There are walkways from the carpark to the north western part of Ashhurst Domain but the ManawatO River Shared Path ends in this location. There are a number of pathways through the Domain that provide access from the river through to the Village. Key Characteristics This area Includes Ashhurst Village, Manawatu Gorge, McCraes Bush and the Ashhurst Domain. It includes several Important assets including tne entry to Te Apiti, the start of the Manawatu Gorge walk, cafes and the village of Ashhurst. A playground, campground, cafe, toilets and sport fields are all located within Ashhurst Domain. There is also a popular SWimming spot located under the Ashhurst Bridge and at the confluence of the Pohangina River and Manawatu River. NZTA has identified the need for a walking/ cycling facility to be added to State Highway 3, Ashhurst Bridge. This area is the eastern access into Palmerston North City. -- =--::::::---- . . Area Specific Opportunities

Vegetation will be planted to reflect thespecies recommended in the City WideVegetation Framework and planting plandeveloped in collaboration with HorizonsRegional Council. New Development Plans willconsider the need for vegetation. PNCC willwork with Horizons Regional Council and thecommunity to ensure appropriate species areplanted on the riverbank.

Interpretation should provide an explanationof historic elements and narrativesthroughout the extent of the river. Thiscould be integrated into the design throughadditional signage (to match those alreadylocated on the river). through pavement leveltext or through public art.

way,finding & InterpretationExisting site features and artefacts such asbUildings, landscape features and key streetjunctions should be incorporated into way­finding as navigation tools for users. Thesecomponents should be integrated consistentlyalong paths to aid user orientation and designcoherence.

Planting & VegetanonOpen spaces should incorporate opportunitiesfor planting trees and if appropriate, plantingfor regeneration or restoration purposes.Vegetation can contribute greatly to theexperience of usable public spaces, it canprovide shade and shelter, reduce noise andindicate the passing seasons. Species selectionfor planting should relate to the area's micro­climate, local ecology and habitats. Vegetationshould be selected and maintained to ensureclear sight lines and user safety and security.

Robust use by skateboarders, scooters andBMX riders should be anticipated in theappropriate detailing of edges and furnitureelements.

Strategically locate seats with seat backsand arm rests in areas such as WaitoetoePark and along the river walkway.Provide off-line seating along primarymovement spaces, areas off theseprimary paths should be more informaland 'natural'.

FurnitureA simple palette of furniture should bedeveloped so that it relates to the 'Urban'river environment whilst retaining a rural feel.Seating should be located to give people achoice of where and how they would like tosit, it should:

Paving and other materials and finishes usedunder-foot should provide adequate tractionand be used where accesibility for all users isrequired. Tactile indicators should be appliedto assist the visually impaired, people inwheelchairs and other users.

Surface MaterialityThe standard palette of river edge materialsused along the Manawatu River shall bemaintained. Area specific materials should addto the established palette.

A simple palette of robust materials,furniture and planting should be usedwithin this area to provide a balanceof urban and rural interventions.

10.1 Making it HappenFunding for implementation of theframework begins in the 2017/18financial year and will be available fora 5 year period.

The following list 1$ a proposedimplementation framework. It is proposed toimplement an early initiatives programme inthe first instance to ensure immediate impactof the framework is present at the river. It isimportant to recognise that implementationof the Framework will be done by a numberof different stakeholders including, but notlimited to Rangitane, Horizons RegionalCouncil, Massey University and PalmerstonNorth City Council and it's associatedorganisations (Economic DevelopmentAgency).
