1 INTRODUCTION

1.1 NAVI MUMBAI

The city of Navi Mumbai was set-up as a counter magnet to Mumbai, with basic

objective of curbing further growth of the mega city of Mumbai. The project

objectives were to:

� Reduce growth of population of Bombay

� Support state-wide industrial location policy

� Raise living standards by providing physical & social services

� Provide an environment for leading fuller and richer lives

Started in 1970, the largest new town development in the world, Navi Mumbai is

spread over 344 sq. km. Navi Mumbai is a planned modern metropolis designed

to cope with growing needs of life and commerce in 21st century. City And

Industrial Development Corporation Ltd (CIDCO), a company fully owned by Govt.

of Maharashtra has carved out 14 nodes/townships strung along a mass rapid

transit corridor with a view towards facilitating comprehensive development.

These nodes are Airoli, Ghansoli, KoparKhairane, Vashi, Sanpada, Nerul, CBD

Belapur, Kharghar, Kamothe, New Panvel, Kalamboli, Ulwe, Dronagiri, Pushpak.

CIDCO has developed high-quality infrastructure facilities in Navi Mumbai area

including housing complexes, industrial infrastructure, business districts, road

& railway linkages, educational and recreational facilities, etc. The city is now

being established as a 21st Century SMART City.

1.2 SMART City initiatives

CIDCO’s vision of SMART City is anchored around people and processes. Mega projects

like the proposed Navi Mumbai International Airport (NMIA), Mumbai Trans-harbour

Link, NMSEZ, Navi Mumbai International Airport Notified Area (NAINA), doubling of

capacity at JNPT, shall create immense opportunities for investment in the region and

create new jobs. In the coming decade, Navi Mumbai is slated to become the new

epicenter of investment in India, with the commissioning of these mega projects.

CIDCO has brought in multiple economic drivers at various locations in the past that

has resulted in self-sustained growth of Navi Mumbai. The proposed Corporate Park

at Kharghar is yet another step in this direction. In this context, conceptualizing and

designing such key city-scale economic magnet is an excellent opportunity to leave

an imprint in the development and growth of Navi Mumbai.

2 PROPOSAL BACKGROUND

Located centrally in Navi Mumbai and abutting the Mumbai - Pune Expressway, Kharghar

Node is spread over 1850 ha. It has premier Institutions, city scale recreational areas

and state-of-the-art physical & social infrastructure.

As one of the building blocks of the SMART City by way of job creation, CIDCO endeavors

to develop strategically located 120 Ha. land in Kharghar as a Corporate Park. This

project at Kharghar shall be a finance center for high end commercial use coupled with

residential use.

3 PROJECT OBJECTIVES

This project intends to bolster the image of the city, besides strengthening the

commercial potential of the region.It will establish centralized space for business within

Navi Mumbai itself so that the population does not have to travel for work places outside

the city. The project aspires to have best of the Corporate world, finance sector

stalwarts, etc in the Corporate Park. The proposed Corporate Park has proximity to

the upcoming NMIA (Navi Mumbai International Airport), social infrastructure such as

educational institutes, international schools, hospitals and hotels, high quality

recreational spaces such as Central Park, Kharghar Valley Golf Course, etc. Coupled

with these, the Corporate Park should offer high quality of life with state-of-the-art

infrastructure.

The Corporate Park is envisioned to have world class commercial & real estate

development, smart IT-enabled business environment, technology enabled smart

infrastructure and well planned transport network. With these broad objectives, CIDCO

wishes to secure services of a proficient firm from the field of Urban Planning & Design.

4 COMPETITION PROCEDURE

4.1 CIDCO intends to appoint reputed Urban Planning/Urban Design firm through

global competition for Preparation of Master Plan for Corporate Park at Kharghar.

CIDCO is inviting proposals from interested parties as per the laid out norms in

this Expression of Interest (EOI). Prospective applicants are advised to read the

EOI and comply with the terms & conditions for submission of the proposal as

defined in this EOI document.

Firms interested in offering professional services for the preparation of Master

Plan should provide the information on qualifications and experience to perform

the services, etc. as mentioned in the EOI.

4.2 Stages of Competition

The selection procedure consists of two stages:

Stage 1 – Submission of EOI

The first stage will be submission of information as per the formats given in this

document including details of five executed projects. Based on evaluation of EOIs,

the firms will be short-listed for stage-2.

Stage 2 – Close competition amongst short-listed firms

The second stage will involve submission of vision, concept, methodology and

master plan/design proposal of the Corporate Park by the short-listed firms. The

submissions will be reviewed by jury panel. The short-listed firms submitting their

proposal to the satisfaction of jury will be paid an honorarium for the work done.

The project consultancy will be awarded to the winning entry as decided by the

jury panel.

5 ELIGIBILITY CRITERIA

5.1 Proposals of only those applicants who satisfy the Conditions of Eligibility will

be considered for evaluation.

5.2 The project requires experience in dealing with urban design / planning projects,

architecture, landscape design and all engineering services including water supply,

sewerage and sanitation, solid waste disposal, electricity, etc.

5.3 Applicant can be individual Firm or may form consortium of not more than four

Firms (National/International) to perform all services as per point no. 5.2 above.

5.4 Hereinafter, 'the firm' means 'individual firm' or 'lead firm' in case of consortium,

as the case may be.

5.5 The firm shall be necessarily 'Urban Planning' or 'Urban Design' firm.

5.6 The firm outside India, should have at least one partnering Urban Planning/ Urban

Design firm based in India.

6 CONDITIONS OF ELIGIBILITY

6.1 Financial criteria:

Minimum annual average turnover of Rs. 10 Crores in past 3 financial years (viz.

2013-'14, 2014-'15 and 2015-'16). (In case the payment is in US dollars, the

exchange rate for US dollar be considered as 1USD =INR 68/-).

6.2 Technical Eligibility criteria:

1. Minimum experience of 15 years either in field of Urban Planning or Urban

Design.

2. Experience of Master Planning township/s with mixed land use development

during last 15 years is mandatory.

3. Must submit documentary evidences in support of claims in the form of

work orders/ completion certificates by the Competent Authorities.

4. Mandatory to have 'Key Personnel' with relevant qualifications and experience

as specified in the table below:-

Urban Planner Post graduation in Urban / City Planning / Town and

Country planning with minimum 15 years experience

in the field of Urban Planning.

Urban Designer Post graduation in Urban Design with minimum

10 years experience in the field of Urban Design.

Architect Bachelor Degree in Architecture with minimum 10 years

experience in the field of Architecture.

Landscape Architect Post-Graduation in Landscape Design with

minimum 10 years experience in Landscape Designing.

Infrastructure Expert Post graduation in Civil Engineering with specialization in

Infrastructure Planning with minimum of 15 years experience.

7 DETAILS OF SUBMISSION OF EOI

The submission should contain:

A. The following formats duly filled in

Format No. I : Covering letter

Format No. II : Description of firm

Format No. III : Information of Financial Capability

Format No. IV : Details of Five Completed projects

Format No. V : Curriculum-vitae of key personnel

B. Details of five executed Urban Planning and/or Urban Design projects to

demonstrate the firm’s capability, in the form of A4 size Brochure of not more

than 25 pages.

C. Copy of this EOI duly signed and stamped by the firm on each page.

D. The submission of A, B & C above should be of two sets. All the submissions should

be in hard copies only. Both the sets must be submitted in Single Envelope sealed,

stamped and signed by the firm and must reach at address given at 10.2 on or

before 21st March 2017.

8 CIDCO’s RIGHTS REGARDING EOI

8.1 Notwithstanding anything contained in this EOI, CIDCO reserves the right to accept

or reject any entry or to annul the competition or reject all entries at any time

without any liability or any obligation for such rejection or annulment and without

assigning any reasons.

8.2 CIDCO reserves the right to change/modify any or all of the provisions of this EOI.

CIDCO also reserves the right to change, modify, add or alter the competition at

any stage.

8.3 CIDCO may cancel the competition at any stage without assigning any reasons

whatsoever and will not be liable to compensate any participant on any grounds

whatsoever. The participant shall not be entitled to refund of cost of documents

or other costs in case the competition is cancelled for whatsoever reason or without

assigning any reason, at any stage.

9 TERMS AND CONDITIONS

9.1 The applicant, individual and/or firm and/or team, mentioned in the EOI agrees

to abide by the rules of the competition as determined by CIDCO.

9.2 CIDCO reserves the right to reject the EOI submitted if it does not comply with

the submission requirements.

9.3 The decision of CIDCO in short-listing the firms shall be final and irrevocable.

9.4 Any entity which has been barred by the Central Government, any State

Government, a statutory authority or a public sector undertaking, as the case may

be, from participating in any project, and the bar subsists as on the date of

Proposal, would not be eligible to submit a Proposal either by itself or through

its Associate.

9.5 During the last five years, the firm or its Associate should have, neither failed to

perform on any agreement, as evidenced by imposition of a penalty by an arbitral

or judicial authority or a judicial pronouncement or arbitration award against the

firm or its Associate, nor been expelled from any project or agreement nor have

had any agreement terminated for breach by such firm or its Associate

9.6 The applicant should not send multiple entries or form multiple consortium.

9.7 It shall be the responsibility of the Firm to ensure that EOI reaches CIDCO within

the stipulated time. Any submission beyond 21st March 2017 shall not be

accepted.
