LIMITING ECONOMIC FACTORS
Over the years, West Virginia has engaged in a number of studiesto determine what can be done to better develop and diversify thestates economy. These studies almost invariably show many ofthe same results. The major problems that have been limiting factorshave also been well-documented:
Lack of infrastructure (public water and sewer, high-speed internet,roads and air transport hubs).
Frequentooding
Lack of investment capital
Lack of readily developable land
High cost of site developmentLack of housing and housing choices
Lack of education and education choices
Regressive tax structure
Perhaps the biggest limiting factor is geography.
West Virginias geography can be characterized commonly as a valley,between 100 yards and a half-mile wide with a road, a river and a
railroad running along it.
Much,ifnotmost,ofthisvalleyisinthe20-yearoodplain.
On either side of this valley are mountain ridges with steep slopes ofmore than 60 degrees.

Former surface mining areas provide excellent locations for housing devel-opments, for recreational facilities ranging from parks to fairgrounds, fromhunting clubs to ATV systems.
The location of many of our communities on 20-year oodplain river bottoms,creates a situation in which we are often confronted by devastating ooding.Developing former mountaintop surface mine sites provides an attractive al-ternative to this problem.
These planned developments can improve our regions standard of living byproviding modern utilities, such as water, sewer, underground utilities thatimprove the reliability of the electrical grid in the region.
As you can see in the photos above, the potential is limitless for incorporat-
ing these former surface mine sites into the overall economic and commu-nity development efforts of the region.
Far from being a hindrance to development, properly planned and coordi-nated as part of a county master land use plan, surface mining can be aninvaluable partner in the effort to improve the lives our people.

13,000 JOBS CREATED ON FORMER
SURFACE MINE SITES IN WEST VIRGINIA
With some areas of our state having little at land for
development, the use of surface mined lands has been
critically important to providing land for new industry and
facilities for use by the general public,said former Divisionof Energy Director Jeff Herholdt. In addition to the at land,
many projects are able to take advantage of infrastructure,roads, and electric service used during coal mining.
Inarecentreport,theWestVirginiaDivisionofEnergyandtheOfceof
CoaleldCommunityDevelopmentannouncedthecreationof13,335
jobs stemming from 43 projects in 12 counties.
The FBI Complex in Clarksburg is one such successful project. Morethan 3,000 people are employed at this federal facility in Harrison County.It was built on 986 acres of reclaimed mine land.
In Brooke County, more than a thousand people work at the WeirtonMedical Center. This 238-bed hospital was built on reclaimed mineland in 1978. It offers health care services to residents of West Virginia,Ohio, and Pennsylvania.
Teachers are educating hundreds of students in several schools on
reclaimed mine land. The $39 million dollarMingo County ConsolidatedHigh School is scheduled to open in August 2011 on former mine propertyon top of a mountain between Red Jacket and Varney in Mingo County.
Other schools located on reclaimed land include Mount View HighSchool in McDowell County and Coal City Elementary, IndependenceMiddle and High Schools in Raleigh County.
More than 10,000 acres of land that was surface mined will now be hometo the National Boy Scout Jamboree. It is set to open in 2013. Fifty
thousand Boy Scouts will come to the adventure center each year, exceptevery fourth year during Jamboree years. Thats when an additional 40,000Scouts and tens of thousands of guests are expected to visit.
Other projects currently under construction include a $300 million,119-turbine wind farm in Greenbrier County and an airport in MingoCounty.

Built on a reclaimed surface mine facility, Mingo Central ComprehensiveHigh School is a consolidated high school which resulted from the consolidi-ation of Burch, Gilbert, Matewan, and Williamson High Schools.
The facility is located well out of the ood plain, a frequent problem for theolder schools.
Mingo Central opened its doors to our new students in August 2011.
Mingo Central is a Comprehensive 9-12 high school on a beautiful 90 acresite along the King Coal Highway overlooking the mountains of Mingo Coun-ty.
It is a 172,535 square foot school containing approximately 60 classrooms,a dining room (commons area) seating 488 students, a bandroom for 80
bandmembers, an auditorium seating 400 and a gymnasium seating 2160fans. The parking lot can accommodate up to 199 staff members and 311students.
Mingo Central is one of many schools across the state that are located onformer mine lands.

Built on a reclaimed surface mine facility, The Earl Ray Tomblin ConferenceCenter combines our coal mining heritage with our growing tourism indus-try. The convention center was dedicated in 2003.The new Chief Logan Lodge, Hotel and Earl Ray Tomblin Conference Centerhas 75 rooms and full conference facilities. The facility also includes a rec-reation center.
Located on a former mine ll area with 70-80 feet of rock overburden placedon site during mining operations, the recreational facility consists of a 37,050square foot rst level that has a tennis facility surrounded by an elevatedwalking track, and a 25 meter indoor swimming facility.
A second level consisting of 8,563 square feet, included a weight lifting fa-cility as well as several other exercise areas.
The facility is part of the Chief Logan State Park complex. Created in 1960,the park is also on former mine land and is one of the primary destinationsfor tourists in the area. Located near several trailhead facilities along theHateld-McCoy Trail System, the facility serves as jumping off point for manyriders.

The FBI Complex in Clarksburg is another example of a successful post-mine land use project.
In July 1995, the Federal Bureau of Investigation completed constructionon its Criminal Justice Information Services Division complex in Clarks-burg. The $200 million complex, located on 986 acres, is the national re-pository for the FBIs law enforcement records.
The division administers ve programs: Fingerprint Identication, Na-tional Crime Information Center, National Instant Criminal BackgroundCheck System, Uniform Crime Reporting, and Law Enforcement Online.
The six-building complex includes a 500,000-square-foot main buildingwhich has a 600-seat cafeteria, 500-seat auditorium, and a 100,000-squarefoot computer center. More than 2,700 employees work at the complex.
Not only does the facility itself employ thousands, but it has become ahub of spinoff development that has created an entire new tech-focusedsegment for the state economy.

Weirton Medical Center is a 238-bed, non-prot, acute-care, general com-munity hospital located in the city of Weirton in Brooke County, West Vir-ginia. Weirton Medical Center offers health care services to the residents ofWest Virginia, Ohio and Pennsylvania.In 1978, a new facility, renamed Weirton Medical Center, was built on a20-acre campus located near the US Route 22 corridor adjacent to theWest Virginia/Pennsylvania border. The late Michael Starvaggi, Presidentof Starvaggi Industries, donated the land for the current facility.In 1987, the Hospital converted 23 inpatient beds to create a 23-bed skilledcare unit. This unit was expanded to 33 beds in 1996. In 1992, the Hospitalcreated a 20-bed psychiatric unit. In 1995, the Hospital undertook a $3.2million outpatient renovation, which modied the existing main oor of thefacility into a centralized outpatient center. In 2002, Weirton Medical Center
completed construction of a $10 million four-story medical ofce complexannexing the main hospital.Today, the Hospital is located on a 23-acre campus adjacent to US Route22 and is located approximately ve miles from Steubenville, Ohio and 35miles from Pittsburgh, Pennsylvania.

Running for over 2,000 miles along the mountain ridges of the central Appa-lachian coal elds, the trails of the Hateld-McCoy Recreation Area providea fun and exciting experience for a wide variety of outdoor enthusiasts.
Much of the trail system is built on former surface mine property, providinga clear example of how mining and tourism can thrive together.Located in the beautiful Appalachian mountains of southern West Virginia,the area offers 400 miles of multi-use recreational trails, wide-open all yearto ATVs, motorcycles, mountain bikes, horses and hikers. This system isone of sixteen trail systems in the country designated as a National Millen-nium Trail.
The Hateld-McCoy Regional Recreation Authority works in conjunction withthe West Virginia Division of Highways and the RTP to coordinate funding
for their projects. Hateld-McCoy has been approved for nearly three mil-lion dollars in funding since 1996.
Ultimately, the trail system will extend into the adjoining regions of easternKentucky and southwestern Virginia, covering over ve million acres. Therewill be no other trail system like it anywhere.

Mylan Park was the location of an active surface coal mining opera-tion just over a decade ago.
The area now serves not only as a model of responsible reclamationpractices, but is a growing special event venue/regional park and rec-reation area meeting the educational and recreational demands of avariety of age groups and special needs citizens as well as visitors tothe Morgantown area.
