Plan: Plan what you want to accomplish over a
period of time and what you might do or need to get
there.
Identify the Need:
•Select the problem to be analyzed
•Clearly define the problem and establish a precise
problem statement
Analyze the Data:
•Identify potential causes of the problem
•Collect and analyze data related to the problem
•Verify or revise the original problem statement
•Identify the root cause of the problem
•Collect additional data if needed to verify root causes
Develop Solutions:
•Set SMART goals for the problem-solving effort
•Establish criteria for selecting a solution
•Generate potential solutions that will address the root
cause
•Select a solution
•Plan the solution
Do: Implement a potential solution.
Solutions into Action:
•Implement the plan

Strategic Project Oversight Committee – (SPOC)
The SPOC formally reviews and approves the plan at two points in the process and reviews the status of ongoing projects regularly.
