1. FPIW Gender Revolution Events Are In Fact I-1552 Campaign Organizing Events As the Southern Law Poverty Law Center reported in their April 24, 2017 blog post “Washington Anti-LGBT Seminars Begin Organizing For Another Bathroom Bill Initiative”, Joseph Backholm has been speaking around the state at “Gender Revolution” events organized and promoted by the Family Policy Institute of Washington and encouraging attendees to get actively involved in the Just Want Privacy campaign (Appendix 3):

The larger purpose of the seminars, however, became clear as the talk wound on and Backholm began describing the “cultural” part of how people could combat the “gender revolution”—namely, to encourage participants to engage in the political battle over gender by supporting and helping to promote the FPIW’s new anti-transgender “bathroom bill,” Initiative 1552. […] He urged seminar-goers to get involved on three levels—interpersonally, at their churches, and politically. He described the churches as being “at war, for sure,” and urged everyone at the seminar to help organize support for the drive to gather signatures for I-1552.

Video from a Gender Revolution event with the Kitsap Patriots Tea Party uploaded April 24, 2017 shows Backholm speaking on behalf of the Family Policy Institute of Washington but advocating for Just Want Privacy and encouraging signature gathering for their initiative petitions (Appendix 4, around the 11:00 minute mark):

“There is a table back there and I told Rebecca if you try to leave without a petition, you might not like what happens. So that’s just my warning. Make sure you pick up one on the way out.”

The event page of the FPIW Facebook page shows separate event pages created for ten different events in meeting spaces in hotels across the state during the month of April 2017: Aberdeen, Pasco, Spokane, Sequim, Bremerton, Tacoma, Wenatchee, Bellingham, Vancouver, and Bothell (Appendix 5). Two more Gender Revolution events have been announced for June 2017: Burlington on June 20th and Spokane on June 22nd. However, the C4 reports filed by Just Want Privacy show no in-kind contributions from the Family Policy Institute of Washington for materials or meeting space despite that fact that Backholm and FPIW utilized these events as campaign events for Just Want Privacy’s Initiative 1552 efforts (Appendix 6). 2. FPIW’s COO and Policy Director Chris Plante sent out an email to the FPIW e-mail list on March

2, 2017 that touted the organization’s involvement in the Just Want Privacy campaign (Appendix 1):

Family Policy Institute of Washington is happy to support the efforts to qualify Initiative 1552 for the ballot this November and see it passed by the voters of Washington. [….] Among FPIW’s efforts to help Just Want Privacy (JWP), the organization running the initiative, FPIW is serving as a Regional Petition Center. You may pick up blank petitions

for circulating and return gathered signatures to us. Our address is 16108 Ash Way, Suite 113 Lynnwood 98087. Our normal business hours are 8 – 5. […]

3. Another email from Plante to the FPIW email list sent on June 14, 2017 promoted a FPIW blog post authored by Joseph Backholm that pushes readers to help with Just Want Privacy’s campaign (Appendix 15).

There is [sic] only four weeks left to get the 330,000 signatures necessary to allow the voters to have a voice on this issue. If you haven’t signed the petition, click here to have a petition mailed to you , your friends, and family can sign the petition. Then click here to make a contribution.

4. Facebook photos from the FPIW Facebook page also clearly show that FPIW had a table for

gathering signatures for Just Want Privacy at their 10th Annual Dinner event in Bellevue on April 28, 2017 (Appendix 2). None of those resources were declared as an in-kind contribution to the campaign from FPIW.

5. FPIW’s Executive Director, Joseph Backholm, often issues his own statements, videos and

appears in media on behalf of Just Want Privacy but none of his compensation from FPIW is declared in either organization’s filings.

National Organizations Also Making Unreported In-Kind Contributions to Just Want Privacy In an interview on January 31, 2017, Just Want Privacy Communications Director Kaeley Triller Haver told talk radio show Eyes on Washington that the campaign was receiving support from national organizations (Appendix 7, 33:50min mark):

“Then even from a national perspective we have a lot of support from the obvious allies here: the Alliance Defending Freedom and Family Policy Council, things like that.”

The Family Policy Institute of Washington lists both the Alliance Defending Freedom and the Family Research Council as national organizations that partner with their group on the “Associations” page of the FPIW website (Appendix 8). Just Want Privacy also touts Alliance Defending Freedom’s support such as on their Signature Sunday webpage (“Can Churches Legally Participate? Absolutely! Letter from Alliance Defending Freedom) On June 8, 2017, the Alliance Defending Freedom produced and broadcasted a podcast with Just Want Privacy’s staff about I-1552 (Appendix 9). None of the costs were accounted for in financial filings. However, none of the C4 reports from Just Want Privacy show any in-kind or cash contributions from these national organizations. Other Missing In-Kinds From Supporters

1. According to a Facebook post from May 23, 2017, Just Want Privacy received office space and office equipment for petition processing from former Rep. Graham Hunt (Appendix 10). None of this support has been accounted for in financial filings from either former

2. On May 19, 207, Tadd Bentson of Bentson Printing provided the use of a commercial scanner to the Just Want Privacy campaign for scanning petition sheets (Appendix 11). None of this support has been accounted for in financial filings.

3. On May 16, 2017, Just Want Privacy posted photos on Facebook of volunteers doing data

entry for the initiative in what is clearly an office space (Appendix 12). None of this support has been accounted for in financial filings.

4. On May 8, 2017, Just Want Privacy made an appeal for volunteers in their office in

Tacoma (Appendix 13), however none of this office space has been accounted for in financial filings.

5. On June 2, 2017, Just Want Privacy made an appeal for volunteers to help process

petitions in a location in Lynnwood (Appendix 14), however none of this office space has been accounted for in financial filings.

Conclusion Just Want Privacy has been receiving significant resources in the form of email blasts, blog posts, staff time, office space and organizational support for their initiative efforts that have gone unreported in their financial filings. This lack of transparency with the public is troublesome and the campaign should remedy these discrepancies immediately and be sanctioned by the PDC accordingly. Women and girls have a right to privacy and safety in intimate facilities like showers and changingrooms, schools should maintain separate locker room and shower facilities for boys and girls, andbusinesses should be allowed to manage private areas in the way they feel is best for them.

Just Want Privacy needs to collect 330,000 signatures by July 7th to qualify for the ballot.

No law should ever force little girls to share their gym showers with grown males.

Unfortunately, in December of 2015, the 5-member WA State Human Rights Commission, imposeda statewide rule that does just that. Any man can enter any public girl’s locker room in the entirestate and declare his right to be there. If girls complain, they will be asked to leave and subject topenalty. The rule dangerously forces girls to ignore their red flags and boundaries for fear of alawsuit. Help JWP repeal this regressive rape culture and restore safety, privacy, and common sensein WA.

Joseph Backholm's FRC- and ADF-affiliated Family Policy Institute ofWashington is once again leading the charge to deny transgender restroom orlocker-room use.

In the bigger scheme of things, Joseph Backholm sees the fight overbathrooms and transgender rights as something of a short-term battle inwhat he calls a “war” against LGBT rights—but, he predicts, it will prove tobe the decisive one.

“Same-sex marriage is temporary,” he recently told participants in a“Gender Revolution” seminar in Tacoma, Washington. “It cannot endurebecause it’s not true. Now, same-sex marriage might survive America, but itwon’t survive.”

He continued: “There is no chance that, 300 years from now, we’ll lookback and man will realize gender doesn’t matter. That’s not because we’resmarter. Eventually humanity will discover that is a broken model, itdoesn’t work. It is going to go away.”

The ostensible purpose of the seminars—organized by the Family PolicyInstitute of Washington, founded and overseen by Backholm, who lives insuburban Lynnwood—was to discuss the so-called “gender revolution.”

Most of the 90-minute talk given by Backholm in the seminars, held inlocations around Washington state, was devoted to attacking thetransgender movement by ridiculing claims and assertions about genderidentity common among people who choose to identify with a gender otherthan that which they are born with.

The larger purpose of the seminars,however, became clear as the talkwound on and Backholm begandescribing the “cultural” part ofhow people could combat the“gender revolution”—namely, toencourage participants to engage inthe political battle over gender bysupporting and helping to promotethe FPIW’s new anti-transgender“bathroom bill,” Initiative 1552.

The new version goes beyond similar legislation in other states. Forexample, it provides for civil penalties against school districts that allowminors to be exposed to transgender persons.

This is not FPIW’s first go-round with a “bathroom bill.” It attempted topass an earlier version of the same legislation, dubbed Initiative 1515, in2016 during the general election. The measure, however, failed when FPIWwas unable to gather enough signatures to make it onto the ballot.

Indeed, the organization has a long history of sponsoring anti-LGBTlegislation and policies. It also has a long track record of failure when itcomes to persuading voters.

Founded in 2008 by Backholm, the group is the only organization listed bythe anti-LGBT hate group Family Research Council as its affiliated “familypolicy council” for Washington. Backholm and his group are warmly listedas “alliance” members for another anti-LGBT hate group, the AllianceDefending Freedom, which describes how Backholm “is drawing on all ofhis [ADF] resources and contacts to generate a strong response to the

legislature’s new marriage law.”

In 2009, Backholm and his group helped lead the charge against same-sex “domestic partnerships,” which were then legal in Washington. TheFPIW’s initiative to outlaw the status failed, 53% - 47%.After the Washington Legislature voted in 2012 to legalize same-sexmarriage, Backholm’s spinoff organization Preserve MarriageWashington campaign led another initiative attempt to have the lawoverturned. Instead, voters upheld the law by a similar 54% - 46%margin.In 2016, FPIW led the campaign for Initiative 1551, a “bathroom bill”which it titled “Just Want Privacy.” That one didn’t even make it ontothe ballot.

Backholm’s FPIW has also led the charge on a number of religious-rightfronts in the state, including:

Support for anti-abortion legislation to define life as beginning atconception.Campaigning to require parental consent for anyone under 18 seekingan abortion. There were no exceptions for rape or incest in thelegislation, and Backholm dismissed claims that teens’ lives could beput at risk by the requirement.Opposition to legislation expanding access to birth control for poorwomen; FPIW claimed that access to contraception was alreadyadequate.Lobbying against a telemedicine bill, providing for health care servicesdelivered through video and interactive audio. FPIW claimed it wouldallow "webcam abortions." FPIW also lobbied against a bill requiringinsurance companies that cover maternity care to also cover abortions.Campaigning in support of a bill about "informed decision making" forWashington state's Death with Dignity Act, which permits people tochoose doctor-assisted suicide. The FPIW-supported bill would haverequired doctors, as with anti-abortion “informed consent” laws, toinform patients about "feasible alternatives" before they could accessdrugs for assisted suicide.

Backholm has a history of outrageous and bigoted remarks in support of hisagenda as well. He contends that gay relations in general are in violation of“natural and moral laws”: "The idea that all sex is good sex, so long as itinvolves adults, will not survive because it cannot survive,” he writes at theFPIW site. “The natural and moral laws of the universe are not subject tocourt ruling or UN resolution. While many within the tolerance movementwill go to the grave convinced of the justness of their cause, history willinevitably see it differently.”

Arguing against same-sex marriage, Backholm compared it to the medievalpractice of bloodletting:

Redefining marriage in this way, saying that there is nodifference between men and women, that it’s not importantfor children to have both a mother and a father, that’s notjust bad policy, it’s wrong in the eternal sense. So becauseit’s untrue, it will ultimately be proven as untrue and wewill come around to recognize the error of our ways. Weused to believe in bloodletting as good medical practice,culture has embraced a lot of things temporarily until theyrealized it’s based on things that are not true. This is one ofthose, it has to be temporary, not just because I want it to betemporary, but because it’s untrue in the eternal sense.

While organizing for Initiative 1515 in 2016, Backholm quipped to anaudience he was preparing for signature gathering: “For the gentlemen,what I would encourage you to do, if you want to be so bold and to make thepoint, take your petition and stand outside the women's restroom at themall, and if any of the women don't want to sign it, just go ahead and follow'em on in,” he said, to laughter. “Maybe this will be a better time to sign ourlittle petition.”

Last year, FPIW was sued by Planned Parenthood to prevent the release ofnames of people from the University of Washington who had becomeembroiled in the widely disproven claims about the health-careorganization’s purported sale of fetal tissue. FPIW had worked to supportthe claims of the Center for Medical Progress and its leader, David

Daleiden, concocted through spuriously edited video recordings, that fetaltissue sales were being promoted by PP; Daleiden and one of his cohorts iscurrently under indictment in California for conspiracy to invade privacy.

For now, Backholm’s focus is entirely about passing I-1552, dubbed onceagain the “Just Want Privacy” initiative, though the rhetoric is once againcharged and bigoted. While campaigning for the bill in 2016, Backholmcompared trans people to the story of "The Emperor's New Clothes."

"I once thought that story was useful as an illustration but patently absurd,"Backholm said. "No parade would gather to celebrate the new clothes of anaked emperor—until Bruce Jenner. And we now have a nation celebratingthe fiction that a man is now a woman."

The FPIW's "Gender Revolution" seminars were held in eight locationsaround the state, including Bothell, Bellingham, Sequim, Spokane andPasco. The Tacoma seminar featured a discursion on a component ofFPIW’s campaign against transgender acceptance in the state’s schools,attacking the Washington Office of Superintendent of Public Instructionover new learning standardssaying that kindergarten students should"understand there are many ways to express gender," third graders shouldlearn that "gender roles can vary considerably" and "understand [the]importance of treating others with respect regarding gender identity," andfourth graders will learn the definition of sexual orientation.

As Backholm made clear, the FPIW believes that this constitutes an attackon conservative students: "It is frightening to think that students who holdtraditional beliefs about gender and sexual identity may have to choosebetween accepting politically correct talking points or failing assignmentsand being ostracized by school administrators."

FPIW promoted the seminars with provocative taglines: “We celebrate‘Women’s Day’, but no one can define what a woman—or a man—actually isanymore” and “[W]hy is my child’s school working so hard to convincethem there are 56 genders and you can be any gender you want?”

explanation of the progression of LGBT rights to feature transgenderconcerns. He described how, once same-sex marriage became the law of theland with the Supreme Court’s 2014 Obergfell v. Hodges ruling, LGBTorganizers immediately began moving toward “comprehensive federalLGBT non-discrimination protections,” and the cause of transgender rightsbecame a central player in their agenda. “They needed a new victim class,”Backholm said.

All this, he argued, was simply the product of a long moral slide: “The thingthat binds this all together is the desire to create an environment in whichthere are no rules,” he told the audiuence.

Backholm also proffered his views on the nature of transgenderidentification, claiming that LGBT people have simply slapped a trendy newlabel on something mundane: “All of this begins to make sense when yourealize that when they use the word gender, what they really mean ispersonality,” he said. “The discussion about gender is really a conversationabout personality.”

He urged seminar-goers to get involved on three levels—interpersonally, attheir churches, and politically. He described the churches as being “at war,for sure,” and urged everyone at the seminar to help organize support forthe drive to gather signatures for I-1552.

“Our kids are just flat-out being lied to, about stuff that’s going to destroytheir mind, spirit, soul and body,” he warned. “We should be a placeequipped to patch that up when it happens, but we should also be a placethat’s involved on the front end of that, so that we can prevent the harmfrom happening in the first place.”

The larger enemy, as Backholm acknowledged, was the “LGBT agenda,” butadded: “That’s not our primary objective right now. There’s hotter irons inthe fire. It’s not the root, it’s the fruit of the tree.”

Women's Spa Under Fire for "No Penis" RuleProponents of genderless locker rooms, showers, and bathrooms have long used slogans like “free to pee” to minimize theissue.

“Who cares where people go to the bathroom?” No one.

“Are you going to have a genital monitor standing outside the door?”  Of course, noone is interested in that.

They miss the point on purpose, most likely.

But a recent story out of Toronto highlights the real problem of creating one­sized fitsall rule that applies to every situation regardless of how unique it is.

The Body Blitz Spa operates two facilities in Toronto.  This business is unique because it is a single­sex facility enjoyed in thenude.

A naked spa for women.

Apparently, there are women who enjoy taking their clothes off with strangers and doing spa things.

To each her own, right?  No judgment here.

Even if this isn’t your particular cup of tea, it isn’t hard to imagine why someone who enjoys being naked in a spa exclusively forwomen might feel differently knowing that a man could waltz in at any time.

Well, this poor spa has the misfortune of being in a gender­specific business in 2017.

In an attempt to acknowledge the tremendous confusion about gender while still being in business and honoring the needs oftheir clientele, they had adopted a no­penis rule.  Men who had undergone gender reassignment surgery would be allowed, butpeople with a penis (still known by virtually everyone as men) would not be allowed.

Naturally, the progressive mob was outraged.

How dare they try to reach a compromise that attempted to balance the needs of the super majority of their clients as well asthe handful of people who experience gender dysphoria.

Compromise is so kindergarten.

These snowflakes are in college now, and in college, we learned that some women have a penis and anyone who disagreesdeserves to be burned at the stake.

So burn they will.

Metaphorically of course.

They started the obligatory boycott, which would be incomplete without its own hashtag.  #BoycottBodyBlitz

Their Facebook page is full of comments from people who have probably never been to the spa, and maybe never been to thecountry, giving their two cents about how awful all the people involved are.

Standard fare.

Though this is happening in Canada, it is instructive to those of us in Washington State.

Right now, Washington State has the same rule in place.  There are spas in Washington State that provide similar opportunitiesfor women to enjoy spa treatments in the nude.  But presently, Washington State law provides legal liability to those facilities ifthey attempt to stop me from walking in and taking my clothes off.

That’s unreasonable.

And only the most unreasonable among us are unable to see that.

Fortunately, there’s a solution. Initiative 1552 would eliminate the one­sized fits all rule that currently applies to every publicaccommodation in the state and once again gives businesses owners the freedom to create policies that consider everyone’sinterests.

In addition, I­1552 would require schools to maintain separate locker rooms, showers, and bathrooms for boys and girls.

There are only four weeks left to get the 330,000 signatures necessary to allow the voters to have a voice on this issue.

If you haven’t signed the petition,  go here to have a petition mailed to you, so your friends and family can sign the petition. Then, follow this to make a crucial donation.

The thing is, there is a middle ground in this debate.

I’m sure most of us can agree not to care where people go to the bathroom if the other side can agree to respect personalboundaries.

Sadly, that option wasn’t ever offered.

In one day we moved from, “Love can’t exist without boundaries” to “Boundaries are bigotry. Bigot.”

Which means we have to insist.  Politely but firmly.

It isn’t about someone being free to pee.

It’s about no one being free to make even simple decisions without consulting government first.

Share this with every business owner you know who doesn’t want to be sued for protecting the privacy of people in theirbusiness.

Then share it with every parent and grandparent who doesn’t want their 13­year old daughter or granddaughter forced to sharea locker room with a boy who claims to be a girl.

Compassion does require you to care about other people’s kids. But it also requires you to care about your own.

I­1552 is your last chance to fix this in Washington State.  You have less than four weeks.

Or we can do nothing and watch businesses like the Body Blitz Spa shut down because people were afraid to defend sanity.

And while you’re at it, you might want to work on what you’ll say when your kindergartner comes home and tells you that somewomen have a penis.
