Environmental Priorities in the 10th National Development Plan:
In accordance with the approach of sustainable cities, environmental awareness and quality of life will be improved in cities such as waste and emission reduction, energy,
water and resource efficiency, recycling, noise and image pollution prevention, environment friendly material usage.
Eco-friendly practices such as renewable energy, eco-efficiency, cleaner production technologies will be supported in production and services, and the development and
branding of environmentally friendly new products will be encouraged
Applications to promote the sustainability of consumption habits and to increase environmental awareness, especially nature conservation, will be disseminated
The value of natural resources and ecosystem services will be measured and taken into account during policy making and implementation.
The identification, conservation, sustainable use, development and monitoring of biological diversity, which are important for agriculture, forestry, food and medicine
industry, will be provided.
Green growth opportunities will be assessed in areas such as energy, industry, agriculture, transportation, construction, services and urbanization. New business areas, R & D and innovation will be supported to provide environmentally friendly

To prepare Official Statistics Program and Monitoring Reports
To determine the statistical methods, definitions, classifications and standards to be used during the production of official statistics in accordance with national and international norms.
To determine statistical data needing areas and data collection methods in cooperation with the relevant institutions and organizations taking into consideration the national and international
priorities in the field of statistics.
To compile, evaluate, analyze and publish national statistics on economics, social issues, demography, culture, environment, science and technology and other fields as deemed necessary

• Based on the Statistical Law of Turkey enacted in 2005, Official Statistics Programme has
been prepared for 5 years period. – 1st Programme period: 2007-2011
– 2nd Programme period: 2012-2016
– 3rd Programme period: 2017-2021
• Within the context of the Programme, – responsible and related institutions are defined,
– data compilation methodology
– publication periodicity/schedule of official statistics
are specified.
• Based on the program Annual National Data Release Calendar is prepared and announced

According to TURKSTAT data, rate of population served by waste disposal and recovery facilities in total municipal population is 65% in 2014.
This ratio is targeted to increase up to 83% by year 2017 and by the end of 2023 it is targeted to refurbish the existing infrastructure and raise the ratio to 100%.

Compared to the 1990 emissions data, NH3 emissions showed a high increase with a percentage of 113%. Respectively the highest emissions were NOX
(%87), SO2 (23%), CO (22%), NMVOC (16%) and PM10 (12%). Compared to the emissions in 2013, SO2, PM10 and NOX
emissions increased by 10.5%, 6% and 0.8%, respectively. Other emissions appear to be declining. Table shows the emission changes compared to the previous year together with the time series.
The Number of Air Quality Monitoring Stations
In Turkey there are 210 air quality monitoring stations (in 2015) most of which are located in urban areas representing domestic heating sources. A limited number of stations also represent traffic and industrial sources. However, according to European Union criteria, such stations should be established in respect to the area they represent; urban, suburban and rural; and with respect to source types as traffic, heating or industry.
Population data is regarded as basis for the number of stations required. According to the assessment studies, at least 330 monitoring stations are required. The Ministry foresees to meet this target by the end of 2017.
Consumption of Ozone-Depleting Substances (ODS)
Turkey has been a party to the Montreal Protocol on Substances that Deplete Ozone Layer in 1991. The import and consumption of ODS’s that haven’t been produced in our country are gradually terminated in accordance with the Protocol obligations. Projects and public / sector awareness-raising activities are carried out on transition to alternative substances. In Turkey, the use of substances that reduce the ozone layer during the period 2009-2015 has decreased by 96.23%.
Climate change action plan will be implemented and Ozone Depleting Substances (ODS) will be substituted by alternatives.
Blue Flag Implementations
THE NUMBER OF BLUE FLAG BEACHES , MARINAS AND YACHTS BY YEARS IN TURKEY
In the period from 1994-2015, The number of Blue Flag in Turkey increased steadily and reached to 436 beaches, 22 marinas and 14 yachts in 2015. Our country ranks second with 436 beaches, followed Spain (578) in 2015. As for marinas, Turkey ranked 7th in the World.
Target is to be the world leader in the number of blue flag beaches by 2023.

Risk Assessment and Emergency Response
Coastal Facilities which are executing activities leading pollution of seas have to prepare and submit “Risk Assessment and Emergency Response Plans” within the scope of The
Law numbered 5312 “Pertaining to Principles of Emergency Response and Compensation for Damages in Pollution of Marine Environment by Oil and Other Harmful Substances” and “Implementation Regulation of related Law”. In this context, Risk Assessment and Emergency Response Plans of 291 Coastal Facilities have been prepared and approved by Ministry of Urbanisation and Environment. This number constituted the 90% of all the coastal facilities in Turkey.
100% of Emergency Response Plans of the coastal facilities will be completed by the end of 2017.
