التقرير موضوع األطفال العملية هذه تعرض واحلاالت، األمثلة بعض ففي بها.
اإلعالمي أو أطفاال آخرين غيرهم خلطر العقاب أو الوصم االجتماعي.
فيني أثناء كتابة تقاريرهم ح وقد قامت اليونيسف بتطوير هذه املبادئ ملساعدة الص
حول القضايا التي متس األطفال. وهي مقدمة كإرشادات (أو مبادئ توجيهية) تعتقد
بطريقة األطفال شؤون تغطية على اإلعالم وسائل ستساعد بأنها اليونيسف
تناسب أعمارهم وتراعي حساسية قضاياهم. كما تهدف هذه اإلرشادات إلى دعم
لعملهم، األخالقية املبادئ يراعون الذين اإلعالميني املراسلني لدى الفضلى النوايا
وهي: خدمة املصلحة العامة دون التفريط والتساهل بحقوق الطفل.

1‐ ينبغي احترام كرامة جميع األطفال في جميع الظروف.
2‐ لدى مقابلة األطفال أو إعداد التقارير عنهم، ينبغي إيالء اهتمام خاص بحق جميع
األطفال في اخلصوصية الشخصية والسرية، وفي االستماع إلى آرائهم، وفي املشاركة
هم وفي توفير احلماية لهم من األذى والعقاب، مبا في ذلك في اتخاذ القرارات التي متس
حمايتهم من احتمالية أو إمكانية تعرضهم لألذى والعقاب.
3‐ ينبغي حماية املصالح الفضلى جلميع األطفال وإعطاؤها األولية على أي اعتبار آخر،

1‐ ال تلحق األذى بأي طفل، وجتنب طرح األسئلة أو إبداء التوجهات أو املالحظات املبنية

5‐ اطلب اإلذن من الطفل والوصي عليه من أجل إجراء جميع املقابالت والتصوير على

أ - ضحية لإلساءة اجلنسية أو االستغالل اجلنسي. ب - مرتكبا إلساءة بدنية أو جنسية.
ج - مصابا بفيروس نقص املناعة البشرية، أو يعيش مصابا مبرض اإليدز كتسب)، أو توفي بسبب اإليدز، ما لم (متالزمة نقص املناعة البشرية امل

إلخفاء هوية الطفل يجب عدم استخدام األشرطة السوداء أو متييع صور الوجوه
على الشاشة لطمس معالم الهوية، ألن هذه األساليب تدمر جودة الصورة وتأثيرها
على اجلمهور، ناهيك عن إيحائها بأن صاحب الصورة مجرم، و ميكن اإلستعاضة عن
ذلك بأحد التقنيات املوضحة في الصور أدناه.

This Award is granted for excellence in media reporting being published in the Arab media on the state and issues of children in UNICEF’s MENA Region.

Les prix concernent quatre types de support médiatique, à savoir :la Télévision, la Radio, la Presse écrite et Internet.

Reporting on children and young people has its special challenges.
In some instances the act of reporting on children places them or
other children at risk of retribution or stigmatization.
UNICEF has developed these principles to assist journalists as
they report on issues affecting children. They are offered as
guidelines that UNICEF believes will help media to cover children
in an age-appropriate and sensitive manner. The guidelines are
meant to support the best intentions of ethical reporters: serving the
public interest without compromising the rights of children.
I Principles
1. The dignity and rights of every child are to be respected in every
circumstance.
2. In interviewing and reporting on children, special attention is to be paid
to each child's right to privacy and confidentiality, to have their opinions
heard, to participate in decisions affecting them and to be protected from
harm and retribution, including the potential of harm and retribution.
3. The best interests of each child are to be protected over any other
consideration, including over advocacy for children's issues and the
promotion of child rights.
4. When trying to determine the best interests of a child, the child's right
to have their views taken into account are to be given due weight in
accordance with their age and maturity.

III Guidelines forReporting onChildren
Permission must be obtained in circumstances that ensure that the child
and guardian are not coerced in any way and that they understand that
they are part of a story that might be disseminated locally and globally.
This is usually only ensured if the permission is obtained in the child's
language and if the decision is made in consultation with an adult the
child trusts.
6. Pay attention to where and how the child is interviewed. Limit the
number of interviewers and photographers. Try to make certain that
children are comfortable and able to tell their story without outside
pressure, including from the interviewer. In film, video and radio
interviews, consider what the choice of visual or audio background might
imply about the child and her or his life and story. Ensure that the child
would not be endangered or adversely affected by showing their home,
community or general whereabouts.
1. Do not further stigmatize any child; avoid categorisations or descriptions
that expose a child to negative reprisals - including additional physical
or psychological harm, or to lifelong abuse, discrimination or rejection
by their local communities.
2. Always provide an accurate context for the child's story or image.

II Guidelines for InterviewingChildren
5. Those closest to the child's situation and best able to assess it are to
be consulted about the political, social and cultural ramifications of any
reportage.
6. Do not publish a story or an image which might put the child, siblings
or peers at risk even when identities are changed, obscured or not used.
1. Do no harm to any child; avoid questions, attitudes or comments that
are judgmental, insensitive to cultural values, that place a child in danger
or expose a child to humiliation, or that reactivate a child's pain and grief
from traumatic events.
2. Do not discriminate in choosing children to interview because of sex,
race, age, religion, status, educational background or physical abilities.
3. No staging: Do not ask children to tell a story or take an action that is
not part of their own history.
4. Ensure that the child or guardian knows they are talking with a
reporter. Explain the purpose of the interview and its intended use.
5. Obtain permission from the child and his or her guardian for all
interviews, videotaping and, when possible, for documentary
photographs.When possible and appropriate, this permission should be
in writing.

6. Confirm the accuracy of what the child has to say, either with other
children or an adult, preferably with both.
7. When in doubt about whether a child is at risk, report on the general
situation for children rather than on an individual child, no matter how
newsworthy the story.
IV ProtectingChildren at Risk :Hiding Identity
The Convention on the Rights of the Child mandates every child's right
to privacy and protection in all media. This fact should always be borne
in mind when creating imagery. The following groups of at-risk children
should never be identified visually: victims of sexual exploitation;
HIV-positive children; children charged with or convicted of a crime.
We also recommend that child soldiers carrying guns, or at risk of
being abused if identified, not be visually identifiable, Children who
wish to be identified because they want their stories known, are clear

3. Always change the name and obscure the visual identity of any child
who is identified as:
a. A victim of sexual abuse or exploitation,
b. A perpetrator of physical or sexual abuse,
c. HIV positive, or living with AIDS, unless the child, a parent or a
guardian gives fully informed consent,
d. Charged or convicted of a crime.
4. In certain circumstances of risk or potential risk of harm or retribution,
change the name and obscure the visual identity of any child who is identi-
fied as:
a. A current or former child combatant,
b. An asylum seeker, a refugee or an internal displaced person.
5. In certain cases, using a child's identity - their name and/or recogniz-
able image - is in the child's best interests. However, when the child's
identity is used, they must still be protected against harm and supported
through any stigmatization or reprisals.
Some examples of these special cases are:
When a child initiates contact with the reporter, wanting to exercise
their right to freedom of expression and their right to have their
opinion heard.
When a child is part of a sustained programme of activism or social
mobilization and wants to be so identified.
When a child is engaged in a psychosocial programme and claiming
their name and identity is part of their healthy development.

All of UNICEF materials are protected by copyright, including text,
photographs, images and videotapes. Permission to reproduce any
UNICEF material must be requested from the originating UNICEF
office, and will be only be granted on the condition that the principles
and guidelines in this document are adhered to.

protecting identity. However, never use black bands or pixelation
of faces to protect identities because these styles ruin the image
quality and impact, and can connote criminality. Instead, you can
use one of the photographic techniques illustrated below.

La réalisation d'un reportage sur les enfants et les jeunes présente
des problèmes particuliers. Quelquefois, le simple fait d'écrire à
leur sujet risque de compromettre leur sécurité et ils risquent d'être
victimes de représailles ou mis au ban de la société.
L'UNICEF a élaboré ces principes pour aider les journalistes
lorsqu'ils enquêtent sur des questions concernant les enfants. Ils
sont présentés sous formes de principes directeurs qui devraient,
pense l'UNICEF, aider les médias à faire des reportages sur les
enfants en tenant compte de l'âge des enfants et de la délicatesse
du sujet. Ces principes ont pour but d'aider les reporters animés
des meilleures intentions: servir le grand public sans compromettre
les droits des enfants.
I Principes
1. La dignité et les droits de tout enfant doivent être respectés en toute
circonstance.
2. Lorsqu'on enquête sur les enfants ou lorsqu'on les interroge, il faut
accorder une attention particulière au droit de tout enfant à la confidentialité et
au respect de sa vie privée, à son droit de se faire entendre, à participer aux
décisions qui l'affectent et à être protégé contre toutes formes de violences et
représailles, y compris le risque même de violences et représailles.
3. L'intérêt supérieur de tout enfant est plus important que toute autre autre
considération, y compris le plaidoyer pour les questions d'enfants et la
promotion des droits de l'enfant.

4. S'assurer que l'enfant ou la personne qui s'occupe de lui savent
qu'ils parlent à un journaliste. Expliquer le but de l'interview et la façon
dont elle sera utilisée..
5. Obtenir la permission de l'enfant et de la personne qui est respons-
able de lui pour toutes les interviews, les vidéos et, dans la mesure du
possible, les photos de documentaire. Le cas échéant, lorsque cela
est approprié, cette permission devrait être donnée par écrit. La
permission doit être obtenue en veillant à ne pas faire pression sur
l'enfant ou la personne qui s'occupe de lui et s'assurant qu'ils compren-
nent qu'ils font partie d'une histoire qui risque d'être diffusée sur place
ou dans le monde entier. Il faut veiller à obtenir la permission de
l'enfant dans sa langue à lui et à ce que la décision soit prise en
accord avec un adulte auquel l'enfant fait confiance.
6. Choisir soigneusement l'endroit où l'enfant est interviewé et la
façon dont l'interview est menée. Limiter le nombre d'interviews et de
photos. Essayer de s'assurer que l'enfant est à l'aise et capable de
raconter son histoire sans pression de l'extérieur, y compris celle de
l'interviewer. Lors des interviews filmées ou enregistrées pour la radio,
tenir compte du décor visuel ou audio et de ce que ce décor peut
sous-entendre vis à vis de l'enfant, de sa vie et de son histoire.
S'assurer que la sécurité de l'enfant ne sera pas compromise si l'on
diffuse des images de son foyer, de sa communauté ou de son
environnement en général.

4. Lorsqu'on essaie de déterminer l'intérêt supérieur de l'enfant, le droit
de l'enfant à se faire entendre doit être pris en compte, en fonction de son
âge et de sa maturité.
5. Les personnes les plus proches de l'enfant, les mieux placées pour
évaluer sa situation, doivent être consultées à propos des conséquences
politiques, sociales et culturelles de tout reportage.
6. Ne pas publier un article ou une photo qui risque de mettre l'enfant,
ses frères et sours ou ses camarades en danger, même lorsque les
identités sont changées, obscurcies ou non utilisés.
1. Ne pas nuire à quelque enfant que ce soit; éviter les questions,
attitudes et commentaires qui reflètent des jugements de valeur, qui sont
insensibles aux valeurs culturelles, qui mettent l'enfant en danger ou
l'exposent à l'humiliation, ou qui raniment la douleur et le chagrin provo-
qués par des événements traumatisants.
2. Ne pas faire de discrimination lors du choix des enfants pour les
interviews fondée sur le sexe, la race, l'âge, la religion, le statut social,
l'éducation ou les capacités physiques.
3. Ne pas faire de mise en scène. Ne pas demander aux enfants de
raconter une histoire ou de faire quelque chose si cela ne fait pas partie
de leur propre expérience vécue.

il faut continuer à le protéger et soutenir contre toute stigmatisation et
toutes formes de représailles. Certains exemples de ces cas spéciaux :
6. Obtenir la confirmation de ce que l'enfant a à dire, que ce soit auprès
d'autres enfants, ou d'un adulte, et de préférence auprès des deux.
7. En cas d'incertitude concernant la sécurité d'un enfant, préparer le
reportage sur la situation générale des enfants plutôt que sur un enfant
particulier, quel que soit l'intérêt de son histoire.
IV Protégerles Enfants à Risque :Masquer I'Identité Visuelle
Lorsqu'un enfant entre en contact avec un reporter, souhaitant
exercerson droit de libre expression et son droit à se faire entendre.
Lorsqu'un enfant se considère comme un militant et/ou fait partie
d'un programme de mobilisation sociale et tient à être identifié de
cette manière.
Lorsqu'un enfant est engagé dans un programme psychosocial et
que l'affirmation de son nom et de son identité fait partie de son
épanouissement.
La Convention relative aux droits de l'enfant réglemente les droits des
enfants à la vie privée et à la protection dans tous les médias. Lors de
la création d'images, il est obligatoire de prendre en considération
cette réglementation. De ce fait, les groupes « des enfants à risque »
suivants ne devraient jamais être identifiés visuellement. Il s’agit des
enfants victimes d’abus sexuel, les séropositifs, ainsi que les enfants
accusés ou reconnus coupables d'un crime. Nous recommandons en
outre que les enfants soldats armés, ou à risque d'être maltraités en
cas de leur identification, ne doivent pas être visuellement reconnus.....

1. Ne pas accentuer la stigmatisation d'un enfant; éviter d'étiqueter les
enfants et de les décrire de manière à les exposer à des représailles,
notamment des violences physiques et psychologiques, ou à des
discriminations ou à la mise au ban de leurs communautés.
2. Donner toujours le contexte exact d'un article sur l'enfant ou d'une
image de lui ou elle.
3. Toujours changer le nom et masquer l'Identité visuelle de tout enfant
qui est présenté comme :
a. Victime d'abus ou exploitation sexuels,
b. Auteur d'abus sexuels ou d'actes de violence physique,
c. Séropositif, vivant avec le SIDA ou décédé du SIDA, sauf si l'enfant,
un parent ou le tuteur donne une autorisation dûment informée,
d. Accusé ou coupable d'un crime.
4. Dans certaines circonstances, si un enfant risque d'être victime de
représailles, il convient de changer le nom et masquer le visage de tout
enfant présenté comme :
a. Un enfant soldat, actuel ou passé,
b. Un demandeur d'asile, un réfugié ou une personne déplacée à
l'intérieur de son propre pays.
5. Dans certains cas, utiliser l'identité de l'enfant - son nom et/ou sa photo
reconnaissable - peut le mieux servir ses intérêts. Toutefois, lorsqu'on se
sert de l'identité d'un enfant,

soient les textes, les photos, les images et croquis et les images vidéo.
La permission de reproduire une partie du matériel de l’UNICEF doit être
obtenue auprès du bureau de l'UNICEF d'origine et elle ne sera accordée
que si les principes figurant dans ce document ont été respectés.

Pour ce qui est des enfants souhaitant être identifiés afin de faire
connaître leur histoire, ils font dans ce cas précis une exception.
Par ailleurs, il existe diverses manières permettant de faire de la
créativité en prenant des images, dans un respect total de l’identité des
personnes photographiées. Ainsi, il n’est pas permis d’utiliser une
bande noire ou la pixellisation des visages dans le but de protéger leur
identité, parce que ces procédés techniques affectent la qualité de
l'image et minimisent leur impact. L’image de ces personnes peut être
également interprétées comme s'il s’agissait de criminel. Pour l’éviter,
vous pouvez adopter une des techniques photographiques utilisées
dans les images ci-dessous.

The United Nations Children’s Fund / Middle East and North Africa Regional Office (UNICEF MENA RO), jointly with Dubai Press Club and UAE’s Al-Bayan Newspaper, offer on an annual basis, the Arab Media Award on Children’s Rights. This Award is granted for excellence in media reporting being published in the Arab media on the state and issues of children in UNICEF’s MENA Region.
Annuellement, le bureau de la région MENA détermine le sujet pour lequel elle va attribuer le prix.
Les prix concernent quatre types de support médiatique, à savoir :la Télévision, la Radio, la Presse écrite et Internet.
Les prix sont attribués aux personnes et non aux institutions médiatiques. Toutefois, les institutions où travaillent les journalistes qualifiés aux phases finales de la compétition et ceux qui vont décrochér les prix, seront reconnus.
