Vey special location of Poland, and particulady the Province of Szczecn thenear border with gemany, and the contact with denmark and Sweden throughBaltic Sea gives the Region and the Country the oppornity of greateconomical development The transport network meeting the standards ofEuropean Union is of vital meauing (expwss motorways, highways) and it isthe basc condition for economical cooperation with West Europe andScandinavia. To reach this target it is absoluscly necessay to modernize theinternatonal road connections Nordt - South i.e. motorway E-65. Themotorway E-65 is included hn directipial road syste. of fiast motorways at thepart (Malmoc, Ystad, gwinoujscie feny through Baltic Sea) between9winoujAcie and Szczccin meant as the express motorway, and further onfrom Szczecin up to the southern border of Poland (Lubawka and fwrther onto Prague) meant as the highway.

3 The parT of the road 9winouj9cie - Szczecin runs through the area ofspecial care. i.e. environmental proectiom particularly at the area betweenzalesie - Dargobq# through Wolin National Park and projected protectionzone of Miqdzyzdroje Forest Inspectorate. To decreas the conflictsbewecn the interests of the invcsunent and the natural environment at thearea between 9winoujicie and Par%owko. there were three versions Idcvelopeti The modernizanon versions were investigated in the view ofthcir advantages and disadvantages, particularly in case of conflictlessaspect of home road no.3 (inerational route E-65) at the area underprotection (by Mr.&Mr. Popiel, Sidorczux 1995).

2. Environment background

2.1 Environment structure at Wolin Island

The Wolin National Park is located on the island of Wolin at the mouth ofOdra River in the Province of szozecin. The boundaries of the park encompassthe central postglacial, hilly part of Wolin Island. an area covered by theforests. The park was created on March 3. 1960. At present it covers the areaof 5001 ha ((90%), where 165 ha (3%/6) remains under strict protectionincluding 146 ha which are forested. The park is divided into S protectionzones (fore:, divisions). The grounds are domonated by moraine heightscovcrcd with European beech, birch and oak forcsts. A vast majority of thepark's area is covered with forests - 4420 hi, wbat equals to 94%. The area of163 ha ame stricly protected that makes 3.3% of total park area. Theremaining 2,.7% of thc area comprise waxers and land under utilization.

The Park-k staff conduct their own scientific research, mainly of documentarynaturz.The park lhas got its ow-n meteorological station in Wamow, wheremeteorological phenomena are recorded and registered, in the scope definedfor 3rd order stations. For five years. the rcsearch on air pollution (monitoringthe forests environment) was carried out in 6 locations.

In 1992, the Parkls Management made a motion to the Ministry cfUnvironment Protecton, Natural Resources and Forestry to exend the parkWsarea (by 700 ha). Thc plan was to include the area of the flooded regions of~wina Revcrse delta, adjacent watcrs of Szczecin Bay (two lakes: WickoDuze and Wicko Make), and the strip of sea water with a breadth of I nauticalmile. Extending the parkes area by sea water and Szczecin Bay. andespeciaUly by the regions of gwma Delta would enrich the natural world im thepark by several ccosystems typical for our coasdine.

The park is presently in a very disadvantageous situation because it does nothave a protection zone, something that was denied by Authorities vnthoutenough sufficient justfication. 2.2 Fito - sand zoocenosks protected within Woln National Park

The oak forests, the stucture of which is sinilar to natural forests. areespecially well preserd. They repmesent associatons of Pomeanian beechwood. The area is dominated by the grassy beech woodMelhco-Fagelum andacid beech woodLUzullo-Faggenum. The best preserved grassy beech woodassociations arc protectcd in two srict protection reserves located nearbyWapnica town in the south of the park. The most ferdle - the orchid - like thebeech wood Cephmtherorubrae-Fogeum - can be found in the region of cliffslocad in Prof. Czubifisli's stict reserve. There are scveral orchidaceousspecies there , e.g. Cephalahnhcra rubro, Ncouta nidus-avis or few others.The feature of this fertile forest su m from its proximity to the sea and thehigh cliffs. Small grain sand is blown from the steep slopes creating a certntype of soil refered to as cliff embankement. Brown acidic or kiched awaysoils produced from waste bank sands of low clay contents, are good home forforest habitatFlago-Quercelum A large area is covered by the mixed foresthabimtr Fago-Quercenum. It is characterized by a belivel tree stanid. The toplevel is dominated by pine with a mixture of European beech and oak. Piineassociations Emp:ero-Pineum have formed on podsolic soils produced fromloose sands. It occur in the eastern part of the park in thc Wiscika region.

In the waterlogged habitats along the coast of Szczecin Lagoon there appear.among the others: the royal fenmsnmumnda regais. the European wax-myrtleM>ica gale. angelica Archangelica liroralis, bolygass H1erochloc odora,oand many species of halophyrcs.

3.0 Alternative technological solutions of modernizations the fast(express) road A3 between winoujicie and Sz,zecn, at the parttwinouicol- Parl6wko.

Three vcrss of fast (express) road A3 modcrnzarion have been developed.Version I and version II follow the conception of performing themodernization of sea coastal zone. using the exisdng homc road network.Version II is the most revolutionary solution however, the most expensiveone. Versions 1.11, 111 have been developed basing on the assmptionn that itwould be the express road of class Jl technology, i.e. one road consisting oftwo traflic strips each 3.5 m widc, rne emergency strip 2 m wide and sideuncoated goung strip 0.75 in wide, at maximum projected specd of Vp=80anm'h and min=mum whcel arc radius of 500 m. The visions proposed follow -the idca of nminirnalizng the cillisions of thc route with natuar envirmomentand soil-water conditions. E

3.1 Version I

The ;oute part 28,5 km long will connect Swinoujicie with Parl6wko andf-arther on will fell into the home road connection A3 to Szczecin. The entirehome road A3 would be modenized according to the parameters required forexpress motorway and just the most necessary modernization should be done.The region of Wolin town is expected to get the cirular road along the railtrack- around urban terrains regarding its unique character and stict

e and archeological protecdon.

Within the Wohn National Park forests and forest complex administerd byMiqdzyzdroje Forestry Departamant the correction is proposed comprising thepart of 8 km long road A3 making the maximum use of the existing road.However. it would be necessary to cut off the part of forest ilong this route(total of 2,7 ha of area) , particularly nearby Zalesie at the location of quitedangerous "crossroad" with Iocal road (13 +- 496 km) the soil works would beespecially needed tD smooth the arcs to obtain R-500 m and to colissionlessoudet of road A; from out from the Park.

.3.2 Vezaion I

Thc part of routeunnder modernizaton. 54 km long, would connecttwioujscie with Pari6wko thugh MiQdzyzdroje, Wise&ka, KaziiePomorski and farther on would fell into modernized home motorway A3

This version is an attempt to make the route along thecoast following fanmcr existing and further modernized road 102 whilesimultaneously the pat of road A3 betwee Zalesic and Dargobqdt would beclosed. This solution provides the modernized route to lead fromMiqdzyzdroje through Dziwn6w. KaTioe Pomorski to Park6wko across WolinNatonal Park along much longer part, that is the part reaching almost 12,Shn and going through the regios very close to the most valuable reserves ofthe Park. Quite grea mnmber of the tes should have to be cut off there,moreover the protection against animals' intrferece. the bridge over raliwayrack and seversal passes for people and aniasls. This version would require a

lot. of different by-passcs aroun&. sea-shore holiday resorts (Wiseka.Kolczewo, MiQdzyzdroje. Dziwn6wek. amnien Pomorski). The road 102wuoli have to be graedy modemized; the seasonal trnsit trffic wouldinterferee the express futction of the motorway and its route would lengthenby approx. 30,5 km. However, the advantage of this solution would be closingAS road and overpassing the towns Zalesie, dargoba,di and Wolin.

3.3 Version Ill

The part of the road 64,5 km long would connect Swinoujkcie with Szc=cin

through quite new motorway E-65 and make the tavelling route fromgwinoujgcie to Szczecin shortor by 40 knL Paying grcat atenuon to collission

Szczecin Bay - Nowe Warpno, Trzebiet, Police Port up to Szezecin. The

The modemization of cxisting roads in Wstern Pomucramaa requires toconract or decrease forest areas. agricultural areas and essential fiancialinvestment, and being consious at the same time that the directions ofecological developmcnt enforce the development of road transport with its allnegative effects. particularly irtcrfursing into hatur environment.Considering the natual values and the costs of modermization it seems thatversion 1 is the most favourable one. The part of the route betweentwThoujicic - Przytor to Pari6wko is 28,5 kn long, including 8 km waythrough forest areas of Wolin National park and Miedzyzdroje Inspectormte. Itwould be necessary to cut off slight amount of trees there while correcting theroadcs arcs to R=SOO m. Totally, the cuLting off operation within the forestcomplex would cover the area of approx. 2,7 ha.

Version II gained negative evaluation due to quitu great amount of trees tohave to be cut off and due to interference into forest complex including themost valuable rcserves along the coastal stripe of Wolin National Park%Moreover, such evaluation was due to the demand to build the bridges and tothe difficulties in maintaining the standard of the express motorway during tidescasonal tourist traffic towards sea shore towns.

4.0 The effects of road route on environmental values

The modemization of the existng road .3 to meet the standard of expressmotorway will need the following changes:

During the realization of the investment the effect of antrophogenlicinterference on avifauna or land fauna, particularly on invcrtebrates andvetebrates is diffikult to evaluate. The interference in homeostasis, the noiseand especialiy frightcnning the birds during their procreation period or dwingteaching the nesLlings may cause essenial loss in generations in severalpopulations. As the consequece of antrophogenic intefference the problean ofavoiding the procreation may appear or decreased care over the nestlings.S-imilarly. fallow-deer getting used to consant ffic will react with escapingand searching of new enclaves, occupied by otlher species or otherpopulations. Quite great destruction may appear within reptile species groupsor invertebrates, being particularly vaJuable heterotrophes of Wolin Nationalpark.

W.Yile exploiting the new route of the motorway the animals shoul reconstructand stabilize their habitats, and after some timc the reconnstructed biocenosisshould function as regular and normal clernents of the enviromnent One ofthe most vital problems will be the ecological tunnels. i.e. habitualcommunication routes created by fTms. having come into conflict withmodernized road A3 at the areas occupied by forest complexes of WolinNational Park and Miqdzy7drojc Forest Inspectorate. To face this problcm itwill bc necessary to make special undergroung passagcs, allowing the wildanimals to cross the route without strs and without the risk to lose theirlives. To secure special objecse.g. rare birds' nests. it is absolutely necessaryto construct soundproof shields.

43 Landscape change effects

estetie and safety aspects would be maintained and this solution seems saferand acceptable by local inhabitants and road uses Version I proposed seemsto fit more harmoniously into environment and does not cause so greatdysonanses in tho landscape. The most intcresting spati solution is theprojected bypams around Wolin towrt as it wiul prvent cutural andarchoological values there - the now route surrounds the town and gives vey

* atractive vi_ point over Wolin and nearby areas.

4.4. Effects on people's health

Now motorway route through Zalesie hamlet, Dargob4dt setlement andWolin town would satisfy local inha6itants as it would meel their stipulationsexpressed for many years and addressed to local Authorities conceming thelife safety and safety for podestrians, cyclists and particulMy children withinthose towns. The bypasses projectod would, in fact, allow faster traffic andthe motorway would omit the housing estates, especially whcn the increase ofheavy trffic, bus and cars are conceemed. In the same time, the housing estatetmnants would be less exposed to dangcrous subs5c emittes, fuelcombustion gases, so harmfull for people, and to the danger of leakages ofsubstanries transporLed when any damages or crashcs of vehicles might talckplace vithm town areas.

The mvestor - Regional Public Road Management in Szczcin, within theguideline framnes of the project "Port Access and Managerment ProjectV,informed local community about the intention to enter the project ofreconstruction road No. 3 (E-65) before the ecological opinion waselaborated. Ihe local community, the inhabitants of MiQdzyzdroje and Wolintowns held the meetings at thcir places on 9th Novembcr 1995 to take part inconsulting discusions (the recordings of the meetings enclosed). The problemsof niew. course of the road in Wolin town were discussed. The menibers of themeeting stipulated to construct the route outside the town srea to protect theinhabitants and archeological remainders there, They pointed out thepossibility to build the yacht marine between railway embankment and roadcnbanbkment simltanously with carrying out the soil works for the project.They also pointed out to the pracdcal usage of the pier when consaucting thebypass an-md the towmn (under the pier the garages, seneice points orwarehouses could be locatcd).

The mecting in MiQdzy7.drcjc sbowed that great emphasize should be put onconfliciess connection betwee Miqdzyzdroje. Wicico, Lubin, Stay Zdr6j adnthe road A3. 7.3 Modemization of the entire route A3 would introduce slight and reallyncCssary changcs in the environment at the area of forest complex WolinNational Park and Miqdzvzdroje Forest Inspectorate (arcs R= 500 m) and

bvpasses out of Zalesie, DargobLdi and Wolin towns.

7.4 Tne landscape changes along A3 would not affect Wolin National Park, theywould only affczt the towns where the bypasses would be consructed.

7.5 To minnimaze the environmental effects at the phase of modemizanton worksand ding exploitation the safety means proposed in Part S. are concerned.

The detailed listing of the natureelements performed before the investment starts (by June 1996) andcontinuous monitoring of the environmnt should allow further improvementand expansion of Park's areas protection.
