Beginning July 1, 2016, All PWC operators, regardless of age, and All motorboat operators regardless of age must have completed the required safety education prior to operating a vessel. USCG Vessel Examination

Even if you pay careful attention to safety, dan-gerous mechanical problems can crop up on the best-maintained boat. That’s why the U.S Coast Guard recommends that all recreational boaters (including personal watercraft users) take advantage of the free Vessel Safety Check (VSC) program every year.

VSCs are offered by experienced members of the U.S. Coast Guard Auxiliary and the United States Power Squadrons, two of the nation’s premier volunteer boating safety organizations. A VSC is your best way of learning about prob-lems that might put you in violation of state or federal laws or, worse, create danger for you or your passengers on the water.

Sarah Bremer, United States Coast Guard Aux-iliary Flotilla 53 and PAC member, will be glad to provide you with a courtesy inspection. Call Sarah on 397-3659, and she will set up an appointment to come to you and provide a free USCG Vessel Safety Check.

2016 PAC Membership

2016 PAC Membership dues were due on January 1st. Remember, to participate in club tournaments and be eligible for club awards, your dues must be paid before you go fishing. The cost of a family membership includes all household members under 18. PAC Membership also includes The Angler, our monthly newsletter, and the free fish fry dinner held in October each year. Please either mail your dues to the PAC post office box or bring them to the next meeting. Also, include your email address so The Angler can be emailed to you. Emailing the newsletter saves PAC money and you will receive your newsletter several days sooner. See page 11 for membership form.

In Club Tournament PAC’s first in-club tournament will be for Flounder and will run June through August. The entry fee will be $5.00 and angler with the largest fish will receive 100% cash pay-out based on entry fees collected. Any legal size flounder will be accepted. Remember, membership dues must be up to date to participate. See Otto Dunn at the next meeting to sign up. You may call Otto at 488-5550 or email him at………. The summer fishing season continues to pick up momentum. With good weather, warmer days, and cooperative fish, this trend should continue.

Cobia is still the big news, and with good reason. Cobia hunters are happy that the season has been extended (in a sense), which is better than nothing. Although Federal waters will close to cobia on June 20th, inshore anglers can keep one fish per angler at 40-inches or longer, up to two fish per boat through August 30th. Only one of the

two fish boat limit can stretch to longer than 50-inches, and cobia can no longer be gaffed. Since the cobia arrived early this year, folks have wasted no time searching for their share. Sight casters are having the best success while cruising the lower Bay and CBBT areas. Boats using the chumming technique are also having good results from the Buckroe area off Hampton, to the Inner Middle Grounds and the Nine-foot Shoals closer to the mouth of the Bay. Some larger fish are making an appearance this week, while most fish are still ranging around 20 to 30-pounds. Local pier anglers are also landing a few small cobia lately.

Red drum are still providing plenty of action right now. Depending on the conditions, boats are re-leasing bulls from the seaside of Fisherman’s Island and the Nautilus Shoal areas measuring up to over 50-inches while bottom fishing or while casting to roaming schools of big fish. Black drum are still taking clam offerings mostly near buoys 13 and 16 off the Eastern Shore, with most blacks still averaging under 30-pounds. These fish will begin moving to the islands of the Bay Bridge-Tunnel soon.

The flounder bite is still improving, with more anglers reporting limits of bigger fish. Some flatfish pushing close to 7-pounds are taking drifted minnows and cut bait near the islands of the CBBT. An-glers jigging and working live bait along the pilings and over the tubes of the Bridge Tunnel are also scoring with fish, with the 1st and 2nd islands most productive lately. Lynnhaven and Rudee Inlets are still giving up above average numbers of keepers, with many flatties averaging to around 20-inches this past week. Both the Bayside and seaside areas of Oyster, the Cell, and the buoy 36 area are pro-ducing better flounder numbers for drifters recently, with a few doormats also in the mix.

The first catches of the season’s Spanish mackerel happened this week off the Virginia Beach ocean-front this past week. Reports of some speckled trout and puppy drum continue to come from mostly within Lynnhaven Inlet and Mobjack Bay. Nice bluefish and medium-sized croaker are available all over the lower Bay. Bigger snapper-sized bluefish ranging to about 6-pounds are still lurking inside Rudee Inlet recently. The HRBT, Hampton Bar, the Monitor-Merrimac, the James River Bridge, Lit-tle Creek, and the southern small boat channel at the CBBT are providing decent action on a range of sizes of hardheads. Sea mullet are also hitting along the oceanfront, where pier anglers had a good run of small to medium-sized fish this week. Respectable spot are also hitting within lower Bay in-lets.

Spadefish are appearing on the Chesapeake Light Tower and inshore wrecks, with a few fish already boated. Most fish are ranging around 3 to 5-pounds. Sheepshead action is also heating up, with a few nice catches reported so far from the CBBT area. Although interest is waning with so many other species becoming available, striped bass are still biting, with good reports coming from the islands of the CBBT, the Monitor-Merrimac Bridge Tunnel, the James River Bridge, and the Hampton Roads Bridge Tunnel lately. Many of these rockfish are ranging to around 32-inches.

The open seabass season is drawing some boats to deeper water off the coast, where folks are finding good catches of big fish when they can get out. Deep droppers are also hauling in big seabass along with a good variety of blueline tilefish, golden tilefish, some big grouper and blackbellied rosefish.

Offshore, warm water is now within reach from Virginia, where excellent catches of nice yellowfin tuna, scattered big eye tuna, and larger mahi, and mako sharks are rewarding boats making the run. Most of the yellowfin tuna are in the 40-pound range, with a few tuna pushing to over 60-pounds al-so around. For more information, go to www.drjball.com.

Children’s Sunshine Program Workday

Volunteers are needed to come to Denny’s home located at 1057 West Road, Chesapeake,

23323 behind Grassfield High School. There are 130 rods & reels that need to be cleaned, line changed, eyes and tips replaced and just general maintenance of all that are used for the Program. Date: Thursday, June 16, 2016 from 12:00 noon till finished. So far the following have signed up: Tom Scott, John Meagher, Gene Cooper, Allen Gregorie and Matt LeDoyen have volunteered.

Children’s Sunshine Program July 28, 2016 by John Meagher

Volunteers are needed to help kids to learn to catch fish and crabs. This event will be held at the Ocean View Fishing Pier July 28, 2016 from 8:00 AM to 3:00 PM. We need volunteers to cut bait, set up rods and reels, help at lunch-time and to teach CPR (Catch, Photograph and Release) and 101 other things that will make this a successful event. Volunteers that have already made a commitment are: Denny Dobbins, Junior Member Shawn Parker, his mother Stephanie, Tom Scott, John Meagher, Bob Goode and Matt LeDoyen, Jr. There will be a sign-up sheet available at the June and July monthly meetings. If you are unable to at-tend the meetings and want to sign-up call me at 399-4673. There is no such thing as enough volun-teers for this event, so if you have a group or individuals that can volunteer; please call me prior to the event. Our food order is based on how many adults/children we expect. There is also a concern that we have enough rods and reels, bait, tackle and the many other things to give the kids a learning adventure and experience fishing in the Chesapeake Bay.

With help from 10 year old PAC member Aidan Gregoire we were able to sell over 100 raffle tickets in support of the PAC Children’s Sunshine Program and other club projects. We want to thank the Great Bridge Fisherman’s Association, Virginia Beach Anglers Club and Norfolk Anglers Club and a huge Thanks to Aidan for his help.

PAC Member Steve Parrish watching to make sure that PAC President, Allan Gregoire is measuring the fish correctly for the tournament. Allan is the grandfather of Aidan. He was also the weigh master and a fisherman for the tournament.

Portsmouth Anglers Club Memorial Scholarship Portsmouth Anglers Club is looking for a smart, young angler to be the recipient of the Portsmouth Anglers Club Memorial Scholarship. The scholarship, worth up to $1,000, will be given to a grad-uating senior who is heading off to a recognized college, university, or trade school. All five of the following requirements must be met by the participant: 1. Recipient shall be under the age of 25 years old 2. Recipient must be an Anglers Club Member of a Tidewater Virginia Club or dependent of a

current member in good standing and the recipient or the member upon whom he or she is the dependent, must have been with the club for a minimum of two (2) consecutive years

3. Recipient and sponsor (the member of which they are a dependent) must have participated in Anglers Club activities

Creel Bags by John Meagher

Junior Member Shawn Parker helped get the materials ready for the Creel Bags that will be given to the children of the Sunshine Program. The bags contain the Personalized Fishing Book and assorted materials provided by the DGIF. His mother, Stephanie, agreed to stuff all 300 bags if he maintained Honor Roll... and he did! (Stephanie is my daughter and I thank her for taking on this task).

Charter Boat Fishing on High Hopes with Captain David Wright by John Meagher

On June 4, 2016 my daughter and son-in-law treated my grandson (Shawn – grandson) and me to a day of fishing on the High Hopes. Friends joined us for the trip trolling down Dam Neck and Sandbridge. As the pictures show, all three boys caught Spanish Mackerel and Bluefish.
