1. EXECUTIVE SUMMARY
A. Introduction of the project and Justification
Shaugn Chemicals is proposed SS industrial unit at Shed No.15, MIDC Kurkumbh, Tal – Daund,
Pune. Shagun Chemicals is being to be set up in affiliation with Anand Chemicals & Akash
Industries at Shed No.33 & Shed No.34, MIDC Kurkumbh, Tal: Daund, Dist: Pune.
The proposed industrial process activity falls under 5f category i.e. Synthetic organic chemicals
industry (dyes & dye intermediates; bulk drugs and intermediates excluding drug formulations;
synthetic rubbers; basic organic chemicals, other synthetic organic chemicals and chemical
intermediates). The project will require Environmental Clearance (EC) from the State Level
Environmental Impact Assessment Authority (SEIAA) as per Environmental Impact Assessment
(EIA) Notification, September 14, 2006 and amendments thereof. As the project falls under 5f
category, Environmental Impact Assessment needs to be carried out for the project.
The Environmental Impact Assessment (EIA) will be based on one season (non-monsoon)
environmental monitoring data. The EIA will be carried out as per the EIA guidelines and requirements
of Ministry of Environment and Forests and Maharashtra Pollution Control Board (MPCB). The data
as required in the Environmental Questionnaire for appraisal of the project at state regulatory agencies
will be presented in the EIA reports. The impacts from the proposed development will be investigated
by establishing baseline conditions, identification, prediction and evaluation of impacts of the
component of the project.
B. Project Details
Proposed activity is going to be happened in the MIDC Kurkumbh which is notified Chemical zone.
Kurkumbh is in the Pune – Solapur highway, which is a state highway. It is around 35 kms from the
well developed township of Baramati and around 76 kms away from Pune. The nearest railway station
is Daund, which is 10kms away. There are already large chemical plants like Reliance Petrochemicals,
CIPLA Ltd., Emcure Pharmaceuticals located in this area. The proximity to the highway is a great

advantage, since the company’s raw materials and finished products will move by road. Details of
project is discussed in following section;
i. Production
Shagun Chemicals, Anand Chemicals & Akash Industries are interlinked with each other main finished
product i.e. N-(2-Amino-3, 5-Dibromobenzyl)N-Methyl Cyclohexanamine Hydrobromide-3500
Kg/Month will be produced at Shagun Chemicals and for that purpose Anand Chemicals & Akash
Industries will produce raw material i.e. N-(2-Nitrobenzyl)-N-Methyl Cyclohexyl amine in Methanol
(BRH A)- 20000 Kg/Month & N-(2-Amino-3, 5-Dibromobenzyl)-N-Methyl Cyclohexanamine
Hydrobromide-4250 Kg/Month, respectively.
ii. Power: Source of power is MSEDCL/MIDC.
During operation phase total power requirement for process will be 120 H.P. for each unit. DG sets
will be used for back-up facility in case of power failure only.
iii. Water:
Source of water:
During operation phase total water requirement for unit operations will be 10 m3/day for process as
well as domestic purpose. Source of water supply is MIDC, Kurkumbh.
iv. Manpower:
Total manpower engaged during operation phase of above units will be 45 nos. (15 nos. each unit).
C. Pollution Control
i. Water Environment:
Total quantity of industrial wastewater generated will 6 CMD and sewage generation shall be 2 CMD.
Generated effluent & sewage will be treated 15 CMD of ETP. Treated waste water will be further
purified by passing through Reverse Osmosis [RO] and DM plant and reutilized in process as and when
required.

ii. Air Pollution
Source for air pollution is mainly from the industrial process and DG set, pollutants are TPM, SO2,
NOx, Chlorine & Bromine. PP has proposed to provide adequate pollution control/monitoring
equipments in form of Scrubber for Bromination/Chlorination plant and drying section and alarm
system for Chlorine, Iodine & Bromine Gas as per the MPCB norms and consent. Proposed DG sets
will be as per the CPCB norms and provided with acoustic enclosure. Industrial vent and DG set stacks
are provided with adequate height. Minimal emissions will be generated from movement of vehicles.
iii. Solid Waste
(a) Non Hazardous Solid Waste
During operation phase 450 Kg/ Month of domestic solid waste will be generated in which wet waste
will be 180 Kg /Month & dry waste will be 270 Kg/Month. Commercial waste will be paper bags 50
Kg/Month , Fiber drums with lids 1500 nos./Month
(b) Hazardous Waste
PP has proposed to installed scientific facility for storage and handling of hazardous waste generated
from different sources according to Hazardous Waste (Management, Handling and Transboundary
Movement) Rules, 2008 HW is being disposed off to MEPL, Ranjangaon and through authorized
vendors. Additional HW generated during expansion shall be handled and disposed off as per
Hazardous Waste (Management, Handling and Transboundary Movement) Rules, 2008. Details of HW
generated & their disposal is summarized as below;

iv. Noise
Noise generation is due to operation of DG sets, industrial process and moving vehicles only. DG set
will be installed are as per CPCB norms and confirms to noise standards.

Yes. Combined application of Anand Chemicals & Akash Industries along with Shagun Chemicals
because these industries are interlinked with each other for final product
II. Project location
The project is located at Shed No.15, Shed No.33 & Shed No.34, MIDC Kurkumbh, Tal – Daund,
Dist. Pune, and Maharashtra. The MIDC area at Kurkumbh is notified as Chemical Zone. MIDC
Kurkumbh area is in the stretch of Pune Solapur Highway which is state highway. It is around
35km away from the well developed area Baramati and around 75km away from Pune city. There
are already many chemical plants established like Reliance, Emcure and CIPLA. The proximity to
the highway is great advantage, since the company’s raw material and finished products will move
by road.

Details of alternative sites considered and basis of selecting the proposed site, particularly the
environmental considerations gone into should highlight: Proposed project site is located at well
developed Kurkumbh MIDC area hence no site alternative arrangement is required.

Stage I :( Plant 1)
N-(2-nitrobenzyl) – N – methyl cyclotexyl amine reacts with Hydrogen gas in presence of
Raney Ni catalyst to form N-(2 - aminobenzyl) – N –Methylyclohexl amine
Stage 2: (Plant 2)
N-(2 - aminobenzyl) – N –Methylyclohexl amine react with liquid bromine to form

Bromhexine HBr on neutralization with soda ash and on treatment with HCl 30% gives

Efforts should be taken to minimize water consumption for different uses by reusing treated waste
water in industrial process, washing and gardening after adequate treatment and succeeded to reduce
fresh water consumption.

As the proposed project location is well developed Kurkumbh MIDC area, required 15CMD of water
will be supplied by MIDC. Power requirement will be 120 H.P. to each unit and it will be supplied by
MSEDCL.

3. SITE ANALYSIS
I. Connectivity
Site is located in well establish notified industrial MIDC area “Kurkumbh” and site is
accessible through road and rail. Nearest bus station from industry is 2.5 km and nearest
highway is NH9 which is 1.0 km away from industry. Nearest railway station is Dund station
and distance of industry is 7.5km. Pune International air port is 68km from the project site.
II. Land form, Land use and land ownership
Industry is located in notified industrial MIDC area. Land use is for industrial activity only and
land ownership is of MIDC and taken on lease in the name of Shagun Chemicals, Anand
Chemicals & Akash Industries.
III. Topography [along with map]
Topography of proposed site is flat terrain.

IV. Existing land use pattern [agriculture, non-agriculture, forest, water bodies, (including
area under CRZ,)] shortest distance from the periphery of the project to periphery of the
forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from
HFL of the river), CRZ. In case of notifies industrial area, a copy of the Gazette
notification should be given
Proposed site is located in well established industrial MIDC area. Land use is declared for
industrial activities and this zone is declared as “Chemical Zone”. Nearest water body “Bhima
River” which is 10km away from project. CRZ is not applicable to the project.
V. Existing infrastructure
Industrial shed is already existing at site. MIDC Kurkumbh has well developed infrastructure
facilities like Road, Water, & Drainage network. Daund Railway Station is 7.5 Km &
Lohegaon airport is about 68 Km away from the project site.

buttes with moderate erosion and slight stoniness of soil.

Project site is located in notified industrial MIDC area & MIDC has provided adequate social
infrastructure around the project site like road, hospital, school, water supply etc.
4. PLANNING IN BRIEF

Site is situated in well developed MIDC area. Following factors have been considered while
planning the project;
a. No major city or eco sensitive spots including national parks, wild life sanctuary, historical
and cultural sites

c. Manpower required for proposed project can also be tapped from the nearby located areas
d. Many chemical manufacturing are already established in this area
e. MIDC area is declared as “Chemical Zone”
f. MIDC Back up for emergency situation always available such as Fire Station, Medical

g. The proximity to the highway is great advantage, since the company’s raw material and
finished products will move by road
h. Common Hazardous Waste facility is available at Ranjangoan, approx. 200 Kms away from
the site

No additional population is anticipated in proposed project activity. Around 50 nos. of
additional job opportunity will create due to proposed activity

As the site is located in notified MIDC area there will no Rehabilitation and Resettlement
activity during project execution phase.
