10How
Local Transport & feeder system need
There is a need for safe, sustainable, easy to access, affordable service for local
transport in the node
A bicycle track throughout kharghar is needed
A public bicycle sharing program would be much appropriate (based on the feasibility
of the project to be conducted by a consultant appointed and vetted by the public
and the stakeholders and experts from the recognized university or industry expert.
The major challenge for this would be “creation of additional RoW for bicycles
The existing road width can be used efficiently for the bicycle tracks (see figure)

12How (the Basic Idea)
The project is proposed to be developed through PPP As the as observed in many cases around the world one of the major
challenges in bicycle tracks is respect for the space to the cyclists and their RoW
This is problem almost everywhere and it is very difficult for a city development authority to control the on street kerb side car parking (as shown in fig above) unless regulated
Strict enforcement is needed hence this can be converted to a business model where in even the private sector would see the profit
Hence the an innovative bicycle sharing program with an on street pay and park model is proposed
The details of the model can be worked out

13Framework
According to the learnings of the course Public-Private Partnerships (PPP): How can PPPs help deliver better services?
The most important part is to understand the PPP framework
Economics
Politics
Execution

14Winning framework
The aspects of building a successful framework is as follows Economics
Ensure sound economic fundamentals.
Structure the partnership to optimize cost, quality, and investor return—in other words, to achieve both the public policy and business objectives.
Politics Secure political champions.
Build stakeholder support.
Assess and manage the key social and environmental impacts.
Foster a stable and supportive regulatory environment.
Execution Use a disciplined approach—time and complexity are your enemies.
Secure a mix of global and local expertise.
Support a transparent, competitive bid process

15Opportunities
Problem The local transport and the feeder system is insufficient and inefficient
Growing congestion due to on street parking
Opportunities The area is flat and full of green spaces and gardens & already is hub of yoga
and other activities
the average age of the area is approx. 25
Kharghar is a educational zone
Fully residential zone as of now
Ample space on roads and good road network
Per capita income is moderate
Income from on street parking which will also lead to parking restriction and protecting RoW of the bicyclists

16Risks and Rewards
The risk allocation would In the following manner
Sr. No Risk Category Risk Allocation
1 Land Land acquisition/ RoW
Development Authority
2 Construction Quality Contractor
3 Financial Revenue management
Concessionaire
4 Force majeure NA Development authority

17Competition
Competition would be the local intermediate public or para transit and no other That won’t be a problem as the farthest point from the local railway
station is 7 km and hence the shorter trips can be covered by bicycle
As the project will be partnered with police their would be law and order help

18Goals and Objectives
The basic aim of the project would be to maintain and develop pedestrian friendly streets and control over the no of cars through strict parking norms in the node
On the success of this model in the next 2 years this model will be adopted all over the city
Measureable objectives Mode share of kharghar node changed ( 30 % of the local trips by
Bicycle)
Decrease in the percentage of growth of cars in the node
Increased walkability index of the node
Business friendly environment with the linking of bicycle sharing system and the pay & park with the local business owners

20Key Issues
Near term Construction of the track would be done by the development authority
based on the demand and alignment proposed by the consultant
Or it can be design build finance operate and transfer (DBFOT) pattern.
Prepare a draft DPR
Start stakeholder identification and communication with the public
Long term Start communication with land use planning department for RoW
arrangement for road and considering Cycle tracks as part of the plans
Utility agencies coordination
