DPC- Conti.

- Select List should be limited to the vacancies likely to occur during the next year.

- Vacancies include actual vacant post, post to be vacant due to retirement, Post to be vacant due to promotion to higher post, New sanctioned post.

- Names entered in the list should be arranged to in the order of seniority.

- Weightage for outstanding merit should be given as six post ahead before his post.

- Select List should be prepared for one year- From 1st September to 31st August every year

DPC- Conti.- In the case of Government servants under suspension and against

whom inquiries are pending or to be initiated, the findings as to be suitability and the place in the select list of the Government servant should be recorded separately and attached to the proceedings in a sealed envelope.

- Principle of promotion by Selection should be introduced at the level of the key posts such as Heads of Departments.

- Promotion by selection on the basis of merit- i.e. ‘Outstanding’, ‘Very good’, ‘Good’, and ‘Unfit’ for promotion.

DPC- Conti.(1) For the promotion to the post of class-I first level

to second level- -Confidential report for eight years should be

considered and five out of eight CR must be ‘Very Good’ or ‘Outstanding’.

(2) For the promotion to the post of class-I second level to higher level-

-Confidential report for eight years should be considered and for ‘Very Good’, five out of eight CR must be ‘Very Good’ and for ‘Outstanding’, six out of eight CR must be ‘Outstanding’

DPC- Conti.- For promotion to the post of Heads of Departments, the

selection committee will classify officers within the Zone of consideration as outstanding, very good, good and unfit. The zone of consideration shall be as under:

- For promotion on one or more post, recommendation of DPC is must.

- When the posts are within the purview of the Gujarat Public Service commission, proposal of the select list should be sent to GPSC along with prescribed check list.

Deemed Date & Re-adjusted Date

Deemed Date : In case of superseded Government Servant when the orders of supersession are set aside or for other reason deemed date is given to Government Servant, such Government servant should be deemed to have been promoted to the higher post from the date from which he would have been promoted i.e. from the dates from which his juniors were promoted.

Deemed Date & Re-adjusted Date

Re-adjusted Date : In case of Direct recruitment or Promotion, when the ratio is not maintained, at the time of preparing seniority list, occasion may occur to re-adjust the date of appointment.

- When deemed date or Re-adjusted date is given to Government servant, no arrears of pay for that period on that account should be paid to him.

Other Service Matters

(1) Forwarding of Application: - When Government Servant request to forward his

application to other state Government office/Board/ Corporation for higher post or post of higher pay, such applications may be forwarded without any limitation.

- Government Servant may apply direct to the concern office or he may apply through his present office. If he apply directly, he should inform his present office within seven days.

Other Service Matters (1) Forwarding of Application: - If any Departmental inquiry is pending or proposed or

any police case is pending, present office of the concern Government servant should inform about this inquiry to the office in which Government servant is applying.

- When Government Servant request to forward his application to other than state Government office/Board/ Corporation for higher post or post of higher pay, only four applications during the year may be forwarded.

his application to other than state Government office/Board/ Corporation for similar post or post of same pay, only three applications during the year may be forwarded.

- Two more applications above the prescribed limit, should be forwarded in case of applications of the SC/ST candidates.

(1) Forwarding of Application: - When only two years left of retirement,

application of such Government Servant should be forwarded.

- Government Servant may apply directly to GPSC, but he has to inform his office within seven days and office has to issue ‘NOC’ if asked to provide to GPSC.

(2) Passport NOC : For obtaining Passport, Government Servant

has to produce ‘NOC’ in the format prescribed by the Government of India.

- For obtaining ‘NOC’, he has to produce affidavit to be executed on a appropriate non-judicial stamp paper and attested by a Notary Public.

(3) Model Principles for Transfer of Government Servant :

- Government Servant should not transfer before three years and he must be transferred before five years of his service.

- Class-I officer of state level office should be transfer any place within the state and Class-I officer of District level office should be transfer any place except his native district.

(3) Model Principles for Transfer of Government Servant :

- Class-II officer should be transfer any place except his native Taluka.

- Class-III employee should not also transferred before three years and he must be transferred before five years of his service.

- There is no time limit for transfer of class-IV employee.

- During Educational Term, no transfer should be made.

- Husband and wife should be posted in one place. - Before one year of retirement, on request,

transfer may be made to native place or any nearby place.

Servant : - Request transfer to take care of old age parents may be

considered.

- No transfer should be made of any office bearer of recognized Union during the holding of the post.

- No transfer should be made only because of complaint received.

50-55 Review

- Departmental Promotion Committee should evaluate the cases of 50-55 review and appointing authority is reviewing the case.

- Last ten years CRs will be considered for this evaluating.

- In case of Gazetted Officer, at the time of his appointment, if his age is below 35 years, his case is reviewed after the age of 50 years.

50-55 Review

- In case of Gazetted Officer, at the time of his appointment, if his age is above 35 years, his case is reviewed after the age of 55 years.

- For Government Servant other than Gazetted Officer, cases are reviewed after the age of 55 years.

- During ten years, punishment other than ‘Censured’ is imposed one or more time or during five years punishment other than ‘Censured’ is imposed one time, though the CRs are good, Government servant may compulsory retired.

50-55 Review

- Review may be made during July to September for those who attaining the age of 50-55 during October to March.

- Review may be made during January to March for those who attaining the age of 50-55 during April to September.
