Technology Mechanism

• Technology Mechanism (Decision 1/CP.16 §117)– Technology Executive Committee (TEC)– Climate Technology Centre and Network (CTCN)

• TEC (Decision 1/CP.16 §119): – Further implement framework for actions for Art. 4.5 implementation– Priority areas– Overview of technology needs, technology transfer issues, barriers, guidance

• CTCN (Decision 1/CP.16 §123):– Network of national, regional, sectoral and international technology networks,

organisations and initiatives– Provide advise and support: technology needs and implementation– Capacity building support and training– Facilitate partnerships

TNA <-> Technology Executive Committee

• “Getting the larger picture”– ‘Overview of technological needs and analysis of policy and technical

issues for technology development and transfer’ (Decision 1/CP.16, §121a)

– Synthesis of TNA outputs: technology needs, how to address barriers, what is good practice, etc.

• Exploring capacity building needs for TT (Decision 1/CP.16, §121a)

– E.g., at sector level and for different regions– Tailor capacity support to these needs

• Translation of insights into policy action – Recommendations on technology development and transfer to policy

makers– Clearer insight on development priorities

TNA <-> Climate Technology Centre & Network (CTCN)

• CTCN could support developing countries in conducting TNAs and enhancing TNA outputs– Procedural support: advise and tools– Access to international partnerships– Link national TNA networks with wider international networks– Facilitate prompt action on deployment of priority technologies

• TNA output could support CTCN pro-active role as matchmaker:– between developing countries’ technology, financial and capacity

building needs and– Multilateral and bilateral capacity support and funding resources– E.g. CTCN advise/ validation of project’s financial needs indication

• TNA output could inform the design of the CTCN

Possible interlinkages TNA and Finance Mechanism

• (Synthesized) TNA reports could be useful for private, public or multilateral finance institutes– Insight on costs of priority technologies– Costs related to enabling frameworks

• For example:– Specification of cost components allows identification of

possible funding sources

Key findings

• TNA can be important source for LCDS, NAMA, NAP(A) formulation in developing countries

• TNA results could possibly support work of TEC (‘getting larger picture’ for policy making)

• TNA could be supported by CTCN and could possibly help CTCN to be a pro-active match maker

• TNA outputs could provide overall picture of international finance and capacity needs for technology development and transfer
