A brief guide to terms used in this booklet

Parents/carers This term refers to all legal guardians.

Children and Young People’s Service (CYPS) The Children and YoungPeople’s Service brings together all services for children under one banner.

Local Authority (LA) The borough/ local council.

Community schools Community schools have their running costs metfrom public funds which come through the local council (mainly council taxand grants from central government). They provide free education.Community schools are often referred to as state schools.

Foundation schools Foundation schools were previously grant-maintainedschools. The School Standards and Framework Act 1998 has brought theseschools into a new framework which means that their running costs are nowmet from public funds which come through the local council. They providefree education. Each foundation school has its own admissions policy.

Voluntary-aided schools Voluntary-aided schools are set up by voluntarybodies, usually churches, but have their running costs met from public fundswhich come through the local council. They provide free education. Thevoluntary-aided schools in Lambeth have very close links to their church,and are often referred to as church schools. Each voluntary-aided schoolhas its own admissions policy.

Special schools Special schools cater for children that have a statementof Special Educational Needs (SEN) and whose special needs are such thatthey cannot be met in a mainstream school. All children attending a specialschool must have a statement of special educational needs.

Ofsted The national Office for Standards in Education (Ofsted), is thegovernment department responsible for inspecting schools and reportingon standards of achievement and the quality of education provided.

Reception class The first class of an infant or primary school, takingchildren at or before the age of five years.

Department for Education (DfE) was formed on 12 May 2010 andis responsible for education and children's services. (The departmentwas previously known as the Department for Children Schools andFamilies (DCSF))

Starting primary school is an excitingtime for both your child and you asa parent or carer. It can also be verydaunting, especially for those whoare going through the process forthe first time. It is a huge milestonein every child’s life and it is importantthat you have the right informationto make a decision about whichprimary school you would preferyour child to attend. This bookletgives you information on Lambeth’sprimary schools and explainsall you need to do to apply.

All of our primary schools arecommitted to providing a highquality of education and excellentopportunities for our children. Mostprimary schools in Lambeth arerated ‘good’ or ‘outstanding’, andthose that are rated as ‘satisfactory’are improving rapidly. We haveexcellent headteachers and schoolstaff who will do their best to ensureyour child makes good progressand enjoys their time at school.

There is a significant increase indemand for Reception class placesin Lambeth and across GreaterLondon in recent years. The councilhas been working hard with schoolsto meet the expected demand forplaces in September 2010. Wehave added extra classes toaccommodate more children toensure that all children who applyto attend a Lambeth primary schoolare offered a place in a local school.The future will see more receptionclasses in Lambeth primary schools,

particularly in the Norwood andStreatham areas, where we planto create an additional eightclasses by 2012.

All London boroughs are now usinga new co-ordinated system forallocating primary school places.This means that you can use theCommon Application Form for theborough where you live to applyfor up to six primary (including infant)schools in any borough (exceptfee-paying schools). It is anticipatedthat this will help to ensure that morechildren get an earlier offer of oneof their preferred school choices,and leave fewer with no offer at all.

Please read this booklet carefullyalong with those provided byindividual schools and neighbouringboroughs. This will give you moredetailed information about theschools, their ethos and individualachievements, all of which will helpyou make your choices. It may alsobe a good idea to visit your localschools and speak to theheadteachers and their staff -this is another way of finding outabout them and what they canoffer your child.

Along with our Councillors, councilofficers, school staff and governors,we are committed to the continuedimprovement of education for allchildren attending Lambeth primaryschools. The care and attentionoffered to your child and theircontinued success is very importantto us. This booklet guidesparents/carers and their childrenthrough the admissions processfor a reception place at primaryschool for the 2011/12 academicyear. It contains guidelines onhow to apply, a description ofeach Lambeth primary schooland their admissions criteria.

Please read carefully theadmissions criteria for theschools you are interested in.You should contact individualschools directly for specificinformation and request a copyof the school’s own prospectus.Before making your application,try to attend open days/eveningsto speak to staff and form yourown opinion of the school’ssuitability for your child.The Lambeth co-ordinated

admissions proceduremeans that if you live inLambeth, you must apply forschool places via LambethCouncil, regardless as towhether you are applying toLambeth schools or not, usingone single form. If you live inanother local authority (LA) area,you must apply through that LA.

Admission into the receptionyear is an important time soplease read this section carefully.It will provide the informationthat parents/carers need to makeconsidered judgements aboutwhich schools will provide themost appropriate academic andsocial environment their child willneed to make a successful startto their school career. If you areunsure about any aspect of theadmissions procedure pleasecontact Lambeth SchoolAdmissions Team on 020 79269503 and/or attend one of theprimary school admissionsmeetings organised to provideinformation and support. Pleasesee page 2 for a guide to termsused in this booklet.

In accordance with newlegislation, all London boroughs,along with several onesbordering London, areimplementing a new Pan-LondonPrimary School AdmissionsProcedure, similar to the currentsystem used for applying forsecondary school places. It isanticipated that this new co-ordinated procedure will help toensure that more children get anoffer of one of their preferredschools earlier, and fewer withno offer at all.

Legislation and purposeThe Education Act 2002 andthe School Admissions Code2010 provides a framework that

seeks to ensure that on NationalOffer Day as many children aspossible whose parents/carers haveapplied for a school place ‘on time’receives an offer (if an offer can bemade) at a school for which theyhave expressed a preference. Theprocedure is not however ableto guarantee that every childwho has submitted an ‘on time’application will receive anoffer of a school place at apreferred school.

Deciding which schoolsto apply forIt is important to consider as muchinformation as possible about theschools you wish to apply to.Check whether your child is likelyto be offered a place based onthe school’s published admissionscriteria, which can be found onthe individual school pages in thisbooklet, and check whether thecurriculum, ethos and aims of theschool will suit your child’s needsand abilities.You can find out information aboutschools by doing the following:• Reading this booklet carefully andlooking at the admissions criteriafor each school

• Contacting the school directly fora copy of their prospectus if theyproduce one

• Going to the school’s open days orevenings. Details of open days arelisted on the school’s pages in thisbooklet or available directly fromthe school

• Talking to your child’s pre-schoolprovider

• Reading the latest Ofsted reportfor the schools you are interestedin. These are available for viewingor downloading fromwww.ofsted.gov.uk

• If the school you want is in adifferent borough, contact thatborough for their booklet (detailson page 24). However, you muststill apply through LambethCouncil, if you are a Lambethresident

Completing an online or paperCommon Application Form• You must complete the CommonApplication Form (CAF) for yourhome borough regardless ofwhether you are applying forschools in or outside of thatborough. Please check that yourchild’s address is in Lambethborough before completing theLambeth Common ApplicationForm (CAF)

• Lambeth residents must completethe Lambeth CAF, online or paper,

to apply to all schools eitherin Lambeth or outside of theborough with the exception ofprivate (fee-paying) schools

• Residents of boroughs other thanLambeth who wish to apply for aLambeth school must completethe CAF provided by the homeborough in which they live. Thedetails of your application will thenbe passed on to Lambeth Councilby your home borough

• You can apply online from ourwebsite: www.lambeth.gov.uk/eadmissions (see page 12 forfurther details) or you cancomplete a paper CAF, which is inthe centre of this booklet or canbe downloaded from our website

• In addition to the CAF someschools require a supplementaryinformation form to be completed.This can be obtained from theschool. Please check theadmissions arrangements foreach school you are applying forto see if such a form is required.An application may not beconsidered if you have notsubmitted a supplementaryinformation form when aschool requires it. Allsupplementary information formsshould be returned to the schoolconcerned by 14 January 2011and not to the council.

• Applications received by Saturday15 January 2011 will be acceptedas ‘on time’. However, if yourapplication is received by Friday14 January 2011, we canensure that it is checked,

and acknowledged beforethe closing date

• Parents/carers are able to listup to six schools on the CAF

• It is very important that you selectthe schools on the CAF in theorder that you prefer them. Ifmore than one school is able tooffer your child a place we willlook at your list of preferencesand make an offer for theschool that is placed highest

• The admissions authority willconsider your applicationindividually against theschool’s admissions criteria.The schools will not knowyour preferences

• We recommend that you applyfor no less than four schoolsincluding one school closest toyour home as this could increaseyour chances of an offer.Remember, schools will allocateplaces according to theiradmissions criteria and are notobliged to offer a place becauseyou have limited your preferences

• If you think that your child has anexceptional need and you wouldlike this need considered as partof your application you must statethis in the relevant section of theCAF. You must provideprofessionally supported evidencewith your application. Onlineapplicants should post supportingevidence to Lambeth SchoolAdmissions Team. If you donot provide any professionalsupporting evidence of your child’sneeds the admissions authority

will be unable to consider yourapplication on these grounds.The code states that “If usingmedical/social criterion, admissionauthorities... must not give higherpriority to children under thiscriterion if the required documentshave not been produced”

• If your child has a statement ofSpecial Educational Needs, donot complete a CAF, please seepage 21 for further information.If you are not a Lambeth residentplease contact your homeborough for advice.

Online applicationsYou will be able to apply online from1 September 2010 (see page 12for further details). We recommendapplying online as this avoids anypotential problems with the post.In addition to your notification letteryou will also be able to find out theresult of your application online on4 April 2011, therefore you will nothave to rely on waiting for your letterto arrive in the post. Also, withelectronic applications you have anadvantage of being able to amendyour preferences at any time upuntil the closing date.

The closing dateAll Common Application Forms(CAF) whether online or paper,should be returned by the closingdate of: Saturday 15 January2011. However, we are encouragingapplicants to hand in theirapplication no later than 14 January2011. Any CAFs received after

15 January 2011 will be late andwill not be processed until after4 April 2011, when offers have beengenerated for ‘on time’ applications.

Notification of outcomeAll offers of school places are madeall over the country on the same day,National Offer Day, which will be 4April 2011. Lambeth Council willsend a letter to Lambeth residentsinforming them of the outcome oftheir application by first class poston that day. In addition to this,online applicants will also be ableto view the result of their applicationonline from 4 April 2011. Also,an email with the result of theapplication will be sent laterthat day.

What to do if you are offereda place at a schoolYou must respond to an offer of aplace by returning the reply slipincluded with your offer letter by18 April 2011 to the admissionsteam based in the council area youlive in. In addition, some schoolsmay also send their own offers toparents/carers after 4 April 2011,responses to those letters shouldbe made according to the school’sdirections.

What to do if you are notoffered a place at a schoolIn line with statutory requirements,Lambeth Council will look to allocateplaces in Lambeth schools thathave vacancies for those Lambethparents/carers whose children didnot receive an offer from one of theirpreferred schools by 4 April 2011.

These allocations will be made onthe basis of distance, ie, the nearestschool to the child’s home addressthat identifies a vacancy. Please notethat allocations will be madeaccording to the number ofvacancies there are in the borough.An allocation will be made to aschool that parents/carers didnot originally apply for. In theevent that you do not receive anoffer of a place at one of the schoolsyou selected on your CAF, LambethSchool Admissions Team will provideyou with additional informationregarding waiting lists, appeals andother information that could helpresolve the issue. We will also beable to provide you with informationabout schools that have vacanciesafter 25 April 2011. You will thenhave the opportunity to apply foradditional schools by completinga new CAF.

Waiting listsYour child’s name will automaticallybe placed on the waiting list for anyLambeth community schools youmay have applied to as a higherpreference to that offered. If yourchild does not receive an offer at all,their name will also be included onthe waiting list for any Lambethcommunity or voluntary-controlledschool you may have applied to. Ifyou have applied to voluntary-aidedor foundation schools or those inanother borough and you wish toremain on their waiting list, you willneed to contact that school orborough directly. The contact detailsfor our neighbouring boroughs areon page 24. 3.19 of the SchoolAdmissions Code states that “Waitinglists must be clear, fair and objectiveand must not give priority to childrenbased on the date either theirapplication was received or their namewas added to the list. For example,if a child moves to an area outsidethe normal admissions round and hashigher priority against the publishedoversubscription criteria, they mustbe ranked above those with lowerpriority.” Parents/carers need to beaware that if their child’s name ison a school’s waiting list, their namemay go up or down depending onhow the admissions criteria appliesto others on the waiting list.

Late applicationsApplications received after theclosing date will be considered afterNational Offer Day, 4 April 2011.Parents/carers of late applicants will

be notified as soon as an offercan be made from an admissionsauthority. If there are, however,vacancies in any school, Lambethresidents can be allocated that placeonce they have come to theattention of Lambeth Council.

Late medical/social (MEDSOC)applicationsIf parents/carers submit an ‘on time’application and is not offered a placeat a preferred school and thensubmit late MEDSOC informationafter 18 February 2011, theirapplication on these grounds cannotbe considered as ‘on time’. This willresult in a second application beinggenerated after 4 April 2011, whichwill be treated as a late application.As the admissions authority for ourcommunity and voluntary-controlledschools, Lambeth Council will beunable to apply the MEDSOCcriterion application without therelevant paperwork. If thatpaperwork is submitted late, thenthe application will be consideredlate also. If the MEDSOC panelagrees to prioritise late applicationson medical/social grounds and theschool is already full, then the child’sposition on the waiting list willchange accordingly.

How to appeal against therefusal of a placeUnder the School Standards andFramework Act 1998, you have theright to appeal against the refusal ofa school place. If you wish to appealagainst the decision not to offer your

child a place at a Lambethcommunity or voluntary controlledschool (see inside cover fordefinition), please contact the Clerkto the Independent Appeals Panel,Democratic Services, Lambeth TownHall, Brixton Hill, SW2 1RW,Tel: 020 7926 2170, Email:[email protected] guidance note on appealsand an appeal form can also bedownloaded from the council’swebsite via the following link:www.lambeth.gov.uk/eadmissionsPlease note that DemocraticServices can only accept appealsfor the Lambeth community primaryschools, please see pages 16-18.If your application for a school placewas submitted on time, the closingdate for receipt of appeals for any ofthe schools listed above is Friday 6May 2011. For late applications, theclosing date is 10 school daysafter you receive writtennotification of the outcome ofyour application. Any appealsreceived after these deadlines areunlikely to be considered unlessapplicants are able to demonstrateextenuating circumstances whichprevented the appeal from beingsubmitted on time. DemocraticServices will write to you regardingthe arrangements for consideringyour appeal. Your appeal will beheard by an Independent AppealsPanel made up of panelists withknowledge of education issues.You will be invited to attendthe appeal hearing and makerepresentations in person to the

Independent Appeals Panel.If you wish to appeal against non-admission to any other primaryschool, you will need to contact theindividual school(s) directly, to obtaininformation about how to appeal.

Outcome of appealsFor Lambeth community andvoluntary-controlled schools, youwill be informed in writing about theoutcome by the Democratic ServicesTeam. For other Lambeth schools,the clerk for that appeal panel willwrite to you.

Moving addressSchool Admissions Team willconsider your application usingthe details you provide on yourform. If you move address youmust inform the AdmissionsTeam of your new address sowe are able to contact you ifwe need further information orto communicate the outcomeof your application.

If you change your addressafter 18 February 2011 and thismeans that you need to changeyour preferences you will needto contact your new council tofind out what to do next.

When does my child need tostart primary school?The law states that every child needsto start receiving education at thebeginning of the term after their fifthbirthday. In Lambeth, children canusually start primary school at aboutfour and a half. Exactly when yourchild will start will depend on theirdate of birth and whether the schoolthey have a place at has one or moreintakes. The number of intakes thata school has is indicated in theindividual school information startingon page 16. Children will usuallystart school in September 2011.

My child attends the nurseryclass of a Lambeth primaryschool. Do I have to apply fora place in the main school orwill my child be transferredautomatically?Children who attend a nurseryclass in a primary school do nottransfer automatically to themain school. You have to applyseparately to the school’s boroughfor a reception class place.However, you may need also tosubmit a supplementary informationform to the school. Please checkadmission criteria for details.

If I apply for a reception place,will my child be offered a placebecause they are in the nursery?There are different admissions criteriafor places in reception classes thanthose for nursery places. Please readpages 25 to 63 for the admissioncriteria for Lambeth schools.

No children attending a communityschool nursery or children’s centrewill get priority for a reception placeat that school. However, somevoluntary-aided or foundationschools may do this. You shouldcheck the admissions criteria of theindividual schools for further details.

Most schools do not give priority tochildren already attending their nurseryso children who attend different earlyyear’s provision or no provision at allhave an equal chance of applying fora place at the school. However, thiscould result in these children’s

applications getting greater priorityas they may meet the school’sadmissions criteria more than a childwho was attending the nursery (egthey could live nearer to the school).

But my child is receiving supportand has friends in the nursery;can this be taken in to account?Unfortunately not all schools will takethis into account. Again, you needto check the school’s admissionscriteria to find out if priority is given tonursery children. This is not the casefor Lambeth community schools.

It is important to note that all staffat Lambeth schools are trained tosupport all new children that startattending the main school andwill ensure they settle in quickly,whether they were in the school’snursery/children’s centre or not.

What happens if I change myaddress after my child has beenoffered a place?A legitimate change of address, afteryour child has been offered a place,will not affect the offer of a place. Youwill be expected to provide evidenceof your address at the time you madeyour application as well as your newaddress. If you are unable to providesatisfactory evidence that you wereliving at the address included on theCommon Application Form the offerof a place may be withdrawn. I am due to move soon. Can Ireserve a place at a primaryschool in my new neighbourhood?No. Primary school places cannotbe reserved. You can still apply toyour school of choice and yourapplication will be considered onthe basis of your home addressat the time of application.

What can I do to prepare mychild for school?Starting school should be a bigadventure! There’s a great dealthat you can do to make sure thatyour son or daughter is happy andconfident from the start of his orher school career.

• Before your child starts school,talk to the headteacher and findout how the school settles innew children. Check what youcan do to help.

• The first few days at school canbe daunting. If there are otherchildren in your area going to thesame school, try to make contactwith their parents/carers so thatyour children can get to knoweach other. If this is possible,your child will have some familiarfriendly faces around as soonas term begins.

• Children will become increasinglyindependent if parents/carers getthem used to collecting, hangingup and putting on their coat andother outdoor clothing. Help yourchild to take off and put on his orher own shoes. Shoes with velcroare easier for younger childrenthan styles with laces or buckles.

• Asking permission to go to thetoilet can be unfamiliar andunsettling if children have beenused to taking responsibility forthis themselves. Boys may notknow how to use a urinal on theirown. Check what the schoolexpects children to do and tryto familiarise your child with theroutine before he or she startsschool.

• Mealtimes at school should befun. Find out what arrangementsthe school makes for lunch, andprepare your child by encouraginghim or her to use a knife and forkproperly, to try new foods a littleat a time, and to eat a balancedmeal as far as possible.

• Children need to know that theyshould contact an adultimmediately if they feel unhappyor have hurt themselves in theplayground. The adult concernedwill pass this information on to theclass teacher who will reassurethe child and take further actionas necessary.

• Schools are keen to work closelywith parents/carers, and you cando a lot to build on what yourchild has been learning during theschool day. For example, if theschool has a scheme to sendreading books home, you canhelp your child by reading withhim or her in the evening.

How decisions are madein LambethLambeth Council, namely the CYPS,is the admissions authority for allcommunity primary schools will,in consultation, determine theadmissions arrangements for itsschools. Lambeth Council, as theadmission authority for all Lambethcommunity primary schools, willcomply, wherever possible, withparents’/carers’ wishes where theyhave expressed a preference fora particular school. Nevertheless,if there are more applications thanplaces available, the CYPS willgive priority to children in thefollowing order:

1 – Looked After ChildrenA child in public care (looked afterchild) means a person under the ageof 18 years who is provided by socialservices with accommodation byagreement with their parents/carers(Section 20 of the Children Act 1989)or who is the subject of a care orderunder Part IV of the Act. Childrenwho are looked after under anagreed series of short-termplacements (such as respite) areexcluded. All applications under thiscriterion must be supported by aletter from the relevant LocalAuthority

2 – SiblingsChildren with a brother or sister whoalready attends the school, and whowill not have left the school at thetime of admission. As a resultsiblings in the nursery or year 6 of a

primary school, or year 11 at asecondary school will not beregarded as a sibling under thiscriterion. A sibling is defined as afull/half/step brother or sister (whoare living at the same address in allinstances) or a child who is living aspart of the family by reason of acourt order, or a child who has beenplaced with foster carers at thataddress as a result of being lookedafter by the Local Authority.However, children who are lookedafter under an agreed series ofshort-term placements (such asrespite) will not be regarded assiblings under this criterion.

3 – Children with ExceptionalMedical or Social NeedsChildren with a professionallysupported medical or social need,whose application identifies aparticular school that is especiallyable to meet that need. The decisionto prioritise children on thesegrounds will be determined viaLambeth CYPS’ MEDSOC Panel,which is comprised of CYPS seniormanagement as well as seniorschool staff. Documents from anappropriate professional (notincluding general information from awebsite, etc) must support theseapplications. However, anysupporting evidence does notautomatically mean that applicantswill gain priority as the decision toprioritise under this criterion willsolely rest with the MEDSOC Panel.

4 – DistancePriority will be given on the basis ofdistance between the child’s homeand the school, measured by astraight-line. This measurement willbe done using the SIA Datamapcomputerised mapping system. Thismeasurement will be from a pointfrom the child’s home as identified bythe software to a central point in theschool’s grounds as profiled in thesoftware. The child’s home addresswill be the child’s permanent placeof residency and must not be abusiness address, or the addressof a relative or carer, unless theyhave legal custody of the child.Applications must only be madefrom a single address. Applicationsor offers under this criteria will onlybe valid once proof of address hasbeen given and confirmed.

As a tiebreaker for all criteria, prioritywill be given to children living closestto the preferred school ~ (measuredby a straight-line) in accordance withthe measuring information in criterion4. However, ONLY in the case wherechildren have exactly the samedistance between their homeand the school, Lambeth LAwill randomly allocate placesas a tiebreaker.

Children who attend a Lambethcommunity nursery school classwill not automatically transfer tothe main school. Parents/carersmust apply separately for theprimary school through LambethCYPS.

Over-subscription criteria forHenry Cavendish Primary School(Balham and Streatham Sites)

Lambeth LA (namely the CYPS) isthe admissions authority for HenryCavendish Primary school (Balhamand Streatham sites), a singlecommunity primary school.

The admissions criteria for thisschool are as follows:

Lambeth LA, as the admissionsauthority for Henry CavendishPrimary school, will comply,wherever possible, with parents’wishes where they have expresseda preference for this school.Nevertheless, if there are moreapplications than places available,the CYPS will give priority to childrenin the above order, criterion 1-3.

4 – Distance on the basis ofproximity (only applies to HenryCavendish Primary School)

Priority will be given to children onthe basis of proximity to the nearestnodal point for particular HenryCavendish School sites. The schoolwill operate a two node addresspoint system. The first node is acentral point on the site inHydethorpe Road (Balham). Thesecond node is a central point onthe site in Dingley Lane (Streatham).The applicant’s address will bemeasured to their nearest node. Theoffer made will be a single offer tothe nearest node. The distance

between the child’s home and therelevant nodal point will be measuredby a straight-line. This measurementwill be done using the SIA Datamapcomputerised mapping system. Travel assistanceAll children aged 5-11 years old cantravel free on buses and trams with avalid oyster card. However, you canapply to the council for financial helpwith your child’s travel costs if yourchild meets the following criteria:• Parents/carers must live in Lambeth• The child must attend the mostappropriate school to home i.e:1 The nearest community,foundation, voluntary-controlledor voluntary aided school tohome, regardless of where theschool is mixed or single-sex

2 The nearest denominationalschool to home where mixed orsingle-sex

The child must be travelling adistance of over two miles for a childaged 5 – 11, that cannot beundertaken by bus (as confirmedTransport for London) or there areprofessionally supported medicalreasons why the child cannotundertake the journey by bus.If the distance to your child’s schoolis more than the distance mentionedabove, we will only give your child apass if this school is the nearestschool to your home with a place foryour child. If there are schools nearerto your home with spare places, wewill not give your child a pass. Wewill check this with Lambeth SchoolAdmissions Team or directly with theschool. You must send proof if youcould not get your child into thenearer schools.

Please note that anyparents/carers who have appliedto a school further than thenearest school will not be offeredassistance with travel unless thenearest school was not able tooffer a school place.

Sustainable modes of travelstrategy summarySchool travel represents a significantelement of single journey car use atpeak times, with the correspondingimpacts on congestion and pollution.If children become accustomed totravelling by car, habits learned inyounger years are carried intoadulthood with ensuing long termnegative impacts. Schools, parentsand young peoples’ decisions tosupport sustainable travel choicestherefore will all play a part towardsreducing the negative impacts ofschool travel. Given the recentchanges in education policy, wherenew schools are opening in theborough and schools are open forlonger, the transport related impactswill increase. By promoting active,sustainable choices for the schooljourney, there is scope to reducethe negative effects of car use.

Improvements can be made tosafety, environmental and healthoutcomes.

The Education and Inspections Act(2006) has incorporated a duty toassess the travel needs of youngpeople up the age of 19 (up to theage of 25 for those with disabilities).The Act outlines that local authoritiesmust provide travel arrangementsfor children, clarifying those that areeligible for free or subsidised travel.An assessment of the existingprovision for travelling sustainablywill be undertaken in order to ensurethat walking, cycling and the use ofpublic transport remains a realistic,attractive option for journeys duringschool time.

School mealsLambeth Council is committed toproviding a high-quality school mealsservice which offers varied andnutritious meals and meets strictstandards of health, safety andhygiene. The service caters for awide variety of cultural, religious andmedical dietary needs. School mealsare available every day during termtime at a standard charge.

Free school meals are only availableto children whose parents/carerscan prove that they are currentlyreceiving one of the following:• Income Support (IS) andChild Benefit

• Income based Job SeekersAllowance (IBJSA) andChild Benefit

Attendance and punctualityLambeth schools promote highstandards of attendance andpunctuality. Parents/carers have animportant role to play in ensuringthat their child goes to school – andarrives on time:• Under the Education Act 1996,parents/carers have a legal dutyto ensure that their child receivesfull-time education between theages of 5 and 16

• Parents/carers are asked to writeto the school with an explanationif their child has been absent forany reason

• When parents/carers know thattheir child is going to be absentfor any reason, they shouldask the headteacher’s permissionin advance

• A child’s appointments with thedoctor, dentist etc should bearranged outside the school daywhere possible.

Child protectionThe Children Act 1989 states thatboth councils and schools musthave procedures to deal with casesof suspected child abuse andneglect. Also, the Education Act2002 requires councils and schoolgoverning bodies to makearrangements with a view tosafeguarding and promoting thewelfare of children.

Lambeth schools and nurseriesmust report to the Lambeth Childrenand Young People’s Service anyconcerns they have about the safetyor well being of a pupil, as part oftheir duties to safeguard andpromote the welfare of children.

Usually any concern that the schoolor nursery has will be discussedwith the child’s parents/carers firstand agreement sought to make thereferral to Lambeth’s Children andYoung People’s Service. However,parents/carers will not be contactedwhere it is felt that to do so will placethe child at an increased risk ofsignificant harm. In any eventparents/carers need to understandthat all referrals are made in the bestinterest of the child. Parents/carerscan help prevent unnecessary childprotection referrals by letting theschool know about any accidentalinjury, illness or upset which mightotherwise cause school staff to beworried about their child.
