3. Background

Innovation and technological development are important competitive advantages in an

increasingly globalised setting. The contribution of institutions of higher education and research to

innovation and the welfare of the European economy is a key concern of regions and nations.

Most regions and states however lack well-functioning technology transfer organisations

capable of supporting academic-based innovations and their transition to the markets.

In particular problems are typically related to:

Unclear policy and legal frameworks

Lack of motivation of research institutions and of researchers

Lack of qualified personnel managing the technology transfer process

Lack of networks to regional, national and international resources, industrial partners

and venture capital

4. Objectives

Overall objective is to unleash the innovation potential of the higher education and research

institutions of CE through the development and validation of a technology transfer model,

adapted

to the situation of the partners and characterised by transnational co-operation.

Specific objective is that the partners jointly have developed and validated a sustainable

model for more efficient and effective transfer of research results to the market.

The project will strengthen the economies in Central Europe by

1) creating optimal conditions for new companies and

2) fostering innovation activities in existing companies.

3) Research institutions involved in the project will benefit through higher income from

industry and better alignment with industry’s need.

5. Trans-national co-operation

The specific objectives can best be achieved through trans-national co-operation because it helps in

1.Achieving a critical mass of innovations

2.Bundling competences, resources and networks

CERIM links 10 organisations in 7 different Central European regions with interest in

technology transfer – universities, consulting companies and private, public or semi

public technology transfer institutions.

7. Target groups

1. Technology Transfer Institutions (TTIs)

TTIs support academic based innovation. TTIs in Central Europe need to develop more effective models and

networks. Total target group size is ca. 300.

2. Research institutions and researchers

Are the source of innovations and need support in valorising their research. Here close co-operation of TTIs and

researchers is crucial. Roughly estimated 30.000 researchers conduct market relevant research in Central Europe

- the project addresses ca. 15.000 and shall involve ca. 1.000 actively.

3. Policy makers

A favorable policy framework is key to successful technology transfer. Policy makers often lack insight in

innovation processes. The project will enhance mutual learning by connecting policy makers, researchers and

TTIs.

4. Indirectly also SMEs/industry is a target group but outside of project actions.

9. Activities

Activities are based on 5 work packages (WP).

WP 1: Concerns management and co-ordination.

WP 2: Is about communication, dissemination and knowledge management.

WP 3: Aims at raising policy-relavant knowledge about the technology-transfer environments in CE

WP 4: Aims at increasing the PPs competence in supporting tech transfer.

WP 5: Is about validating the joint tech transfer tool through pilot actions.

10. Actions and core outputs

1. Joint trans-national strategy and action plan.

The joint strategy and action plan is the basis of the activities of the joint management.

2. Trans-national tool development.

Self-assessment tool and a common CE tech transfer tool will be established. A web-site/knowledge-management

directory is a core output.

3. Joint management establishment.

A formalised, permanent co-operation network. The purpose is maintaining the accumulated resources and

networks for tech transfer in CE.

4. Pilot actions

Pilot actions assessing and structuring of research based innovations is foreseen. The aim is preparing for

handing over the cases to investors/companies. The ultimate goal is the verification of the CE tech transfer

model.

CERIM links 10 organisations in 7 different Central European

regions with interest in technology transfer.

Through this wide trans-national co-operation will CERIM bundle

competences, resources and networks as well as reach the critical

mass of innovations.

The overall objective is to develop a tech transfer model for the

Central Europe area, and to valorise this model with concrete

cases coming from regional researchers.
