President’s Message I am honored to begin serving as President of NSA as the Association celebrates its centennial year. During the past century, NSA has grown into an international association of researchers, managers and industry members from 40 countries that work on virtually every aspect of shellfish imaginable. The recent passing of Dr. Melbourne Romaine Carriker, a long-time member, Past President and friend of NSA, caused me to reflect on the contributions that many leading members have made over the past century. It is humbling indeed. While we are saddened by the loss of friends like Mel, we are fortunate to have known them and grateful for their contributions to NSA. Mel’s book “The Taming of the Oyster” provides an engaging account of our history and is recommended reading for all. It describes a strong foundation that projects a bright future for NSA, but that future requires an active membership that constantly seeks ways to help the Association grow and stay involved with important, relevant and timely issues as those that preceded us have done so well. Therefore, I call upon each and every one of you to serve NSA as best you can. What you get from NSA largely depends upon what you and other members contribute, not only financially, but also in service; so be a leader and help where you can: · attend meetings to share your knowledge, concerns and needs · submit articles and items of interest for the Newsletter · publish research findings in the Journal of Shellfish Research · serve on a committee or run for an office · organize a special session at our annual meeting to highlight a need · seek support for a special issue of JSR to advance knowledge about a topic · support students as a mentor or with a financial contri- bution to the Student Endowment Fund · above all, recruit your colleagues to join and participate. If you missed Aquaculture 2007 you missed a great Triennial meeting. With 94 sessions containing 1,120 oral presentations and 244 posters as well as 210 exhibitors there was plenty to keep the 3,250 attendees busy. Such a large meeting can be overwhelming, but thanks to Sandy Shumway (Aquaculture ‘07 Program Chair) and LeRoy Creswell (NSA Program Representative), it was easy to find the shellfish-focused sessions. Not counting the daily shrimp sessions, there were more than a dozen that focused exclusively on shellfish, while many more included overarching topics applicable to shellfish aquaculture, biology, fisheries, economics and management. At least 145 of you checked off the box indicating that you were a member of NSA. Your support is greatly appreciated as that attendance number helps determine how meeting revenues are split among the sponsoring organizations. President’s MessageI am honored to begin serving as President of NSA as theAssociation celebrates its centennial year. Army Corps Establishes NewShellfish Permit

With the continuing decline of wild populations of manyshellfish species, more focus is being aimed toward the useof intensive aquaculture as a means of meeting thedomestic shellfish demand in the United States. Shellfishaquaculture has been practiced in the U.S. for decades, butas new and better techniques were developed the industryhas grown. With this growth, issues such as permittingand regulation, user group conflicts, and environmentalimpacts have gained more attention.

As a testament to how important some of these issueshave become, the Army Corps of Engineers (COE) added anew Nationwide Permit (NWP) to its program this year thatspecifically addresses commercial shellfish aquacultureactivities. Nationwide permits are a “type of general permitissued by the Chief of Engineers and are designed toregulate, with little if any delay or paperwork, certainactivities that have minimal impacts.”1 In theory thesepermits are designed to make culture activities easier, butgiven the broad scale over which they apply, the wide

range of culture methods used, and existing regional andstate regulations, their exact impact of COE permits on theindustry is not clear.

NWP 48, originally NWP D, was posted to the FederalRegister in September of 2006 for comment. The three mainadvocacy groups for shellfish growers in the U.S., the EastCoast Shellfish Growers Association (ECSGA), the PacificCoast Shellfish Growers Association (PCSGA) and the GulfOyster Industry Council (GOIC) all worked closely witheach other and met with the COE to discuss and addressconcerns with the new proposed permit. The final COEpermit conditions were published on March 19, 2007 andare currently in a 45 day period of examination forconsistency by the Environmental Protection Agency(EPA) and the National Oceanic and AtmosphericAssociation (NOAA). While the permit became active onMarch 19th 2007, the possibility does exist that the language

Nelson Award for best oral presentationwas presented to Elodie Fleury from IFREMER, France, forher talk, “The identification of bone morphogenic protein(BMP) from the oyster Crassostrea gigas that isdifferentially expressed in progeny exhibiting opposedsusceptibility to summer mortality.” Honorable mention foroutstanding student oral presentations were also awardedto Jessica Moss, Virginia Institute of Marine Science, for“Characterization of a novel Perkinsus spp. parasite fromCrassostrea ariakensis and Crassostrea hongkongensisfrom southern China;” and to Dane Frank, University ofConnecticut, for “Investigating the control of waterpumping in bivalve molluscs: new understanding throughthe application of new techniques.”

The Gordon Gunter Poster Award was presented to CaitlinVaughn, University of Rhode Island, for her poster,“Expression and activation of matrix metalloproteinases inthe eastern oyster Crassostrea virginica in response toexperimental infections with Perkinsus marinus andRoseovarius crassostreae.”

As judging is a time consuming but important task, NSAwould like to thank the following members for donatingtheir time and expertise to judge student talks and/orposters at the meeting: Marta Gómez-Chiarri, Kim Reece,Karen Burnett, Missy Southworth, Chris Dungan, SteveAllen, Paul Rawson, Stan Allen, John Ewart, Tom Soniat,Chris Langdon, and Tommy Leggett. Carriker was made, along with some heartfelt commentsfrom the floor by Dr. Sammy Ray who first met Mel at the1951 NSA meeting. In the spirit of the wild west, BillWalton “shot” his way through the Resolutions with a sixgun pistol – my ears are still ringing. Dr. Fusui Zhang ofthe Institute of Oceanology at the Chinese Academy ofSciences was recognized for his contributions in promotingshellfish aquaculture throughout China. The ExecutiveCommittee announced that Linda Kallansrude has beenhired as Secretariat. Linda will assume the responsibilitiesof bookkeeper and take on a variety of other administrativeduties. Lou D’Abramo described upgrades that will soontake effect on our web portal. In addition to a fresh lookand more user-friendly navigation, the upgrade includesmanagement improvements that should enhance yourexperience with meeting registrations, abstractsubmissions, online payments, managing your account andsimply finding information. Lou also announced a newcontract with BioOne to deliver JSR articles online. SandyShumway has planning well underway for the 100th AnnualMeeting and reviewed some of the highlights. This will beone meeting you do not want to miss!

By now you should be well aware of the CentennialCampaign for the Student Endowment Fund. With theblessing of the Executive Committee in Monterey, SandyShumway began a capital campaign to raise $100,000 for theStudent Endowment Fund (SEF). The SEF was establishedin 1989 by Past President Scott Siddall to provide financialassistance for student members to attend the annualconference where they could meet and mingle with seniorscientists, discuss research and arrange for futureemployment. To date, the primary source of funds for theSEF has come through funds generated by the AnnualAuction, and secondarily through generous contributionsof members or proceeds made at the NSA sales booth. Thefund has been growing slowly and needs a more solid base.If we work together, the goal of $100,000 is not asformidable as you might think. At the EXCOM meetingChris Davis solidified commitments from every singlemember of the Executive Committee totaling more than$6,000 – now it’s your turn! With nearly 800 members, ifevery member contributes $100 on average, that’s $80,000.You needn’t contribute it all at once, contribute what youcan now in 2007 and then pledge to match that in 2008 andwe’ll reach our goal before the Centennial meeting!DONATE TO THE SEF CAPITAL CAMPAIGN TODAY!

At the Business Meeting Chris Davis reported that ourfinancial status is good and will therefore not result in anyincreases in dues for 2008. This is good news for us all.However, he and Sandy pointed out that there are twoproblems with late renewals of memberships. First, it makesbudgeting for the upcoming year difficult. Second, itsubstantially increases costs due to the postage requiredto mail back issues of JSR that the member missed due to

late renewal. This problem led to quite a bit of discussionamong the EXCOM that culminated in a motion to apply afee to cover the costs of shipping back issues of JSR to laterenewals. The fees will not go into effect until 2008 withthe goal being to reduce or eliminate late renewals so thatwe can keep the cost of membership down. So please renewearly next year.

Obviously, there is much to be done as we continue tomove the Association forward. Thankfully, we have acompetent and able group of individuals that have beenelected or graciously accepted appointments to help leadthe association. Three positions were up for elections thisyear and all were decided by a small margin. Joth Davisbecame President-Elect and will work closely with me forthe next two years until he replaces me in 2009. KarolynHansen was elected Vice President and will serve asProgram Chair for our centennial meeting in Providence, RInext year. Finally, Ryan Carnegie edged out John Ewart bya mere three votes, but since Karolyn Hansen must vacateher final year as Member-at-Large to begin her term as VicePresident, the Executive Committee asked and John agreedto complete Karolyn’s final year as Member-at-Large. ChrisDavis continues as Treasurer, Maureen Krause asSecretary, Bill Walton as Member-at-Large, and SandyShumway as Editor of JSR. Lou D’Abramo moves into theImmediate Past President position which carries with it avariety of duties to help ensure continuity of theorganization. One of those duties is the identification ofindividuals for Honored Life Member and Wallace awards.Contact Lou if you have suggestions for worthy recipients.Many of the Committee Chairs have agreed to continueserving as indicated on the back of the newsletter and onthe web portal. One important change is that LaDon Swann,who served as Webmaster for the past two years, hasstepped down and Karolyn Hansen stepped up. This willwork well as Karolyn will be intimately involved with theweb portal as she works as Program Chair for the 100th

meeting. Thank you LaDon for your past service, andthank you Karolyn for taking on this new role. A completelist of the Executive Committee and Committee Chairs is onthe back of this newsletter and I personally thank them allfor agreeing to serve. They are all dedicated individualsthat have generously donated their time and energy to NSAin the past and I am confident that they will continue toserve the Association well.

As we move forward, I will do my best to keep youinformed through this newsletter and on our website(www.shellfish.org). As I indicated above, your help isessential and there are many opportunities for you to getinvolved. Recruits’ CornerA big Texas THANK YOU to all the student workers andvolunteers who helped with every point in the meeting,especially at the sales booth and auction. Thanks also toall the student presenters who made this year’s Triennialmeeting a big success! At this year’s meeting of NSAofficers, we (Recruits co-chairs) suggested that two newpositions on the Recruits Committee be established. Withthese new positions, we can extend the opportunity forvaluable experience and resume-building involvement in aprofessional scientific society. The two positions forwhich we are now seeking volunteers are Recruits webpagecoordinator and student representative to the localplanning committee. The webpage coordinator will managecontent on the Recruits page within the NSA website. Thistask will be ongoing and does not involve programming (sono special expertise is necessary!). The studentrepresentative to the local planning committee will assist inthe planning of student activities for the next meeting andshould reside in, or be a native of the area in which themeeting will be held. For example, next year’s meeting willbe in Providence, RI, so we are currently looking forsomeone very familiar with that area who can provideinformation on places to go and things to do that would beof interest to student attendees. Anyone interested ineither of these positions should contact Nature or Daneusing the contact information on the back of thisnewsletter. Come on, get involved!

Next year’s meeting will be NSA’s 100th! That’s right, weare celebrating our Centennial in Providence, Rhode Island.And as a result of clever planning on the part of SandyShumway, we will be given the opportunity to mix andmingle with likeminded scientists attending the 2008Benthic Ecology Meeting as well. Their annual meetingwill follow ours, with a one day overlap. So get to worknow, have a productive year and start thinking about whatyou will present at the historic Centennial meeting inProvidence, RI!

The annual competition for the Carriker and CastagnaStudent Research Grants concluded in February. Studentproposals were reviewed for quality and intellectual meritby a twelve-member panel. Rankings from this panel werethen used to select the following grant recipients.

Hélène Hégaret, Department of Marine Sciences, Universityof Connecticut, was awarded the 2006 Carriker Grant for herproposal, “Effect of Harmful Algae and Parasites on ProteinExpression in Bivalve Molluscs Using a New ProteomicTechnology.”

James Reinhardt, Department of Marine Sciences,University of Connecticut, was awarded the 2006 CastagnaGrant for his proposal, “The Control of Biofoulers inShellfish Aquaculture: the Use of Acetic Acid andGastropod Biocontrols.” An honorable mention was givento Jaclyn Taylor of Rutgers University, Haskin ShellfishResearch Laboratory.

Book ReviewMethods for the Study of Marine Benthos, 3rd Edition byAnastasios Eleftheriou and Alasdair McIntyre (eds.);Blackwell Publishing, Oxford, England; 2005; ISBN 0-632-05488-3, 418 pp.

Every field of science has its ‘how to’ handbook andMethods for the Study of Marine Benthos has filled thatniche for researchers studying the biology of the soft-bottom benthos for more than three decades. As a first-year graduate student, I vividly recall my major advisor’sedict that I thoroughly read the first edition (published in1971) from cover-to-cover to gain an appreciation of theapproaches researchers use to study the benthos, and toobtain key references and appropriate techniques forbenthic sampling and sample processing. His advice waswell taken and during my first fewyears of graduate study I frequentlyconsulted the handbook for thedetails of some particular technique.In the ensuing years I have directedmany graduate students to thesecond edition (published in 1984)for salient information on mattersranging from advantages anddisadvantages of different types ofbenthic sampling devices toapproaches for estimating benthicsecondary production, and trade-offs between sieve mesh size andsampling efficiency.

The 3rd Edition of Methods appearsabout two decades after thepublication of the 2nd Edition andincludes new chapters (ImagingTechniques, Deep-Sea BenthicSampling) as well as updatedexpositions of the original chapters.Chapters contained in the 2nd editionon phytobenthos and estimating benthic primaryproduction and ship and gear positioning were notincluded in the most recent edition. Only two of the 19authors of the latest edition contributed to chapters in the2nd edition, and Anastaios Eleftherious, who replaced thelate Norman Holme, and Alasdair McIntrye serve as editorsof the volume.

As with previous editions, this edition of Methods primarilyfocuses on procedures for conducting large-scale benthicsampling surveys. Chapter 1 (Underwood and Chapman)provides an overview of the design and analysis of benthicsurveys with particular emphasis on assessingenvironmental impacts. The authors provide sound adviceregarding assessment of adequate temporal samplingreplication, appropriate data transformations and how bestto structure sampling designs to accommodate natural Continued on page 7

gradients in environmental variability. Bale and Kenny(Chapter 2) review methods for assessing standard bulksediment properties as well as other measures of sedimentproperties such as organic matter content. Focus is placedon methods associated with estimating bulk sedimentproperties as well as remote sensing techniques forcharacterizing the seabed over larger spatial scales. Thelatter approaches are becoming more widely used,especially in light of assessing the effects of large-scaledisturbances (e.g, fishing impacts) on benthic populationsand the design of marine protected areas. Smith andRumohr (Chapter 3) provide a brief overview of varioustypes of acoustical and optical imaging techniques used tostudy the seafloor. Large advances in this arena have beenmade over the past several decades to better understandbenthic ecological processes. Most techniques are non-destructive which allows repeated sampling over large

spatial scales with no samplingdisturbance. Chapter 4 (Munro)discusses different types of shallowwater dive systems for studying thebenthos, as well as methods for datacollection and techniques forconducting underwater surveys andsampling. The relatively recentintroduction of mixed gas diving tothe scientific community has resultedin a far better understanding of deep-water benthic species, especially inareas where the use of submersiblesand remote-operated vehicles islimited or too costly. Chapters 5(Eleftheriou and Moore) and 6(Somerfield, Warwick and Moens)provide exhaustive treatments oftechniques for sampling and sortingof macrofauna and meiofauna,respectively. The latter chapter alsoincludes a discussion of energy flowmeasurements. Gage and Bett(Chapter 7) provide an overview of

various types of deep-sea benthic sampling gear, andChapter 8 (van der Meer, Heip, Herman, Moens and vanOevelen) provides a lucid and comprehensive treatment ofvarious ways for assessing the flow of energy in benthicpopulations.

As the editors note, the evolution of methodologies andapproaches for soft-sediment sampling over the pasttwenty years has been rather uneven. Some areas (e.g,techniques for processing sediments and organisms) haveremained relatively stagnant, while other areas (seafloorimaging, deep-sea landers) have shown impressiveadvancement. Extraction of organisms from sediments andidentification procedures often remain the rate-limitingsteps for conducting large-scale benthic surveys, and while

or conditions of the permit may be altered depending onthe recommendations of the EPA, NOAA and stateconsistency reviews. NWP 48 covers a wide variety ofspecies including oysters, clams, geoducks, mussels andscallops. According to Bob Rheault, president of theECSGA, the overall feeling by the growers is generallypositive, but there are still some concerns.

Perhaps one of the most positive points of the new NWP isthe recognition that “shellfish improve water quality andincrease production,” thus providing a “net increase inaquatic resource functions in estuaries and bays whereshellfish are produced.”2 NWP 48 also recognizes that thepotential for adverse effects by existing operations isminimal, and supports an increase in aquaculture basedshellfish production in the U.S. Another positive point isthe recognition that harvesting techniques such asdredging will have minimal effects on the environment.One caveat, however, concerns harvesting by dredging inareas with submerged aquatic vegetation (SAV). A pre-construction notification (PCN) is required to dredge in anarea with SAV. Whereas the permit does restrict thedefinition of SAV to rooted vascular plants (eliminating

protections for species of macroalgae), the language doesnot specify what constitutes an eelgrass patch or howdense the eelgrass must be to be considered a continuouspatch. The interpretation of this clause (and many otherterms such as “spawning area” and “unduly impact”) islargely left up to the discretion of the District Engineers,which may vary widely from location to location.

NWP 48 also requires a PCN for any project over 100 acres.Whereas this size was increased from the originallyproposed 25 acre limit, it still is a major issue of concern.Many existing operations defined by the permit as “onethat has been granted a permit, license or lease from a stateor local agency specifically authorizing commercialaquaculture activities and which has undertaken suchactivities prior to the issuance of this NWP,”2 exceed the100 acre size limit and thus are required to file a PCN.Whether the District Engineer requires a grower to file foran Individual Permit is again largely at his/her discretion. In

the Commonwealth of Virginia, where the current generalpermit is a joint permit between the Commonwealth’sregulatory agency, the Virginia Marine ResourcesCommission (VMRC) and the COE, industry memberspetitioned to amend the Code of Virginia to include asection relating specifically to shellfish aquaculture.According to AJ Erskine, a representative of the industrywho was involved in the amendment, the philosophy wasto have the legislation in place to demonstrate to theDistrict Engineer (who will review the PCNs and ultimatelydecide their fate) the importance of aquaculture to theCommonwealth of Virginia.

As part of the NWP implementation, the COE would like togather information on existing operations to examine theimpact of shellfish aquaculture by requiring reports fromevery grower regardless of size or PCN requirement. Theyfurther give the Division Engineers the authority toconduct regional reviews of commercial shellfishaquaculture activities over the next five years. Becausethis NWP applies only to existing operations - i.e.operations that already have a permit on a regional, stateand/or local level (depending on requirements) - much ofthis information is already available. Essentially, NWP 48 isdoubling the paperwork required nationwide.

One issue that has been a concern for several years wasthe idea that shellfish seed may be considered “fill” underthe Clean Water Act. NWP 48 authorizes “discharges ofdredged or fill material in all waters of the United States forthe purposes of commercial seeding, rearing, cultivating,transplanting and harvesting of shellfish which mayinvolve the installation of buoys, floats, racks, trays, nets,lines, tubes and containers, as well as other associatedstructures and work.” 2 It also authorizes the use ofshellfish seed in support of aquaculture and gives arelatively broad definition of shellfish seed that consists ofimmature individuals, or individuals attached to a shell orshell fragment. It further defines suitable substrate toinclude gravel, concrete or limestone in addition to shellfishshells and shell fragments. The language in the NWP issuch that while technically seed is broadly defined as “fill,”its use is supported under the broad scope of the permit.

Overall the reaction by the industry to NWP 48 is one ofcaution. The permitting implementation is still very much inthe early stages, and the overall impact, be it good or bad,on the shellfish aquaculture industry as a whole remains tobe determined.

techniques such as sediment-profiling imagery havebecome increasingly popular, the lack of biological ground-truthing is always worrisome, especially when assessingthe influence of environmental impacts on biodiversity,changes in species composition and benthic-pelagiccoupling processes.

The newest edition provides useful updates on a broadspectrum of methods for studying the soft-sedimentbenthos. Of the 1140+ references, more than half werepublished after the appearance of the 2nd edition. It isunfortunate that topics such as the ever-growing use ofmethods for conducting manipulative field experiments andin situ approaches for assessing biogeochemical fluxes atthe sediment-water interface and down-sediment coreprofiles of chemical properties were not addressed in thisedition. Coverage of approaches for studying the influenceof the physical environment on sediment dynamics andpopulation/community responses are generally lacking andit would have been helpful to include some treatment ofvarious geotechnical methods and measurements, sincethese can be helpful in ascertaining faunal responses tolarge-scale anthropogenic disturbances. While Methodsmay not be on my current graduate students’ ‘must read’list, the treatise remains an invaluable compendium ofinformation for researchers in the field of marine softsediment biology and a copy should reside on the shelvesof marine science libraries.

Industry UpdateRegulatory issues important to the shellfish industry havetaken center stage of late. At the national level the US ArmyCorp of Engineers (COE) recently issued a new NationWide Permit D for Shellfish Aquaculture (see report on page2 of this issue). The permit supports the US Department ofCommerce Aquaculture Policy in helping to develop acompetitive, sustainable US shellfish industry and supportsthe language in the National Aquaculture Act of 1980 withrespect to the importance of aquaculture to the US nationalinterest. New language covering current shellfishaquaculture was largely supported by the shellfish industrywith notable exceptions relating primarily to definitions of,and documentation needs for pre-existing environmentalconditions, triggers for inducing regulatory oversight whenexpanding operations, and questions about industrypractices when working in submerged aquatic vegetation.Whether barriers to aquaculture development at thenational level remain in place is unknown and the outcomesof the permitting process (development of Regional GeneralPermits may follow) will likely set the regulatory tenor forthe industry for years to come. The request for publiccomment during the NWP review process afforded theshellfish industry the opportunity for significant selfreflection and it was gratifying to see the industry worktogether on a national basis to support common goals.

The old adage that all politics are local is certainly alive andwell in Washington State. Here, shellfish aquacultureactivity continues to generate strong opinions among thepublic with respect to the perceived effects of new cultureactivities, mainly associated with geoduck clams and otherintensive methods of shellfish cultivation. Concerns includeco-option of intertidal habitat by geoduck farms thatpreclude other uses such as shellfish gathering or otherrecreation, changes in ecological interactions amongbenthic plant and animal communities, changes in habitatuse by fishes and other mobile animals, and other issuesincluding genetic and esthetic considerations. The shellfishindustry, on the other hand has endeavored to deliver themessage that culture activities are in fact a positive meansfor delivering important environmental services to near-shore regions. Suspension-feeding bivalves help toincrease water clarity by reducing excess seston, and tocycle and sequester nutrients including nitrogen andphosphorus. As ecosystem engineers the physicalpresence of bivalves, coupled with their physiologicalactivities induce ecological interactions in both the watercolumn and the benthos. Large assemblages of bivalvescan serve to increase local diversity for a plethora of otherinvertebrates and fishes, and may offer the provision of amanaged ecosystem for the benefit of many near shoremarine inhabitants. The dramatic increase in shellfishrestoration activities world wide is clearly the best evidencethat shellfish can have a critical role in managing and

perhaps helping to reverse man-induced declines in marineecosystem health.

Yet, based on experience with ongoing west coast conflictsthe complexity of the various issues has stalled the deliveryof the message. Public opposition to farming shellfish isdramatically increasing at the very time that non-pointsources of contamination, increased storm water runoff,and excess nutrients and pollutants continue to degradethe ecological integrity and resilience of near shorehabitats, including the decertification of waters for safeshellfish gathering and harvest. Shellfish growingoperations are increasingly the target for residents whoperceive that bivalves are directly responsible fordecreasing water quality, and individuals have gone onrecord to state a preference for polluted water in the bayfronting their homes over the presence of a shellfish farm.From the perspective of a biologist and shellfish farmer,things are clearly grimmer as small yet effective groups ofNGO’s work to galvanize the public with miss-informationabout shellfish growing practices and the effects ofsuspension feeding bivalves on the marine environment.What is needed is independent, peer reviewed research onthe quantitative effects, both positive and negative, ofshellfish and culture activities on the environment.Documentation of the effects of shellfish culture overrelevant temporal and spatial scales can provide the publicwith the “tools” for making land-use decisions on a localand national basis to enable shellfish aquaculture andharvesting to remain an integral feature of workingwaterfronts in the United States. Of course, sustainabilityof culture activities is the key. How that particular buzzwordis defined and the framework for implementation of“sustainable” practices with respect to the local ecologicalfootprint of a farm or managed shellfish bed, temporal andspatial components associated with the cumulativeeffect(s) of ecological changes, and business andcommunity development (including use of resources andthe public good) necessitates continuous education as wemove forward.

The Giant Clams of Ocean County, Public Art and Educa-tion project is part of the Barnegat Bay Shellfish Restora-tion Program (BBSRP) being run by Rutgers CooperativeExtension of Ocean County, and the NJDEP Bureau ofShellfisheries. ReClam the Bay, a volunteer support organi-zation working with BBSRP, initiated the Giant Clam projectto draw attention to and support shellfish restoration ef-forts in the Bay. These 5½ foot, fiberglass clams arepainted by local artists and will become part of the “ClamTrail” which will lead curious members of the public along afun-filled and educational journey through Southern OceanCounty and Long Beach Island.

South Jersey artist Kathy Johnston painted one of the firstgiant clams. Titled “The Freedom Clam in Qua H.O.G.Heaven”(H.O.G. stands for Harley Owners Group.), it fea-tures two pigs riding a Harley motorcycle, one tattooedwith Clams ‘R’ U.S. An American flag is prominent, the tourbag is filed with clams, seagulls hold the title in a bannerand the Barnegat Lighthouse appears in the distance. Florida Oyster RestorationSummit

March 14-15, 2007, St. Petersburg, FLOysters (Crassostrea virginica) have long been valued asa food item but their ecosystem services are only recentlybecoming fully appreciated despite a multi-decadebibliography of reports describing those services. InFlorida, as elsewhere in the range of C. virginica, manyreefs have been degraded or entirely destroyed due toimpacts from fishing, coastal development, and changes inwater quality and delivery patterns. In response to ourincreased awareness of the ecological value of oyster reefs,various efforts have been initiated to “restore” reefs andtheir ecological function. The Florida Oyster RestorationSummit was convened by Bill Arnold (Florida Fish andWildlife Research Institute), Laura Geselbracht (The NatureConservancy), and Mark Berrigan (Florida Department ofAgriculture and Consumer Services) in an effort to bringtogether all parties in Florida who were actively engaged inoyster reef restoration or were considering such efforts inthe future.

The primary goals of the workshop were to introduce thoseactive in reef restoration to one another, to learn thespecific details of the many restoration projects that areunderway, to provide those practitioners with an ecologicaland regulatory framework within which to consider theirrestoration projects, and to establish a durable conduit forcommunication among groups. To accomplish these goals,the first day of this two-day workshop was devoted topresentations from scientists and managers regardingoyster reef ecology and function, physical structure ofreefs, present status of reefs in Florida coastal waters,practical considerations for building a reef, and thepermitting requirements associate with reef construction.The second day of the workshop was then devoted todescriptions of specific reef restoration projects, and a totalof eleven case studies were presented. The workshopended with a panel discussion of issues and considerationsregarding reef restoration and function.

The workshop was surprisingly well-attended andrewardingly well-received. Over 80 representatives fromgovernment, academia, NGOs, and private interestsattended to hear a total of 26 presentations. Opportunitiesto meet, greet, and discuss topics of interest occurredduring morning and afternoon hospitality sessions, duringlunch, and during evening grazing expeditions. However,the true value of the workshop will only be realized withregard to the achievement of those original goals, withparticular emphasis on increased communication among thevarious groups. Work is underway to develop a web-basedcommunication scheme.

As a footnote, Dr. Roy Crabtree, director of the SoutheastRegional Office of NOAA, presented plenary speaker and

NSA member Dr. Loren Coen with an award for his manycontributions to oyster biology and restoration along theAtlantic and Gulf coasts of the United States.

In MemoriamDr. James Elden Hanks

Dr. James E. Hanks, whoserved as Director of theNational Marine FisheriesService Laboratory inMilford, Connecticut for25 years, died on March27th, 2007 in Madison, CT,following a long illness.

Born in Augusta, Maine,in 1924, Dr. Hanks spenthis early years in Spring-field, MA. In 1942 duringWorld War II, he enlistedin the U. S. Army SignalCorps and served four

years in the South Pacific Theater as a teletype operatorand cryptographer. His efforts, in part, assured criticalcommunications for General Douglas MacArthur. Heserved an additional two years as a Message Center Chiefat Fort Monroe, Virginia with a rank of Staff Sergeant. Hewas honorably discharged in 1948 to pursue a collegeeducation, completing a B.S. in 1952 and an M.S. in 1953 atthe University of New Hampshire (UNH). During the mid1950’s, Dr. Hanks was employed as a researcher at theMilford Laboratory and then pursued graduate work at theUniversity of Hawaii, before returning to UNH, where hecompleted a Ph.D. in Zoology in 1960. While attendingUNH, Dr. Hanks conducted research at the Woods HoleOceanographic Institute, under the mentorship ofmolluscan biologist Dr. Harry Turner. Dr. Hanks devotedhis Masters and Ph.D. research to the study of oysterpredators, including several species of shell-boring snails.

In 1960, he accepted the position of Assistant Director ofthe U.S. Fish and Wildlife Service’s Bureau of CommercialFisheries Laboratory in Oxford, Maryland. Two years later,Dr. Hanks moved to the Bureau of Commercial FisheriesLaboratory, now the National Marine Fisheries Service, inMilford, CT, where he succeeded Dr. Victor Loosanoff asDirector. From 1969-1970, Dr. Hanks was stationed inLondon, England on assignment from the Office of NavalResearch, where he acted as liaison to the European MarineBiological Laboratories. Dr. Hanks served as Director of theMilford Laboratory until 1985 and remained at the facility,acting as a liaison to the aquaculture industry, until hisretirement in 1990.

Shortly after becoming Director at Milford in the early1960’s, Dr. Hanks oversaw the design and construction of amodern 28,000-square foot marine laboratory, which thenrepresented the most advanced research facility of its kind.The laboratory included a complex seawater system capableof delivering hot, ambient and refrigerated seawater to 15

laboratory rooms. The Milford Laboratory design has beenused as a model for construction of other marinelaboratories in the U.S. and throughout the world.

Under the direction of Dr. Hanks, the Milford Laboratorygrew from a modest facility with a staff of 15 to a largelaboratory of more than 53 scientists as part of the NationalOceanic and Atmospheric Administration (NOAA),Northeast Fisheries Science Center. Research efforts atMilford expanded from the study of oyster biology todevelopment of protocols for the aquaculture of mollusksand the study of pollutant effects on marine organisms.Molluscan research contributed to the early successfuldevelopment of an aquaculture industry in the U.S. byadvancing genetic selection, disease control, microalgalfeeding and culture techniques. Studies on the effects ofpollutants, which included assessment of physiological,biochemical, immunological and chemical impacts, led to abetter understanding of anthropogenic influences on themarine community.

As the Director, Dr. Hanks encouraged professionaldevelopment of his staff. Dr. Hanks was an early proponentof Equal Employment Opportunity, providing significanttraining and employment opportunities for women andminorities. Under his leadership, he created manycooperative education and student internships positions atMilford Laboratory.

Dr. Hanks actively promoted the transfer of technologyfrom Milford Laboratory to the aquaculture community inthe U.S. and internationally. He established a researchlibrary at the Milford Laboratory with an extensivecollection of scientific journals and books, which continuesto be a resource for scientists. Dr. Hanks provided manytraining opportunities for individuals from commercialenterprises, academic institutions and governmentagencies, both domestic and international, so thatmethodologies developed at Milford were made widelyavailable.

Dr. Hanks will be remembered for his keen interest in theprofessional development of his staff, his staunch supportof Milford Laboratory research initiatives and for hissignificant contributions toward promoting aquaculture inthe U.S. and the world. During his career, he published anumber of scientific papers devoted primarily to bivalveresearch. Throughout his retirement years, Dr. Hanksremained strongly committed to the future of aquacultureand to the Milford Laboratory.

Dr. Hanks was predeceased by his wife of 51 years, VernaBrown. He is survived by a son, Gregory Merritt Hanks, aretired 82nd airborne paratrooper living in Jacksonville, ARand a brother, Robert W. Hanks, of Winter Harbor, ME.

Shellfish growers, harvestersand managers in Mainemourn the passing of one oftheir own. Dana E. Wallacepassed away on March 19th atthe age of 89, though Dana’slegacy far surpassed theboundaries of the DowneastState.

Dana retired in 1983 after a38-year career as AssistantResearch Director andDirector of Industry Servicesat Maine DMR. A hands-on

guy, he initiated the Maine Clam Conferences, informalgatherings of those involved in industry, research andmanagement which fostered communication amongparticipants. The Beals Island Regional Shellfish Hatcherywas named “The Dana E. Wallace Education Center” in1991 as a way of recognizing his spirit of cooperation andgrassroots effort to help increase clam harvests in Maineand improve the quality of life for those who depend onclamming.

Mr. Wallace served as Chairman of the Atlantic StatesMarine Fisheries Commission, working extensively with theFisheries Research Board of Canada to devise techniquesfor transplanting seed clams from areas of high to those oflow productivity. He was instrumental in organizingmeetings in Washington with Senator John F. Kennedy andLeverett Saltonstall which led to the Saltonstall-KennedyAct that still supplies funds for fisheries research. Mr.Wallace also served as Treasurer and Secretary of NSA.

Active in aquaculture throughout his life, Dana raisedquahogs and oysters, and served on the Board ofDirectors for the Maine Aquaculture Association. Heperformed clam flat surveys as a consultant to helpcommunities manage their resources. A staunch advocatefor clean water and habitat conservation, he shared hisexpertise and knowledge of marine resource issues withlegislators.

Above all, Dana was an educator, mentor, and friend to all.As his business partner Peter Horne said, he was “awonderful, generous man who would always find what isgood in life no matter what his circumstances.” He will besorely missed.

Dr. Melbourne (Mel) R.Carriker, Professor Emeritusat the University of Delware,College of Marine and EarthStudies, passed away at theage of 92 on February 25th inLewes, Delaware.

Born in Santa Marta,Colombia in 1915, Mel was aworld recognized authorityon marine subjects as diverseas functional morphology,biomineralization, and larvalecology interactions. Obtain-

ing a Bachelors degree from Rutgers University (NJ) in1938, Mel entered a graduate program at the University ofWisconsin, Madison, and completed his Ph.D. in 1943.During World War II, he served aboard a naval patrol ship(YPT 780), patrolling the entrance to Pearl Harbor (HI) andthe Aleutian Island Chain (AK).

During his career, Mel held several positions includingAssistant Professor at UNC, Chapel Hill, and Director ofthe Systematics-Ecology Program at the Marine BiologicalLaboratory, Woods Hole, MA. In 1972 Mel accepted aprofessorship at the College of Marine Studies, Universityof Delaware. He would remain at Delaware for the rest ofhis career, retiring in 1985 at the age of 70. Mel was namedProfessor Emeritus and continued active, scholarly pursuitsup until several days before suffering a stroke.

Mel participated in his first NSA meeting in 1942, andserved the Association in various capacities, including:Secretary-Treasurer (1953-1954), Vice President (1955-1957),and President (1957-1959). In 1978, Mel was presented withthe Honored Life Member award by NSA, and in 1998recognized when the first NSA student research award wasnamed in his honor. During the past few years Mel servedas Historian of NSA, and completed a book entitled“Taming of the Oyster,.” which chronicles the history ofNSA as it emerged from earlier oyster meetings and groups.

Over his lifetime, Mel published 160 papers, 45 abstractsand made more than 250 professional presentations atscientific meetings. He is survived by his wife of 63 years,Meriel R. “Scottie” Carriker; four sons; a sister and brother;six grandchildren and six great-grandchildren.

Mel will be remembered for many things, but perhapsabove all as a gentle caring man who treated everyone likefamily. He mentored with grace and friendship, and touchedthe lives and helped shape the careers of many.

Itgrows to 3 inches in shell heightand can be found in waters from 1 to 60 feet, often onsandy bottoms and in eel-grass beds. Penaeus duorarum Burken-road - Pink Shrimp. Thisabundant species grows to 8inches in length and can befound from shoreline down toabout 200 feet. It ranges fromthe Chesapeake Bay south to the Caribbean. Considered abenthic species, adults often migrate to shallow waters atnight. Eggs are laid offshore and young drift landward inbottom currents where they grow to adult size in bays andsounds. Honey Mustard Basil MusselsPreparation Time: 40 minutesYield: 50 appetizers

1 lb frozen mussel meats½ cup sour cream1/4 cup honey mustard1/2 tbsp fresh basil, chopped1 small shallot, choppedGourmet crackers (ca. 50)

1. Allow frozen mussel meats to thaw for about 30 minutes.2. Meanwhile, combine sour cream, honey-mustard, basil,and shallot in a small bowl and blend well. Refrigerate.3. On each cracker, place ½ teaspoon of sauce and onemussel meat. Cover meat with another ½ teaspoon ofsauce. Garnish with a small piece of red pepper or sprig ofparsley. Makes a great appetizer.

Sea Scallop SoupCooking Time: 80 minutesYield: 4-6 servings

2 lb sea scallop meats1 tbsp chopped garlic2 tbsp chopped shallots2 tbsp chopped fresh basil1 qt clam stock or juice½ qt heavy cream1 cup seeded chopped tomatoes½ cup dry vermouth1 bunch of leeks, cleaned well, and sliced (white part only)

1. Saute scallops with garlic, shallots, leeks and fresh herbs.2. Deglaze the pan with vermouth and reduce for oneminute. Add the clam stock and bring to boil. Let coolslightly.3. Puree mixture in small batches in a blender and return tothe pan. Pour in the heavy cream, add the tomatoes andsimmer for 1 hour (be careful not to boil).
