4. Changes in Position and/or Salary

The Superintendent recommends the Board ratify/approve the following change in position and/or salary: a. Exempt (1) Ratify Jane Bennet, Community Engagement Coordinator ( grant funded position to end with completion of grant) from 4 days to 5 days, compensation from $186.45/day to $45,000/yr (paid by W.K. Kellogg grant) b. Administrative

(1) Robin Romero from Special Education Teacher, Pottstown Middle School, to Interim Supervisor of Elementary Special Education (coverage for Erin Schwenk), anticipated effective date to be March 5, 2015, $1,667 stipend for Interim Supervisor position in addition to 2014-2015 teacher salary. (*stipend to be adjusted pending actual effective date). She will also receive compensation for work days beyond the 2014-2015 school year as needed at a daily per diem rate.

c. Classified (1) Jill Adams from Substitute Support Staff to Part-time Van Driver, Transportation Dept., effective February 24, 2015, 6 hrs/day, $14.04/hr.

(2) Nile Watkins-Frazier, Substitute Support Staff to Part-time Van Driver, Transportation Dept., effective February 24, 2015, 3.5 hrs/day, $14.04/hr.

(3) Ratify Kelly Deblase, Cafeteria Worker, Pottstown Middle School, from 4.75 hrs/day to 6.25 hrs/day, effective February 12, 2015. She will also assume the role of Cafeteria Manager on an as-need basis at .50¢ more an hour, effective February 12, 2015.

The Superintendent recommends the Board approve the following intermediate unit budget for the 2015-2016 school year:

General Administration = $ 1,099,735 Curriculum and Staff Development = $ 2,288,080 Legislative and Grant Development = $ 287,415 Technology and Information Services = $ 4,730,410 Total = $ 8,405,640

Pottstown School District’s contribution to the Montgomery County Intermediate Unit for the 2015-2016 fiscal year shall be as follows:

Curriculum and Staff Development = $ 984 Legislative and Grant Development = $ 3,408 Technology and Information Services = $ 18,210 Total = $ 22,602

This would be a decrease in the Pottstown School District’s contribution over the amount contributed for the 2014-2015 school year of $149 which represents a 0.65% decrease.

MINUTES OF THE REGULAR MEETING

January 29, 2015

The Regular Meeting of the Board of School Directors of the Pottstown School District was held on Thursday, January 29, 2015 at 7:30 PM in the All Purpose Room of Rupert Elementary with President Mrs. Judyth Zahora presiding. Upon roll call, the following members were present: Ms. Mary-Beth Bacallao, Ms. Katina Bearden, Mrs. Amy Bathurst Francis, Mr. Thomas Hylton, Mr. Andrew Kefer, Mrs. Kimberly Stilwell, and Mr. Ron Williams. Absent was Mrs. Polly Weand. Also present were Superintendent, Dr. Jeffrey Sparagana; Board Secretary, Mrs. Linda S. Adams; Director of Human Resources Stephen Rodriguez, Student Representative, Ms. Kera Chestnut; Mrs. Lindi Vollmuth, Mr. John Armato, members of the press, and interested citizens.

AWARD

School Board of Directors Recognition Dr. Sparagana presented certificates to all Board members in recognition of their service and dedication to the Pottstown School District. COMMUNICATION

Barth: Letter of Recognition Dr. Sparagana read a letter from the grandparents of a Barth student thanking the teachers for providing a caring and educational environment for the students.

APPROVAL OF MINUTES

Mrs. Adams presented the minutes from the Regular Board meeting held on December 18, 2014 for Board approval. It was moved by Mr. Hylton and seconded by Mr. Williams that the minutes be approved as presented. All members present were in favor. None opposed. Ayes: Eight. Nays: None. Absent: One. Motion carried. LIST OF BILLS

It was moved by Ms. Bacallao and seconded by Mr. Kefer that the list of bills paid from the various funds for the period of December 2014 be approved as presented and a copy be filed in the Secretary’s office as Addendum #2014-2015-045. All members were in favor. None opposed. Ayes: Eight. Nays: None. Absent: One. Motion carried.

REAL ESTATE TAX EXONERATION 2014 The Superintendent recommends the following Resolution be adopted by the Board: has submitted a list of properties liened for school taxes amounting to $1,834,435.15 plus penalties WHEREAS, Linda S. Adams, Substitute Tax Collector for the Pottstown School District, of $183,444.04 totaling $2,017,879.19 for the original 2014 Real Estate Tax Duplicate. NOW, THEREFORE, BE IT RESOLVED, that the Substitute Tax Collector be and is hereby exonerated of and from said tax liability for the collection thereof, but no exoneration for the respected taxables is intended or affected by this action. BE IT FURTHER RESOLVED, that the Substitute Tax Collector file the required reports and information with Portnoff and Associates so that the liens against these properties be properly reported.

Mrs. Vollmuth expressed the Federation’s appreciation to the Board Members for their time and service dedicated to the welfare of the students. She thanked Dr. Sparagana for his safe and cautious decisions regarding the past few days of inclement weather conditions. Mrs. Vollmuth spoke about the Conference of School Improvement the district team attended in New York. The Federation of Pottstown Teachers is the only Pennsylvania teachers’ federation that is invited to the annual conference. She looks forward to the team’s continued collaboration in developing the district’s improvement plan.

ROUND TABLE Mr. Hylton – no comment. Mr. Kefer thanked Mr. Moyer for hosting tonight’s meetings and for providing a tour of the newly renovated Rupert Elementary building. He thanked Tina Viletto and Larry Feinberg for their presentation at the Joint Borough and School District meeting. Ms. Bearden agreed with Mr. Kefer’s comments. Mrs. Stilwell expressed her frustration with the basic education funding issue. Mrs. Francis was pleased to learn about the support efforts to keep the legislators in check. She supports taking stronger action. Mr. Rodriguez – no comment. Ms. Bacallao expressed her frustration with the unfair disbursement of basic education funding. She stated that it is apparent the poorer, distressed communities get less. All students are entitled to the same opportunities. Mr. Williams stated the CSI Conference was a very positive expression of a collaborative effort between teachers, administrators and school board directors. Dr. Sparagana thanked Mr. Williams for arranging the fair funding presentation that took place at tonight’s joint Borough and School District meeting. He stressed the importance to speak out, to rally people in the community in support of fair funding. Dr. Sparagana appreciated the opportunity to attend the CSI conference and encouraged all Board Members to consider joining the next year’s team. He recognized the Board for their courageous decisions to provide a quality educational environment for the children of Pottstown. Mrs. Zahora thanked Mr. Moyer for his hospitality. She was pleased to see the renovations completed, allowing the Board more time for discussions on education. Mrs. Zahora would like the Board to take advantage of the services offered by Roxy Barnaby from the Pennsylvania Council for Children and Youth. Ms. Bacallao agreed to contact Ms. Barnaby. 137. HOME EDUCATION PROGRAMS

1. Authority SC 1327, 1327.1 Title 22 Sec. 11.31a

Home education programs for students of compulsory school age residing in the school district shall be conducted in accordance with state law and regulations.

2. Definitions SC 1327.1

Appropriate Education - a program consisting of instruction in the required subjects for the time required by law and in which the student demonstrates sustained progress in the overall program.

Hearing Examiner - shall not be an officer, employee or agent of the Department of Education or of the school district or intermediate unit of residence of the child in the home education program.

Home Education Program - a program conducted in compliance with law by the parent/guardian or person having legal custody of a child. A home education program shall not be considered a nonpublic school under the provisions of law.

Supervisor - the parent/guardian or person having legal custody of a child who is responsible for providing instruction, provided that such person has a high school diploma or its equivalent.

3. Delegation of Responsibility

The Superintendent or designee shall develop and distribute administrative regulations for registering and monitoring home education programs.

SC 1327.1 The Board shall provide a hearing by a qualified and impartial hearing examiner within thirty (30) days after the Superintendent has notified the supervisor that it has been determined that appropriate education is not occurring in the home education program and the program is out of compliance.

228. STUDENT GOVERNMENT

1. Purpose

The Board acknowledges the importance of offering students the opportunity to participate in self government within the schools.

The purpose of student government shall be to develop student leadership, provide a learning experience in democratic decision-making, and offer another avenue toward the realization of district goals.

2. Authority SC 511

The Board establishes that students shall have the right to organize, conduct meetings, elect officers and representatives, and petition the Board.

The Board will recognize the Student Government as the official voice of the student body.

The charter, constitution or bylaws of the organization for student government shall be duly adopted by the members of the student body it represents and approved by the Board.

The Board shall appoint a qualified member of the faculty to serve as an advisor for student government activities.

3. Guidelines

Application for a charter shall be made to the building principal. Applications shall include a statement of objectives and affiliations with outside organizations, if any.

Applications shall include the signature of the faculty sponsor.

A list of all members of the organization, with officers identified, shall be filed with the principal as soon as possible following the opening of each school term.

The faculty sponsor shall be responsible for student government activities.

Student government activities may be subject to review by a committee and the principal. The committee and the principal may review operations to determine if the activities reflect the objectives of the charter and make appropriate recommendations to the principal based upon this review.

710. USE OF FACILITIES BY STAFF

1. Authority

The Board establishes that school equipment and facilities may not be used by district staff for personal reasons, either on or off school property, without explicit authorization or administrative permission.

2. Guidelines

The following guidelines shall govern the use of school buildings and other school facilities by employees after school hours, on weekends or during school vacations:

1. School buildings and other facilities may be used by full-time employees for school business and/or to provide programming that supports students during times other than regular school hours when custodians are on regular duty. Permission must be obtained in advanced from the building principal through the use of a designated software program used by the district to manage facility requests.

2. School buildings and other facilities may be used by full-time employees after school hours, on weekends, or during school vacations for school business and/or to provide programming that supports students when custodians are not normally on duty only if written permission is obtained from the Building Principal and the Business Manager.

Any custodial service, or other added costs to the school district are applicable and will be the responsibility of the organization or teacher making the request. These fees will be assessed by the Business Manager.

Permission must be obtained in advance through the use of a designated software program used by the district to manage facility requests. Requests for heat or air conditioning after hours must be specifically requested through this software program and the date/time listed.

3. The building principal, in coordination with the business manager, shall have

final authority in approving the use of secondary school buildings during the school week.

4. The custodian shall be responsible for opening and securing the building

according to the principal’s approved instructions in the software program.

5. All employees and students shall leave secondary buildings not later than

10:00 p.m., Monday through Friday, unless there is an approved program being conducted.

6. The custodian shall secure the building at that time or earlier, according to the departure time indicated by software program.

Pol. 709 7. Principals may issue keys (or security entry fobs/ID cards) to employees for the

use of secondary buildings or facilities only if such keys are required to gain access to the building at a time when a custodian is not on duty.

If keys are issued by the principal, (or security entry fobs/ID cards) they shall be returned to the principal the following day. Under no circumstances are keys to be issued to students or other persons who are not full-time employees of the district.

8. At no time shall school buildings or facilities be used for personal reasons, for

any activity of a commercial nature, or for any other activity for which a school employee is paid or receives any other compensation.

9. Requests for personal use of facilities by an employee must be made through the district’s Use of Facilities application process. S/He must sign a rental agreement and pay the appropriate fees established by the Board of Directors for all outside groups/organizations. The agreement must be assigned and on hand in the business office before the activity may take place.

10. The use of school buildings or facilities after school hours, on weekends, or during school vacations is a privilege. This privilege will be withdrawn in the case of individual employees who fail to abide by this policy or do not exercise proper care and/or supervision in the use of school buildings or facilities.

11. No school buildings or other school facilities shall be used by employees on religious or national holidays.

Pol. 708 District equipment shall be available for staff use only if such use is clearly within the authorization granted in Board policy.

828. FRAUD

1. Authority

The Board expects all Board members, district employees, volunteers, consultants, vendors, contractors and other parties that maintain a relationship with the school district to act with integrity, due diligence, and in accordance with law in their duties involving the district’s resources. The Board is entrusted with public funds, and no one connected with the district shall do anything to erode that trust.

2. Definitions Fraud, financial improprieties, or irregularities include but are not limited to: 1. Forgery or unauthorized alteration of any document or account belonging to the

district. 2. Forgery or unauthorized alteration of a check, bank draft, or any other financial

document. 3. Misappropriation of funds, securities, supplies, or other assets. 4. Impropriety in handling money or reporting financial transactions. 5. Profiteering because of insider information of district information or activities. 6. Disclosure of confidential and/or proprietary information to outside parties. 7. Acceptance or seeking of anything of material value, other than items used in the

normal course of advertising, from contractors, vendors, or persons providing services to the district.

8. Destruction, removal, or inappropriate use of district records, furniture, fixtures,

or equipment. 9. Failure to provide financial records to authorized state or local entities. 10. Failure to cooperate fully with any financial auditors, investigators or law

enforcement. 11. Other dishonest or fraudulent acts involving district monies or resources.

3. Delegation of Responsibility

The Superintendent or designee shall be responsible to develop and implement internal controls designed to prevent and detect fraud, financial impropriety, or fiscal irregularities within the district, subject to review and approval by the Board.

The Business Administrator shall be responsible for maintaining a sound system of internal controls that is designed to identify potential risks, evaluate the nature and extent of those risks, and manage them effectively. District administrators are responsible to be alert to an indication of fraud, financial impropriety, or irregularity within their areas of responsibility.

The Superintendent shall recommend to the Board for its approval completion of a forensic audit when it is deemed necessary and beneficial to the district.

The Superintendent shall ensure the appropriate authorities are notified, pursuant to state law, when cases of fraud, embezzlement or theft have been identified.

4. Guidelines Reporting

43 P.S. Sec. 1423 18 U.S.C. Sec. 1513 Pol. 317

An employee who suspects fraud, impropriety, or irregularity shall immediately report his/her suspicions to the Superintendent or designee. If the report involves the Superintendent, the employee shall report his/her suspicions to the Business Manager. If the report involves both the superintendent and Business Manager, the employee shall report his/her suspicions to the Board President. Employees who bring forth a legitimate concern or suspicion about a potential impropriety shall not be retaliated against. Those who do retaliate against such an employee shall be subject to disciplinary action.

Investigation

The Superintendent shall have primary responsibility for conducting necessary investigations of reported fraudulent activity.

Based on his/her judgment, the Superintendent shall coordinate investigative efforts with any of the following:

1. District solicitor.

2. District auditor.

3. Insurance agent.

4. Internal departments.

5. External agencies.

6. Law enforcement officials.

If the Superintendent is involved in the complaint, the Business Manager or Board

President is authorized to initiate investigation of the complaint and coordinate the investigative efforts with individuals and agencies s/he deems appropriate.

Records shall be maintained for use in an investigation. Individuals found to have altered or destroyed records shall be subject to disciplinary action.

If an investigation substantiates the occurrence of a fraudulent activity, the Superintendent (or Business Manager, or Board President, in the case of involvement by the Superintendent) shall present a report to the Board and appropriate personnel. The Board shall determine the final disposition of the matter, if a criminal complaint will be filed, and if the matter will be referred to the appropriate law enforcement and/or regulatory agency for independent investigation.

Confidentiality

The Superintendent shall investigate reports of fraudulent activity in a manner that protects the confidentiality of the individuals and facts. All employees involved in the investigation are required to maintain confidentiality regarding all information about the matter during the investigation.

Results of an investigation shall not be disclosed to or discussed with anyone other than those individuals with a legitimate right to know, until the results are made public.

Prevention

In order to prevent fraud, the Board directs that a system of internal controls be followed that may include but are not limited to the following:

1. Segregation of Duties - Where possible, more than one (1) person will be involved in pieces of financial transactions. No one (1) person shall be responsible for an entire financial transaction.

2. Payments - Payments shall be made only by checks or electronic transfer. No

cash transactions shall be permitted (with the exception of petty cash accounts). Check signers shall be approved annually by the Board and will consist of persons not involved in the transaction. All checks shall have at least two (2) signatures (with the exception of petty cash accounts).

3. Bank Reconciliations - Bank statements and cancelled checks shall be reconciled

by individuals who are not authorized to sign checks, nor involved in check processing.

4. Access to Checks - Physical and electronic access to school district checks and

accounts shall be limited to those employees with designated business functions.

5. Capital Assets - The business office shall maintain updated lists of district capital assets.

6. Training - Administrators shall be responsible for ensuring that employees under

their supervision receive training regarding fraud prevention.

904. PUBLIC ATTENDANCE AT SCHOOL EVENTS

1. Purpose

The Board welcomes the public at activities and events sponsored by the school district, but the Board also acknowledges its duty to maintain order and preserve school facilities during such events.

2. Authority SC 511, 775

The Board has the authority to prohibit at a school event the attendance of any individual whose conduct may constitute a disruption. The Board prohibits gambling (not to be confused with school sanctioned fundraising activities) and the possession and use of controlled substances, alcoholic beverages and weapons on school premises.

3. Guidelines

A schedule of fees for attendance at school events shall be prepared by the Superintendent or designee and adopted by the Board.

Spectator Control For School Activities

The Board shall establish the following guidelines for spectator control at school activities:

1. Visiting team control:

a. Areas will be designated by the building principal and Athletic Director for team buses to arrive and depart for school activities.

b. School officials may arrange for police escorts of visiting team buses to the

borough line.

2. Admissions control:

a. Students enrolled in the Pottstown secondary schools shall be provided with I.D. cards, which may be required for admission

b. If any infractions of school regulations occur, disciplinary action will be taken.

c. If discourteous, unruly or inappropriate behavior is exhibited by non-student spectators, he, she, or they may be asked to leave.

d. Visiting schools shall be notified of all admissions control guidelines.

e. Spectators who leave a school building or facility may not be allowed to re-enter the building without purchasing another ticket.

The Board will provide services of additional personnel, which may include police,

to provide necessary controls during school activities when needed.

Ticket prices are board approved.

Tobacco Use

35 P.S. Sec. 1223.5 20 U.S.C. Sec. 7181 et seq

The Board prohibits tobacco use by any persons in its school buildings and on any property, buses, vans and vehicles that are owned, leased or controlled by the school district. Smoking on school property is a violation of law and offenders may be cited by the police department.

The district shall notify staff, parents/guardians and members of the public about the district's tobacco use policy by publishing such in handbooks, newsletters, posted notices, the district website, and other efficient methods.

Gold Card Club

The Pottstown Gold Card Club membership shall permit district residents age sixty-five (65) or over to attend Pottstown School District sponsored musical, dramatic and athletic events without payment of the admission fee. Other districts may honor the card, but are not obligated to in any way.

Residents shall be informed through district/community correspondence of the opportunity to receive a Gold Card.

Employee Identification Card

The Board recognizes the value to the district of having its employees participate as spectators at extracurricular activities.

The Board also appreciates the efforts put forth by all district employees in making these activities possible for students.

In an attempt to recognize this commitment, the Board allows its employees and one (1) guest to enjoy, without cost, the entertainment provided by these activities.

The following guidelines outline the use of identification cards:

1. An employee identification card will be issued at the time of employment.

2. The card is nontransferable.

3. The card is the property of the district and must be surrendered to the immediate

supervisor or Payroll/Benefits clerk upon separation of employment.

4. The card may be used to identify employees to authorities in case of an emergency.

5. The card will admit the employee and guest to Board-sponsored activities held

within the district.

6. This card will not be valid for student fundraising activities or the prom.

7. At retirement, the employee shall surrender his/her employee card and if requested, be issued a retiree card which provides the same benefits as the employee card as outlined above.

FALL 2014 Student activities are an integral part of our educational program. Co-curricular programs are not only a way for students to have fun, but also a valuable educational tool. Activities provide an opportunity for all students to participate and help build community recognition and identity. Co-curricular activities are designed to instill school pride and teach life-long lessons. They support the academic mission of the school district and promote citizenship and sportsmanship. FOOTBALL “Adam Sabuacak Player of the Game Award” Adam Sabuacak was a 2001 graduate of Pottstown High School. He earned four varsity letters as a player for the Trojans and after graduation was one of our most loyal fans. Adam passed away in the spring of May 2009 and in his memory each week the high school football team will be naming the "Adam Sabuacak Player of the Game."

Gary is a 6’1”, 195 lbs. left-handed quarterback who with one game remaining in the season has rushed for a team high 706 yards and nine touchdowns. GIRLS’ FIELD HOCKEY

The Pottstown Trojans and the Perkiomen Valley Vikings field hockey teams “Play for the Cure” Ebony Reddick was named by the PhilaFieldHockey.com Association as the “Defender of the

Week” for September 15th to 21st. As a freshmen goalkeeper, that week in three games Ebony faced 94 shots on goal and recorded 81 saves for an 86% save percentage.

The field hockey team participated in the “For the Cure” game against cross-town rival Pottsgrove. Through donations and sale of bracelets, the team was able to make a donation to the Cancer Society. BOYS’ SOCCER Logan Pennypacker Named Mercury Athlete of the Week 9-17-14

The Trojan three-sport junior athlete Logan Pennypacker was named Athlete of the Week after he contributed to the Pottstown Boys Soccer team efforts in three games during the week. This season he has scored ten goals and one assist, with a hat trick in two games. Logan is also a baseball and wrestling standout, while at the same time earning academic distinguished honors.

BAND The Pottstown High School Marching Band competing in the Yankee Division participated in the 55th annual Boyertown Marching Band Cavalcade. With a score of 76.65, they placed 2nd behind Governor Mifflin with a score of 78.25. Pottstown CARES Day

Amy Gazzillo and Ginger Angelo were recipients of the Science Award presented by Arkema Science Research Center. The award enabled them to participate in a week long program at the Arkema facility where they had opportunity to interact with professional scientists and to have hands-on training in the use of educational tool kits which they were able to utilize in their classrooms.

Throughout the week, district personnel were busy preparing for the return of students. An open house hosted by Principal Mr. Matt Moyer saw over 500 visitors including students, staff, family, alumni, and retired Rupert teachers. Over 80 parents and students took part in the annual Rupert Family Activity Night where they had the opportunity to participate in both athletic games and academic challenges. Sixteen members of the Rupert staff also attended and worked with parents and students. Over 500 students and staff took preventative measures to avoid being sick over the winter by receiving free flu shots from the Montgomery County Health Department.

Rupert Elementary’s First Marking Period I’MPACT Award Winners were:

Barth Principal Mr. Ryan Oxenford and teacher Sarah Paul conducted a fundraiser for the “Girls on the Run” program and challenged students to help raise money to support the program. The successful campaign raised $450.00 and as a reward Mr. Oxenford and Ms. Paul received pink Mohawks. Lincoln Principal Mrs. Calista Boyer challenged her students to read 1,000 books during the first marking period. Students exceeded the goal by reading 2,375 books and as a reward they attended an assembly where ten students were able to pour buckets of ice cold water over Mrs. Boyer’s head. Students and staff at Rupert Elementary School conducted a number of fund raising activities to support a former student who is undergoing treatment for cancer at the Children’s Hospital of Philadelphia. Events included a “silly sweater” contest, a “fancy dress day,” and Miss Jamie Fazekas’ third grade class “lemonade stand.”

MIDDLE SCHOOL

Back to school night a big success with hundreds in attendance.

Jaelyn Kennedy was recognized for her contribution to the Halloween Window Decorating Contest which helped to raise funds for the Halloween Parade. She was recognized with an Honorable Mention People’s Choice Award.

Fifth and sixth grade students took a reading challenge during the months of September, October, and November. Students were asked to do 800 hours of reading at home. Fifth grade students exceeded that challenge by reading 1,247 hours. Combined with sixth grade results, over 2,000 hours of reading at home was done. Their reward was a movie and popcorn event held at the middle school.

HIGH SCHOOL Pottstown High School junior Shane Dugan was recently featured in a story detailing his journey to become an airplane pilot. In order to meet the weight requirements, Shane has lost over 40 pounds and has a goal to meet the physical requirements to enter the Air Force Academy. High School Cheerleading squad, along with Advisor Christina Weiss, showed their pride in Pottstown by helping to decorate windows in downtown Pottstown in preparation for the annual Halloween Parade. Over 50 PHS students joined students from The Hill School and Montgomery County Community College, along with members of the Borough of Pottstown workers, to participate in the second annual Pottstown CARES Day. Students and adults joined hands in helping to clean the streets of Pottstown and to provide services for senior citizens. Pottstown High School also hosted a blood donation drive which saw over 60 PHS students participate and collected 47 units of blood and Pottstown High School ranks 2nd in the total donations in a nine county area. All of the day’s efforts made a difference and gave us another reason to say “Proud to be from Pottstown.”

Thank you to the Pottstown High School cheerleading squad for providing assistance at the elementary school fall festival days. In addition to helping run all the activities at the various schools, the girls also got into the mood of the season by dressing up. Thank you to the 40 ROTC cadets, under the leadership of Col. Jake Porter and Master Sgt. Alex Bolar, for providing support to the annual Pottstown Pet Fair. Cadets performed essential support activities of setup for the event which saw several thousand people participate in the annual Pottstown event.

Master Sgt. Alex Bolar accompanied the Jr. Air Force ROTC Color Guard to present the colors at the Elks Club as part of their Veteran’s Day ceremonies. Jr. Air Force ROTC Cadets give a helping hand to set up the Book Fair at Barth Elementary School. The Jr. Air Force ROTC unit PA951 was evaluated by Retired Chief Mst. Sgt. Richardson, Regional Director of 150 ROTC units throughout the eastern United States. The unit as a whole received Distinguished Honors. Recognized as Top Performers were Cadet Mst. Sgt. Zikia Paschall and Cadet Chief Mst. Sgt. Josh Stasik.

POTTSTOWN SCHOOL DISTRICT ALUMNI HONOR ROLL

The Pottstown School District inducted its 29th addition of outstanding alumni into the Alumni Honor Roll. This year's recipients included:

Phyllis Sell Salem – Class of 1948 – Phyllis is the only graduate of the American University of Beirut to serve abroad in a

time of war and to serve the U.S. Government and Lebanese Government during its moment of crisis with great distinction. She held high diplomatic, national, and service roles and was honored formally by the government of the United States and the government of Lebanon where she taught, raised a family, and made a huge difference in Arab/American relations. Few Americans have had this opportunity and this privilege. She believed in the diversity of cultures and in the progress of humanity through the interaction of cultures. To her, every culture has its intrinsic values and its specific contributions. She admired the distinctiveness in each culture for the beauty and joy it added to our lives. She believed that in searching for the understanding of others guaranteed personal freedom and human dignity.

James E. Rodgers – Class of 1953 – Chief Rodgers received an associate degree in administration of justice and community service from Penn State University in 1975 and a Bachelor of Science degree in administration of justice in 1981. He had 27 years of experience in the field of law enforcement. He served on the Pottstown Police Department as sergeant, captain of police, and ultimately chief of police. As chief, he instituted a Crisis Intervention Service, a Crime Prevention Unit, and a Police Award Program. He was instrumental in the development of a cooperative instructional program between the police department and local school districts. Chief Rodgers also created an honor guard within the Pottstown Police Department to represent the Borough of Pottstown. He is credited with updating and utilizing the latest computer technology and police communications system of its time. Chief Rodgers has been the recipient of numerous community and law enforcement awards.

David G. Garner – Class of 1976 – In high school, Dave was a member of the cross country team helping to lead the team to three straight league championships and was on the wrestling team, editor of the yearbook, and participated in the school musicals. He graduated from Ursinus College in 1981 with a Bachelor of Arts degree in political science and European history. He also helped lead his college cross country team to a championship and twice qualified to participate in the National Championships. In 1984, he graduated from Dickinson School of Law with a Juris Doctor degree. Dave served in the United States Marine Corps from 1984 to 1991 achieving the rank of captain. When he returned to Pottstown, he worked for various law firms before opening his own practice. Mr. Garner is involved in a number of community organizations including the Tri County Chamber of Commerce, Co-Chairman of the Regional Planning Committee, Board of Directors of Creative Health Services, President of the Church Council of St. James Lutheran Church, Board of Directors and President of the Pottstown Cluster of Religious Communities, the American Business Club, the Advisory Committee of Manatawny Manor, Secretary of Mosaic Community Landtrust, and Past President of Pottstown Borough Council.

Mark Pennypacker, Sr. – Class of 1978 – While attending Pottstown High School, Mark was a member of the football

and tennis teams, served on Student Government, and the yearbook staff. He also sang in the chorus and held the lead role in both the junior and senior class plays. He graduated from West Chester State College with a B.A. in philosophy and sociology. In 1982, he moved to Virginia and attended Virginia Theological Seminary. He served as a chaplain at Spring Grove Psychiatric Hospital, Johns Hopkins University Hospital, and Baltimore City Hospital. He graduated with a Master of Divinity in 1986 and began serving as chaplain at St. Elizabeth Psychiatric Hospital in Washington, D.C. In 1987, he began his teaching and coaching career. He has coached football, soccer, tennis, and swimming. He currently teaches biology and earth science. In 2004, he earned a Master of Education Administration degree from Shenandoah University and in 2010 a master’s degree in Geosciences from Mississippi State. For over ten years, he has participated in the People To People Student Ambassadors Program which has given him the opportunity to coach soccer in Brazil and Europe. He has taken students around the world and traveled to China, Australia, and New Zealand. Mark has also had the opportunity to contribute to his community by serving in the Boy Scouts organization, the United Way of Northern Shenandoah Valley, and the American Red Cross. He has worked with the Lions Club International and served as President and Vice District Governor.

Sports Hall of Fame recently honored:

Crystal Gibbs – A 2 sport star at Pottstown High School, Gibbs earned many awards. She was All-ChesMont in both basketball and field hockey. She led her team to a ChesMont championship in basketball, and also a District I championship. She scored over 1,000 points during her career. She went to Temple on a scholarship to play field hockey. As a freshman, her team went to the NCAA National semi-finals. She is 7th on the all-time list for goals scored at Temple. She once scored 4 goals in 1 game. She is currently a very well respected basketball referee and field hockey umpire, officiating many district and league championship games.

Regina “Gina” Oliver – Oliver was a star at PHS in lacrosse. She scored over 100 goals while playing for the Trojans. She earned a scholarship to Ohio State to play lacrosse. She won 4 letters at OSU and earned All-American honors 3 times. She is the career leader in ground balls (236), and caused turnovers (201). She is 2nd in draws (121) and 3rd all-time in career points with 166 (125 goals/41 assists). She played on many National Teams, and has competed all over the world, being named to the Top 12 players in the world in 2009. After graduation she turned to her passion – coaching. She has coached at Duquesne University, Ohio State, and the University of Cincinnati.

Rian “Goo” Wallace – Pottstown High School football star, Wallace is the all-time leading tackler with 370. Scored 34 career TDs. Played in the Montgomery County All-Star Game, and the Big 33 Game. 2001 Mercury Player of the Year, PAC-10 Player of the Year, PCTV Player of the Year. Three year starter and captain his senior year for the Trojans. Played at Temple for 4 years. 1st Team All Big East, 6th leading tackler in Big East, and named to several All American Teams. Inducted into Temple’s “Ring of Honor” and the Ricketts Community Center Hall of Fame. Played professionally for the Pittsburgh Steelers and Washington Redskins. Won a Super Bowl Ring with the Steelers.

Pottstown, she was a daughter of the late Warfolom and Anna (Motyl) Chomnuk. She was an active member of Coventry Church of the Brethren, where she was a member of the Senior Choir. Mrs. High worked for the First Federal Savings and Loan for 10 years, then retired after 27 years with Sears Roebuck. She was a Cub Scouts Den Mother for Pack 27, and was one of the founders of the South End Reunion in Pottstown. She was a Chester County Republican Committeewoman, a member of the Coventry Garden Club, and also an avid baker, cook, and artist.

Glenda J. Whitehurst Satterwhite - Class of 1977 – Glenda was the wife of Jeffrey S. Satterwhite. Born November 20, 1959 in Pottstown, PA she was the daughter of Marvin A. Whitehurst Sr. and Berwindale J. Glenn Whitehurst. While in school she ran track and was the featured twirler. Glenda was employed by Ford Electronics in Lansdale, PA and John Middleton Co. in Limerick, PA. She had a bubbly personality that radiated throughout her life and her serious illness and was so uplifting to all that witnessed the fight for her life.

Delores B. (Burdan) Price - Class of 1950 - She was born on July 9, 1931 in Atlantic City, NJ to the late Oliver R. Burdan and Ida May Lester. At the age of 12, Delores moved to Pottstown. After high school, she enrolled in nursing school at Pottstown Hospital School of Nursing and became one of the first African American nursing students to enroll and graduate with her registered nursing degree in March 1956. After being employed as a RN with the Pottstown Hospital for several years, she left Pottstown Hospital to become an RN at Pennhurst State Hospital. She became an employee of the State of Pennsylvania as a Supervisor with the Medical Review Team until her retirement. Delores married Donald J. Price Sr. they were happily married for 56 years. She was a member of Bethel A.M.E. Church, Pottstown, Pa. She was a member of the mass choir and the women's missionary society.

Bruce Fegley Sr. - Class of 1938 – Bruce was the widower of Phyllis K. Fegley. Born in Birdsboro on May 21, 1920 and raised in Pottstown, he was the son of the late Mahlon and Sarah (Feiring) Fegley. He was the operator of Bruce Fegley's Esso Service Center (formerly Buckwalter & Shaw), High and Adams Street, in Pottstown. During the 1973-74 oil crisis, he rationed gas to his customers but always made sure the local doctors and the Goodwill Ambulance had all the gas they needed. After selling his service station he worked at Hatfield & Shaner, Pottstown for several years before retiring. He was a member of St John’s UCC, Price St., in Pottstown for many years. Bruce was a proud veteran and served on the destroyer escort USS Jordan (DE-204) from its commissioning until the end of World War II. He was a Yeoman first class.

Elmer P. Panoc - Class of 1947 - He was the husband of Lois (Golie) Panoc. Born in Pottstown he was the son of John and Barbara (Pollick) Panoc. Elmer was employed as a mechanical draftsman for A.P. DeSanno Co. and Coleman Industries. He was a US Army veteran and was a 50-year member and Past Exalted Ruler of the Pottstown Elks Lodge.

John Abraham Wanger, Jr. - Class of 1938 - He was the husband of the late

June (Trayer) Wanger. Born in East Stroudsburg, PA, he was a son of the late John A. Wanger, Sr. and Mary E. (Saylor) Wanger. He worked as a supervisor for the Spring City Knitting Company for 36 years, retiring in 1985. He was a member of St. James Lutheran Church, Pottstown, the Stichter Lodge 254 F. & A.M.; Reading Consistory and Rajah Temple Shrine.

David Anthony Tyler II - Class of 2010 - Born May 6, 1991 in Bryn Mawr, PA, he was the son of Kisha and David Tyler Sr. After graduation he attended Shippensburg University. From pee wee to high school and as a freshman in college, he was an outstanding running back. He had a passion for landscaping and as a landscaper for Cornerstone Landscaping of Phoenixville, until his death, he was able to bring his passion to life.

Thelma Doris (Weikel) Smith - Class of 1938 – Thelma was the widow of John Walter

Smith, of Lewes, Delaware. Born in Pottstown, she was the daughter of the late Howard Jewel Weikel and Doris Elizabeth (Ziegler) Weikel. She attended Kutztown State College for Art. Thelma, along with her husband, was the founder of the Rt. 73 Drive In, in Gilbertsville for over 20 years. She loved arts and crafts, Bingo and collecting sea shells. Thelma was at one time very active in the Boyertown American Legion, Earl Township Fire Company Ladies Auxiliary and the Gilbertsville Fire Company Ladies Auxiliary.

David D. Fritz - Class of 1969 - Born in Pottstown, PA, he was a son of the late Forrest and Nora (Dotterer) Fritz. He was employed by Verizon Communications for 34 years, working in logistics and customer service. After retiring from Verizon, he worked for Kutz Builders for the past 10 years. Dave was an active member of the Rotary Club of Pottstown. He also had several hobbies. He enjoyed attending the annual Experimental Aviation Association Fly-In in Oshkosh, Wisconsin, while visiting family. He loved boating and helped countless friends and family members learn to water-ski. He was also previously involved with the National Ski Patrol.

Peter Kuspis - Class of 1944 - Peter was a beloved father and cherished grandfather. His childhood and early adulthood were spent in Pottstown, where he met and courted the love of his life Dorothy (Groff) Kuspis. He served with distinction in WWII. His professional life was dedicated to flying, working as a Captain for both Capitol Airlines and United Airlines.

Barry L. Rowe - Class of 1958 - He was the son of the late Gerald Stahl and Irene (Hoagie) Stahl. He served in the U.S. Air Force National Guard from 1963-1969. Mr. Rowe was a printer and worked for the Pottstown Mercury and the Times Herald in Norristown, PA, from where he retired after over 40 years. He was a member of the Stichter Lodge #254 F. & A.M., Pottstown, PA and was active with the U.S. Coast Guard Auxiliary. Barry enjoyed boating on the Chesapeake Bay and in Pennsylvania, fishing, archery hunting and working on, restoring and collecting old cars, especially his Willys Jeep.

Mildred "Mickie" Kylen Stamp - Class of 1940 - Born in Pottstown, she was the daughter

of the late William Schroeder and Mable (Johnson) Bachman. In August of 1949 she married the late Walter J. Kylen. Following his death she married Robert J. Stamp of Florence, SC in 1996. She went to Pottstown Hospital School of Nursing where she earned her degree as a registered nurse. Upon graduating from nursing school, she worked as a registered nurse at Emily Bissell Hospital, Wilmington, DE. Over the years, Mickie took many classes in art and was an avid painter. She was also a very talented organist. Mickie was very active in the Ocean View Presbyterian Church, Ocean View, DE where she served as an elder, and served on the Executive Committee of the Presbyterian Women of New Castle Presbytery. She also was a member of the choir and was a soloist at the church. She was also quite active in several clubs. She served as President of the Lord Baltimore Women's Club and served on the Executive Committee of Delaware State Federation of Women's Club. Mickie was a member of the Swedish American Society and served as one of the "Colonial Ladies" for the Delaware Tall Ship Days and other historical functions. She also volunteered many hours at the Chambersburg Hospital, Shippensburg Clothing Bank, and Meals on Wheels.

Shannon Rae Essick - Class of 1998 - Born in Pottstown, she is survived by her parents, Edward J. and Deborah Essick; four sisters, Nikki Harrington, Tanna Essick, Victoria Miller and Kristina Schlupp; two brothers, Derrick Miller and Jason Schlupp; grandmother, Bernadine Essick, and her beautiful daughter, River Song Essick-Rhoads.

Richard U. Borneman - Class of 1943 - Born in Sanatoga, PA, he was a son of the late Elmer S. and Irene (Urffer) Borneman, and his step mother Myra Borneman. He was employed as a truck driver with the former Bethlehem Steel Co. for 31 years and the Allentown Refrigeration Corp., Boyertown, retiring in 1991. He was a veteran of the Army Air Force during WWII. Mr. Borneman was a member of Saint Gabriel's Episcopal Church, Douglassville. He was a member of the Union Masonic Lodge #479, Birdsboro, the Amity Lions Club and the B & M Sportsman Club.

Mary Ann (Will) Rupert - Class of 1953 – Mary Ann was the widow of R. Bruce Rupert. Born in Pottstown, PA, she was a daughter of the late Russell Will and the late Marian (Engle) Will. Mary was an executive secretary at the former Cates Ford, assistant manager at Famous Footwear, and worked for Dr. Freidberg, in Pottstown. She was a member of Zion's United Church of Christ, Pottstown. Mary was a member of the Pottstown Doe Club, was a good homemaker, wife and mother, and loved spending time in her flower gardens. She also volunteered at many local schools while her children were growing up.

Mae Wilhelm Souleyret - Class of 1945 - Born in Railroad, Pa, York County, Mae was the daughter of the late John and Anna (Askainen) Wilhelm. She grew up in Pottstown and attended the Pottstown Hospital School of Nursing. After nursing school, Mae served in the United States Air Force as a general duty nurse. She would then become a Federal Civil Servant in nursing, working in various VA Hospitals, including Coatesville and the former Valley Forge location.

Jay H. Neiffer - Class of 1964 - Born in Pottstown, he was the son of the late Harrison and Ruth (Whalen) Neiffer. He received a B.S. in Shop/Textile from California College in PA. He received a Masters Degree in Computer Education in 1992 from Philadelphia College of Textiles and Science. He was a member and advisor of TSA an Industrial Art Organization. Jay was proud to be an Eagle Scout. He enjoyed traveling both domestic and abroad. He worked for the Boyertown Area School District as a teacher in Home Maintenance/Shop.

Jean M. Diffendal - Class of 1970 - Born in Philadelphia, Pa, Jean was the daughter of the

late James J. and Marie E. (nee Ginnis) Diffendal. She worked in customer service support for HIBU/Yellowbook for over 15 years, along with a secondary job as a cashier with Superfresh. Jean loved spending time with her family and is survived by six brothers, James (Judy), Wyomissing; Dennis, (Debbie), Ivyland; Richard (Sandy), Pottstown; Mark (Trish), Jenkintown; John, Honeybrook and David (Diana), Lititz; and one sister Marie, wife of the late Dallas Breidenbach, Pottstown.

Keith R. Miller - Class of 1977 - Born in Reading, he was the son of Patricia L. (Anderson) Miller and the late Raymond J. Miller. Keith attended Grace Assembly of God in Spring City. He worked as a mortgage broker at Susquehanna Bank. Prior to that, he was a car salesman at the former Williams Pontiac in Boyertown. Keith was a sports enthusiast who enjoyed high school football, baseball and wrestling, as well as semi-pro football, and AAA softball. He was also an avid bowler.

Parke Frederic "Fred" Myers – Class of 1962 – Fred was 72, of Pottstown, husband of Phyllis A. Myers. Born in Pottstown, PA, he was a son of the late Parker Myers and the late Jane (Hahn) Myers. Fred worked for the Pottstown Mercury and also for the former Firestone Tire & Rubber Co. He was a lifetime member and volunteer fire fighter of North End Fire Company, loved spending summers in Pot Nets in Delaware. He also loved spending time with his grandchildren and grand puppies. Surviving besides his wife are two daughters Nancy J. wife of Randy Sellers, Pottstown; Jill I. Myers, Pottstown; two grandchildren Erin L. & Cole J. Sellers; and a niece Susan wife of Richard Tokonitz, Pottstown. He was predeceased by a brother Herbert Myers.

Martha Jane Williams, 93, was the wife of the late Robert E. Williams who died in 2009. Born in Reading, PA, she was the daughter of the late Norman and Elizabeth (Rudy) Hardinger. Martha was a member of St. James Lutheran Church, Pottstown. She had worked as a Secretary for the Pottstown School District for over 40 years until she retired. Prior, Mrs. Williams had worked for Glidden of Reading. Martha enjoyed playing cards, crosswords and holidays with her family and loved to travel.

Randy Heffentrager, 50, was the husband of Gaylene Marie (Crabtree) and the father to son Ryan and daughter Cassy. Born in Ephrata, PA, he was the son of Richard V. and Bonnie R. (McGowan) Heffentrager. Randy was a computer technician for 12 years in the IT Department of the Pottstown School District. He was a member of Exeter Bible Church.

Melissa (Thompson) Scaltrito – Class of 1977 – Born Melissa (Missy) Mae Thompson May 5, 1959 in Pottstown to Carroll E Thompson and Marilyn J (Focht) Thompson both deceased. Melissa graduated from The Allentown School of Nursing in 1984. Melissa was as a nurse at Allentown Hospital starting in 1984, Paoli Hospital in 1990, and ManorCare Health Services. She worked as a nurse in the Pottsgrove, Boyertown, and Pottstown school districts including the past five years as part time School Nurse at Rupert Elementary School. Having a passion for helping young children, Melissa began working part time this past year at the Warwick Child Care Centers.

Rev. Daniel H. Gerber, Sr. - Class of 1954 – He taught vo-tech in the Pottstown School District, 1966-1971, where he also coached football, basketball, and track. He was the husband of Joyce A. (Rhoads) Gerber, with whom he shared 59 years of marriage. Pastor Dan was born in Tamanend, PA, to the late Edgar G. Gerber and Margaret M. (Hess) Gerber. He earned a Bachelor of Science degree from United Wesleyan College in Allentown, PA. Pastor Dan was formerly a foreman at the Stanley G. Flagg Co in Pottstown, the Jerry Fegley Machine Shop in Pottstown and Gallo Machine in Gilbertsville, PA. While at Fegley's, he entered the pastorate of the Wesleyan Christian Church, Pottstown. He also served as Chaplain of the Ringing Hills Fire Company and as executive secretary of Seyfert Camp Grounds, Gibraltar, PA. From 1989 to 2002 he was a joint owner of The Gerber's Cup Family Restaurant, "The Cup" in Pottstown. Rev. Gerber enjoyed giving of his time, talent and treasure to help others. He also enjoyed golfing, hunting, and in earlier years bowling.

Joseph J. Jones - husband of the late Sophie (Racis) Jones and Ann "Nancy" (Chomnuk)

Jones, passed away on Thursday, Jan. 1 at Pottstown Memorial Medical Center. Born in Nanticoke, he was the son of the late Joseph M. and Esther A. (Maza) Jones. Joseph graduated from Nanticoke High School, followed by an enlistment in the Navy, serving during European Occupation and the Korean War on the USS Tarawa. He attended Bloomsburg State University where he was a member of Gamma Theta Upsilon fraternity and graduated in 1957 with a bachelor's degree in teaching. He also attended Kutztown University earning a master's degree in 1960. He was employed as a history and geography teacher, coach and assistant athletic director in the Pottstown School district for 30 plus years. He enjoyed Pottstown sports, attending many events before and after retirement. He was also a football scout for Penn State for 15 plus years, concentrating on the Northeast. Joe was a member of the Pottstown Polkateer dance club, enjoyed traveling to the beach with family and, later in life, traveling the world. He was highly involved in Pottstown politics and attended many events in support of the Mayor, late Ann "Nancy" Jones. He portrayed John Potts at many of the Pottstown events. He also enjoyed golfing with faculty friends before and after retirement.

• Forrest Ginder – Class of 1932 – Was recently honored by the Pottsgrove School District for being one of the founding fathers of their school system. At 99 years old, Forrest still shows his commitment to community service by being actively involved with class reunions and civic responsibilities. He is one of the reasons we say, “Proud to be from Pottstown.”

• Dartel McRae – Class of 2003 – Dartel is a graduate of the University of Pittsburgh with degrees in political science and philosophy. Currently he is an actor/writer in New York City having performed in a number of small theater productions. He was one of the stars in a short film which premiered at the Tribeca Film Festival. His television experience includes appearances on the Discovery channel, Boardwalk Empire, and “The Black Box,” which premiered on NBC.

• Seth Pihanich – Class of 2008 - Seth is a 2012 graduate of Edinboro University with a dual degree in sports administration and recreation administration. He also obtained a minor in speech and communication. His first venture into the work world was as box office manager with the Erie SeaWolves minor league baseball team. He then relocated to North Carolina and became a qualified park ranger and serves in the U.S. Parks Service.

• Candace Benson - Class of 2010 – Candace was one of two finalists in the nationally televised BET Sunday Best Gospel Singing Contest. She survived nine rounds of weekly competition on national television and helped to put Pottstown on the map. Candace is presently a music major at Montgomery County Community College and the Director of Music at Bethel AME Church in West Chester. • Jacob Slick – Class of 2010 – Jacob is attending Hartwick College and is a member of the football team. As an offensive lineman, he helped pave the way for Hartwick’s running back to gain over 331 yards on 51 carries in a game against Morrisville State.

Attendees: Chairperson Mrs. Kimberly Stilwell, Ms. Katina Bearden, Mr. Ron Williams, and Mr. Stephen Rodriguez 1. POLICIES TO CONSIDER FOR FEBRUARY 23RD BOARD MEETING:

137: HOME EDUCATION PROGRAMS Mr. Rodriguez explained the way that homeschooling families are evaluated by the school district. The committee recommends this policy for approval to the full board at the next meeting.

228: STUDENT GOVERNMENT The committee discussed the policy and noted that high school student government has been a functional organization for many years, and that the principal has the ability to intervene in the student government organization if necessary. The committee recommends this policy for approval to the full board at the next meeting.

710: USE OF FACILITIES BY STAFF This policy was reviewed, simplified, and edited. There were minimal changes made from the last time the policy was presented to the committee. Ms. Bearden asked how the Business Manager assesses fees. Mr. Williams and Mr. Rodriguez explained the fee rate. The committee recommends this policy for approval to the full board at the next meeting.

828: FRAUD Mr. Rodriguez explained that Policy 828 advises what to do if someone is caught stealing or being fraudulent. Mr. Rodriguez said that this policy follows law guidelines and common sense. Questions were asked and answered about the chain of command if the superintendent is involved in fraud. Mr. Williams explained how the process works. As a result, the committee decided to make a change to the wording of the policy to add Business Manager and board president on page 3 under Confidentiality paragraph 1. The changes will be made and the committee recommends this policy for approval to the full board at the next meeting.

904: PUBLIC ATTENDANCE AT SCHOOL EVENTS The committee reviewed the policy and stated that Policy 904 covers more than attendance. The committee recommends this policy for approval to the full board at the next meeting.

Curriculum & Technology Committee Minutes February 5, 2015

Attendees: Ms. Mary-Beth Bacallao, Ms. Katina Bearden, Mrs. Kimberly Stilwell, Mrs. Polly Weand, Mr. Thomas Hylton, Mrs. Gail Cooper, Mrs. Jen Winterbottom, Mr. Matt Boyer, Dr. Jeffrey Hartmann, Mr. Patrick Connors, Mrs. Taffy Wolfe, Mrs. Laurie Kolka, Dr. Sparagana, and interested citizens. Geo Dome at the PMS Auditorium Mrs. Winterbottom gave the committee members a tour of the Geo Dome. Building Plans for PMS & PHS Dr. Hartmann gave a presentation on the high school goals and plans. He received the scores back from AP and five students received recognition because of their scores. Student Ben Habekost received a scholarship to Valley Forge Military Academy. Dr Hartmann addressed issues in the comprehensive plan and school profile. He talked about the high school vision and expectations. He stressed three major concerns: Algebra & Biology Keystone scores, the increase in the ESL population, and AP performance and enrollment decline. He also mentioned the graduation rate. Dr. Hartmann shared a long list of areas of improvement in the School Performance Profile.

Dr. Hartmann laid out the action plan to address these items. The Comprehension Plan action plan utilizes CDT’s, SLO’s re-post-tests, data analysis time and GLM’s. For the School Performance Profile, the action plan also utilizes CDT’s, course stratification and co-teaching as an intervention tool. Mr. Boyer gave a presentation on the 5th and 6th grade goals and plans. Mr. Boyer outlined five concerns:

PSSA performance by special education students has not kept pace with the annually increasing thresholds mandated by the state

A consistent “dip” is seen in 6th grade PSSA scores Some Advanced and Proficient students across grades did not achieve one year of growth Projections reveled by PVAAS show a concern for a high volume of students who may

not achieve at the expected rate Need to improve DIBELS re-tell/comprehension scores in grades 5th and 6th

Mr. Boyer talked about the mission statement and the pillars of character which is a school wide positive behavior plan. He presented the action plan for the five concerns. The action plan includes use of intervention, small group instruction, pull –out, PODS, flexed math instruction, and CDT testing. Mrs. Weand asked about the amount of transient students. Dr. Sparagana stated that the old data was roughly 28% in and out of district with a building rate of 75%. Mr. Boyer talked about items that have created a better environment in the classroom: movement in the classroom, brain energizers, and brain breaks. He talked about the core students and his plan for them to stay reading on grade level. The 21st Century After- School Program was discussed and committee members agreed that more students should take advantage of this program.

Mrs. Cooper gave a presentation on the 7th and 8th grade goals and plans. Areas of concern are the same as the 5th and 6th grade. Mrs. Cooper laid out the action plan to address these concerns. They are as follows: inclusion, targeted small group instruction, utilizing 21st Century program, off campus opportunities, co teaching, screen in- coming students, using PSSA items, extra Math periods, benchmark testing, and CDT’s. She outlined plans for building wide enhancements designed to increase student achievement. Mrs. Cooper would like to see more presentations by colleagues during faculty meetings to share expertise and utilization of the school wide discipline plan to aid in student achievement. Co-Curricular Update Mr. Connors gave a winter sports update. He congratulated the girls’ basketball team on their league win. He reported that Brian Quill scored his 1000th point. Mr. Connors shared starting a committee of coaches and administrators to improve PSD’s participation rates, competitiveness and cultural improvement. He stressed support from school, parents, community and media. He told the committee that Norristown has applied to join the PAC-10 which will aid in league expansion and competitiveness. One other school, Upper Merion, wants to join as well. Mr. Connors also made the committee aware of a referee, Bill Holloway, who has donated his paycheck to Save the Lights fundraiser. He talked about PSD’s partnership with the Rothman Group. He thinks that rivalry between schools promoted by the Rothman Cup would cultivate a positive school spirit. Technology Update Mrs. Wolfe reported on projects completed and in progress.

Mr. Hylton expressed his concern about data misplacement. Mrs. Wolfe assured him that only items that are current (2012 and forward), Demographics, and the Board section will be “live”. The items that are archived will be there for the future.

Replacement IT Technician – Start Date: December 15, 2014 (completed) Mrs. Wolfe expressed her approval of the new technician.

PATI (Pennsylvania Technology Inventory) Department of Education Surveys (completed) - Mrs. Wolfe does one for the district and one to each of the buildings.

PIMS Submissions (In Progress) Mrs. Wolfe explained that PATI gets submitted to PIMS

2015-2016 Professional Development Early Dismissals Mrs. Kolka spoke on the Calendar Curriculum adoption cycle. This year is PSD’s Science Adoption. Next year is the STEAM adoption year. Since STEAM focuses on several different subject areas, Central Staff wants to implement a 2 hour early dismissal schedule every other month for teacher’s collaboration time.

Literacy Design Collaborative Professional Development Mrs. Kolka says that teachers may feel anxiety because changes made have been made to common core. She went on to explain that to get a good score students have to use text based evidence or text dependent analysis. To address this concern, Mrs. Kolka said the district will be offering professional development sessions over the summer to instruct teachers in this area. She explained that teachers who take advantage of the summer session will be eligible to skip the first day back for teachers (1st In Service day). Review of Feb 6, 2015 Professional Development Schedule Mrs. Kolka reviewed the schedule of teachers and staff and what can be expected. Round table Ms. Bearden said that principals gave good information. Mrs. Stilwell enjoyed the Geo Dome. Mrs. Weand stated that she thinks the Board showed the principals their support. She suggested putting a policy in place for testing day delay. Mrs. Bacallao recommends the Board hear from the principals more often. Dr Sparagana received an email inviting him to bring a team to a national early education event in Chicago. He will be attending along with Mary Rieck and Laurie Kolka. Action Items

Administration Building Garland DBS Budget & recommendation – provided an estimate of the work required for this building per the Wiss, Janney report. The contractor is selectable through the US Schools & Communities program which has provided quality work for us in the past. The plan is broken down into four parts: Roof replacement for the wing with flat roof; the shingle roof; window replacement; and concrete work - $920,000 total project. The contractor could start work on the flat roof as early as this spring, either a 20-year system or a flood and gravel surface system. The administration is recommending to proceed with this first portion of the work. Mr. Hylton is a no-vote because the Wiss, Janney report indicates that no work on Admin Building is planned for Year 7. Mr. Kefer asked that we not move on the flat roof until we have confirmation from Wiss, Janney that it needs to be moved forward from the 7-year timeline. Mrs. Stilwell asked about funds for damage under the roof, which Mr. Kripplebauer said that there is a contingency of about 10% built in the project. Mr. Kripplebauer promised to share a response from WJE with the entire Board as soon as possible.

Mrs. Zahora asked about when the window replacement and concrete work will be scheduled for completion. The District will continue to evaluate and reset priorities as needed. Mr. Hylton mentioned his earlier request for an accounting of everything that was spent on the four elementary schools. This will be provided within a couple weeks.

Administrative sewer line repair- FYI – Beech Street will be closed for the repair of the sewer line which has been blocked for many years. Work will be completed by local contractors, with a cost of $14,971 and will take a day or two to complete.

Information Items

M&V Report – exceeded our savings goal by 52%, or $80,000 dollars. Mr. Kripplebauer spoke about the savings the District has earned through energy savings.

Wiss Janney Elstner Design Build Services - Mr. Kripplebauer presented the modified report with the Administration Building pulled out. It includes work from Year 1 which was not completed due to conflicts in contractor management. There will be additional meetings and requests for actual cost estimates. Mr. Kripplebauer responded to questions from the Board Members. Items on the report were re-arranged to take advantage of economies of scale for masonry work; then replace the elementary school roofs. Mr. Kefer asked about the amount budgeted for the current year – $625,000. Mr. Kripplebauer mentioned the need to replace the concrete steps to the Library at the Middle School. Mr. Kefer calculated that the plans will cost $1.4 million more than the $625,000. Mr. Kripplebauer pointed out that these priorities need to be re-ordered in conjunction with Wiss Janney and the Garland DBS work, along with review by our legal team. Mrs. Stilwell asked what items would be requested for voting this month – only the change orders and possibly the Garland DBS work, pending a response from WJE on the urgency of replacing the flat part of the Admin roof.

COSTAR pricing for track resurfacing- follow up – Mr. Kripplebauer provided a quote from Sportsline with two options: top & recoat ($140,000); of provide deeper base (Olympic quality). Mrs. Zahora asked about a warranty from the recent re-surfacing of the track. Mr. Kripplebauer will look into it, realizing that the work is not necessary this year.

Joint Personnel/Finance Committee Meeting

Contractual Increase for professional staff – Per the Professional Agreement a salary

increase for teachers beginning January 1 will be requested by the Administration – an exhibit will be provided for Board Meeting next week.

Volunteer memo – Revised the memo to volunteers regarding background clearances. Mr. Rodriguez provided websites for obtaining clearances and due dates. There was much discussion on what constitutes ‘direct contact’ with children and requests from Board Members to provide examples and further direction on the memo. It was suggested that administration research how other districts are interpreting the requirements of this mandate. Another draft will be generated following this discussion and further research. Release to the parents/community will be in March.

Finance

MCIU 2015-2016 General Operating Budget – Mrs. O’Donnell presented the MCIU

operating budget which is funded through district contributions. Although the budget has a total increase of 3.92%, Pottstown’s amount has actually decreased slightly. The Administration will be asking for approval of the contribution to the MCIU at the Board Meeting next week.
