105 CDR October 2014 Potable Water Supply At the end of the Lebanese war, existing drinking water facilities were composed of semi-complete networks in main cities and other smaller networks in the remainder of the Lebanese regions. The evident emergence of water insufficiency was accompanied by the exacerbation of the problem of underground and surface water pollution resulting from random wastewater discharge, yet threatening the environment and the health of the Lebanese population. The insufficiency in drinking water supply that has ever since exited is caused by several reasons, mainly: The increasing demand for water and the inadequate capacity of the dilapidated existing water supply network. The increased water leakages and losses resulting from the old and dilapidated network. Absence of means to protect water from pollution (random wastewater discharge, industrial and agricultural pollutants…) Insufficiency of water and wastewater government spending, i.e. scant investment necessary to refurbish and modernize facilities and update them to the required service and environmental levels. The absence of an adequate administrative and executive structure that could manage the urgent increasing needs for drinking water service and wastewater and apply new administration practices and modern water purification technologies. To put up with such a difficult reality, the Lebanese government embarked since 1992 on the following: Execution of urgent rehabilitation works for existing water facilities, networks and pumping and purification stations, and tackling all existing or upcoming problems. Completion, expansion and rehabilitation of networks according to needs. Update and increase water sources, limite water leakages and thus increase supply rate. This sectoral action plan aims at completing the rehabilitation and expansion of drinking water systems servicing all Lebanese regions and increase water sources to put an end to the anticipated deficit and that through the execution of large projects e.g the construction of dams and mountain lakes. However, on the institutional level, the promulgation of Law 221/2000 was an essential step towards restructuring and modernizing both water and wastewater sectors; as it determined the water public properties (surface and ground) and assigned water administration (drinking water, irrigation, wastewater) to 4 public institutions (excluding the Litani river which remained under the management of the Litani National Authority to exploit its water for irrigation in South Lebanon and West Bekaa) into which it integrated all water departments, under the tutelage authority of the Ministry of Energy and Water. In 2001, the boards of water institutions were appointed. In 2005, new regulatory and structural decrees were issued and put into effect in order to achieve many goals mainly: a) rehabilitating and improving the service of these institutions, b) expansion of their coverage area and c) the maintenance of their administrative stability and financial equilibrium. Acting along the same lines of the Lebanese government, the Ministry of Energy and Water commissioned a French company to study the feasibility of private sector involvement in the management of Beirut and Mount Lebanon Water Establishment. Concurrently, the CDR was charged with awarding contracts for the management of the other regional water establishments. Basic services

Potable Water Supply At the end of the Lebanese war,existing drinking water facilitieswere composed of semi-completenetworks in main cities and othersmaller networks in the remainderof the Lebanese regions. Theevident emergence of waterinsufficiency was accompanied bythe exacerbation of the problem ofunderground and surface waterpollution resulting from randomwastewater discharge, yetthreatening the environment andthe health of the Lebanesepopulation.

The insufficiency in drinkingwater supply that has ever sinceexited is caused by severalreasons, mainly:

The increasing demand for waterand the inadequate capacity of thedilapidated existing water supplynetwork.

The increased water leakages andlosses resulting from the old anddilapidated network.

Absence of means to protect waterfrom pollution (randomwastewater discharge, industrialand agricultural pollutants…)

Insufficiency of water andwastewater government spending,i.e. scant investment necessary torefurbish and modernize facilitiesand update them to the requiredservice and environmental levels.

The absence of an adequate

administrative and executivestructure that could manage theurgent increasing needs fordrinking water service andwastewater and apply newadministration practices andmodern water purificationtechnologies.

To put up with such a difficultreality, the Lebanese governmentembarked since 1992 on thefollowing:

Execution of urgent rehabilitationworks for existing water facilities,networks and pumping andpurification stations, and tacklingall existing or upcoming problems.

Completion, expansion andrehabilitation of networksaccording to needs.

Update and increase watersources, limite water leakages andthus increase supply rate.

This sectoral action plan aims atcompleting the rehabilitation andexpansion of drinking watersystems servicing all Lebaneseregions and increase water sourcesto put an end to the anticipateddeficit and that through theexecution of large projects e.g theconstruction of dams andmountain lakes.

However, on the institutionallevel, the promulgation of Law221/2000 was an essential steptowards restructuring and

Main achievements in the sector

(1992-2012)

At the end of the civil war inLebanon, the water projectsimplemented by the CDR aimed atfulfilling national objectives; theyincluded:

• Emergency rehabilitation

program for water authorities

(National Emergency

Reconstruction Program –

NERP – first year): At anestimated cost of US$ 60 million,financed by the World Bank andthe European Investment Bank. Itspurpose was to rehabilitatenetworks and drinking watersupply installations belonging to19 drinking water authorities(formerly).

• Rehabilitation and expansion

of drinking water treatment

plants, pumping and

chlorination stations in the

regions: The program coveredprojects for the rehabilitation andexpansion of seven main drinkingwater treatment plants in Zahle,Kfar Halda, Tripoli, Jbeil,Kousba, Ras el Ain and al-Bass(Sour). It also coveredrehabilitation of 200 pumpingstations located in all Lebaneseregions. This project had begun inAugust 1996, at an estimated costof around US$ 54 million and wasfunded by the French-LebaneseFinancial Protocol.

• Technical assistance to the

Ministry of Energy and Water:

A technical assistance project of30 million FF, funded by thefinancial French-LebaneseProtocol was completed. Underthis program assistance wasprovided to the Ministry of Energy

and Water and to major waterauthorities in the form of capacitybuilding, institutionaldevelopment and supply ofnecessary equipment.

In parallel to the commencementof of these programs at thenational level, the CDR focusedon the development of watertreatment plants in all Lebaneseregions. These projects aredetailed below by governorates, asfollows:

Greater Beirut area

NERP: Several contracts havebeen awarded regarding therehabilitation and construction ofdrinking water supply systems inthe Greater Beirut area, for a totalcost of US$ 45 million, financedby Kuwait Fund for ArabEconomic Development –KFAED. These contracts includedthe following works:

• Rehabilitation of water sources,such as Qashkoush, Ain al Delbesprings and Daychounieh wells

• Rehabilitation of Daychouniehand Hazmieh drinking watertreatment plants

• Rehabilitation and constructionof drinking water supply anddistribution networks in theGreater Beirut area.

Expansion of Dbayeh drinking

water treatment plant (First

phase): the capacity of Dbayehdrinking water treatment plant hasbeen increased to 430000 m3 perday. This project was financed bythe Italian-Lebanese Protocol,with a total amount of US$ 5.7million.In addition to these projects, and

within the framework of the Beirutinfrastructure rehabilitation, thewater supply and distributionnetworks were rehabilitated andupgraded in streets targeted by thisproject.

Bekaa and Baalback Hermel

Governorates:

• Baalback-Nabi Sheet drinking

water supply and Baalback

wastewater network: thecontract amounting to US$ 32million was financed by the WorldBank. By virtue of this project, therehabilitation of drinking waterreservoirs, pumping stations andinstallation of distribution pipeswere completed, digging andinstallation of wells in the regionof the project, as well as creating awastewater discharge network inBaalback.

Baalbeck-Nabi Sheet domestic

connections and additional

distribution lines: the contractamounts to about US$ 1.25million, financed by the WorldBank.

• Construction of wastewater

and additional drinking water

distribution pipes in Baalback

and Amshki: these works areconsidered to complement theproject on drinking waterdistribution and wastewaterpipeline network construction forBaalback-Nabi Shit regionmentioned above. The worksresulted also in the construction ofpipeline network to distributedrinking water and executedomestic connections andwastewater networks at a costamounting to about US$ 11.7million financed by the Worldbank.

• Construction of wastewater and

additional drinking water

distribution pipes in 17 villages

in Baalback district: these worksare considered to complete theproject on drinking waterdistribution and wastewaterpipeline network construction forBaalback-Nabi Shit regionmentioned above; through it apipeline network to distributedrinking water and executedomestic connections andwastewater networks at a costamounting to about US$ 12.2million financed by the Worldbank.

• Yammouneh drinking water

supply: the contract amounts toUS$ 11.9 and was financed by theIslamic Development Bank (IDB).This project includes theconstruction of a dam to impoundthe water of the YammounehSpring, and installation of 76 kmlong water supply pipes, 246 kmslong of water distribution pipes,and construction of 23 new waterreservoirs and two artesian wells.Ouyoun Orghosh drinking watersupply: the contract amounts to

US$ 7.8 million financed by IDB.This project includes theinstallation of pipes for the supplyof water from Qabua and Shemalisprings, 72 kms of supply pipes,110 kms of distribution networksand construction of 18 new waterreservoirs.

• Habilitation and expansion of

drinking water systems in

Bekaa governorate (North-West

Bekaa) Third stage of Phase 1:

this project includes the drilling ofwells and distribution networks.The cost of the project is ofUS$  13.4 million locally fundedby virtue of Bekaa DevelopmentDecree number 12919, dated27/8/1998.

• Installation of drinking water

conveyor lines to al-Bustan and

al-Harf from spring waters of

Nassara and Harik in Hermel

region: the contract amounts toUS$ 2 million and was funded bythe Kuwaiti Fund.

• Execution of irrigation works

in Hermel region: the contractamounts to about US$ 1 millionfunded by the Kuwaiti Fund for

Economic and SocialDevelopment

Al-Yammouneh infrastructure:this project includes theconstruction of drinking watersupply and wastewater networks,in addition to a wastewatertreatment plant in al-Yammouneh.The works amount to US$ 3.96million financed by the IDB.

• Domestic connections for the

regions covered by

Yammouneh-Ouyoun Orghosh

drinking water systems: byvirtue of this project, domesticconnections are being set up for allvillages that benefited from theYammouneh-Ouyoun Orghoshprojects, which were achieved asshown above; the project amountsto approximately US$ 6.5 millionthrough local funding, by virtue ofBekaa Development Decreenumber 12919 dated 27/8/1998.

• Shmistar drinking water

supply: this project was estimatedat approximately US$ 4.5 million,aiming to provide drinking waterto Shmistar region and itssurroundings.

Jrebta in Baalback: amountingto US$  1.4 million, locallyfinanced.

• Project of provisioning villages

in Baalback district (north east

part) in drinking water – first

and second lots: this project isexecuted in 3 parts to supplydrinking water to the regionsalong Hadeth – Arsel, reachingKaa region in North Bekaa, withthe execution of reservoirs anddistribution networks. The projectamounts to about US$ 13 millionthrough local funding.

• Execution of distribution lines

and additional drinking

networks and domestic

connections in Baalbeck, Khodr,

Nabi Sheet and Kherbe:amounting to US$  4.9 million,funded by the International Bank

for Construction

• Operating and maintenance of

water and sewage systems in

Baalbeck, Nabi Sheet region:

amounting to US$ 9.5 million,funded by the International Bankfor Reconstruction andDevelopment (IBRD) from 2005to 2012.

• Execution of additional works

within the domestic connection

project for Yammouneh-

Ouyoun Orghosh regions:

amounting to US$ 5.6 million,locally funded by virtue of BekaaDevelopment Decree number12919 dated 27/8/1998.

• Rehabilitation of water supply

systems in West Bekaa and

villages in east Zahle (first lot):

financed by World Bank,amounting to US$  14.2 millionand includes the construction ofpumping stations, purification andwater reservoirs, installationnetworks, domestic connectiondistribution in many villages ofWest Bekaa and Zahlé districts.

Akkar Governorate

• Drinking water supply

network for Kobayat Water

Authority and Akkar

Wastewater Network: thecontract amounts to US$  14.8million, financed by the EuropeanInvestment Bank; it included theexecution works of wells andreservoirs and pumping stations aswell as drinking distributionpipes.

• Drinking water supply

network for some villages in

Akkar provided from wells: thecontract amounts to US$ 4million, financed through a grantfrom the Kingdom of SaudiaArabia.

• Akroum and Kfartoun

drinking water supply: thecontract value is of US$  6.6million, financed by the SaudiFund for Development. Itincluded a limitation of Sabehspring and the execution of wells,reservoirs, pumping stations anddrinking water pipe lines.

• Installation of drinking water

supply for Beit Mallat and

surrounding villages in Akkar:

the project covers the installationof reservoirs, drinking water

supply pipes and pumpingstations. The value of the contractreached approximately US$  19.5million, jointly funded by the IBDand OPEC InternationalDevelopment Fund.

• Execution of works for Ain

Yacoub drinking water supply:

the contract amounts to US$  5.9million funded by the Saudi Fundfor Development; it included theexecution of reservoirs, a pumpingstation and pipes.

• Installation of drinking water

in Barghash-Hrar, Kaf al Tineh,

Kobaait in Akkar: the contract isestimated to US$5.8 millionfunded by the Saudi Fund forDevelopment. This projectincludes the execution of thelimitation of Kaf al Tineh spring,establishing local reservoirs and amain reservoir, pumping stationsand transmission lines.

• Supply drinking water to

Akkar al-Atika region: thisproject aims at supplying Akkaral-Atika region and itssurroundings with drinking water.The works included limitation ofsprings, establishing local wellsand a main reservoir, pumpingstations and transmission lines.The works amount to US$  7.6million, through local funding.

North Governorate

• Installation of drinking water

supply networks for Tripoli

Water Authority and Tripoli

wastewater networks: thecontract amounts to US$  34million, financed by the EuropeanInvestment Bank. Works wereexpanded to include constructionof drinking water reservoirs to

meet the needs of the populationuntil the year 2025. The project iscurrently in operation.

• Renewal of water networks

and domestic connections in

Tripoli: the value of the project is7.4 million euro and is funded bythe AFD.

• Expansion of Bahsas water

treatment plant: this projectincludes upgrading the capacity ofBahsas water treatment plant fromits present capacity of 40000m3per day to 70000m3 per day. Thevalue of the project is US$ 4million; it is funded by the AFD.Minyeh drinking water supply: theproject aims at supplying Minyehand surrounding villages withdrinking water. The projectamounts to US$ 1.8 million and isfinanced by the Saudi Fund forDevelopment.

• Equipping two wells of Deir

Aamar and Nabi Yousha in the

north: amounting to US$ 862thousand through local fundingExecution of water works invarious regions of Zgharta:amounting to an approximatevalue of US$  1.7 million, it isfinanced by the Kuwaiti Fund forArab Economic Development

• Installation of drinking water

supply networks for Batroun

Water Authority and some

wastewater networks: thecontract amounts to US$  20.5million, financed by the EuropeanInvestment Bank.

• Arranging Abi Yaghi well and

its annexes in Batroun:

amounting to US$860 million,through local funding.Execution of water supply pipelines for water purification station

in Kousba, Koura district: contractamounts to US$387 thousand,through local funding.

• Tripoli Water Authority

Management contract: Thiscontract is considered to be part ofthe Government’s efforts torestructure the water sector and toinvolve the private sector in itsoperation. The Tripoli WaterAuthority Management contractawarded to a French firm reached8.9 million euro, financed by theFrench Development Agency. Themanagement contractor isoperating and managing TripoliWater Authority installations andfacilities, as well as billing andcollection of water fees, inaddition to operating andmanaging the human and financialresources of Tripoli WaterAuthority. Furthermore, themanagement contractor willsupervise the rehabilitation ofTripoli water supply networkincluding increasing the capacityof Bahsas water treatment plantfrom its current capacity of 40000m3 to 70000m3 per day.

• Development contract and

improving performance and

enlarging utilization client

management program X7 for

North Lebanon Water

Authority: this contract is alsoconsidered as part of theGovernment’s efforts toreorganize and redevelop thewater sector in Lebanon. Thecontract amounts to about 400thousand Euros, funded by theAFD.

• Secondary networks in

Beddaoui: contract amounts toUS$3.6 million, funded through agrant by the Kuwaiti Fund.

walls in Becharre district:

contract amounts toapproximately US$1.7 million,funded through a grant by theKuwaiti Fund.

• Execution of Barissa Hill Lake

dam: the project aims to supplydrinking water and irrigation tovillages in the upper parts ofMinyeh-Danniyeh district. Theproject is funded by the SaudiFund for Development through agrant offered by the Kingdom ofSaudia Arabia amounting to US$14.25 million.

• Execution of drinking water

supply pipes between Fay’ and

Kousba in Koura district:

contract amounts to US$ 3million, funded by the KuwaitiFund.

• Works for the completion of

water projects in Batroun Caza

(known as Sad El Fajwat)

estimated at US$ 5.7 millionfunded by the Kuwait Fund forArab Economic Development.

Mount Lebanon Governorate

• Drinking water transmission

to Keserwan coastal region from

al-Madik spring: the value of thisproject’s contracted amounted toUS$ 76 million funded by theJapanese Bank for InternationalCooperation (JBIC). It included:construction of a Dam to impoundthe waters of Madik Spring andinstallation of main water pipelines (through a tunnel) thattransmit the waters to Keserwancoastal region; construction ofmain water reservoirs anddrinking water distributionnetworks servicing Keserwan

coastal region.

• Rehabilitation of drinking

water networks and wastewater

networks in Chouf and Metn

regions: the contract amounts toUS$ 25 million, financed by theWorld Bank. The project includesthe construction of 22 waterreservoirs, installation oftransmission pipes and drinkingwater distribution networks, inaddition to wastewater dischargenetworks.

• Rehabilitation of infrastructure

in displaced villages: The worksfor the rehabilitation of olddrinking water networks andinstallation of new networks in thedisplaced villages of Baabda, Aleyand Chouf districts werecompleted. The US$ 7.15 millionproject was funded by the SaudiFund for Development.

• Transmission of Ra’ayan

spring water to Aley main water

reservoir: the purpose of thisproject is to transmit around12000m3 of water daily fromRa’ayan spring to Aley mainwater reservoir. The cost ofproject amounted to US$  15million financed by the KuwaitFund for Arab EconomicDevelopment.

• Execution of miscellaneous

water works in Barouk region:

this project amounts to US$  5.25million; it is financed by theKuwait Fund for Arab EconomicDevelopment.

• Rehabilitation of wells and

execution of wastewater

facilities in Ain el Delbe: thisproject amounts to US$  4.15million; it is financed by theKuwait Fund for Arab Economic

Development.

• Execution of water

transmission line from Nahr

Ibrahim to Jbeil facility: thisproject is financed locally andamounts to about US$ 2 million.

• Project to transmit water to

Qattine-Azar: the purpose of thisproject is to use the water ofQattine Spring to supply drinkingwater to the upper areas of Metn.The cost of the project is estimatedat US$ 4.25 million and isfinanced by the Kuwait Fund forArab Economic Development.

• Implementation of a water

supply line that transports

water from Nabee El Assal to

Bhaness reservoirs – Section 1 –The cost of the project wasestimated at around US$ 8.1million funded by the KuwaitFund For Arab EconomicDevelopment.

• Well rehabilitation and

construction of facilities for the

benefit of Ain El Delbe Water

Utility – The cost of the projectwas estimated at around US$ 4million funded by the KuwaitFund for Arab EconomicDevelopment.

South and Nabatiyeh Governorates

• Rehabilitation, expansion and

equipping of Taybeh drinking

water treatment plant (phases I

and II): executed works wereestimated at around US$28.40million split into two stages: thefirst stage estimated at aroundUS$21.00 million of whichUS$12 million funded by theIslamic Bank for Developmentand the remainder 9 million bylocal funding. The project aims at

constructing a drinking watertreatment plant. After completionof works, the plant will be capableof producing 25000m3 of drinkingwater per day and pumping itthrough drinking water systemsoperated by the Jabal Amel WaterUtility. The second stage isestimated at around to US$7.40million, and aims at rehabilitatingexisting facilities and buildings,providing electric power, andperforming operation andmaintenance activities throughlocal funding.

• Digging and installation of

wells in various south regions

damaged by war in 1996:

amounting to around US$ 2.5million, funded by the Arab Fund.

• Rehabilitation and

development of Sour drinking

water supply networks: thevalue of this contract amounts toUS$ 20.5 million and is financedby the AFESD.

• Rehabilitation and

development of Sour rural area

drinking water supply network:

the value of this contract amountsto US$ 27 million and is financedby the AFESD.

• Execution of works from

drinking water pumping

stations in Sour: amounting up toabout US$ 1 million through localfunding.

• Drinking water supply

network for Saida Water

Authority: the value of thiscontract amounts to US$  4.6million and is financed by theAFESD.

• Rehabilitation of Jezzine

drinking water supply networks

and systems: this project amountsto approximately US$  1.25million and funded by the FrenchAgency for Development.

Taseh to Nabatiyeh region: thisproject aims at increasing thecapacity of drinking water andservices in this region. The projectamounts to approximately US$5.2 million and is funded by theFrench Agency AFD.

funded by the European Union.

al-Habbariyeh region in

supply in Barghash-Hrar, Kaf

al Tineh, Kobaait in northern

Lebanon: Costs are esitamted atUS$  4.8 million financed by theSaudi Fund and the Kingdom ofSaudia Arabia, and about 5% ofthe work has been completed todate.

• Rehabilitation and expansion

of water networks in Chekka

and Anfe: the purpose of thisproject is to supply drinking waterto Chekka and Anfe stretching toHreishe by drilling severalartesian wells in Jaradeh area,rehabilitation and expansion ofdrinking water networks,refurbishment of domesticconnections and construction ofreservoirs. The costs of the projectare estimated at US$  8.2 millionand is financed by the Arab Fundfor Economic and SocialDevelopment. 70% of the workhas been completed.

• Supplying water to remote

villages linked to the reservoirs

of Hrar and Kabiit in Akkar :

This project includes theconstruction of reservoirs,installation of water transmissionpipes, distribution networks, andpumping stations servicing around25 villages. The project isestimated at US$ 14 million, andis funded by the Arab Fund forEconomic and SocialDevelopment. 12% of the workhas been completed to date.

• Construction of drinking

water networks and pumping

stations wells in Koura and

Batroun: the works are estimatedat around US$ 6.5 million and arefunded by the FrenchDevelopment Agency and by anallocation in the CDR’s budget(Revival Plan). 40% of the workhas been completed to date.

• Execution of complementary

works as part of the project for

the rehabilitation of wells and

construction of facilities in Ain

el Delb Water Utility

(formerly): the project isestimated at around US$  2million; it is financed by theKuwait Fund for Arab EconomicDevelopment, and about 75% ofthe work has been completed todate.

• Construction of Qaysamani

Dam in Baabda district: theproject aims at supplying drinkingwater to Baabda and Aley. Thedam has a capacity of around 1million cubic meter and suppliesaround 12000 cubic meter ofwater daily to both districts. Thecost of the project is estimated atUS$ 21 million and 3% of thework has been completed to date.The work has been interruptedupon the decision of the StateCouncil after the residentsrejected the project.

• Upgrading the drinking water

systems in Byblos district: theproject is estimated at EUR 40million. It is funded by theLebanese-Italian FinancialProtocol. 10% of the work hasbeen completed to date.

South Lebanon andNabatiyeh Governorates

• Execution of water and

wastewater works in Sour and

Nabatiyeh districts: the cost ofthe project is estimated at aroundUS$ 4.8 million. It is financed andsupervised by the Kuwait Fund forArab Economic Development.

water facility: This project aimsat increasing water production inDbayeh facility. The costs areestimated at US$5.1 million, andare expected to be financed by theItalian Protocol. The action planof the project is being currently re-considered with Beirut and MountLebanon Water Authority andworks are expected to commenceby the end of 2014.

• Supplying drinking water to

Greater Beirut: the purpose ofthis project is to supply 750,000m3 of water daily to GreaterBeirut, in two stages. In the firststage 250,000 m3 will betransmitted from the Awali River.In the second stage, a Dam will beconstructed on the Bessri River tosupply the remainder daily500,000 m3. The first stage willconsist of constructing a 24 kmlong tunnel, a water refinementstation, and 2 transmission lines 9km long and 1400 mm wide each,to aliment 3 central reservoirs inHadath and Hazmieh, localreservoirs and distribution lines.The CDR was only charged withthe preparation of necessarystudies for the construction of thisproject except for the part relatedto local reservoirs and distributionlines, a part that was entrusted toBeirut and Mount Lebanon WaterAuthority. The CDR will alsoaward and oversee the worksrelated the construction of thetunnel, transmission lines andcentral reservoirs during stage I,estimated at US$ 200 million. TheBeirut and Mount Lebanon WaterAuthority will be responsible forreleasing a call for tenders toaward works related to therefinement station, local reservoirsand distribution lines, estimated atUS$ 170 million.

The second stage consists of

constructing the Bessri Dam

estimated to cost US$ 350 million.

The CDR is seeking to raise funds

for this purpose. Funds are

• Supplying drinking water to

Zahle: this project includes theconstruction of water reservoirs,installation of drinking watertransmission pipes, andinstallation of distributionnetworks and pumping facilitiesservicing Zahle. The cost of theproject is estimated at aroundUS$ 35 million, and is expected tobe financed by the Kuwait Fundfor Arab Economic Development.Works are expected to commenceduring autumn 2015.

North and Akkar Governorates

• Project to supply drinking

water to Akkar Plain: the projectincludes the construction ofreservoirs, installation of drinkingwater transmission pipes, andinstallation of distributionnetworks and pumping facilitiesservicing all the villages of theAkkar Plain. The costs areestimated at US$  48 million,funded by the Islamic Bank forDevelopment. Works are expectedto commence in the secondquarter of 2015.

• Completion of drinking water

projects in Akkar: works areestimated at around US$ 20million. The funds are approvedwithin the framework of theReconstruction and DevelopmentPlan of the Lebanese Republic –Paris III, awaiting the signature ofthe funding agreement with theSaudi Fund for Development.Works are expected to commenceby the end of 2015.

• Completion of water network

projects in Qalamoun, Koura

and Fouar within North Water

Authority: the costs are estimatedaround US$ 15.4 million financedby the Arab Fund for Economicand Social Developemnt. Worksare expected to commence in thesecond half of 2014.

•Rehabilitation and

refurbishment of water systems

in Becharre: the purpose of thisproject is to supply drinking waterto Becharre and surroundingvillages from Qadisha spring, drillseveral artesian wells, expandwater supply networks anddomestic connections, andconstruct water reservoirs. Theproject’s costs are estimated atUSS$  11 million, funded by theArab Fund for Economic andSocial Development. Works areexpected to commence in thesecond half of 2014.

• Project for the rehabilitation

of water systems in Minyeh-

Denniyeh: this project aims atcomplementing the water systemworks that the Ministry of Energyand Water had executed between1998 and 2002. The 7 parts thatconstitute this project have not yetbeen exploited, awaiting theircompletion. After the Italiangovernment expressed its

willingness to finance these worksestimated at approximatelyUS$ 7.5 million, the CDR startedto conduct the necessary relatedstudies. Works are expected tocommence in the first half of2014.

• Completion of water systems

in Minyeh: this project aims atcomplementing the water systemsworks that the CDR had executedpreviously. Parts of this projectare still unexploited, awaitingtheir completion. The works areexpected to commence beginningof 2014, with an estimated cost ofUS$  9 million funded jointly bythe Saudi Fund for Developmentand the Lebanese Government.

Mount Lebanon Governorate

• Construction of a lake in

Jbailiyeh-Manzoul in Metn

district: this project aims atsupplying drinking water to Metn.The project cost is estimated ataround US$  15 million, financedby the Kuwait Fund for ArabEconomic Development. Worksare expected to commence in2014.

• Project to control the Barouk

spring in Chouf district: thisproject aims at increasing thedrinking water supply in Choufand Aley regions. The cost of theproject is estimated at US$  3million and is funded by the ArabFund for Economic and SocialDevelopment. Works are expectedto commence in 2014.
