Pohutukawa Coast schools are more interested in across-the-board funding improvements and increases than Labour’s proposed $100 per student election policy, the PC Times has found.

The Labour Party has promised that if elected it would seek to end voluntary school donations by offering an annual grant of $100 per student to schools that stop asking parents to pitch in with funding.

Labour Leader David Cunliffe said it’s unfair to teachers, boards of trustees, parents and kids to expect donations to subsidise running their schools.

Although Pohutukawa Coast principals were reluctant to share the percentage of their parents who stump-up the donations, which average around $200 per pupil per year, they agreed that the current Ministry of Education funding regime is flawed. Operational budgets and additional support run on the decile system, which is based on the socio-economic profile of residents in the geographical area.

Clevedon School principal Julie Schumacher said budget allocations for higher decile schools were so low that in Clevedon’s case, family donations were absolutely essential.

“That (disallowing donations in favour of a $100 top up) would be absolutely disastrous for decile 10 schools like ours that receive the least amounts of operational funding from the government now. We would struggle to survive and operate the school if we didn’t have the donations set at the amount we do currently.

Julie Schumacher said community donations and fundraising allowed the school to continue to develop resources and provide a few extras for students.

“But we have nothing like what many lower decile schools have in the way of resources,” she said.

Beachlands school principal, Brian Gower, also the immediate past president of the Auckland Primary Principals Association, said anomalies associated with school funding meant that donations were only part of the funding required.

“Most of our parents pay the donation if they are able. I can also understand our parents who can’t pay it, due to financial commitments. It is not about that for us,” he said.

He said that while school donations had been raised as a political issue, there were wider problems, like the demographics associated with the decile system, and the amount of funding the Ministry of Education puts into charter and independent schools which affect ed the amount of money available to primary schools.

Dr Paul Hutchison MP FOR HUNUA

I’ve been browsing through a number of Auckland Area Plans which have either been adopted, or are in the process of receiving community input.

Area Plans are the next stage of planning for Auckland’s future. They supposedly reflect the aspirations of people who live in the local area; provide a strategic direction for the use and development of land; analyse and identify issues, challenges and opportunities over the next 30 years.

The Hibiscus Coast has an Area plan, so does Otahuhu-Mangere. Takapuna-Devonport is in the process of forming one, so is Otara-Papatoetoe and so is Pukekohe.

The Takapuna-Devonport Plan – to take one at random – shows, in considerable detail, bus route upgrades,

additional harbour crossing improved walk/cycle/ferry connections, beachfront improvements, town centre upgrades, environmental management projects and so on.

So that begs the question: When does Beachlands-Maraetai and the wider district get to do its Area Plan?

Not any time soon, by the looks of it . That’s a huge pity, because if ever the opportunity existed to get in at the ground floor, to do this once and do it right, then that time is now.

The broad-brush development plan for the area has been approved. New subdivisions are on the march, the Countdown and town centre is waiting in the wings. Village Plans for Whitford, Clevedon and Kawakawa Bay are at various stages.

But big questions hang in the air over the future of our water supply, the capacity of our roads, sewerage, the need for new community facilities and so on.

Now is the time when Auckland Council should – with

We need an Area Plan and we need it now!input from us - be making a detailed plan that will shape this district over the next 30 years.

There are growing signs of impatience as people in our district see the urgent need to get this process under way.

A group of local business people and community leaders – chaired by National Party candidate Andrew Bayly – are meeting to discuss ideas and aspirations for the growth of our community.

The Pohutukawa Coast Community Association is doing much the same, informed by a community survey it is currently conducting.

I fully support both groups in what they are trying to achieve. But I would not want to see these – and potentially other groups – diverging and coming up with entirely separate aims.

We need to speak with a single voice, as one community. That’s why Auckland Council needs to take control right

now and get an Area Plan process underway.

After revisiting the “searosion” along the Maraetai Beach water-front, my conclusion is that there needs to be a two-pronged remedial approach to the prob-lem.

Taking Brigid Glass’s opinion – based on the Tauranga study, with which I am familiar – I believe there is a place

for a the “soft”approach in the fragile ecozone where grass meets with sand in areas where there is still some land worth saving.

Having seen many island and coastal situ-ations similar, I know there is a wide range of native plants which will act as a buffer zone be-tween beach and land.

This solution is an amal-gam of salt resistant plants the way nature planned it.

Using nature to com-bat the forces of other natural events is logical and effective – especial-ly if used in conjunction with rocks, just as na-ture works elsewhere.

The only issue I see with this is that there would need to be a sizeable nursery some-where, capable of pro-ducing a vast number of plants covering a wide variety of species, to fix the problem.

The “hard” approach needs to be used along the main part of the beach where the hard surfaces of concrete, timber and bitumen meet with the fragile sand areas in front of shops and houses.

This needs engineers to produce a hard sea-wall with a walkway on top, like the wall that has stood the ravages of tempestuous seas around the corner at Waiomanu Bay.

Unless this is dealt with quickly the threat to existing man made

structures will continue more frequently as cli-mate changes, forests continue to be cut down and sea levels continue to rise and man contin-ue to replace trees with concrete.

At council level it is always the old catch cry of “there’s not enough money.”

May I be so bold as to suggest to the coun-cil that money could be saved by acting on the suggestions put for-ward here rather than on professional consultants at a cost of literally hun-dreds of thousands of dollars and who, with respect, get it wrong.

The locals are the best consultants and they come free.

Ross Johnson, who has lived on the water-front at Maraetai for 60 something years, has years of hard evi-dence including video of storms and the dam-age caused, to back up my claim that the locals are the best consultants.

Money or no money, it is time the council changed its approach and started to take no-tice of those who do have local knowledge.

Most principals agreed that the plethora of funding issues faced by each school could not be addressed by adding $100 per student to their budget.

Hunua School principal Heather Frost agreed with Brian Gower that there were greater forces at play than just the donation issue, but she acknowledged that $100 per student would make a difference to Hunua School’s budget.

“We do have parents who struggle, our donations are not guaranteed, the $100 would go a long long way.” she said.

“I think that some new initiatives could be given away in favour of just funding schools properly,” she said.

By Brian Gower, Principal of Beachlands SchoolIn the 15 years I have been part of the Beachlands com-

munity the Beachlands School roll has more than doubled and will continue to grow. As a community we need to see this development as an opportunity to enhance the learning experiences for our children.

Beachlands and Maraetai are known as friendly and sup-portive communities in a wonderful environment that has not been caught up in the fast pace of Auckland. This makes it attractive for young families and retirees.

However, we are also viewed as a dormitory suburb of Auckland, where there is little voice or economic base. This needs to change in order to enhance the opportunities for the children of Beachlands and Maraetai.

Of all local children, 85% attend either Beachlands or Ma-raetai School which is well above the 65% typical of the wider Auckland region.

This is a reflection of our supportive community and excel-lent schools. No wonder there are traffic issues throughout Auckland!

However, we still need to address the road issues around our

schools and through to Pine Harbour for university students and commuters who use the ferry.

There has been ongoing discussion around having a second-ary school for the Pohutukawa Coast. Currently there are 471 secondary school students in our area. This is not a sufficient number to make a secondary school viable. A discussion is needed around what is required to educate our children, so they do not have to leave our community to access education.

There also needs to be provision for land for a new school to meet the growing number of children in the Beachlands, Maraetai and Clevedon areas.

As a full primary school, Beachlands School has developed a unique character which reflects our community. This is shown through the attributes of the Beachlands Learner, our FERN Programme and the strong environmental and entre-preneurial focus throughout our curriculum.

Our programme is designed specifically to engage our stu-dents and cultivate the skills and attitudes required to succeed at secondary school and beyond.

These programmes allow us to draw upon the expertise of volunteers in our community, without whom our programmes would be less diverse and successful.

We are thankful that there is a growing arts centre, thanks to Jenny Carter and volunteers, and many sporting opportuni-

Ten years ago, when my family bought the Zen Garden property in Whitford, we only intended to keep it as a family home. We never thought of starting any business.

It all changed five years ago, when we had an opportunity to host a private function. Since then, we received more and more enquiries on having weddings and functions in our garden.

Today, Zen Garden is a popular venue for weddings and corpo-rate events. It is also the home of Solace Spa and Wellness Retreat, and is slowly transforming into a luxury lodge.

We are very proud to be part of the Pohutu-kawa Coast. This is one of the greatest regions in Auckland or even in New Zealand.

It has plenty to offer: magnificent coastline, sandy beaches, coun-try landscape, tranquil gardens, rolling golf courses, first class mari-

na, romantic vineyards, beautiful regional parks, extensive hiking trails, trendy food markets, great cafes and restau-rants, award winning boutique shops, comfy accommodation and friendly locals.

It is also at a great lo-cation, close to the air-port, only a 40 minute drive from Auckland CBD, and has three shopping centres within a 30 minute drive.

We’ve seen the num-ber of attractions and tourism operators in the region increase enor-mously in the last de-cades.

It started with only the beaches, the regional parks and a scenic drive. Then we saw Ayrlies Garden put us on the world map, the Whit-ford Bird Garden, Seaf-ields and Formosa Golf Resort; now we also have Huntingwood Gar-den, Zen Garden, Pine Harbour French Market, Prenzel, The Village Barn, Turanga Creek

ties, thanks to the efforts of Te Puru and local sports clubs. We want to continue to be a community focused school and

make the most of the learning opportunities our stunning local environment offers. To do this we need to improve the services and infrastructure that a community of our size requires.

If we were to compare our community with similar com-munities across the country we do not have the same level of infrastructure or services.

There is no local swimming pool, minimal library facilities, limited community education programmes and very few op-portunities to gain employment while living in the community.

Many of our students have to commute to gain access to a range of resources which should be a part of our community.

We need to develop a clear and united vision of what is re-quired to provide opportunities for success for all our young people, so our Local Board and local organisations can speak to the Ministry of Education and the Auckland Council on our behalf.

This needs to happen soon so that we can begin to develop the economic and social resources required to meet the needs of our rapidly growing population.

In the future I hope the educational opportunities that our community has to offer will continue to be an asset to the Po-hutukawa Coast.

The Pohutukawa Coast...facing the future:1. What are the school needs of our community in the years ahead?

2. What is the tourism potential for the Pohutukawa CoastBy Johnny Leung, owner Zen Garden, Whitford

Vineyards, The General Store, Energy Experi-ence...just to name a few.

We expect more fine establishments, more at-tractions and more tour-ists in the coming years.

There are two ap-proaches that we could take to embrace these changes. The first ap-proach: dig a hole, burry our head and think noth-ing will happen.

This is the approach

that the Council has al-ways taken.

The second approach, which I prefer, is to see the future, find a direc-tion, and plan ahead.

Tourism demands bet-ter infrastructure and it requires locals’ and Council’s commitment.

Imagine how tourists feel if they see pictures of our beautiful coast-line, read great articles about the Pacific Coast

Highway, fly all their way to Auckland from another continent, but when arriving all they find is a broken wharf, eroded sea wall, patchy highway, and a rundown town centre with no public toilet?

Please, let us work together, build a bet-ter place, and show the world why we love Po-hutukawa Coast and are so proud to call it home!

Come and have your say!
