October saw the seasonally adjusted Markit/CIPS Purchasing Managers’ Index® (PMI®) post 54.3, down slightly from 55.5 in September, to remain well above its long-run average of 51.5. Mayflower Autonomous Ship – Crowdfunding Appeal is underway 2. A crowdfunding appeal for the Mayflower Autonomous Ship - the world's first

autonomous research vessel capable of global operations was launched on the 24th October with a £300,000 target to be reached by 10:00am 5th December. This pioneering project has been launched which aims to design, build and sail the world's first full-sized, fully autonomous unmanned ship across the Atlantic Ocean. At over 100ft in length The Mayflower Autonomous Research Ship will use state-of-the-art wind and solar technology for its propulsion enabling an unlimited range. It will be the first vessel of its kind to be built in the world! Following a year-long testing phase, the planned Atlantic crossing in 2020 will mark the 400th anniversary of the original Mayflower sailings from Plymouth, England to Plymouth, Massachusetts, USA. This crossing will be remarkable celebration of the 400th anniversary of the Mayflower voyage but will also be a project to herald the future and demonstrate the cutting-edge technology and innovation happening here, in Britain's Ocean City. Government decides on new runway at Heathrow 3. In a major boost for the UK economy the government recently

announced its support for a new runway at Heathrow – the first full length runway in the south-east since the second world war. The scheme will now be taken forward in the form of a draft ‘National policy statement’ (NPS) for consultation. The government’s decision on its preferred location, which will be consulted on in the new year, was said to underline its commitment to keeping the UK open for business now and in the future and as a hub for tourism and trade. ‘Today’s decision is a central part of the government’s plan to build a global Britain and an economy that works for everyone. This is just one of a series of major infrastructure investments that will create jobs and opportunities for every part of the UK. A new runway at Heathrow will bring economic benefits to passengers and the wider economy worth up to £61 billion. Up to 77,000 additional local jobs are expected to be created over the next 14 years and the airport has committed to create 5,000 new apprenticeships over the same period’. Very latest news on the Government’s Apprenticeship Reform 4. From May 2017, the way apprenticeships are funded is changing – today (25th

October) we’ve set out how it will work. The apprenticeship reforms will support an increase in the quality and quantity of apprenticeships so that more individuals have the chance to pursue a successful career – whether this is their first step on the employment ladder or progression within a current employer or sector. We want to make apprenticeships as accessible as possible, to all people, from all backgrounds and the funding reforms are an important step in enabling this. After extensive discussions with employers and training providers we have now published the final funding policy for 2017-18 and details of the new register of apprenticeship training providers. Your feedback was vital in helping us make adjustments to the funding policy since our proposals in August, which will help ensure that the reforms benefit more employers and apprentices. Today we announce some key changes:

- Give employers extra flexibility and the extra time they need to plan for the reforms by extending the expiry date of levy contributions to 24 months (from the 18 months originally proposed);

- Introduce a system for employers to transfer funds from 2018, working with a new employer steering group to design this system so that it meets their needs;

- Help training providers adapt to the new, simpler funding model, by increasing their funding by an extra 20% where they train 16 to 18 year olds on frameworks. This will come from government and not from employers' digital accounts. This transitional payment will ensure stability as the market adjusts to reforms;

- Retain a simplified version of the current system of support for those from disadvantaged areas for one year whilst we conduct a fuller review into the best way to support individuals from all backgrounds into apprenticeships.

- Employers paying the levy will be able to choose a provider from the new Register of Apprenticeship Training Providers. All providers on the register will have to pass quality and financial tests. The new register will open for applications on 24 October 2016. At the same time we will also launch a procurement for apprenticeship delivery for smaller employers who will not pay the levy.

The following information on the reforms has been published:

- Apprenticeship funding in England from May 2017. This document sets out our final policy on how apprenticeship training will be funded from May 2017. This includes the final funding bands for existing apprenticeship frameworks and standards. The SFA has also published the detailed funding rules that underpin the policy (link).

- A revised apprenticeship funding calculator. We have produced a revised version of this popular tool to help employers understand what levy they will pay and how they could use the new digital service to plan and fund training.

- Updated guidance on the apprenticeship levy: how it will work. We have also updated the existing online guidance, which gives employers a clear explanation of how they will pay the levy, manage and use their funds in the new system.

- The approach to the Register of Apprenticeship Training Providers. This document sets out our final policy on the register, following feedback. The SFA has also launched applications for the register and associated procurement {insert link) Next steps - Over the next few months, we (HM Government) will continue to work with employers and training providers to ensure that they are aware of the reforms and how they can prepare for them. We will provide further online guidance, events and webinars. However, we would welcome your support to use your media and social media channels to share information with your networks. SWMAS launch new support programme for SME Manufacturers 5. SWMAS have announced the launch of an exciting new

programme. The Local Manufacturing Advisory Programme (LMAP) supports established manufacturing SMEs across the South West to understand and develop their capability and capacity to improve and grow. There is a wide range of support available, which will be tailored to suit each company’s specific needs. As part of the offer, eligible manufacturers will benefit from a free ‘business review’ and ‘diagnostic’ to highlight the key areas for support. A dedicated team of manufacturing specialists will provide focussed assistance, including strategy mapping, business coaching and supply chain engagement. There will also be funding available for consultancy and capital investment, as well as free workshops and events. Working closely with the 6 local Growth Hubs across the South West and other regional and national support schemes, the programme will ensure that businesses receive the right help at the right time, with a brokered referral service. ‘‘We are very pleased to be able to deliver this programme alongside the Growth Hubs’’ said Simon Howes, Managing Director of SWMAS. ‘‘We have a longstanding relationship with manufacturers across the South West and we are well placed to help them to focus on productivity improvements and continued growth.’’ The programme is part-funded by the European Regional Development Fund (ERDF) and is delivered by SWMAS to March 2019. The project is receiving £2.6m of funding from the England European Regional Development Fund as part of the European Structural and Investment Funds Growth Programme 2014-2020. It will support around 700 SMEs, creating over 350 jobs in the South West and unlocking £1.6m of private investment. More - here

The MHA Manufacturing and Engineering Survey 2016/17 - South West Regional Insight 6. The MHA Manufacturing and Engineering Survey has been providing an

insight into the thinking across the UK’s manufacturing and engineering landscape for 5 years, however, 2016 is a standout year for two reasons. The first is that MHA have collected the views of over 500 predominantly SME businesses in the sector – their largest survey sample ever - and the second is of course the fact that the UK, by referendum, has opted to leave the EU, with all that entails for the sector. Here are the results for the SW Region: Education and Staff - The skills agenda remains a priority for South West businesses, but only 36% reported that they plan to increase staff numbers, a decrease of 24% from last year and 11% below the national indicator. Responses demonstrated, however, that the skilled workforce and production staff continue to be the most difficult to recruit with a shortage of relevant skills, as well as competition from other businesses leading to unrealistic salary expectations. On a more positive note, 50% of respondents are planning to take on apprentices, although this is 7% below the national average. The South West has five University Technical Colleges (UTCs) promoting manufacturing and engineering, with a sixth in South Gloucestershire opening in September 2017. The Local Enterprise Partnerships are starting to drive resource into closing the skills gap but this will take time. Uncertainty around leaving the EU has overtaken recruiting appropriately skilled staff as the major barrier to growth for the next twelve months. Investment in Research and Development - South West businesses continue to be active in Research and Development (R&D), with only 10% reporting that they do not invest anything, just below the national average of 12%. 68% invest between 1% and 6% of turnover on the next generation of products, up 6% from last year. Knowledge of the R&D tax credit regime is above the national average, with only 6% being unaware of its existence. Funding and Grants - Grants from national and local bodies are being utilised in the region, with 49% having accessed government or grant funding in the past five years. However, 36% were unsure about the availability of funding to assist their business. Production Costs - Wage inflation and raw material price increases remain the key inflationary factors for production costs, with 69% proposing to absorb these rather than increase customer prices. This is consistent with the national picture. There is a need for South West businesses to

learn about Industry 4.0 as, in line with the national picture, 69% do not understand the underlying principles. Exports - Exporting remains a key strength of South West businesses, with 91% of businesses that export exporting to the Eurozone. North America and Asia (excluding China) are also strong export markets, with 55% and 61% sending goods to each of these areas respectively. China has shown some contraction as an export market compared to last year. Businesses’ view of government assistance to aid exporting continues to be patchy, with 14% reporting a negative experience. Full report - here

Plymouth University announces the appointment of two new Deputy Vice-Chancellors 7. New posts have been announced to lead Education and Student

Experience, and Research and Enterprise. The University has appointed Professor Julian Chaudhuri (left) as Deputy Vice-Chancellor Education and Student Experience, and Professor Jerry Roberts (right) as Deputy Vice-Chancellor Research and Enterprise. Professor Julian Chaudhuri, who is currently Dean of Engineering and Informatics at the University of Bradford, and Professor Jerry Roberts, who has recently completed his term of office as Assistant Pro Vice-Chancellor for Research at the University of Nottingham, will take up their roles in the new year. Prior to his current role at the University of Bradford, Professor Chaudhuri was Head of Chemical Engineering and Associate Dean (Research) for Engineering & Design at the University of Bath. Professor Roberts, has held a number of leadership and management roles at the University of Nottingham, including Dean of the Graduate School, where he provided academic leadership for over 3,000 PhD students. II PMG Members’ News Growing Artemis reveals large BAE Systems deal 9. Optical thin-film coatings expert Artemis Optical is set to double

its workforce by 2020, after signing a decade-long supply deal with the multinational defence contractor BAE Systems. Coupled with a recent £230,000 grant that is helping finance the installation of a new ion-beam assisted deposition coating chamber, it should see headcount rise from the current 29 employees to an anticipated 60 by the end of the decade. The deal with BAE Systems, which will see Artemis provide combiner assemblies that feature in the defence giant’s “LiteHUD” head-up displays, runs through 2026. Artemis originally announced the supply agreement in June, but has only just revealed that BAE Systems is the customer. Nick Hurst, the executive chairman at Artemis, said when the deal was first signed: “This order encapsulates our strategy to be world leaders in this area and positions the company well for predicted strong continued growth in the HUD market.” Hurst added that the company’s work on HUD combiners had been growing, particularly over the past year. “We have one of the highest on-time delivery rates in the industry, exceeding 90 per cent,” he noted, along with a near-perfect customer acceptance rate. “The quality of our manufactured products, as well as our service makes us world-class and at the very high end of the photonics sector.” More - here

Princess forecasting renewed buoyancy 10. After one of the most challenging years in its

history, Princess Yachts International Plc (PYI) has recently reported a loss before taxation of £20.25m on turnover of £201.23m for the year ending 31 December 2015 (2014: £239.63m). Although disappointing, exceptional factors have played a significant part. The lingering effects of damage to stock, facilities and production scheduling caused by the hurricane-force storms in 2014, coupled with unfavourable sterling exchange rates and high-margin boat models reaching the end of their life-cycle combined to exert unprecedented pressure on PYI’s operations throughout 2015. In the meantime, PYI has strengthened its product line – adding six state-of-the-art models to its range in as many months – and appointed an Executive Chairman, Antony Sheriff. Previously CEO of McLaren Automotive, and holder of a number of senior roles at Fiat, Mr Sheriff has a strong track record in leading profitable businesses with best-in-class luxury products. Already, PYI is seeing tangible indications of a return to normative performance in 2016 with positive operating profits over the past three months. Orders are at their highest levels since 2007, with record sales at the Cannes Yachting Festival in September, and trading conditions are increasingly favourable, as the company is deriving significant market advantage from the recent realignment of sterling-based exchange rates. Significantly, Princess has embarked on an ambitious product development strategy and a new product renewal cycle as part of its long-term business plan and the company is now recruiting skilled professionals in key areas to realise its ambitions. The board forecasts renewed buoyancy across the PYI business in 2016 and 2017. Already, £14m has been injected as the first stage of an ambitious three year £55m investment by PYI which will see further development of the product portfolio, as well as production improvements at the company’s manufacturing facilities in Plymouth, which employ more than 2,000 people.

Plessey launches single-chip high-power 7070 LEDs 11. Plymouth-based lighting and sensing product and component

maker Plessey has launched its 7070 high-power LED range (PLW7070GA). The PLW7070 products take advantage of Plessey's MaGIC (Manufactured on GaN-on-Si I/C) technology and provide a high-power LED component in an industry standard package footprint, complementing Plessey's existing family of i2LED high-power products. Using its proprietary gallium nitride on silicon (GaN-on-Si) high-voltage technology, Plessey says that it has been able to use a single LED die to improve thermal performance, improve far-field imaging and dramatically reduce cost over incumbent solutions. Plessey provides components and solutions spanning the whole lighting value chain. Mark A Boyle has been appointed to the position of Global Aerospace Market Manager and will be based at Superior Tube's head office in Collegeville, PA, as will Andrew Millett who has been named Sales Manager for the Americas, while Matthew Jablonsky joins as Regional Sales Manager, based in Houston, TX. Oakmount Control Systems

On Estover Industrial Estate, Oakmount Control Systems specialise in the design & manufacture of industrial control systems and special purpose automation equipment, supplying the pharmaceutical, food, aerospace, extractive and manufacturing industries across the South West.

Oakmount Control Systems have a team of 35 Engineers creating and manufacturing unique electrical system and automation designs, with the objectives of reducing manufacturing costs, improving quality, conforming to safety legislation or modifying existing machinery for new product. Oakmount’s in-house capability includes 3D mechanical design, electrical hardware design,

controls software development, electrical assembly, mechanical assembly, toolmaking and fabrication. Oakmount automation projects vary from complete turnkey machines starting from ground up design, refurbishment of existing or simple upgrades. Recent projects have taken Oakmount to Europe, the America’s and the Far East. A new development is the formation of a new sister company, Oakmount Process Control Ltd. Based in Yeovil

Technically Oakmount are seeing a drive towards the usage of collaborative robots – robots which are low cost and do not require specialist safety measures to integrate. 30% of the total project cost for energy efficient equipment upgrades and refurbishments, up to a maximum of £10,000. What if People liked change? 17. It’s true that “People don’t like change”. We all know this as Business Leaders

or Managers, change agents, or People just trying to make our work lives easier. But what if this didn’t have to be, or actually isn’t, the case…? As a business leader, I believe you can’t “Control” very much, and as the organisation grows your level of control probably reduces. Your power lies in influencing people and the choices and decisions they make. Understanding people, what makes them tick, and importantly how we get them to engage with and in change and improvement must be key to business success. In the last few years there has been a revolution in our knowledge of how the human brain works, how it affects the way we perceive the world, and how we react to change and other stimuli in our environment. This is being recognised by HR and other professionals around the UK, and was one of the main topics at the recent CIPD Wales conference in Cardiff. The application of this knowledge would greatly help us make changes in a manner that resonates with our people and makes our work lives generally less stressful. Improvement work to the Great Western network over Christmas this year 19. I promised to keep you up to date with improvement work to the Great

Western network, and I thought you would want to have early notice of planned works over Christmas this year. Full details are on our website https://www.gwr.com/travel-updates/christmas-2016 but the key thing to note is that London Paddington will be closed to all rail services from Saturday 24 December to Thursday 29 December. This will mean GWR rail services starting and finishing at Ealing Broadway, where customers can make a connection to the underground, or scheduled bus services for travel into London. Ealing Broadway does not have step-free access. We are therefore recommending that customers from the West of England, who are travelling with heavy luggage, children, or who find steps difficult to change at Reading and use services from there to London Waterloo. This will mean a longer journey and we will be alerting customers to the changes well in advance so they can plan ahead. Anything you can do to help with that would be very much appreciated. Keeping Plymouth's vulnerable communities fed over the Winter...... Devon and Cornwall Food Action (DCFA) Plymouth is threatened with closure

33. Every week the pasties and other unwanted, but perfectly edible, food supplies rescued by DCFA Plymouth helps to support up to 3,000 vulnerable community members in Plymouth and the 40 or so groups that support them. We have been growing since 2010 but our funding is drying up. We have rent and utility liabilities and admin costs but not as many as others. We need our premises and energy supplies to keep going but we only have enough funds to last until the end of November. As a result, it is very likely that DCFA Plymouth will have to close at that point if we cannot raise the extra required to keep us going through the Winter months. If this happens we are dreading letting our partners and the vulnerable communities they serve down. It also means a huge loss for all those who work so hard to keep the hub going. We have made applications for funding only to be turned down due to over-subscribing so we're trying a different approach. £5,000 would take us in to 2017 and give us time to regroup. It would also guarantee Christmas supplies and keep the focus on tackling food poverty in everyone’s minds. It's a simple request but one that means a lot to us and those we help. If you can think of ways of securing funding please do not hesitate to contact me (we have several ideas and are actively following them up). We are also establishing a ‘Friends of’ scheme that will enable regular small donations to build up (details available). But we have also set up two ways of making donations and would be really grateful f you could promote these for us. The first is a My Donate scheme at www.mydonate.bt.com/charities/devonandcornwallfoodassociation The second is a Crowdfunding Project at www.crowdfunder.co.uk/pasties-for-poverty-keeping-dcfa-plymouth-alive Both are really easy to use and are already receiving donations. If you can help here we would be very grateful. We will keep you up to date with progress and are hoping that things will work out but the clock is ticking. Orchid Cancer - Plymouth Darts Champion of Champions 2016 – Raffle prizes sought 37. I am running a charity darts competition in Plymouth, which is raising money for Orchid Cancer; with

all funds raised going directly to locally based projects Orchid supports. The competition has been going for over thirty years across four decades and has raised over £50,000 for various causes over this period. The reason for getting in contact is to ask for the donation of raffle prizes on Final's Night to be held on Saturday, 5th November. The night is a landmark evening in the Plymouth Darts calendar and always attract over one hundred spectators and we will be selling raffle tickets to on the night as well as beforehand through the many volunteers that help. The only snag is that we would need them at reasonably short notice, before the 5th November. I can arrange collection or delivery of any items big or small if needs be. The competition is being covered by at least two local newspapers, the Evening Herald and Western Morning News, and a couple of websites, including my own, which is www.plymouthdarts.org.uk So it attracts a lot of interest in the local area. There will be a photo presentation at the end of the Final's Night and I will be producing a poster with all the names of the different businesses that have backed the competition either financially, or indeed with prizes.
