating
exhibits on the native tribes o Dumagat and Ilonggot, the history o
Manuel L. Quezon the rst Philippine Commonwealth President and Son
o Baler, and other artiacts o note rom Balers rich and varied heritage.
Make sure to visit the centuries-old balete tree, which is so large
and so tall, and made up o intertwining trunks, that you can actually
walk through its diameter or i you are brave enough, climb all the way
up to the top rom outside the tree or even inside it!
The ood experience in Baler is also excellent, with resh seaood
and vegetables available in aordable abundance. In one Baler beach
resort, there was a menu o crab special dinners, the most expensive o
which was about Php200. The same dish would cost at least Php1000 in
a Manila restaurant!
This June 30th Spanish-Filipino riendship day was celebrated in
grand style with the descendants o the Spanish soldiers who ought in
the Siege o Baler coming to Aurora. You can also look orward to the
Mutya ng Pilipinas pageant that will be held in Baler in August o 2009.
All these are just the tip o the iceberg o all the possible adventures
in Baler and its surrounding towns in the province o Aurora. One can
also do parasailing, trekking, diving, whalewatching, dolphin watching,
birdwatching, cave exploration, and other water sports. For more

climbed up to when there was a Tsunami in 1735 so we want to
commemorate that event. I commissioned UP to make a sculpture o
the amilies moving up the hill. Only ve amilies were saved and the
Angara amily is one o them. So in Ermita Hill we have a restaurant and
an ampitheatre there. We already have 4 view decks representing the 8
towns here and we have a coee shop, souvenir shop, aviary, the mini
zoo and also this one is in the planning stage although the supplies are
already here - we are going to have a butterfy garden in Ermita Hill. Wewill also have a restaurant because people who have been there when
they look at it always say Gov, can we hold our wedding here, can we
hold our graduation here? It is beautiul and very suitable or any kind
o event you would like to have.

We actually, the entire province does everything rom the barangay level
to the provincial level. We always have programs or the environment.Its our commitment to protect and conserve our environment because
in the rst place our people are dependent on the environment or
their livelihood thats not only or our present generation but or the
generations to come. So we have programs or orest land use we abide
by that protects the orest. We engage in reorestation and we have the
solid waste management program and just recently we inaugurated our
Sagip-Kalikasan program to prevent and stop any illegal logging in our
province and its so good that on the very rst day o having installed
our check points as part o this program, we were able to intercept and
arrest two illegal loggers. So I said we will succeed in protecting our
environment.

Yes, i we can even expand it we will be very happy to do it. But right
now we are interested in conserving and preserving that percentage. We
are able to do that because we are engaged in reorestation and we try

Well, that would be a very smiling thought because I say that i only
all local government will protect their areas, with respect to the
environment then everybody can save the whole world can manage to
do it In other words take care o your own territory and nature will take

The Industrial Park is actually in Casiguran, that is one o the oldest
towns in Aurora Rizal. This is where we are going to have the Aurora
special economic zone.Y mea the dtal pak t yet extece?
Yes because we had just passed the law authorizing it last 2007. We have
already studied it and it has been established in Casiguran. We started
working on 25 hectares o the proposed economic zone and this will be
our economic oce. There will be the proposed hotel, sta house and
we are actually developing the initial 500 hectares o that Aurora special
economic zone.

I possible all kinds o locators because our special economic zone is
suitable or any and all kinds o businesses: it can be manuacturing,business processing outsourcing, it can be a service oriented buiness,
so I would like to have all kinds o businesses to be established in our
economic zone.

There are already many many perspective investors coming rom Taiwan,
Japan and Spain. And basically, they are very interested in mariculture
projects in our province. Because as you probably have observed, we
have the Pacic Ocean, and we are open to the South China Sea, and we
have all the rivers, all the wateralls that you can imagine to exist in a
given province. So, the wateralls can serve as a source o your renewable
energy. Solar energy is also here. So, everything that a prospectiveinvestor would need is here, he can nd in Aurora, even labor alls, can be
ound in Aurora. You can train, our people are trainable people or any ki
here in Aurora. We have trained and trainable people.

In time, prospective locators will appreciate that, and we have already
constructed, not nished yet, but in the process o nishing our
international airport in Casiguran.

Hopeully by 2010 its already nished, and ater that we are going to
construct our International Seaport, because or you inormation, our
Casiguran son was the place o the Galleon Trade during the Spanish
time. That is why our Casiguran Bay or Casiguran Son as we call it can
accommodate any kind o ship no matter what size it has. And so it will
be an ideal location or International Shipping Business, so we have both
air and sea transport. And then in Dingalan, because the depth o theocean there that there is not that deep, we have constructed Aurora Port,
to interconnect with neighboring provinces o Aurora. So, i you want to
go International or local, in Aurora you can do both.

Yes, thats one o the awards that Im so proud o. Its not every time thatyou really nd interest in preserving not just appreciating in what you
see but in preserving what you see or other generations or succeeding
generations to appreciate. Especially Aurora although we are very poor
province we are very rich in history and culture and thats what we want
to preserve and i possible even improve on it.

Well, or one thing our museum we try to showcase the relevance o our
culture and history and we are on a partnership level with the NCAA.
Director Alvarez has been very very kind in helping to promote our
culture and Im very proud to say that when they came in they were not
disappointed. They were really amazed at the talent o the people. I thinkall aspects o our you can nd in Aurora. I mysel was amazed and I am
inspired by my people because its not only the grown up who will inspire
you the one who inspired me most are the very very young children. In
act the NCAA director or arts when he came here he could not believe
that the 20 children who he met only or the very rst time can be
trained so ast in just 1 day to sing like proessionals. So he brought all
to Intramuros to be seen by the people who goes to Intramuros. So I said
it only takes opportunity give someone with potential the opportunity
to show what his or her potential can be. You give them the opportunity
to shine and I say I am very condent and hopeul that Auroras time has
come. We are now starting to be noticed. More people are starting to
see the potential o Aurora. That Aurora can be developed into anything
that they would like to be because our potential is so wide. We are so
expansive with our potential so I said we are capable o doing everything.
All that we need is the opportunity and the unding.

Yes, the eect o the movie Baler or the promotion o Aurora was
tremendous. I have to say thanks to my brother Sen. Angara that was
his initiative. We know that in the Philippines we are really aected
by what we see especially in the movies. The producers were able
to get the right combination. They chose the right actor, actress and
both became winners best actor and best actress, best director so I said
just get somebody with the power and the ability to analyze a given
set up and they will know which one to give the opportunity to show
themselves. Im so glad that Viva productions gave Aurora the chance to
show itsel because right ater that I think it had tremendous impact onour tourism. Thats why I would like to get Echo again and Anne Curtis to
promote our 400 years o celebration.

I got two successive national awards or most outstanding governor in the
social service and I ound this a very smiling award that is the essence o the
delivery o social services to the people and specially because this program
is or the benet o the real poor in your community. So, I was really
inspired when I got those 2 awards in succession and they say that i I get
that award this year, I will be a hall o amer and then I also got an awardor education or my support because as you see 6 point development
agenda has acronym or HEALTH H or health E or Education A- or
Agriculture L-or livelihood T- or tourism and environment management
and H- or Human development so you see that health and education are
on the top o my list. So I was so happy that its social service and education
when I got the national awards. Its very inspiring that I should continue
with what I would like to do or my people. Because when you are poor
you got to see that the health o your people is look ater and that their
education should be really helping them elevate themselves because or
me education is the greatest equalizer o all and my own amily we are
10 in the amily I my parents did not give due recognition to the values
education we will not be who we are but because they did appreciate thevalue o appreciation. They tried their best or all that 10 children to get that
education we accomplished what we want to accomplish in lie. We would
like to give back to the people. What God is given me. I eel that now is my
payback time to give all the blessings back to the people, the blessings that
my parents had given to me and the blessings o God and continues to give
me that the inspiring thought when I got this award. I was saying that its
just like reminding me that hey you are being awarded not to be satised
with yoursel but to urther inspire you to share your awards to the people
who need them.

The education award is rom Dep Ed on the national level, Regional
and national level and or the TESDA I got the Kabalikat award or my
program or livelihood to be given to the people because those are
really my priority in my governance health, education and livelihoodalong with the other 6 Point development agenda For you to get the
recognition or what is you passion it really gives mysel a satisaction
thats its not something you did on your own that you say I recognized
that Ive done this. When you get the recognition rom a third party, it
gives you more inspiration. So i get more inspired to do more say that
..thats not the end o your lie as a leader. In act it should serve you to do
more to be more aggressive with leadership so you can give more to the
people the avors that they really need in lie.

Maybe modernization o our means o communication and the
integration o our nance agencies like budget and treasury so we know
exactly how we are nancially.
What sort o cities or areas do you benchmark Aurora with?
We are working on developing our economic zone, I would think o
Pampanga because o Clark, Zambales because o Subic. I would like
to learn rom their best practices and experiences in creating their own
economic zone. I would like to be able to replicate that in Aurora.

My brother Sen. Angara has already donated a por tion o land in Brgy.
Deserva or the purpose o constructing the UP Health Sciences campus.
We are going to oer on a ladderized level, programs on midwiery,
nursing and medicine. We also have a lot o very good public national
high schools and public elementary schools.

Vocational, technical education o our people here is being taken cared
o. Like we have Aurora Technological Institute and we have the peace
center or the people empowerment center or employment. We have
that one which is reserved exclusively or the certied indigents o our
province. Meaning ve sectors 1) people with disability 2) out o school
youth 3) marginalized women 4)indigenous people 5)senior citizens. All
certied indigents belonging in these 5 sectors are given ree vocational
training in that center and maybe it would interest or you to know that
the graduates in this center rom housekeeping and commercial cooking Iemploy right away in our coee shop in ront o the provincial capital. So
they eel inspired ater graduation.

We are trying to target everyone that would like to come here because
we are very inspired and encouraged with the result o our tourism
eorts. Way back in 2007 we have only about 10,000 plus oreign visitors
and tourists. Then in 2008 it jumped more than 27,000 it increased 100
percent and or the rst quarter o 2009 we already have 9,200. So youadd 27,000 more on that and we could be having more than 35,000 and
I think especially i we are able to construct our hotel acilities Im sure
that it will be more than 35,000 by 2010 when we are able to put up the
Hotel Facilities.

In Aurora? Im very proud o two actors we have rich natural resources
and very competent human resources. That is why I eel inspired. I eel
condent that Auroras road to development is there and we can achieve
development and because o these two actors our rich potential in
natural resources and human resources, who are very dependable, very
proessional, and very ecient.

at Aa?
You know Aurora is one place that you have to see personally to be able
to appreciate. I can describe Aurora rom a point o view o somebody
who has been to it. I would say any portion o nature you would like
to see you can nd in Aurora. We have the mountains, oceans, rivers,
wateralls everything you would like about nature can be ound in
Aurora. But I would say it is so much more dierent when you personally

come to Aurora and experience nature at its best. The pristine quality o
our environment here is something you cannot eel in any other place.
So, I would always like to say come to Aurora because Im very proud to
tell you that anyone who comes to Aurora or the rst time becomes aMacArthur. He will always say I SHALL RETURN and thats a ulllment
and thats why I said we are so proud about the turn out o our tourism
and thats why I said i you have not seen Aurora personally pls. come and
join nature at its best. Enjoy our environment. Enjoy the hospitality o the
people coming rom our province.
What deam d y have Aa that have yet t e
llled?
I would like to see our network completed. I would like to see the
acilities or eco-tourism and or our agriculture to be completed
because I base the development o Aurora on two actors, the
development o tourism and o our agriculture. With these two areasdeveloped in Aurora, Im condent that we can raise the standard o
living o every Auroran and when you have raised the style o living
o the people in Aurora they become more condent, more hospitable
and that would make them more cordial to visitors coming in and the
visitors will really like to come to Aurora and the visitors will say oh its
really nice here they can practically take all they need without eeling
that they are investing a lot o mone. Maybe $100 can make you stay
here a week because here you can stay in a hotel along the beach you
can stay under the tree and still eel the same goodness and spirit
o Aurora. Its really so resh, so pristine thats why I want people to
please come personally although its good like a teaser they can see on
the brochures that we have. They can see the promotion that we havegiven out on TV or radio but its so dierent to be here personally and
get to experience on your own because ater that anyone who comes
here becomes our promoter in tourism here in Aurora.

I would like Aurora as I said to be known as the green destination or
tourism and investment. Aurora is an ideal place or both. You just want
to enjoy nature you can come to Aurora and not only yoursel your
riends, amily everyone who you would like to enjoy nature with and as
or the investment haven, I you are an economist or you are an investor
interested in making a very productive investment then you will nd
out that Aurora is the special place or you. We are the only actually
gateway to the specic in Region 3. Do you know that I your coming
rom America, you can travel only or one week coming to our special
economic zone in Aurora. Well as i your coming to America going to
Subic or to Clark it will take you 60 days. So i you are a locator in our
Aurora special economic zone, Can you imagine the savings that you will
make instead traveling or 2 months you travel only 1 week. So I would
like the people to realize that we are good not only or tourism but as an
investment haven.

a star-studded dinner in New York
last June 12, 2009.
It was Pacquiaos second Fighter o the Year awardhaving frst won the accolade in 2006. The awards dinner

Pacquiao received a standing ovation when he went
onstage to receive the award rom BWAA president Jack
Hirsch who hinted that Pacquiaos spectacular 2nd round

Jinkee acceded did Manny nally agree to hop on a
plane or the 12-hour trip to the Big Apple.
Apparently, when Manny declined the invitation to
attend, not only was the New York press disappointed,
so was the New York Filipino population who were
eagerly awaiting the visit o their Pambansang
Kamao, and other VIPs as well, including several head
honchos rom HBO. Sure, the Pacmans chie trainer
Freddie Roach could have accepted or him, but one
writer said it would be like having a meal without an

World Titles1. Pacquiao rst held the WBC Flyweight title in 1998
when he deeated Chartchai Sasakul in Bangkok,
Thailand. Pacquiao won by TKO in the 8th round. He
deended the title once beore losing it in a bout vs.
Medgoen Singsurat in 1999.
2. Pacquiao rst held theIBF Super Bantamweight
title in 2001 ater
deeating Lehlohonolo
Ledwaba in Las Vegas,
Nevada, USA. He won
by TKO in the 6th round,
then proceeded to
deend and retain the title our times.
3. Pacquiao then bagged
the WBC Super
Featherweight title onMarch 15, 2008, when he
deeated Juan Manuel
Marquez in a match in
Las Vegas.
4. Pacquiao knocked out
David Diaz in the 9th
round o their June 28,
2008 Las Vegas match,
clinching the WBC
Lightweight title.
5. Pacquiao earned the IBO

world titles.
Other Titles Pacquiao held the Oriental and Pacic Boxing
Federation (OPBF) Flyweight title in 1997.
Pacquiao rst held the WBC International Super
Bantamweight title in 1999 ater deeating
Reynante Jamili at the Elorde Sports Center in
Manila. Pacquiao won by TKO in the 2nd round; he
successully deended the title ve times.
Pacquiao rst held the WBC Super Featherweight
International title in 2005 ater deeating Hector
Velasquez in Los Angeles, Caliornia, USA -- TKO in
the 6th round. He successully deended the title
ve times. Pacquiao initially vied or the said title
in a match vs. Eric Morales earlier that year, but he
lost to the Mexican boxer. Pacquiao was able to get
the title in the bout vs. Velasquez. Morales twice
attempted to snatch the title rom Pacquiao in 2006;
Pacquiao deeated him in both rematches.
Pacquiao won the RING Super Featherweight title
in 2008 when he deeated Juan Manuel Marquez in
Las Vegas. It was in the same ght as the one where
he got the WBC Super Featherweight title. This was
his last boxing match as a eatherweight.
