• This survey was run for the first time in 2007.• Data was requested for the financial years 2005-06 and

2006-07.• The deadline for 2007-08 survey has just passed.• In the first year, 31 of the 34 Planning Authorities

Clackmannanshire s tructure plan outlines that any split of housing types , tenures and affordability on particular s ites will be guided through Hous ing Plans . Within 2004 Local Plan, where a local need has been es tablished, the council will negotiate with developers to provide Affordable Hous ing. Currently a target contribution of 25% towards affordable hous ing provision (which can vary) will be sought on developm ents of at least 30 hom es. In exceptional cases (if a hous ing contribution cannot be m ade) a com m uted payment is sought for social hous ing to be provided in the sam e settlem ent.- The planning authority will seek to enter into a legal agreem ent to ensure that affordable hous ing priority is given to those in local hous ing need

Planning Consents for Affordable Housing survey

The main users of this data are:• Policy colleagues as part of the evidence in monitoring

the effectiveness of PAN74• Housing colleagues to identify where the affordable

houses are being given planning position

Page 16: Planning and Land Use Statistics

Developmental Work

Housing Land Audits• Initially being developed to provide data on the number of

affordable housing units being built.• Alternative approach to collecting affordable housing

being considered.• A consistent approach to producing the HLA across all

Planning Authorities is being developed. • The following areas are some of those that need to be

consulted on:– Agreed core set of variables– Agreed definitions – housing completions

Page 17: Planning and Land Use Statistics

Developmental Work

Scottish Generalised Land Use dataset• A bid has been made for Planning research money to get

external consultants to produce a Scottish GLUD.• This would be based on the methodology used in

England.• This would break Scotland down into land parcels,

covering– Buildings– Gardens– Paths– Roads– Greenspace

Page 18: Planning and Land Use Statistics

Developmental Work

Scottish Generalised Land Use dataset

• As a second stage, the consultants will produce a scoping report on additional datasets that could be used to enhance the detail of basic GLUD.

• These would cover– Greenspace Scotland data– Address layer 2

Page 19: Planning and Land Use Statistics

Developmental Work

Scottish Generalised Land Use dataset• A Scottish GLUD would provide basic land use information for

Scotland. This would be useful for a number of work areas with in the Scottish Government such as:– Planners– Flood Division– Rural Affairs Divisions

• Detailed maps on specific areas or to address specific questions could be developed as this dataset was used and expanded.
