CANSO AIM WORK GROUP: CREATING VALUE
To actively participate & contribute to ICAO AIS-AIM SG decisions, activities and deliverables.
To drive, promote and support the transition of AIM management to a new Network-Centric environment within CANSO ANSPs
To support global ANSP cooperation in the field of AIS-AIM-IM and to drive continuous improvement.

Significant effort invested by WG members to raise awareness on the issues facing the industry in this area (i.e. barriers to interoperability): Papers and presentations: ANC12, European AIM/SWIM Team meetings, CANSO AIMWG meetings, ICAO Flimsy’s, ICAO AIS to AIM Study Group

Following ICAO ANC12, ICAO setup an Ad-Hoc WG (AHWG) on standardisation. CANSO AIMWG members have been involved in contributing to the outputs of the AHWG, including: A draft standardisation policy paper
A problem statement paper
Partnership potential currently being investigated (with CANSO Head Office), to advance requirements for a Global Interoperability Framework on SWIM / AIM / IM services – with CANSO as the Global Facilitator
Using ICAO AHWG problem statement paper on standardisation, work is being progressed to gain support from the German national standardisation institute (DNI), and the institute for innovation economics at the Technical University Berlin, to look at development of a research paper (Thesis) on SWIM standardisation issues – for input to ICAO
Continue to advance support from IATA / ACI to progress development of an industry position statement (IATA / ACI / CANSO) on SWIM standardisation issues, for submission to ICAO by March 2014.
Continue to advance requirements for the establishment of a Global Interoperability Framework on SWIM, with CANSO as the Global Facilitator (i.e. the AEGIS concept)

Influence International Policy and Regulation on AIM Standardisation: (Working towards “Seamless” ATM)
Represented CANSO members at the following ICAO meetings: AIMSG7 Jan 2013, Ad-Hoc Group Meeting/9 Jul 2013, Aero-Charting Ad-Hoc Meeting/2 Jul 2013, AIMWG8 in Nov 2013
On behalf of CANSO members, the WG instituted a redraft of ICAO Doc 8126 (AIS Manual) to address legal and institutional issues. The ICAO AIS-AIM SG agreed this was a good start and acknowledge the need to further expand on these issues.
The AIMWG submitted a paper to the ICAO AIM SG on “Future Information and Security Needs”. This proposed an ICAO operated PKI in support of AI exchanges. The paper introduced Trusted Computing as an emerging trend that needs to be duly considered by aviation stakeholders.
The AIMWG members participated in the NOTAM Proliferation Analysis, initiated by the ICAO AIS-AIM SG.
AIMWG members have lead and/or have provided significant contribution to the following SG deliverables in 2013 (all of which are currently under review by the ICAO AIMSG Secretariat): AIS Manual Amendment 3 – Doc 8126, Quality Manual Doc 9839, Training Manual Doc 9919, eTOD / AMDB Manual Doc 9881
AIM Concept, WGS-84 Manual (accuracy & heighting) – Doc 9674, Charting Manual update – Doc 8697, Public Use of the Internet – Doc 9855
Next Steps - 2014
The focus will be on completing the re-drafting of Annex 15 and to introduce these changes via Amendment 38 to the Annex, and to complete the PANS AIM.
The CANSO AIMWG will be actively involved in contributing to, and reviewing the work of the SG. The AIMWG has established a temporary Task Force to facilitate the document review process.

Contribute to the development of future
operating concepts on SWIM / AIM / IM Service Delivery Management (Planning & Managing the Transition to AIM
/ IM)
The AIMWG developed a concept to facilitate Global Interoperability on ATM Information Services, called “ATM Exchange for Global Information Services (AEGIS)”. CANSO Executive have identified this concept worthy of further analysis and review by the AIMWG members.
The AIMWG continues to research industry activity and trends on SWIM / AIM / IM, and to share findings with members, regulators and industry participants whenever possible (i.e. through presentations, workshops, papers and publications posted on the ATM-Net, etc)
The AIMWG collated input regarding the ICAO Draft SWIM Concept paper, and submitted this to ICAO (through both the ICAO ATMRPP and AIMSG).
Next Steps - 2014
Continue to advance development of the AEGIS concept, through AIMWG meetings, member feedback, and the establishment of a trial / pilot project initiative.
Continue to research industry activity and trends on SWIM / IM / AIM, share findings, and initiate the development of position statements where relevant.

Next Steps - 2014
Restructure the AIMWG approach to managing WG activities, and to assist in managing the increased scope of work (i.e. from AIM to SWIM / IM) - by appointing Team Leaders to agreed 2014 priorities, and designing meetings and member participation around those priorities
Influence and contribute to the development of SWIM concepts, through active participation in SWIM demonstrations, research activities (such as technical standardisation), review of new concepts, etc

Developed a draft “AIM Roadmap - Phase 1” Fitness Check model, as a baseline for workshop discussions (in Budapest): Tested on SC members using a survey tool
Explored potential / options / requirements to develop this model further

Through the establishment of an AIMWG Task Force, develop a business case proposal for submission to CANSO Executive, to obtain additional support to advance development of an AIS to AIM Fitness Check / Benchmarking tool

Aeronautical Information: A Safety Issue? Example 3: Milano Linate, 2001
› Scandinavian Airlines Flight 686, bound for Copenhagen, Denmark, collided on take-off with a Cessna Citation II business jet carrying four people bound for Paris.
› All 114 people on board the two aircraft were killed, as were four on the ground. A further four people on the ground were injured.
› Guidance signs along the taxiways were later found not to meet regulations … there were no signs by which the Cessna pilots could recognize where they were. When they stopped at a taxiway stop-marking and correctly reported its identifier, the ground controller disregarded this identification because it was not on his maps and was unknown to him. 06/03/2014
