Declaration of Cooperation
Prairie City Sustainable School Project
I. Introduction
Partners in this project include citizens, local organizations and businesses, school
employees and board members and government agencies. All partners in this project
have come together with the common interest of creating an attractive, useful and
sustainable school buildings and grounds which include sports fields which will benefit
the students and their families, the community of Prairie City, and athletes from around
the greater Eastern Oregon area.
In a rural community such as Prairie City, the local school is a large part of its identity.
The Prairie City School serves roughly 200 students in grades kindergarten through
twelve. In addition to school events, many community and regional events take place on
the school sports fields. The people of Prairie City take pride in their school, but with
budget cuts and local unemployment rates, many people have moved away, leaving the
school population smaller and with less money. The buildings are in need of paint and
there is a need for landscaping. The sports fields, including a baseball field, a football
field and a little league baseball field are suffering because of water shortage and the sand
base track is in disrepair with mud holes and uneven edges.
This community has shown great effort to regain stability with groups such as the Prairie
City Community Association which sponsors many events and community projects and
the Prairie City Athletic Complex group has worked hard to raise funds and donations of
expertise labor and equipment toward the renovation of the Track and sports fields which
would enable Prairie City School to host district events. These community organizations
are working together with the Governor’s Oregon Solutions Program’s team for the
Prairie City Beautification Project toward the common goal of improving the school for
the community and its youth. The Prairie City Beautification Project will enhance
projects and organizations already in place.
The following sections of this Declaration of Cooperation outline the elements of this
collaborative project and detail the individual commitments made by participants of the
Oregon Solutions team.
II. Projects for the Sustainable Beautification of Prairie City School
A. Paint School Buildings
One of the beautification projects that this Oregon Solutions team will undertake is to
paint the school buildings for Prairie City School. This project was chosen because the
outward appearance of the school would be significantly improved by simply unifying
the color scheme of the campuses buildings. We believe that this, in turn, will help to
boost community pride in our school and will make future paint maintenance easier by
creating a palate to work from.
A paint scheme has been chosen keeping the most recently painted building, the new
gym, in mind. The colors on this building are pleasant and there are coordinating colors
throughout the school and on the Metro Paint palate. This will enable the paint
committee to reduce costs because some surfaces will not need paint. The colors will be
a light taupe with a dusty green trim.
The paint on some surfaces is chipping and on others the colors are old and faded. There
is little continuity to the colors on different parts of the building and this team will seek to
coordinate new paint colors with some of the existing colors and bring the color scheme
together. The Paint Committee will consider input from the school’s students.

After researching paint methods the team chose to write a grant for the cost of the
Professional Contractor to do the prep work, priming and painting on hard to reach or
difficult to paint areas on the buildings. It made sense to try this first because volunteers
without adequate training would not know how to prep correctly and it would jeopardize
the sustainability of the paint.
The paint that the team will use is Metro Paint. Metro Paint is recycled paint and has
been used on many government and private buildings over the years. It has been proven
to be sustainable and is in agreement with this team’s effort to be environmentally
conscious because it is 100% recycled paint. Metro Paint will be purchased at a
government rate of $12.00 per five gallon bucket and will be delivered from the Portland
area to Prairie City by one of the team participants or donated transport by Eastern
Oregon Fast Freight in order to save shipping costs.
On the advice of Metro Paint Office, we will seek to use a high grade primer on the
metal and bare wood surfaces before applying Metro Paints to ensure the sustainability of
the paint. Our paint contractor, Les Church has recommended Sherwin Williams Primer
and has obtained the primer at a discount and will sell it to the school at his cost. The
Paint Committee will also write a letter requesting a donation of primer from the Sherwin
Williams store in Redmond, Oregon.
The Paint Committee will seek donated equipment such as lifts, ladders and paint
sprayers. The team will seek to purchase any needed equipment , such as brushes, rollers
and drop clothes, locally whenever possible.
The Paint Committee and Alumni Committee will work together to seek volunteer labor
groups. The possibility of hiring a prison Work Crew has also been considered for part
of the labor but would have to be done during the Summer when students are not present.
A Prison Work Crew would cost the project approximately $400.00 a day for a ten man
crew.
The Prairie City Sustainable School Paint Committee will seek to fund this project by
writing a grant to the Meyer Memorial Trust and by working with the school to use the
available funds from the school budget. The Paint Committee will also seek donated
materials from various sources and will work together with the Alumni Committee to
secure alumni funds needed to help meet the amount of money needed to complete this
task.

The paint committee has settled on the paint from Metro Paints. We can buy this paint at
a reduced cost because it is for a school and it is recycled paint. The committee has
chosen light brown for the walls and a barn red color for the trim to coordinate with the
bricks.
The committee will use the $1700.00 from the Alumni Fund to purchase paint and
supplies. A good primer will be purchased from a local business. The committee is
interested in using part of the money to purchase a pressure washer for the school.
The Powder River Correctional Institution in Baker City can supply 12 man work crews
at a low cost for 8 hour work days. The money for the alumni fund could pay for at least
one day of this crew and the Project members may vote to use an additional $2,000
donated by the Greater Prairie City Community Association for this paint project.
Focus for paint will now be on the Old High School and the Elementary. Historic
Preservation will be pursued for the Old Gym and because the Bates Building’s future is
up in the air, we will wait to see what happens before we start to plan for that building.
An additional idea for a couple of murals has been thrown out and a grant may be
written to the Oregon Fine Arts Commission for that part of the project. Toni
Morganson, a team member and an Art teacher at the school would work with students to
create these murals. She has painted murals in the downtown area of Prairie City and
murals on the school would tie the downtown and the school together.
B. Landscaping
Another beautification project within this Oregon Solutions Project will seek to create an
attractive appearance to the grounds surrounding the school buildings by planting native,
drought resistant vegetation that will be sustainable and easily maintained.
Over the years, many of the plants around the Prairie City School have either died
because of lack of water, or have been pulled out because of the difficulty to maintain
them.
The Landscape Committee will use a scale map of the grounds and decide upon which
places around the school would both benefit from and support vegetation. They would
decide which plants will do better in each area. This committee will work together with
the students of Prairie City High School in planning and landscaping the school grounds.
The Landscape Committee will identify areas in which a drip irrigation system will be
necessary in order for the landscaping to be sustainable. The drip irrigation system will
be installed in conjunction with the Agriculture Class and will serve as a learning
experience for these students.
Plants may be purchased from local nurseries or may be transplanted from local Forest
lands with a Forest Service Transplant permit. The Oregon Solutions team will be
seeking grants that can be written to pay for purchases of plants and materials for the drip
irrigation system. The grants may also pay for the expertise needed to plan and install
this drip system.
The Landscape Committee will seek donated equipment and Volunteer labor will be
sought in conjunction with the Agriculture Class and the Alumni Committee.

The Landscape committee has created a map and plan for landscaping the school
grounds. A variety of trees and shrubs as well as some flowering plants have been
chosen from a list provided by a local gardening club (The Green Thumb Garden Club).
By having a wide variety of plants and trees, the landscape can be used in Science
classes for plant identification. Plants will be purchased through a local nursery that has
offered a discount.
A grant was written to the Hardy Plant Society of Oregon in January and the money was
granted in March. These funds will cover all plant costs. Top soil was donated by the
Clyde Holliday Ranch and transportation for soil was donated by local truck drivers.
This soil will be shared with the Track Project.
In May, the Prairie City High School Student Council voted to donate the money for
purchasing materials to create a drip system to ensure the sustainability of planted trees
and shrubs. The FFA and Agriculture classes will participate in putting the drip system
in. Members have prepped the two flower beds and planting should happen in late July,
early August. Hardy Plant Society Grant to be attached to this DOC.
B. Track Surface
This Oregon Solutions team will work together with the Prairie City Athletic Complex to
create an attractive and sustainable sports field and track surface. Prairie City School has
not been able to hold track meets for many years due to the condition of the old sand
track surface.
In order to prepare the current track area for a new track surface, the current football field
will be moved and improved as well. The field will be evened out and will be seeded in
grass which will need less water which is in agreement with this teams desire to conserve
water while creating sustainable sports fields for the school.
The Team and the PCAC will seek to use Nike Tread which is a track surface made from
recycled shoes. This surface will meet the environmentally conscious standards of this
tem while being both sustainable attractive.
Through the past efforts of the Prairie City Athletic Complex, money has been raised and
a promise of funds from the Room Tax has been obtained. Much of the engineer
expertise, excavation and contractor hours has been donated, creating part of the
matching funds needed to apply for a Nike, Bowerman Trust Fund Grant to pay for the
track surface. Additional funds will be sought from grants such as the Oregon
Community Foundation and the Ford Family Trust.

The PCAC has continued to fundraise and obtain support and donations of materials and
labor. In the Fall of 2004, the PCAC obtained the donation of all topsoil needed for the
project from the Holliday Ranch. Transportation of this soil was donated by many local
truckers and the fuel for trucks was donated by a local gas station. Fundraising events
have included sweatshirt sales, The Strawberry Mountain Relay each spring and various
letters seeking support from local and statewide businesses. In January of 2005, the
local Les Schwab store sent in a $1,000 donation for the project.
In the Spring of 2004, the Bowerman Trust Fund Grant written for this project was
denied because it is a small market area. Though this lowered spirits of many, the fund
raising has continued.
A letter of enquiry was sent in during the winter of 2005 to the Ford Family Foundation.
An invitation to write a grant for $50,000 was sent to the project in February and the
final grant was sent in in June of 2005. We are hopeful that this grant will be funded.
The total cost of this project will be around $250,000 and if the grant from Ford Family
is funded, we will be short $35,000. We still need to find donations of Concrete and the
work for the concrete. Letters seeking this support will go out in July of 2005.
D. Cyclone Fencing
The Oregon Solutions team will seek to research the need for fences around sports fields.
The fencing will have openings around the perimeter in order to keep an inviting
atmosphere to community and people seeking to use them, but will protect the fields by
deterring vandalism and motor vehicle use on the fields and new track surface.
There are three fields in need of fencing: The Little League Field, to the south of the
track area, The Track area, and the Baseball Field. The Oregon Solutions team will
identify types of fences appropriate for each area and will identify key places to create
openings and gates for vehicle access in the fences. Fences height and design will
consider both field uses and current sport viewing areas.
Grant funds will be sought to support this project.
Research is being done on this project.
E. Water Source
Prairie City School currently has three separate water rights, which enable them to water
the sports fields and grounds from April first until September 31st. This water has not
been sufficient to keep the fields green in the past. There has been some sabotage of the
school’s watering equipment and to the irrigation ditch which has created even more of a
shortage for the school.
The use of city water is not cost effective for the school, as city water rates have gone up
significantly in the recent past.
Prairie City School wished to look beyond the current water rights and the use of city
water to other options. A water source committee will seek other options suggested by
Kelly Rise, the Water Master. These options include donated water rights from a ranch
or organization, and/or a well. The depth of the well depends on the prior.
This is a difficult issue and the Oregon Solutions team will seek to remain open-minded
and continue to work toward a resolution.

The Water Committee actively met several times. The idea for a deep well shared with
the city has come up many times and seems to be the best option at this point. The city is
still researching potential sites and is communicating with Kevin Purnell about this issue.
F. Alumni Fund
The Alumni Committee formed in order to find support from former students and
teachers. The committee will send letters and updates. The funds will be allocated to
worthwhile projects and we will try to meet the needs of the Prairie City School as they
come up.

The Alumni Committee has sent out three letters, two in 2003 and one in 2004.
Donations of over $1800.00 have been received and we now have over 400 addresses.
One alumni has donated over $12,000 worth of computers to the school through an
employee match program at his work at IBM. (cost to this alumni was just over $2,00.).
The Alumni committee may sponsor a future dance/concert.
III. Labor
Labor for the individual projects within this Oregon Solutions projects will be mostly
volunteer. The Oregon Solutions team will work in conjunction with the Prairie City
Community Association and the Alumni Fund Committee to seek citizens and past
citizens who are interested in participating in work parties.
Individual projects will seek professional expertise, labor and equipment at a reduced
cost or donated. The donations of professional expertise, labor and equipment will be tax
deductible to the businesses providing these.
When needed, the Oregon Solutions team will consider using prison work crews form the
Powder River Correctional Facility in Baker City. This will be at a cost of $400.00 per
day plus travel expenses. The crews consist of ten men and a guard and will provide this
project with the opportunity to make sure labor is available when needed.

Some of the volunteer labor for projects has been by students themselves. This is
important because it helps them take ownership in their school. The local garden club
volunteered expertise for the landscape project. Paint labor may be volunteer as well as
work crews from the Powder River Correctional Institution.
IV. Funding
Funding for this project will come in many different ways. This project will seek to find
funding for projects while also finding ways to create a sustainable funding source
through the Alumni Fund Committee.
A. Fund Raising
Many funds are already in place for the track project. This project is part of a long term
project being managed by the Prairie City Athletic Complex Committee. These funds are
part of their ongoing project and will be for the Track Surface only.
Funds are being raised through the Prairie City School Alumni Fund Committee. These
funds will be designated to individual projects as needed and through the agreement of
the committee members.

Most support has been from letters seeking support and tshirt and sweatshirt sales.
The Track Committee also sponsors annual events such as the Strawberry Mountain
Relay.
B. Grants
Grants for the projects within this Oregon Solutions Project will be considered. Grants
will be researched and appropriate grants will be chosen for each project. The League of
Oregon Cities will work together with interested team members in the grant writing
process, enabling this project to submit quality grant proposals that coordinate the
individual project funding and meet the needs of the project as a whole.

C. Donations
Donations of equipment and labor will be considered as part of the budget for the
projects.
V. Implementation
The implementation of each individual project will have its own time line. Grants will be
written with the time line in mind, so that funds are available when team members require
them.
Implementation of each project will be carried out after consultation with the
Superintendent of Prairie City School, Kevin Purnell, and will consider the school
schedule and needs of students.
Whenever possible, the implementation of these projects will incorporate the assistance
of students of the school in order to instill pride and a sense of accomplishment in its
students.
Parts of this project will be ongoing and will reach beyond the timeline of this project.

These projects are still ongoing. Some future ideas include a fund raising dance/concert,
continued letters for Alumni, updating and seeking support, and Grant Writing.
VI. Commitments and Contributions
This Declaration of Cooperation, while not a binding legal contract, is evidence to and a
statement of the good faith and commitment of the undersigned parties.
Mrs. Anderson, Green Thumb Garden Club:
Will create a list of plants that do well in the Prairie City region. Will identify which
plants do well in shade and which plants do well in full sun. Will help to create a map of
the school showing where plants should be planted. Will help to find donated plants and
materials to support the Landscape Project. Will be a member of the Landscape
Committee. Will serve as a liaison between the Green Thumb Garden Club and this
project.
Diane Clingman, City of Prairie City:
Will serve on the Paint Committee. Will provide information to the Water Source
Committee rtegarding City when needed. Will serve as liaison between City of Prairie
City and this project.
Jeff Fields, Nature Conservancy:
Will attend meetings and will give professional advice. Will help brainstorm
possibilities.
Sharon Fritsch:
Will serve as volunteer facilitator for the Oregon Solutions Program’s Prairie City
Beautification Project. Will serve on the Alumni Fund Committee. Will serve as
volunteer labor when needed. Will write grants as needed. Will transport paint from
Metro Paints to Prairie City School. Will Create a Declaration of Cooperation for this
project. Will co-apply for funds.
Nathan Hughes, Prairie City School:
Will serve on the Water Source Committee. Will provide information about school
maintenance and equipment when needed to all committees. Will help to ensure that all
projects will have an easy maintenance plan in order to ensure project sustainability.
