HOW CAP AND SHARE WOULD WORK
THE CAP - The Global Atmosphere Trust sets each years
emissions at a level highly likely to stabilize the climate.
THE SHARE - National climate protection trusts distribute
Pollution Authorization Permits (PAPs) to every adultresident.
THE ENFORCEMENT - Inspectors check that producers have
bought enough permits to cover all their output. The used
permits are cancelled.
THE BUY - Fossil fuel producing companies buy enough
permits to cover the eventual emissions from the oil, gas
and coal that they sell.
THE SALE - Recipients either sell their permits via banks
and post offices or destroy them.

THE ADVANTAGES OF CAP & SHARE
The poor would have an income which automatically increased in step withhigher fuel and food costs. The gap between rich and poor would cease towiden both within countries and between them. Rural areas that have beenleft behind would catch up.
Families would have a new source of annual income which they could use toreduce their reliance on fossil fuels.
Emissions rights would be distributed to people, rather than countries. Thiswould make it much easier for a global climate treaty to be agreed.
A new world currency would be introduced. This would not only provide astable basis for international trade but also support the dollar during theebcu's introduction period. Highly indebted poor countries would have theirdebts cleared

THE DISADVANTAGES OF ANY METHOD
OF LIMITING FOSSIL FUEL USE
Energy prices will rise in relation to other factors ofproduction. A long-run inflation is necessary to allow theprices of goods and services to adjust to reflect theamount of fossil energy used in their production and
delivery.
Economic growth will take a different form. Energy-intensive activities will decline, labor intensive ones willexpand. The overall effect on total world income isimpossible to calculate but incomes in the energy-intensive parts of the world can expect to decline inrelative terms.

There are different components of the
dimensions of vulnerability :
I Exposure Cyclone risk , tourist population , Localpopulation , Infrastructure
II Sensitivity Characteristics of beach / shores ,Condition of Infrastructure , Tourist perception
III Adaptive Capacity Institutional support ,Access to Financing , Management capacity

CONCLUSION
In practical terms, sustainabledevelopment means:
using less energy and using it from sustainable sources;
ensuring that buildings conform to the best standards ofsustainability and energy efficiency;
reducing the harmful effects of transport;
procuring goods and services locally where possible,
and from organizations that encompass the principles ofsustainability;
reducing the amount and impact of waste; and
