The tilted playing field PROBLEM 1:
no content controls … no license fees … no tax … etc content controls … license fees … taxes … etc
OTT is less regulated in Asia than linear TV channels and providers
• License Fees (2.5% of Gross Revenues) • Contribution to in-country content fund • New channel approvals • X carriage, rate regulation • Content guidelines • Tax
Traditional Regulatory Framework
We’d like less regulation for existing players Don’t wish more regulation for the likes of Netflix & YouTube
What do we want to happen?
India’s a particularly acute case
Please try not to add additional regulatory burdens to the existing players
• content controls … license fees … taxes • Rate regulation of channel pricing … and more
coming?

• The ‘tilt’ will sort itself out over time, country by country, and we’re all engaging with policymakers
• We do have one common request however:
