Dear KLCIS Members and Friends:

I am pleased to invite you to the 21st annual Kentucky League of Cities Insurance Services Risk & Safety Conference in Lexington. The event will be held at the Clarion Conference Center in Lexington beginning Tuesday, March 11 with a preconference training opportunity and

going through Thursday, March 13. The Kentucky League of Cities Insurance Services is proud to offer this safety training opportunity designed specifically for municipal employees.

Attending the Risk & Safety Conference is a valuable way for you and your fellow environmental, safety and health professionals across the commonwealth to stay on top of emerging issues, trends, and regulations relevant to your field. Be sure to attend the general session where Battalion Chief Dr. David Griffin explains how an organization embraces change after a tragic incident. Dr. Griffin was the first engineer on-site at the scene of The Charleston 9 incident, which claimed the lives of nine of his fellow firefighters.

In addition, this year’s conference will offer sessions covering silica dust exposure, confined space and trenching safety, post-traumatic stress disorder, electrical safety, stormwater management, and much more. The event will offer unique demonstrations, recognized industry experts, and hands-on training. Those needing wastewater and water treatment credits may obtain 6.75 credit hours by attending courses preapproved by the Division of Water. Make sure to take the opportunity to catch up with friends from prior conferences and make new contacts with working peers from across the state.

This year, KLC Insurance Services workers’ compensation policy members have the opportunity to use the safety grant for a $300 reimbursement to help offset registration fees and travel expenses. Make sure to register early. We look forward to a great conference in 2020. See you in Lexington!

In Honor of The Charleston 9: A Study of Change Following Tragedy, is based off of the best-selling book with the identical name, which includes doctoral research that will help all organizations, whether public, private, for-profit, or nonprofit to determine whether organizational change is needed in their respective organization. Students are taken on an emotional ride from the dark days of fighting fire in Charleston, South Carolina, where nine firefighters perished in the line of duty, to today where the organization is now a national model for change. All organizations need to learn the lessons from Charleston to ensure that they do not experience this type of tragic incident. This course utilizes never-before-seen video footage from June 18, 2007, as well as the radio traffic that coincides. It was developed and is presented by the first due engineer on the scene of this multiple line of duty death incident.

correspondence.

Breakout Session (2) - Turn PTSD into PTG: It Will Change Your Life Presenter: Dr. David Griffin, On A Mission LLC During this course, David will discuss the signs and symptoms of PTSD from

clinical research and from his own personal experience with the disorder. Learn from a firefighter who actually experienced a traumatic event, was diagnosed with PTSD, and was able to overcome it with PTG. This is proof that PTSD can be reversed and that individuals suffering from it can live a mentally healthy and successful life.

Breakout Session (3) - Energy Efficiency in Treatment* Drinking Water and Wastewater Credits: 1 hour Presenter: Jason Penell, Kentucky Rural Water Association Electrical costs are one of the largest expenses for utilities. Along with rising

prices, future air quality regulations are likely to cause an additional burden on budgets. This session will review ways that utilities can reduce their expenses for electricity, both by looking at billing structures and also by suggesting ways to run equipment, such as pumps, more efficiently.

Stormwater, if not properly managed, will swiftly create hazards that put the public and property in danger. Learn what your organization’s responsibility is when it comes to stormwater management and how to control the associated risks. The risk of fatalities, flooding of homes, and costly property damages are easily controlled by implementing a proactive management plan.

10:15 a.m. -- 11:30 a.m. General Session: Identifying Problem Areas and Risk Mitigation for Governmental Agencies - A Different Approach Presenter: Rob Miller, Owner, Crash Analysis & Reconstruction, LLC

This session provides an overview of how to effectively teach defensive driving to public safety personnel. Rob has investigated or reconstructed over 2,600 motor vehicle crashes and many complex criminal cases. He lectures nationally and internationally on reconstruction, police supervision, pursuit/emergency driving, policy, and the use of force. He is recognized as an expert in both state and federal courts.

Learn how to protect yourself and employees when working in or around a confined space. Attendees will review safety procedures, KYOSH guidelines, and learn about necessary PPE and safety equipment. The permitting process will be reviewed so attendees may know they are in compliance with applicable regulations.

The always popular Dale Dobson will provide classroom safety instruction to prevent mowing accidents. Dale will explain the safety features on mowing equipment to help prevent accidents.
