Major push will be given to development works in 2021-22 using above capital budget. Besides, the ongoing work of 12 hospitals and 12 bridges will be completed expeditiously.
During 2021-22, The proposed capital expenditure is Rs.18750 crore. From this, work of various STP projects, coastal road, GMLR, Hydro - Solar Power Project at Hinduhridaysamrat Balasaheb Thackeray Middle Vaitarna Dam, Desalination Project, Rejuvenation of Mithi River, Rejuvenation of Dahisar, Poisar and Walbhat Rivers, Upgradation of Deonar Abattoir, 12 bridges over Railway, 6 new bridges and upgradation of 5 hospitals will be undertaken.

Considering large size of P/North Ward and demand from citizens, it has been decided to bifurcate P/North Ward into two wards i.e. P/East and P/West Ward. Likewise, bifurcation of other large wards such as K/East Ward and ‘L’ Ward is under active consideration of the Corporation and will be decided in due course of time.

The Corporation has proposed to the Government to declare MCGM as Planning Authority for entire Cuffe Parade and Marine Drive area and proposal is under consideration of Government of Maharashtra.
The MCGM has also proposed to Government to declare MCGM as single Planning Authority for entire city of Mumbai for integrated planning and development of city in immediate future. This proposal is under active consideration of Government of Maharashtra.
Budget Estimates 2021-2022
It has been decided to give a major push to upgrade the infrastructure and civic amenities for welfare of the citizens by undertaking development of 149 footpaths of 160 km length, 128 nos. of traffic islands, 42 out of 344 spaces under flyover and bridges, (approximately 19 km). 108 nos. of community toilets, 20301 nos. of public toilets will be completed by 31st December 2021. Upgradation of 5 gardens in each Ward, aesthetic painting of walls and food hubs at 65 locations having approximate capacity of 3331 vendors covering a total length of 11 km operational from 6 p.m.to 11 p.m.

Redevelopment of Birla Krida Kendra into ‘मराठ� रंगभूमी कलादालन’ at estimated cost of Rs.175 crore and construction of Aquarium and Marine Research Centre of international standards at the cost of Rs.500 crore. These projects will be funded by Government of Maharashtra and implemented by MCGM.

Flooding Spots Redressal There are 386 chronic flooding spots in MCGM area out of which
171 spots have been already tackled. 120 additional flooding spots will be tackled before the onset of monsoon 2021.
29 spots will be started this year but will be completed before monsoon 2022. There are about 22 spots for which detailed planning is underway to tackle in the near future. 44 flooding spots belong to other authorities and private owners and adequate coordination is being undertaken to prevent flooding in this 44 spots also.
MCGM has already spent about Rs.1391 crore in the recent past to tackle the flooding areas and in the current year there are about 54 tenders finalised amounting to Rs.535 crore and work will start on war footing in the month of February 2021.
There are 9 desilting tenders which are finalised for desilting major rivers and major nallas amounting to Rs.180 crore of which the work will start in the month of February 2021.
The Mogra Pumping Station tender will be floated shortly and will be finalised before May 2021.
An international consultant is also being finalised to address the flooding problems on a long term basis before April 2021.

Long pending Gratuity dues of 3649 employees of BEST Undertaking will be cleared by MCGM by way of providing loan of Rs.406 crores at very nominal interest rate which will give relief to 3649 families
A consultant is being appointed by MCGM to bring administrative reforms in BEST to achieve operational and financial efficiency. A medium term business plan will also be prepared to revive the financial position of BEST..
MCGM has strong financial fundamentals and the outstanding receipts are huge in value. Even though in the current year, there are shortfalls in revenue collection from Property Tax and DP charges, MCGM has adequate resources to tide over this temporary cashflow issue. Upto January 2021, we received Rs.8,154 Crores as Octroi Compensation from Govt. and we expect to receive a total of Rs.9,799 Crores by 31st March 2021. Considering the drop in revenue collection, MCGM has already revised the budget for 2020-21 to a total size Rs.31,182 Crores reducing Rs.2259 Crores.
The drop in Property Tax collection is a temporary phase and MCGM expects Property Tax collection come to normalcy in near immediate future. MCGM has been following up with State Govt. for outstanding dues of Rs.5274 Crores and also with SRA for outstanding dues of Rs.1600 Crores. We expect to receive this amount from the Govt. in the year 2021, as the proposals are under active consideration.
MCGM has adequate funds available in different fund categories like Infrastructure Development Fund, Assets Replacement Fund and Surplus Fund. With the help of these funds, MCGM has been pushing for major development works in the year 2021-22. MCGM also expects Property Tax collection and DP charges collection to increase in the year 2021-22 due to Incentive Policy announced by the Govt. as well as return of economy to normalcy.

To positively influence public perception towards MCGM schools, 963 upper primary schools and 224 secondary municipal schools of MCGM will be renamed as Mumbai Public School (MPS).Efforts will be taken to upgrade the schools on par with CBSE/ICSE Board. MCGM also proposes to open 10 new CBSE schools. 20 playgrounds out of 63 playgrounds will be developed in phase wise manner to improve school infrastructure.
Mumbai city has recently become a part of C40 cities of the world to address climate change issues. To address climate change and pollution issues in Mumbai city, ‘Climate Change Department’ will be created in MCGM.

An amount of Rs.1600 crore towards land premium and infrastructural development charges are receivable from SRA. For recovery, correspondence with government is already done and efforts are being taken to recover the same.
Receivables from Government of Maharashtra is an amount of Rs.5274.16 crore by end of December 2020 to MCGM. Efforts are being made to receive the said amount from Government of Maharashtra at the earliest

Remarkable efforts during Covid-19 pandemic – Mumbai is the only city in India who built 8 Jumbo Covid Hospitals with the capacity of 9000 beds. Efforts made to control covid-19 in Dharavi was appreciated by WHO, World Bank, RBI, Government of India in particular, apart from various international print/electronic media like Washington Post, Wall Street Journal, The Forbes Magazine, Australian Broadcasting Corporation, The Los Angeles Times, CNN, BBC etc. Mumbai is the only city in India where COVID is being tackled through 24 fully equipped decentralized Ward War Rooms with teams of Doctors, Nurses and Medical staff, online dashboards, ambulances etc. Mumbai ran extremely successfully the programme “माझ े कुटंुब माझी जबाबदार�” conceived by Hon. It is proposed to create ‘Fund for Special Projects’ and to transfer an amount of Rs.4000 crore (Rs. 2000 crore from Budget ‘A’ and Rs.2000 crore under Budget ‘G’) from the accumulated surplus to Special Fund.
Monetary compensation to Project Affected Persons (PAPs) in Infrastructure Projects, this would help in speedy and timely completion of projects. (B.E.2021-2022 Rs.100Crore)
The major sources of revenue for the year 2021-22 are Grant-in-aid on account of compensation in lieu of Octroi Rs.10583.08 crore, Property tax Rs.7000 crore, D.P. Department Rs.2000 crore, income from interest on investments Rs.975.56 crore and Water & Sewerage Charges Rs.1598.08 crore.

Measures to enhance Municipal Revenue.
A Fee Revision Authority to decide the periodical revision of fees/charges is under consideration. MCGM is implementing Statistical
Analysis System (SAS) Project to get analytical reports of demand, collection and outstanding at real time. As per Maharashtra Fire Prevention and
Life Safety Measures Act, 2006 , Fire Service Fee will be levied after Gazette Notification issued by Government of Maharashtra

Dabbewala Bhavan’ in Mumbai
The Dabbewalas are the pride of Mumbai City. They have been a part of the Mumbai City for more than a century (since 1870) and continue to deliver hot home cooked meals to about 2 lakhs employees in the City every day. MCGM plans to set up a Dabbewala Bhavan in Central Mumbai .
New Hoarding Policy
Mumbai City attracts large number of tourists for its cosmopolitan nature and heritage status. It is observed that the no. of hoardings are increasing inordinately defacing the skyline of Mumbai City. Hence it is proposed to decongest the skyline with a new hoarding policy.

BEST Undertaking
Considering the importance of public transportation, a provision of Rs.750 crore is kept in the Budget Estimate 2021-22 to give relief to BEST Undertaking.
It is proposed to give financial assistance
of Rs.50 lakh to the family of each deceased employee of BEST Undertaking in case of death due to Covid-19 while discharging duty.
