• Deployment of six(6)*Safety/Umpire power boat
• Race Officials inside the power boats are linked by walkie talkies
• Ambulance and First Aid shall be stationed at Kallang Riverside Park beach (opposite Kallang Dragon Boat Nursery)
• Non life threatening emergencies: Race Officials shall evacuate the casualty via power boat to the First Aid station
• Life threatening emergencies: Race Official shall evacuate the casualty to the nearest designated emergency landing points and call SCDF ambulance at 995
Emergency Support
• Steerspersons must possess minimum SDBA Basic Helm Accreditation license
• All teams must appoint a Boat Captain
• Team Managers required to brief racing crew on:-
– Buddy System
– Capsize Drill
• All teams required to wear ISO 12402-5 or equivalent standard PFD
• Teams are permitted to bring water/snacks into the boat
• Racing Crew may call/seek the attention of any of the Race Umpires, in an emergency
Technical Safety Measures
Inclement Weather Plan
• SDBA depending on MyENV weather app for weather advisory
• SDBA will check with Marina Barrage on status of barrage gates
• Before race start: the race start time shall be postponed. Last call to start race shall be at 1645hrs
• Race in progress: Umpire/Safety boats shall gather all racing dragon boats and bring them back to Kallang Riverside Park beach or to the nearest designated emergency landing points, if necessary
Haze Action Plan• SDBA will abide with haze level alert as published on NEA’s
website and/or the MyNEA smart phone app.
• SDBA will use the 24-hr PSI level reading to decide whether to proceed with the event or not. Decision shall be made to proceed no later than 3pm on Friday 27/09/2019 (exactly 24hrs before race start time)
• In case 24-hr PSI reading is still within acceptable limits on race day, SDBA will also use the 1-hr2.5 PSI reading at 1pm to verify the safe limits before race start
• 24-hr and/or 1-hr2.5 PSI level >150: race cancelled (perhaps postponed to later date). Note that this is lower than the compulsory stoppage level of >200 due to the strenuous nature of racing

The Starts
a) The Start Line shall be at Merdeka Bridge (facing Kallang Basin)
b) All dragon boats shall assemble behind Merdeka Bridge
c) All teams will draw will their respective Racing Numbers
d) Time interval between teams will be 15 seconds apart

DEFINITION OF TB:-THE DRAGON BOAT IN THE REAR IS MINIMUM ONE SEAT BEHIND THE STEERSPERSON OF THE DRAGON BOAT IN THE FRONT
1. If both dragon boats are aligned (no FB and TB situation).2. The dragon boat nearest to the turn (the Near Turn Boat – NTB) has the
right to turn first3. The dragon boat further from the turn (the Far Turn Boat – FTB) must
give clear water to the NTB to turn4. Any collision or sideswipe that happened will be liable on the FTB5. All Steersperson are advised to exercise sound judgement in the interest
of safety when executing the turn

1. All dragon boats are required to hold water hard to avoid hitting person in the water
2. Avoid drastic evasive maneuvering
3. All Steerspersons are advised to be vigilant and constantly look out for obstacles in the dragon boat line of travel
Man Overboard Situation
1. Stay with the capsize or swamped dragon boat
2. The nearest Race Umpire will come to your assistance (once the coast is clear)
3. If able to right the dragon boat and re-board, you will be allowed to continue with the race
4. Otherwise, the crew will be rescued and the dragon boat towed to the nearest safe landing point
5. The Crew may decide to continue the race or not afterre-boarding
Capsize/Swamping Situation
Standard 10 secs time penalty
• Cutting of corners at Turns
• Any other Technical and/or Non-Safety infringements..

• If in the opinion of the Race Umpires, a Team was found not to exercise control to avoid collisions or capsizes or serious injuries to the crew of the Victim Boat
