    Child Care and Development Fund

    The CDE is the lead agency responsible for administering the CCDF in California.

    The CDE submits the CCDF State Plan to the Administration for Children and Families, Office of Child Care every three years in order to demonstrate how the funds will be utilized in California.

    CCDF Implementation

    Many of the changes will require California to amend Education Code and update regulations.

    CDE will advocate for changes with the Legislature, but does not have the authority to change Education Code.

    CDE will promulgate regulations once the federal guidance is final.

    Additionally, the EESD has trained and ensured that Field Services Office (FSO) staff are reliable raters on the ECERS-R tool. Each classroom they rate may be shared with the local CA-QRIS administering agency and should be used for rating purposes. Likewise, FSO staff will utilize current ECER-R scores issued by reliable assessors in CA-QRIS counties for program compliance reviews. This will reduce duplication of ratings by multiple observers and will align EESDs practices with those of other pertinent entities.

    DRDP 2015 Update

    MB 16-06 May 2016Beginning with the 201617 contract year, contractors have the option to use either the DRDP (2015) Preschool Fundamental View or the Preschool Comprehensive View. Program administrators will decide which preschool view their programs will use for the program year. The Preschool Fundamental View is required for all preschool-aged children with IEPs reporting to the California Special Education Management Information System (CASEMIS).
