    The Security Council,

     Recalling all its previous resolutions on Lebanon, in particular resolution 1701 (2006),

     Deeply regretting  the violations of international law that have resulted in many human right

    abuses and loss of human lives,

     Reaffirming  !"#"L$s role in the consolidation of a ceasefire between "srael and Lebanon, to

    safe %eep the lives of the civilians in Lebanon,

     Expressing  its concern on the growing tension between Lebanon and "srael and alarmed by the

    growing power of &i'boolah as a military group in Lebanon,

     Noting  the need of the withdrawal of "sraeli forces from haar and adacent territory, in order

    to reestablish peace between the parties involved,

     Determined  to act for this withdrawal to happen at the earliest,

    Concerned  about the effects of the conflict in *yria on Lebanon, and aware of the *yrian

    refugees in Lebanon,

     Emphasizing  the importance of the respect of the +lue Line by all parties involved, to establish

    a ceasefire and getting to a long term solution,

     Aware of its responsibilities to help secure a permanent ceasefire and a long term solution to the

    conflict,

     Declaring  that in the case of not having the cooperation from any involved party, the ouncil

    shall ta%e further actions in order to assure the reestablishment of peace and security in the region,

     Determining that the situation in Lebanon constitutes a threat to international

     peace and security,

    1-   Exhorts a full cessation of hostilities by &i'boolah, and cessation of any offensive military

    operations by "srael.

    2-   rges the Lebanese government to comply with signed treaties, in particular with the /aif

    ccords, and previous resolutions, in order to disarm the &i'boolah military wing.

    - alls upon "srael and Lebanon to support a permanent ceasefire by fully respecting the +lueLine.

    -   Appoints the !&3 to further address the matter of refugees in Lebanon in order to covertheir basic needs.

    4-   Re!uests Lebanon and "srael to engage in a dialogue mediated by *audi rabia, in order tonegotiate and possibly reach a long term solution.

    6-   Dictates that if the &i'boolah fails to comply with the present ouncil$s resolutions, we shall

     proceed to free'e their assets and establish an arms embargo.

    7-   Decides, in order to supplement and enhance the force in numbers, e5uipment, mandate and

    scope of operations, to authori'e an increase in the force strength of !"#"L to a maimum of20,000 troops, and in addition to their current mandate the force shall

    (a) ssist the !&3 with the attention and protection of refugees in Lebanon.

    (b) ssist the overnment of Lebanon in the reinforcement of borders, to prevent andeliminate the arms traffic.

    (c) 8onitor the compliance with *ecurity ouncil resolution 1701(2006), and signed

    treaties, in particular the /aif ccords.

    9- #urther re5uests the overnment of Lebanon to reinforce their borders, in order to avoid and

    stop and arms traffic and re5uests the !"#"L as authori'ed in paragraph 7 to assist theovernment of Lebanon at its re5uest.

    :-   Re!uests the *ecretary eneral to report to the ouncil within 20 days of the implementation of 

    this resolution and subse5uently on a regular basis.
