SOCIAL-ENVIRONMENTAL RESPONSIBILITY: THE PATH TO

TRANSPORTATION DEVELOPMENT

Since the 20 century, the economic and social development has been based on

the growing use of non-renewable fossil fuels such as oil byproducts, mineral

coal and natural gas. The impact assessment of this uncontrolled environmental

progress was, many times limited, to the study of researches and scientists, with

no practical consequences.

Now, with evident signs of global warming such as changes in the average

temperature of the planet, the acceleration of icecap melting, as well as more

violent and striking storms, floods and droughts, the mobilization of everyone

has become imperative and immediate: citizens, communities, nations,

governments, entities and companies as well as the transportation sector, in

order to minimize the severe ongoing climate changes.

In view of this scenario, the National Confederation of Transport (CNT)

launches DESPOLUIR, the transportation environmental program, which has

the objective of involving businessmen from the sector, transporting companies,

autonomous truck drivers, taxi drivers and society, in the protection of the

environment, to work together in order to build a truly sustainable development.

With , the Brazilian transportation sector takes its share of

responsibility in the construction of a more environmentally balanced world,

promoting a series of actions to meet its goal.

This is the path that CNT, the major transportation representative in the country,

reinforces with the launch of the transportation environmental program, which

will certainly go beyond the most optimistic expectations, due to the full support

of the sector and the Brazilian society in regards to the initiative.

CNT REPRESENTATIVITY

AT THE SERVICE OF A BETTER FUTURE

CNT is an entity, which represents one of the most important sectors of the

domestic economy. Currently, CNT comprises 31 confederations, 348 trade

unions, 17 national associations and 25 regional associations. Today, the sector

counts on 146 thousand transportation companies, and 733 thousand

autonomous transporters, coming to a total of 2.5 million workers, who account

for approximately 6.5% of the Gross Domestic Product (GDP).

Attending the whole country, CNT offers programs, projects and courses with

the objective of increasing productivity and service quality for the

transportation sector, reducing costs, promoting technological development

and modernizing corporate, operating and environmental management.

Autonomous transporters, taxi drivers, workers of the sector and their family

members count with the support of two institutions of the CNT system: the

Social Service of Transport (SEST), and the National Transport Training

Service (SENAT).

There are more than 120 units of SEST/SENAT throughout Brazil where

workers from the transportation sector take professional training courses,

refresher courses, receive medical and dental care and take part in sports,

recreation and cultural activities, aimed at providing a better life quality to

workers and their family members.

Counting with this structure on a national level, and due to the great credibility

achieved in several studies, projects and actions carried out, CNT created

, which has the goal of creating projects and activities to benefit the

wholecountry in terms of environmentalmanagement in the transportationsector.

CNT has always been concerned about the impact of transportation activities to

the environment, seeking to reduce its effects. Therefore is the

result of the accumulated experience of the entity in the last 10 years.

FOR CNT, THE INVESTMENT IN ENVIRONMENTAL PROTECTION

MEANS THE STRENGHTENING OF THE TRANSPORTATION SECTOR

Currently, the environmental issue has been given a dimension that exceeds theconcern of individuals, groups or countries, requiring commitments and actionson a global level in the search to create sustainable development.

The consequences of the increase in atmospheric pollution as well as climatechanges can already be felt in different parts of the world, demanding immediateactions of governments as well as social and national agents.

Additionally, for a market that is more and more globalized and competitive thesocial-environmental responsibility has become a fundamental tool for any kindof business, especially for the transportation sector.

With this new vision, which seeks to adopt environmentally correct forms ofgrowth, CNT is willing to invest even more to improve environmentalmanagement for the transportation sector.

With the Program, CNT intends to develop and implementtechnologies and management models for the rational use of natural resources.It also wants to make businessmen from the transportation sector, autonomoustruck drivers, taxi drivers, workers of the sector, commercial partners andtransportation users aware of the importance of environmental protection.

The incentive of the CNT system to environmental management reinforces therole of businessmen and workers of the transportation sector to jointly sharesocial-economic development and environmental protection.

As well as direct benefits to the environment and the population, willalso provide workers with cost reduction, improvement in operating efficiency, abetter relationship with regulating agencies, new business opportunities with thedevelopmentofcarboncreditprojectsandtheadoptionofcleantechnologies.

Environmental management actions implemented by transportation companieswill identify environmental impacts, according to the types of facilities, processes,products and services and carry out preventive actions to eliminate or reduce theseimpacts, encouraging educational actions andenvironmental awareness.

DESPOLUIR IS BASED ON

TWO GROUPS OF PROJECTS

GROUP A- Transportation, geared at improving the environmental

performance of the sector, GROUP B- Citizenship for the Environment, aimed

at turning agents of the sector: businessmen, transportation workers,

autonomous truck drivers, taxi drivers into promoters of environmental

education for the whole society, especially for transportation users.

Because of its direct intervention to improve the environment, the

Program, stands out amongst major national social actions and opens a new

chapter in the history of the transportation sector in regards to environmental

protection and life quality for Brazil and the planet.

TRANSPORTATION PROJECT

PROJECT I

REDUCTION IN THE EMISSION OF POLLUTANTS BY VEHICLES

The objective is to promote the reduction of atmospheric pollutants emitted by

vehicles, contributing to society in order to improve air quality and the rational

use of fuels.

- Expand the environmental regularization of fleet

CNT:

Equipped 54 vehicles to measure the emission of pollutants;

Computerized data to perform result analysis;

Created permanent assistance posts in places with great concentration ofautonomous truck drivers and taxi drivers;

Will promote partnerships with environmental agencies in order tostrengthen actions promoted by this project;

Will encourage businessmen from the sector, who follow environmentalrules related to the emission of vehicle pollutants;

Will encourage the development of MDL projects- Mechanisms of CleanDevelopment;

Will promote, within the transportation sector, business opportunitiescreated by the international market of carbon credit, according to theKyoto Protocol;

Will promote the participation of credit companies to fund projects offleet change or fuel replacement, offering carbon credits as a guaranteefor financing;

Will establish partnership with public agencies, especially Municipalitiesto encourage the use of collective transportation instead of individualtransportation: cars and motorcycles;

Will create partnerships with public and private institutions to improvewaterways and railways.

PROJECT II

ENCOURAGING THE USE OF CLEAN

ENERGY BY THE TRANSPORTATION SECTOR

The objective is to reduce the emission of pollutants by using biofuels, natural

gas, and electric energy as well as other environmentally adequate fuels.

Promote the use of clean energy by transportation companies, autonomous truck

drivers and taxi drivers.

PATHS OFSUSTAINABILITY

CNT will:

Carry out, in partnership with specialized institutions, studies about theproduction of clean energy, its risks, advantages, forms of use andopportunities for the transportation sector;

Develop campaigns to encourage the use of biofuels and otherenvironmentally adequate fuels.

PROJECT III

IMPROVEMENT OF ENVIRONMENTAL MANAGEMENT

IN COMPANIES, GARAGES AND TRANSPORTATION TERMINALS

The objective is to promote environmental management as an integrating part of the

strategyof transportationcompanies.Additionally, toencouragevoluntary initiatives

ofcertification,regulationandtrainingintheareaofenvironmentalmanagement.

Structure and encourage the implementation and follow up of the

Program.

PATHS OFSUSTAINABILITY

CNT will:

Consolidate and strengthen the representation of CNT at Envionment National

Concil (CONAMA) and other environmental forums, which are formulators

and promoters of environmental management policies;

Take part in/promote the organization of seminars, workshops and lectures

aimed at training workers from the environmental area.

Raise awareness about the strategic importance of social-environmental

responsibilities in the transportation sector.

CNT will:

Create manuals, which offer companies advice about the adoption of adequate

daily procedures of activities, towards competitiveness and social-

environmental responsibilities;

Promote lectures for businessmen and workers related to roadways, waterways

and railroads about the importance to improve environmental management;

Graduate environmental managers by means of Lato Sensu post-graduate

courses in Environmental Transportation Management, in partnership with IDT

School of Transportation;

Add, to periodical research carried out by CNT, items of evaluation regarding

environmental issues;

Map the need of partnerships with residue exchanging or residue recycling

companies;

Offer technical support to transportation companies, autonomous truck drivers

andtaxidriversforfuelmanagementandreductionofpollutantemission.

CNT will:

Promote training courses regarding the rational use of fuels and lubricants, tank

draining and other procedures in companies;

Carry out technical visits to companies to verify tanking systems, measuring of

fuel pumps, vehicles and to evaluate vehicles' quality;

Encourage companies to plant trees to neutralize the emission of carbonic gas,

resulting from transportation activities.

CNT will:

Establish partnerships with specialized companies to plan and carry out actions,

which contribute to neutralize the emission of carbonic gas from each

transportation activity;

Promote lectures to businessmen of the sector, stressing the advantages and the

importance of projects of carbonic gas neutralization;

Encourage and help the implementation of norms ISO 14.000 in

transportation companies, providing technical support, especially to

micro and small companies of the sector.

CNT will:

Carry out studies to show economic advantages of investment in environmental

management;

Promote forms of implementation of norms ISO 14.000;

Prepare a manual for environmental management for the sector, offering

technical support to businessmen for the implementation of ISO 14.000.

Create the award for Excellence in Environmental Management in

Transportation in order to encourage more companies to adopt the social-

environmental responsibility.

CNT will:

Value transportation companies, which contribute to improve the

environmental quality;

Promote best practices of corporate social-environmental management.

GROUP B

CITIZENSHIP FOR THE

ENVIRONMENT PROJECT

TAXI DRIVER, A FRIEND OF THE ENVIRONMENT

PROJECT IV

The objective of the project is to promote environmental and ecological

education to taxi drivers, to turn them into true messengers and promoters of

environmental and ecological education for the whole society, especially

transportation users.

Turn taxi drivers into environmental educators, contributing to

awareness-raising of the whole society towards the importance of

environmental protection.

PATHS TO MOBILIZATION

CNT will:

Encourage the role of the taxi driver as information promoter regarding

environmental protection and good practices for the environment, for example,

by encouraging costumers to plant trees.

Promote the course: “Taxi driver, a friend of the environment”;

Distribute informative and educational material to taxi drivers and taxis users

regarding protection of the environment.

Create a contest to award taxi drivers who encourage environmental protection.

PROJECT V

TRUCK DRIVER, A FRIEND OF THE ENVIRONMENT

This objective of this project is to promote environmental and ecological

education for truck drivers, preparing them to operate as messengers of good

environmental practices and watchers of environmental protection.

Turn truck drivers into environmental watchers, encouraging their

effective participation in the protection of the environment.

PATHS TO MOBILIZATION

CNT:

Offers a free telephone number (08007282891) to receive notifications and forward

reports tocompetentauthorities, regardingenvironmentalcrimesanywhereinBrazil;

Will promote the course: “Truck driver, a friend of the environment”, with the

distribution of informative and educational material;

Willincludeenvironmentaleducationintrainingcoursesforautonomoustruckdrivers;

Will encourage the role of the truck driver as a watcher, to report burnings close

to roads and environmental crimes such as river pollution and wild animals,

plant and wood trafficking;

Will establish partnerships with environmental agencies to make actions of

truck drivers, who act as watchers, more effective.

PROJECT VI

TRANSPORTATION WORKERS, FRIENDS OF THE ENVIRONMENT

This project has the objective to promote environmental and ecological

education for transportation workers, turning them into messengers and

promoters of good environmental practices.

Turn transportation workers into environmental educators, contributing

to awareness-raising in the transportation sector and society as a whole,

regarding the importance of environmental protection.

CNT will:

Promote the course “Transportation workers, friends of the environment”, with

the distribution of informative and educational material;

Create a contest to award transportation workers who most encourage

environmental protection.

PATHS OFINFORMATION

In order to achieve the objectives of Group B “Citizenship for the

Environment”, another program actions have been created:

Promote environmental actions for the Program, in order to

increase visibility of the topic “transportation and the environment” and

give subsidies to the sector and to society for the development of new

environmental projects.

CNT will:

Release information about transportation and the environment in CNT media;

Articulate media actions to sensitize the transportation sector and society about

the importance of environmental protection;

Create access channels to environmental information, which can be used in the

production of programs, promotion of news and debates: Transporte Atual

Magazine from CNT, mass radio station, Rádio web Transporte Brasil from CNT,

regional committees of SEST/SENAT,websites andPress Services fromCNT;

Identify and release successful experiences regarding transportation and the

environment such as articles from Transporte Atual Magazine from CNT and

traveling photo exhibitions;

Support the creation of plans and programs of communication in federations,

trade unions and associations of the sector;

Encourage the collection and promotion of information regarding

environmental experiences in federations, trade unions, associations and

companies of the sector;

Include in the CNT Journalism the category “Environment”, and in the

CNT of Academic Production Award the category “Transportation and the

Environment”;

Create advertising campaigns about environmental education in the

transportation area;

Award

Elaborate an annual program of seminars with national and international

acclaimed lecturers as well as technical courses for businessmen and workers of

the transportation sector.

Create the DESPOLUIR portal on the internet, in order to promote

environmental awareness-raising for the whole transportation sector and

society as a whole by means of sharing knowledge about the issue.

CNT will:

Bring information and experience to the sector and to society, successful

experiences, interviews, news, forums, links, on-line courses,

bibliographies etc…
