PUBLIC NOTICE

SPRINGFIELD PLANNING COMMISSION REGULAR MEETING

The Springfield Planning Commission will hold an Electronic Regular Meeting through Zoom, which is Enterprise Video Conferencing, beginning at 6:30 P.M. on Monday, March 22, 2021. The meeting will take place electronically because of the closure of City Hall and/or social distancing requirements due to the COVID-19 Pandemic and Calhoun County Health Department’s declaration of a state of emergency. At least one City staff member, classified as a critical infrastructure worker, will be physically present in City Hall to facilitate the electronic meeting, while Planning Commission Members, other staff, and members of the public will participate remotely by Zoom. The building will remain closed to the public during the time of the meeting.

Members of the public may participate in the meeting by calling in to the Zoom meeting at the following telephone number: 312-626-6799. The caller will be prompted to enter the Meeting ID number: 952 8045 8855.

The caller will be placed into a virtual “waiting room” until it is their time to speak during public comment. Members of the public may watch the entirety of the Planning Commission meeting live by one of three methods: Either Facebook Live or through AccessVision on cable or online. To watch:

It was moved by Commissioner Hollingsworth, seconded by Commissioner/Mayor Burdett, and unanimously approved that the minutes of the regular meeting of September 28, 2020, be approved subject to additions and corrections.

IV. BUSINESS1. Elect – 2021 Officers

Chairman Folkema stated this resolution would elect Planning Commission Officers for 2021.

PC #01-21It was moved by Commissioner/Mayor Burdett and seconded by Commissioner Hollingsworth that the following resolution be adopted:

WHEREAS, THE PLANNING COMMISSION bylaws indicate the Officers of the Commission must be appointed annually at their first regular meeting in January of each year and shall take office immediately, with said term being one year or until their successors be selected and assume office.

THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OFSPRINGFIELD that the following Commissioners be appointed to serve in the noted capacityfor 2021:

3. Recommend – 5 Year Capital Improvement PlanChairman Folkema stated this resolution would recommend the City’s 5 Year Capital Improvement Plan to the City Council.

City Manager Davis reviewed the 5 Year Capital Improvement Plan with the Commission.

Chairman Folkema noted that he didn’t notice any computer improvements listed on this plan and stated as long as he can remember there’s always been some type of upgrade. Mayor Burdett stated it seems there was almost always at least an upgrade in software, but possibly we are current. Chairman Folkema stated we might want to include something next year?

PC #03-21It was moved by Chairman Folkema and seconded by Commissioner Hollingsworth that thefollowing resolution be adopted:

WHEREAS, CITY OF SPRINGFIELD staff and Planning Commission members have reviewed and provided input for the Five (5) Year Capital Improvement Program for the period covering 2021 - 2026.

THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SPRINGFIELD to recommend to the City Council the attached projects for inclusion in the Five (5) Year Capital Improvement Program.

He added that he has enjoyed his role on the Commission and would consider serving again in the future.

The remaining acreage is mostly undeveloped. The applicant is proposing to redevelop the existing building into business incubator spaces and develop a portion of the property with other standalone buildings including small self-storage units. Access to the property is located off the public right-of way West Dickman Road. The property is heavily wooded and overgrown with brush. There is evidence of wetland soil, but there does not appear to not be any protected wetlands on the subject parcel. The applicant has not submitted a site plan, but a proposed use narrative is attached for review by Planning Commission. STAFF REVIEW In reviewing the ordinance for the rezoning of land, factors that should be considered by the planning commission and the city council include, but are not limited to, the following:

(1) Consistency with the goals, policies, and Future Land Use Map of the Springfield Master Plan. If conditions have changes since the Master Plan was adopted, the consistency with recent development trends in the area. Staff Comment: The 2019 Springfield Master Plan and Future Land Use Map categorizes the subject site as GC, General Commercial. The plan further states that General Commercial uses would be better suited for this property due to the commercial nature of Dickman Road and the visibility it affords for commercial businesses.

(2) Compatibility of the site’s physical, geological, hydrological and other environmental

(3) Evidence from the applicant that it cannot receive a reasonable return on investment

through developing the property with the uses permitted under the current zoning. Staff Comment: The applicant has provided a narrative explaining how rezoning may increase their ability to achieve a reasonable return on investment. Both zoning districts allow for several property uses.

(4) The compatibility of all the potential uses allowed in the proposed zoning district with

surrounding uses and zoning in terms of land suitability, impacts on the environment,

density, nature of use, traffic impacts, aesthetics, infrastructure, and potential influence on property values. See Table 1

(5) The capacity of utilities and services sufficient to accommodate the uses permitted in the

requested district without compromising the health, safety and welfare of the city.

Staff Comment: Utilities to the parcel are limited. Currently, there are no sanitary or water utilities running to the site. Stormwater sewer is running laterally to drain stormwater runoff on Dickman Road. The applicant may be required to install a sanitary septic and water well to adequately provide the necessary utilities prior to occupancy being granted.

(6) The capability of the street system to safely and efficiently accommodate the expected traffic generated by uses permitted in the requested zoning district. Staff Comment: The immediate roadway that will provide access to the site is Dickman Road. Dickman is a major thoroughfare that is well-suited to safely and efficiently accommodate the expected traffic generated by uses allowed in both zoning districts.

(7) The apparent demand for the types of uses permitted in the requested zoning district relative to the amount of land in the city currently zoned and available to accommodate the demand. Staff Comment: The demand for the types of uses permitted in the requested zoning district is relatively unknown at this time due to the lack of recent development in the area.

(8) The boundaries of the requested rezoning district are reasonable in relationship to surroundings and construction on the site will be able to meet the dimensional regulations for the zoning district.

Staff Comment: It appears that there is enough space on the site to accommodate almost any use shown on the permitted use list for both zoning districts.

(9) The requested rezoning is to the most appropriate district. Staff Comment: For the proposed uses, the IRT zoning district is the most appropriate district. The vacant property to the east is industrial in nature and vacant.

(10) If the request is for a special use, is rezoning the land more appropriate than amending the list of permitted or special land uses in the current zoning district to allow the use?

(11) The requested rezoning will not create an isolated and unplanned spot zone.

Staff Comment: The subject parcel is surrounded by the following land uses/zoning classifications: Existing Land Use & Zoning Districts: To the North: Multiple-Family Residential (RM-1 Zoning District) To the East: Vacant however future planning and zoning calls for Mixed Use (MIX) To the West: Commercial Concrete Processing, General Commercial (B-2) To the South: Battle Creek Airport, Heavy Industrial (I-2; City of Battle Creek)

(12) The request has not previously been submitted within the past one (1) year, unless

conditions have changed or new information has been provided. Staff Comment: Not applicable.

(13) An offer of conditions submitted as part of a conditional rezoning request shall bear a reasonable and rational relationship to the property for which rezoning is requested. Staff Comment: Not applicable.

(14) Other factors as appropriate. PUBLIC NOTICE AND INPUT Notifications of an application in process were mailed to property owners abutting the project area within 300 feet. At the writing of the staff report, staff had not received any objections from adjoining property owners. NEXT STEPS Staff has evaluated the rezoning request in accordance with the 2019 Springfield Master Plan and Chapter 50 Zoning Ordinance. Should the Planning Commission find that the approval standards have been met, it may approve a recommendation to City Council for final approval. Following the public hearing on this application, the applicant and/or staff will respond to concerns and questions in a final report.

PLANNING COMMISSION NOTICE OF PUBLIC HEARING ON REQUEST FOR REZONING

PUBLIC NOTICE IS HEREBY GIVEN of a public hearing held by the City of Springfield Planning Commission on Monday, March 22, 2021 at 6:30 p.m. This meeting is scheduled to occur electronically via Zoom due to the ongoing COVID-19 outbreak. The purpose of this public hearing is to consider the following changes to the zoning map: Petition by Henry A. Valkema to amend the official zoning map of the City of Springfield by rezoning approximately 23.29 acres at 3700 West Dickman Road to Industrial/Research/Technology (IRT). Tax parcel 54-004-046-00. The current zoning is General Commercial (B-2).

Following the public hearing, the Planning Commission may consider a recommendation to the City Council for the rezoning request.
