II. What Does a Histogram Say?

either frequency or relative frequency ② The frequency of an event is the number of times

She feels that her current employees shouldn’t need another employee but her employees are complaining that they are too busy and need more help to keep customers happy. She decides to track the number of customers who come into Wendy’s, at the lunch hour, during 15 minute intervals (see chart to the right). Create a mathematical argument to defend whether or not she should hire another employee.
