which include the missing link 48 from Sisophon to Poipet.- Single Track Meter gauge 1000mm - Constructed from 1929 and finished in 1942 using steel sleepers bold rigid and used P 30 of rail support for 15 tons axle load. it consists of 49 Operation stations,

Northern Line 386 Km , Phnom Penh - Poipet

Section 1, Sisophon to Poipet , 48Km - Completed only from PK338 to PK378+450 = 40.45 km

- Remaining from PK378+450 to PK386 = 7.55 km

This section was planned to complete by March 2013; but the Contractor (TSO) suspended its activities since July 2012 and the contractor moved all equipment and staff to the Southern line. (TSO’s Letter to Minister on 17 July 2012 for Contract Termination of the Northern Line Works).

Overall Completion as of June 2012 is: 70.7 %

Section 2, Sisophon - Phnom Penh , (338 Km) will be completed by March 2013;

Overall completion as of June 2012 : 4.1% (mostly for the Section from Phnom Penh to Bat Deoung, 32 km)

Status of Concession Agreement

The Railway was re-operate from Phnom Penh – Touk Meas Station of 120 km, in October 01, 2010. A formal opening ceremony was held in Phnom Penh on October 22, 2012.

In August 2012, Toll (Concessionaire) has resumed it rail services following a short period of suspended rail services, the suspension of rail services has allowed rehabilitated works to be completed of the Southern line from Phnom Penh to Sihanoukvill Port. The CEO of Toll, Mr. David Kerr, has returned to his office in Phnom Penh Station on 29 August 2012.

Toll has currently rehabilitated 10 1200Hp Alstom locomotives and has 2 new 1300Hp Chinese locomotives. Also 2 passenger cars (diesel hydraulic train set) and over 100 freight wagons were rehabilitated.

On September 19th, 2012 Toll signed an Agreement and a Letter of Intent with Richz Electronic Services (S) Pte Ltd for the provision of locomotive components, spare parts, and new container wagons.

Other Railway Development Programs

Other Railway Development ProgramsNew Line: Bat Deoung – Trapeang Sre (Logninh, Vietnam border)

- Feasibility Study was completed since October 2010 (by PR. China).

- RCG is seeking fund for Construction.

The Master Plan for Railway Network Development in Cambodia (KOICA Funding)

- Ongoing- Period: 22 months (2011-2013), - Start from 17 June 2012.- On 26 September 2012 A technical seminar on Railway Master

Plan Study will be held at Phnom Penh Hotel. (Joint-Organized by KOICA, Korea Rail Network Authority, SAMBO Consultant & MPWT).

Railway (Border) Crossing Agreement:- Cambodia & Vietnam, was signed since 4 November 2008.- Cambodia & Thailand, is still under process (discussion). A

Minute of Discussion was signed on 17 August 2012 between Railway Department of Cambodia and the State Railway of Thailand.

The Royal Government of Cambodia has Privatized and Signed Concession Agreement of 30 years with Toll Holding Co., Ltd. on 12 June 2009.
