Omaha and Lincoln meetings. We
should appreciate the technical
depth of the Nebraska Chapter
Membership. At almost any time,
we have many members that are
willing to step forward with timely
and interesting presentations.

It seems like each month I get to
congratulate someone associated
with our chapter. This month con-
gratulations go out to our scholar-
ship recipients Ruth Edgar, UNL-
Construction Management, Nathan
Snyder, UNL-Mechanical Engineer-
ing, Jonathan Ingram, UNL-
Architectural Engineering (Omaha
Campus), and Sean McMahon,
UNL-Architectural Engineering
(Omaha Campus).
Each received a $1,250.00 scholar-
ship From the Nebraska Chapter in
the memory of Ray Alvine, Ray
Dunbar, X Hoffman, B.G. Petersen,
and Larry Jenkins. These scholar-
ships are supported through fund-
raisers such as the annual trap
shoot and generous contributions
from groups such as the ASHRAE
Bowling League. Scholarship funds
are administered through the Uni-
versity of Nebraska Foundation.
Just a couple of reminders. The
ASHRAE Webcast on Making Ener-
gy Efficiency a Reality is scheduled
for Thursday April 19. Please check
the ASHRAE Website at
www.ASHRAE.org for registration. I
also encourage you to save
the date for our Region IX
CRC in Sioux Falls, SD Au-
gust 2-4. This is a great oppor-
tunity to take a short vacation with
the family to South Dakota, have
a blast and get our Region IX
work done. We will share the reg-
istration link when it becomes
available. Please see other an-
nouncements in this newsletter.
Finally, if you are interested in get-
ting involved with our chapter, there
are opportunities available as com-
mittee chairs, co-chairs, or commit-
tee support. It is a great opportunity
to work with high-level people and
develop outstanding leadership

ASHRAE Resource Promotion
A big thanks to all donors who contributed to the
2016-2017 ASHRAE RP Campaign! It was a record
fundraising effort with over $2.5 million raised on a
national level for Research, YEA, Education, Schol-
arships, and the General Fund. The Nebraska Chapter contributed over
$23,000 last year, and this year’s Chapter goal has been set at $21,700.
The state of Nebraska receives a significant return on in-
vestment for your contributions made to ASHRAE RP, as
over $400,000 has been distributed for active or recently
completed research projects.
We hope RP can count on your support again this year. Please consider
sending in your personal or corporate contributions early to help our
Chapter hit progress goals. Perhaps consider contributing to RP in con-
junction with your company fiscal year. If you have any questions regard-
ing RP or would like to contribute to the 2017-2018 Campaign, please

Each year, ASHRAE hosts its annual LowDown Showdown modeling competition, which showcases designs of
teams striving to go beyond an energy efficient building design and modeling to create a near net-zero energy
building.
The competition is open to professionals, students and combined teams.
This year’s model building is a 60,000 sf museum (new construction) located in Denver, Colorado that includes
retail space and a full service restaurant. Participants can join a team or sign up with colleagues to create their
own team.

2018 ASHRAE LowDown Showdown Modeling
Competition
Department of Energy:
The omnibus will increase the De-
partment of Energy’s (DOE) budg-
et to $34.5 billion (almost $4 billion
more than FY 17). This includes
additional funds to the following
programs:
The Energy Efficiency and
Renewable Energy Of-
fice (EERE) will see a $300
million increase to $2.3 billion.
Below are the funding levels
for programs of interest:
The Building Technology
Office will see funding lev-
els at $221 million ($21
million more than FY 17).
The Weatherization and
Intergovernmental Activi-
ties will see funding levels
at $306 million ($28 million
more than FY 17).
The Energy Information
Administration will see
funding levels at $125 mil-
lion ($3 million more than
FY 17).
The Federal Energy Man-
agement Program will see
funding levels at $27 million
(same as FY 17).
DOE’s national laboratories
will likely see an increase as
the Office of Science would
see its budget grow by $869
million for a total of $6.26 bil-
lion
Advanced Research Pro-
jects Agency-Energy (ARPA-
E) will be funded at $353 mil-
lion even the Trump Admin-
istration has pushed to cut the
program completely.
The U.S. Environmental
Protection Agency:
The EPA will be funded at $8.1
billion, which is equal to current
funding levels, despite a request in
the President’s budget proposal to
cut EPA funding by almost one-
third.
The Office of Indoor Air and
Radiation is level funded at
about $33.5 million, despite
the President’s budget re-
quest to eliminate most of
the funding for this office.
Energy STAR: The spend-
ing plan maintains fund-
ing for the Energy STAR
program at the FY2017 en-
acted level. It also directs
the EPA to work with the
DOE to review the 2009
Memorandum of Under-
standing (which shifted
some functions related to
home appliance products
from the DOE to the EPA).
The EPA is required to re-
port to Congress within 90
days whether this shift in re-
sponsibilities resulted in the
expected efficiencies that
hoped to be achieved.
U.S. General Services Ad-
ministration:
Congress added specific report
language to the omnibus on ener-
gy efficiency in the GSA funding
section: “Energy Efficiency – It is
important to provide energy effi-
cient, sustainable, and cost-
effective measures that address
more effectively the infrastructure
needs of Federal agencies, includ-
ing energy savings performance
contracts, which allow Federal
agencies to partner with the pri-
vate sector to modernize Federal
infrastructure.”
Other Provisions
The Omnibus appropriated $1.57
billion for a southern border wall, a
$78 billion increase in military
funding (more than $700 billion
total), $4.6 to fight the nation's opi-
oid addiction epidemic and makes
changes to the background check
system for purchasing firearms.
