1. Executive Summary
Telangana State Industrial Infrastructure Corporation Limited (A state
Government undertaking) proposed to setting a Mega Textile Park at
Shayampet village of Geesugonda Mandal and Chintalapalli village of Sangem
Mandal, Warangal Rural district promises to change the existing scenario and
cluster the scattered community in and around the region. The setting up of
the park is expected to provide a major boost to the state’s textile sector by
ensuring a fair share of export revenues and also by enabling increased value
addition to the cotton production and employment generation raising the
living standard of workers.
The setting up of the park is also expected to bring about a marked
improvement in the operational efficiency of the textile units in the state and
reduce the monopoly of merchant exporters. The proposed Textile Park will
develop with all amenities required for environmental friendly operation of
Textile units, and other units which can be occupied by the industrialists
without any administrative hassles associated with setting up of an industry.
The following are the highlights of the project.
The proposed Textile Park is proposed over an area of 1190.67 acres.
The entire industrial park will come up in a planned manner with an
approved layout taking into consideration all the statutory requirements.
The park will have a well-planned uniform and common infrastructure
facilities like roads, storm water drains and greenbelt.
The park will have uninterrupted power supply.
The park will have a well-planned water supply system
Wastewater management with suitable CETP
It is being seen that most of the industries coming up in the proposed textile
park are spinning units, knitting units, weaving units, finishing/processing units
& garmenting Units. This Mega Park is meant for all processes from Raw
materials to finished fabric for different needs of the society facilities with in
itself.

2. Introduction of the Project/Background information
i. Identification of Project and project proponent.
TSIIC (Telangana State Industrial Infrastructure Corporation) is a Telangana State
Government initiative for providing infrastructure through development of
industrial areas.
Telangana State Industrial Infrastructure Corporation Limited (TSIIC) is
incorporated on 4th September 2014, vested with the objective of providing
industrial infrastructure through the development of industrial Estates/Parks
/Areas. TSIIC is a wholly owned undertaking of Government of Telangana (GoTS).
TSIIC has developed specified mega infrastructure projects including SEZs,
biotech parks, MSME clusters, NIMZ etc. and infrastructure projects apart from
Industrial Parks developed on its own. TSIIC has so far developed over 150
Industrial Parks.
TSIIC proposes to develop Textile Park in Warangal District, Telangana. TSIIC has
identified required land at Shayampet Village of Geesugonda Mandal and
Chintalapalli village of Sangem Mandal Warangal District. The land acquisition is
nearly completed.
ii. Brief description of nature of the Project
The Government’s role in Textile sector extends to a range of activities such as
price support to cotton and jute, incentives for investments in technology up-
gradation and modernization, setting up of world class Integrated Textile Parks,
implementation of Technology Mission on Cotton, Jute and Technical Textiles,
development of mega clusters for power looms, handlooms and handicrafts,
development of handlooms, handicrafts, sericulture and wool sub-sectors by
implementing a number of schemes, implementation of welfare schemes for
handloom weavers and handicrafts artisans and promoting skill development
of textile workers in collaboration with the industry. The Government is also
providing a number of incentives for export of textile products.
Telangana is one of the largest producers of long staple cotton with production
of around 43 lakh bales per annum. The state stood at third position in the
country in cotton production during the year 2014-15. The state is known for
skilled textile workers but due to absence of industry, they migrated to other
states for their livelihood.

The proposed Mega textile park shall be planned as an integrated textile park
covering all the trades of textile viz. from yarn to finished product with all
requisite infrastructure facilities to provide a conducive working environment
to the units in the Park and also to the workforce. The Park shall be an
environment friendly eco-system comprising of physical and common
infrastructure components interwoven with green spaces.
iii. Need for the project and its importance to the country and the region
Most of the investments in the textile sector in India have been through
domestic sources while the role of FDI has remained very limited: Between 2000
and 2015, the cumulative FDI inflow in textiles is 0.64% (USD 1.6 billion) of the
total FDI inflow in the country. Globally leading textile companies evaluate their
sourcing locations based on factors such as price, location (proximity), quality,
capacity for manufacturing, speed of delivery, and risks (political, foreign
exchange, and financial).
One of the approaches to counter the threat of competition with other
countries and also to exploit the market opportunities is to enhance the scale
of operations. China has built several large integrated textile clusters where the
entire value chain is located in one place including all the material suppliers,
accessories suppliers, logistics support etc. This improves the productivity as
well as reduces the cost.
On the other hand, while there are several textile clusters in India, many of
them specialize in one segment / fiber base. E.g. Surat has synthetic, Ludhiana is
synthetic knitwear, Tirupur is cotton knitwear, Maharashtra has power loom
clusters, etc. but there are no integrated clusters. A major drawback is the lack
of adequate processing capacity which is a critical segment in the value chain
just before the value addition. Even today, fabric goes from Maharashtra and
Rajasthan to Gujarat for processing and then comes back for further value
addition. There is a significant loss of time and money in this process. Similar
situation prevents in Telangana.
Processing segment is the weakest link in India’s textile value chain and
capacities being inadequate and challenges of compliances with environmental
norms. Due to lack of adequate processing capacities, the competitiveness of
apparel segment which is next downstream segment after processing is also
affected.

To conquer these road blocks and capitalize on India’s strengths in fiber,
spinning capacity, weaving, apparel, availability of labour etc., integrated
clusters, with entire value chain at one place, need to be established to be
competitive in terms of quality and cost on a global level.
The Mega textile park shall be planned as an integrated textile park covering all
the trades of textile viz. from yarn to finished product with all requisite
infrastructure facilities to provide a conducive working environment to the
units in the Park and also to the workforce.
iv. Demand-Supply Gap
Almost 75% of the global textile trade market is concentrated in Europe, U.S.,
China, and Japan. China currently dominates the global exports in textiles with
a share of 37% followed by India (5%), Bangladesh (3%), Vietnam (2.5%) and
Spain (2%). U.S. is the largest importer with a share of about 17% in the total
imports. The world textiles market is posed to grow at a rate of 5% per year to
reach USD 2,100 Bn by 2025.
The Indian Textiles market has been growing at a steady pace and reached USD
108.5 billion in 2015 from USD 70 billion in 2009. It is further expected to grow at
a compound annual growth rate (CAGR) of 8.7% to touch USD 226 billion by
2023. The following Figure explains the growth of Indian Textiles market from
2009 to 2023.

Annual cotton production in Telangana is 42.8 lakh bales per annum, equivalent
to 85 lakh quintals of lint. Though, spinning is already in excess capacity
nationally, Warangal has a unique advantage of availability of cotton and is one
of the prominent hubs for cotton trade in the country. Presently, cotton after
sizing is transports are transported to far of places like Tamil Nadu, Andhra
Pradesh and Gujarat majorly for spinning and value added services. In this
context, it is there is a natural demand for spinning which could be explored in
the textile park.

The broad objective of the textile park is to accommodate the value added
services of textile from cotton and non-cotton fiber. The aim is to produce 2.2
million pieces of garments with about 0.5 million fabric.
Besides the export market, the growing domestic market also offers
opportunity to the apparel sector. The domestic market is growing at a CAGR of
about 15%. The increase in domestic consumption is driven by rising income
levels, increasing proportion of working women, higher disposable incomes,
changing consumption patterns (shift from tailored garments to ready-made
garments) and an overall growth in the retail sector.
v. Imports Vs. indigenous Production
The apparel segment is the fastest growing in the Indian textile industry, with
market share reaching above 40% in 2015 within the country’s textile exports.
Consequent to the abolition of quotas, countries like China, India, Bangladesh
and Vietnam have been the biggest gainers in the US market. China is the
leading exporter to the US, with a market share of more than 39%, while India’s
apparel exports to the US are in the range of 5%. During the last decade,
Bangladesh and Vietnam have overtaken India in global apparel exports.
India holds a very prominent position in the Global Textiles Market by the virtue
of contributing to the textile trade through its high natural resource basis and
large up-stream capacities. A textile in India is primarily characterized by the
following attributes:

Has the highest loom capacity with 63% share of the world’s market
Accounts for 24% of the world’s spindles and 8% of world’s rotors
Comparative advantage in terms of cost effective skilled manpower and
government subsidies for SMEs in textile sector.
vi. Export possibility
Textiles Industry plays a vital role in the India economy through its significant
contribution towards gross domestic product (GDP), industrial production,
employment generation and foreign exchange earnings. The sector contributes

4% to GDP and 14% to industrial production of the country. It employs over 45
million people across the value chain in the country. The Industry also accounts
for 13% of the total exports from India.
The Indian Textiles market has been growing at a steady pace and reached USD

The Textiles and Apparel Industry is an important foreign exchange earner for
the Indian economy. The exports have grown at a rate of CAGR of 9.97% from
USD 17.6 billion in 2005-06 to USD 41.4 billion in 2014-15. In order to boost the
exports from Indian Textile and Apparel Industry, Government of India (GoI) has
extended the duty drawback facility on all Textile products and increased the
rates in some case.
The below Figure gives the import and export data for India Textile and Apparel
Industry from 2005-06 to 2014-15.
vii. Domestic/Export market
The Indian textiles industry is set for strong growth, beyond by both strong
domestic consumption as well as export demand. The industry is expected to
reach US$220 billion by 2020.

With consumerism and disposable income on the rise, the retail sector has
experienced a rapid growth in the past decade with several international
players like Marks & Spencer, Guess and next having entered the Indian market.
The organized apparel segment is exposed to grow at a compound annual
growth rate (CAGR) of more than 13% over a 10 years period.
Viii. Employment Generation (Direct and Indirect) due to the project
The textile industry has made a major contribution to the national economy in
terms of direct and indirect employment generation and net foreign exchange
earnings.
For Telangana in particular, the need for integrated textile clusters is more
pronounced because of the reason that despite it being one of the largest
producers of cotton in the country, only 20% of the cotton produces in the
state is being utilized by industry within the state and with the rest 80 going to
other states for spinning thereby losing the opportunity for value addition,
employment creation, and improving the quality of life of local population.
Further, establishment of integrated textile cluster at Telangana would help in
stemming the migration of skilled textile workers to other states in search of
livelihood. In textile centers such as Surat, Bhiwandi, Sholapur more than 5 lakh
workers originally hailing from Telangana are employed.

3. Project Description
i. Type of Project including interlinked and interdependent, if any
There are no interlinked/interdependent projects in the Textile Park. All the
projects were textile related and homogenous projects.

iii. Details of alternate sites considered and the basis of selecting the
proposed site, particularly the environmental considerations gone into
should be highlighted.
TSIIC identified an area of 3000 acres government and private lands in
Mupparam and Devanoor village for proposed Textile Park.
Mupparam: ~1857 acres, of which 981 acres is government land remaining 876
acres is private (Patta) land.
Devanoor: ~1143 acres, of which 800 acres is government land and remaining
343 acres will be private land.
The proposed project site is mostly meeting the above guidelines but whereas
the Dharmasagar Water reservoir which is the only potable water source for
Warangal City is located adjacent to project site. The project site is in high
elevation than the water reservoir. During monsoon season the water from the
reservoir will not enter the project site due to high elevation.

As the project site is in undulated terrain, some part of the project site (eastern
side) is sloping towards water reservoir. The storm water from this area of the
project site will be draining towards the reservoir.
An aerial distance of 5 km and 15 km radius from project site shows that area is
having water bodies/tanks around the project site. The figure showing 5km and

vi. Raw material required along with estimated quantity, likely sources,
marketing area of final product/s, mode of transport of raw material and
finished product.
Telangana is one of the largest producers of long staple cotton with production
of around 43 Lakh bales/annum. The state stood at third position in the country
in cotton production during the year 2014-15.
There are 33 spinning mills with capacity of 10 Lakh spindles, which consumes
only about 20% of the cotton grown in the state. With the rest 80% going to
other states for spinning. Capacity utilization of weaving industry in the state is
negligible and there is not much processing capacity available in the state.
There is no further downstream facility like processing and garmenting.
vii. Resource optimization/recycling and reuse envisaged in the project, if
any, should be briefly outlined.
Strom water management, wastewater management are the major concerns
within the project site.
During the operation, it is planned to have a drain network system to divert
the surface runoff in to the nearby surface streams.
The wastewater generated by the users will be collected and diverted for
common effluent treatment.
The treated water will be used for greenbelt and within the industry; zero
liquid discharge system concept will be implemented.
viii. Availability of water its sources, Energy/Power requirement and source
should be briefly outlined.
Water: The requirement of water for industrial use and domestic use at various
site services and residential employ hostels at proposed textile park will be
collected through pipeline from the identified various sources and shall be
collected in underground storage reservoir.

demand has been tentatively estimated at around 209 MW.

ix. Quantity of wastes to be generated (liquid and solid) and scheme for

It is estimated that the units shall generate up to 21 MLD of process effluent
and a CETP (with Zero Liquid Discharge [ZLD]) shall be designed with suitable
technology to meet the capacity, and as per norms of environmental
compliance. Total combined sewage treatment (CSTP) capacity may be 10 MLD.
The Park shall also have collection system to collect the effluent from the
individual units for treatment to the CETP and a conveyance system to
distribute the treated water back to the units.
Sludge generated from CETP will be dried and shall be disposed in to TSDF for
treatment & disposal. Sludge generated from CSTP shall be used as manure for
plants.
Solid wastes are principally waste clothes, yarn, waste cotton, domestic waste,
which originate in the Textile Park. The possible clothe waste will be sold to
vendors and reclables waste sent to otherised recyclers.

4. Site Analysis
i. Connectivity
The NH-163 is proximal to the site which connects Hyderabad and connects till
Bhopalpatnam in Chhattisgarh.
Road Connectivity: Warangal is well connected to other major cities and
towns by means of roads and railways. The National Highway 163,
connecting Hyderabad and Bhopalpatnam, and NH 563 pass through the city
and connecting Ramagundam and Khammam & state highways also good
network with the surrounding districts like; SH 3 connecting Warangal-
Khammam, SH 9 connecting Warangal-Medak & SH 16 connecting Nalgonda-
Warangal-Medak. Warangal -Narsampet road is about 5-6 m from the site.
Rail Connectivity: Chintalapalli Railway Station is the closest railway station
and the railway line passes close to the project site. Kazipet railway station
and Warangal railway station are two major stations which provide rail
connectivity to the site.
Air Connectivity: The International Airport at Hyderabad is about 190 km
from the site and connects most of the domestic and international
destinations. Warangal (Mamnoor) airport is 6.5 Km w presently which is not
in use.
Sea Port: The nearest ports to are Machilipatnam (330 Km), Kakinada (400
Km) and Visakhapatnam Seaport (530 Km).
ii. Land form, Land Use and Land ownership
The present land form is open agricultural Patta land. The total land of 1190.67
Acres acquired by TSIIC.
iii. Topography
The terrain of the project site is generally flat. The land area of the project site
is mostly vacant land with grass, open scrub other mixed vegetation.
Agricultural land of corn, maize, cotton and paddy cultivation is available in and
around the project site. Some parts of the project site are rocky in nature.

Elevation of the proposed site varies from 240 to 260 m, the general land slopes
towards South-East. The topography of the district consists of isolated hills, rain
fed tanks, lakes and shrubby forests
iv. Existing land use pattern (agriculture, non-agriculture, forest, water
bodies (including area under CRZ)), shortest distances from the periphery
of the project to periphery of the forests, national park, wildlife
sanctuary, eco sensitive areas, water bodies (distance from the HFL of
the river), CRZ. In case of notified industrial area, a copy of the Gazette
notification should be given.
There is no forest area in the project site. There are no national parks, marine
parks, sanctuaries, wild life habitats including biosphere reserves, within 15
km of the proposed project boundary. The Warangal Fort and other
structures of archaeological importance and heritage sites located in Warangal
are located at a distance of about 8 km (aerial distance) from the boundary of
the project site.
v. Existing infrastructure
There is no major existing infrastructure development. The park will have
modern infrastructure compliant with international industry norms. All the
units in the park shall establish state-of-the-art production facilities.
The park shall strive to balance between the infrastructure requirements for
establishing textile with common facilities required and social infrastructure
required to support such large developments.
vi. Soil classification
Based on morphological, physical, physico-chemical and chemical properties of
the soils and the climate of the district, the profiles of Warangal district were
classified as red earths, black soils (shallow to deep) and forest soils.The major
soil types found in the district are red chalka (55%), black cotton soil (22%,
loamy soil (14%, and sandy loams (9%).
vii. Climatic data from secondary sources
The climate in Warangal district is generally dry. Summers are hot with mercury
sometimes touching 500C. The temperature dips to 13
0C December and January.

In winters during the months of Warangal district receives maximum rainfall
through the South – West monsoon during the months of July, August and
September. Normal annual Rainfall is 994 mm.
Viii. Social infrastructure available.
All infrastructures such as education, health facilities and other social
infrastructures are adequate at district headquarter. Social infrastructure holds
the key for a balanced living and the park shall strive to balance between the
industrial requirements for establishing textile trades, common facilitates
required. The following facilities have been planned:
Workers’ hostel facility – for 2500 workers in a bunker/twin sharing
arrangement
Housing zone with plots for residential development – with plots with
varying sizes ranging between 800 sft. to 3500 sft.
Crèche, Medical facility
Commercial centers / recreational center etc.
5. Planning Brief
The Mega textile park shall be planned as an integrated textile park covering all
the trades of textile viz from yarn to finished product with all requisite
infrastructure facilities to provide a conducive working environment to the
units in the Park and also to the workforce. The Park shall be an environment
friendly eco-system comprising of physical and common infrastructure
components interwoven with green spaces.
The Master Plan shall follow the principles of an eco-industrial park by
maximizing green space and open spaces, provision of green belts around
pollution and/or dust generating facilities viz., waste storage and disposal
facility and contain polluting effects.
The master plan for the Park shall be design philosophy would revolve around
prioritizing various aspects viz., circulation, land suitability, environmental
sustainability and topography to optimize various land uses. The Master Plan is
based on modern planning concepts of providing good and efficient internal
movement with supporting infrastructure and facilities in an aesthetic
environment.

7. Rehabilitation and Resettlement (R&R) Plan
i. Policy to be adopted (Central/State) in respect of the project affected
persons including home oustees, land oustees and landless laborers (a
brief outline to be given).
There are no habitations within the project site and therefore there is no
rehabilitation or resettlement envisaged. However the pattadars from whome
the land is being purchased are provided with developed residential plots in
near by land.

9. Analysis of Proposal (Final Recommendations)
i. Financial and social benefits with special emphasis on the benefit to the
local people including tribal population, if any, in the area.
The Proposed Mega Textile Park in Telangana particularly, the need for
integrated textile clusters is more pronounced because of the reason that
despite it being one of the largest producers of cotton in the country, only
20% of the cotton produced in the state is being utilized by industry within the
state and the rest of 80% going to other states for spinning thereby losing the
opportunity for value addition, employment creation, and improving the
quality of life of local population. The development of integrated Textile Park
with all infrastructure including suitable wastewater treatment facility will
enhance the utilization of the cotton produced in the state, cause value
addition and create good employment generation.
Further, establishment of integrated textile cluster at Telangana would help in
stemming the migration of skilled textile workers to other states in search of
livelihood. In textile centers such as Surat, Bhiwandi, Sholapur more than 5 lakh
workers originally hailing from Telangana are employed.
In order to address the above objectives of the State, and also to address the
growing challenge of competition for the Indian textile industry at a global

level, prevent large scale migration of skilled workers and provide employment
within the state, it is proposed to develop a Mega Textile Park in Warangal
District to create an integrated ecosystem in which the textile value chain can
operate effectively and efficiently.
The Project will help in the Improvement of physical infrastructure,
Improvements in the social infrastructure, Employment potential – skilled;
semi-skilled and unskilled other tangible benefits.
Proposed Textile Park comprises different textile sector, so there will be a huge
scope of both skilled and unskilled employment generation. Workers from
nearby villages shall be given priority for employment as per their skills.
Estimated total direct and indirect employment generation would be more
than 189384.
