Methodology

• Research included:

• Public opinion poll: 2000 residents of Ukraine (excludingAR Crimea and non-government controlled areas of Donetsk andLuhansk oblast). October 24 – November 11, 2015. The surveysincluded comparison with the data from September 2014 andApril 2015

• Focus groups: 10 focus group discussion (FGDs) with men andwomen aged 18-55 y.o. December 22 – December 28, 2015among the current activists and potential activists

• Survey of NGO representatives: 451 interviews withrepresentatives of NGOs working in the areas of citizenmobilization/advocacy/civic or voter education. January 20-February 12, 2016

Main purpose:

• Track main civic awareness and participation rates• Compare values and perceptions of activists, potential activists

and non-active citizenry• Provide deeper understanding of motivations behind

High Alienation index shows lack of faith among citizens that authorities hear

and take into account their interests. It is notable that Alienation index is the

lowest among Current activists and the highest among Non-activists

Alienation index - arithmetic average of the percentages of answers “completely agree” and “rather agree” with five statements: “Rich are becoming richer, and poor - poorer”, “Your opinion already doesn’t have important meaning”, “People in power do not care about you”, “Majority of people in power try to benefit at the expense of such people as you”, “You do not influence at all the events happening around”. These statements demonstrate, if citizens consider that state authorities hear and take their interests into account. The index was first measured by Harris Poll in the USA 1966.

The dynamic for comparison: in April 2012 this index was 85 according to the data of survey GfK Omnibus (regular monthly survey of GfK Ukraine with sample of 1000 respondents). Sample design of survey in April 2012 is not totally correspondent to sample design of current survey as it included residents of currently uncontrolled areas of Donetsk and Lugansk regions and Crimea.

Comparison with other countries: In 2014 in USA the Alienation Index was 70, compared to 67 in 2013, 63 in 2011, 52 in 2010 and 53 in 2009.
