After inspecting the physic nut nursery, he instructed officials to dis- tribute the saplings at reasonable price. Over 150,000 physic nut saplings are being nurtured at the nursery. At the special zone-1, Lt-Gen Myint Swe oversaw poultry and Yangon Division Vegetable and Poultry Farming Special Zone inspected vegetable farms and physic nut plantations. Next, Lt-Gen Myint Swe met with of- ficials at the special zone- 2. He herad reports on agricultural and water supply tasks. In his speech, Lt- Gen Myint Swe said that agricultural and livestock breeding tasks are being undertaken at the special zones for food suffi- ciency of the Yangonites. People’s Desire

Development of agriculture can createhigher social and economic status for farmerswho constitute the majority of the population.The agriculture sector accounts for 41 per centof the national economy and 11 per cent ofexport.

As Myanmar is an agricultural country,it is very practical to strive for all-round de-velopment of other sectors of the economythrough development of agriculture as the base.Therefore, priority has been given to reclama-tion of vacant and virgin land, cultivation ofmixed and double crops and boost in per-acreyield.

Water is essential for cultivation andtherefore dams and sluice gates are being builtwherever possible in the nation to ensure suf-ficient water supply to farmland. With theemergence of dams and sluice gates, moremonsoon paddy and summer paddy can begrown. In addition, other crops, including beansand pulses, are also cultivated.

The Mayangon sluice gate inauguratedin Thaton Township, Mon State, on 27 May,can irrigate more than 10,000 acres of farm-land. The sluice gate is built on MayangonCreek and, as a result, there have emerged ar-able land in the low-lying area around Sar andMayangon Creeks. Moreover, the sluice gatesaves freshwater for cultivation of summerpaddy.

At present, the number of dams andsluice gates in the entire nation stands at 186and these facilities can irrigate 2.6 million acresof farmland. Efforts are now being made tomeet the target yield of paddy, groundnut,sesamum, sunflower, long-staple cotton, corn,sugar cane and beans and pulses.

We believe that, with reclamation ofmore arable land, supply of sufficient waterand use of quality strains and agricultural tech-nologies, crop production will become remark-ably high and thus contribute to developmentof agriculture.

The UNSecurity Council demandedthat Iran suspend uraniumenrichment by the end ofApril, but Teheran defiedthe deadline and announcedlast month that it hadsucceeded in enriching

uranium and was doingresearch on advancedenrichment. Enricheduranium can be used toproduce fuel for both powergenerators and nuclearbombs.

Iran “must be involvedin international economiccooperation and the effortsto enhance security in theregion,” Lavrov said,adding that “in parallel, weare ready to guaranteeIran’s right to developpeaceful nuclear powerengineering.”

Death toll from flood, mudslidesrises to 77 in Thailand

BANGKOK, 30 May—The confirmed death tollfrom flood and mudslidesin Thailand's north hasrisen to 77 while 38 peopleare still missing, thegovernment said Monday.

Flash floods sweptthrough five northernprovinces of Nan, Phrae,Lamphang, Uttaradit and

Sukhothai last week,triggering mudslides thatburied homes aftertorrential rains hit theregion the weekendbefore. About 555 houseswere destroyed and 3,120were damaged, the InteriorMinistry said.

LONDON, 30 May—British forces in Iraq hadbeen attacked by guerillasnearly 60 times on averageper month since the startof 2006, according to areport in the Independentnewspaper on Monday.

The paper said that, inJanuary, there was 36attacks on British forces in the four British-control-led Iraqi provinces. In

February, there were 41, inMarch, 57, and in April,103, making a total of 237.This averages out at morethan 59 a month.

But during 2005 as awhole, there were 562attacks in the same fourprovinces, a monthlyaverage of less than 47, thereport said.

The revelationcoincides with a report of

a sharp increase in thenumber of British soldierswho have been absentwithout leave for morethan a month and who mayhave deserted to escapethe long running Iraqoccupation.

The BBC reported onSunday that more than1,000 soldiers had desertedthe Armed Forces since theIraq war broke out in 2003,

and around 900 had notbeen found.

The sharp increase inattacks on British forces inIraq is expected to promptmore calls for the Britishtroops to be pulled outquickly rather than keepingthem there in the hopethat the violence couldeventually be controlled,analysts say.

Two British soldierskilled in Basra

LONDON, 30 May — Two British soldiers havebeen killed in a suspected roadside bomb attack inBasra, southern Iraq, a spokesman for Britain’sMinistry of Defence said on Monday.

The two soldiers were from the Queen’s DragoonGuards regiment. Two others from the same regimentsuffered minor injuries in the blast on Sunday evening.

“The incident took place in North-West Basra Cityand appears to be an improvised explosive device,”Defence Minister Des Browne said in a statement.

The deaths bring the British death toll in Iraq to113. Britain has about 7,000 troops in Iraq, mostlypatrolling the mainly Shiite south.

Basra had been relatively calm compared to themore volatile Baghdad but five British militarypersonnel were killed in a helicopter crash on 6 Mayand two were killed by a roadside bomb a week later.

CARACAS, 30 May— The OPEC cartel will decide attalks this week to keep pumping oil at current levels,Qatar’s Energy Minister Abdullah bin Hamadal-Attiyah said.

Asked if the Organization of Petroleum ExportingCountries would change its official production quotaat Thursday’s meeting here, he told reporters: “No, Idon’t think so.

“I think OPEC has nothing (to do) except to rollover at this time,” he said, indicating that OPEC wouldprolong its total quota of 28 million barrels of oil perday.

“I don’t believe there is a shortage of oil at all. Report says poor diet as bad assmoking for health

The study, which theEuropean Food SafetyAuthority says it will usewhen analysing food anddiet risks, concluded that“of all dietary factors,insufficient consumptionof fish, fruit and vege-tables currently causes themost cases of seriousillness and death in theNetherlands”.

Britain’s MFI set to shut Welshsofa-making factory, cut jobs

LONDON, 30 May — Britain’s MFI FurnitureGroup Plc is looking to close a sofa-making factoryin south Wales, which could mean the loss of over300 jobs, the company said on Monday.

A 90-day consultation process on the proposal toshut the factory began on the 19th of May and 323 jobsare at risk, MFI said.

“The intention is to close the site, unless someother solution is found,” a spokeswoman said.

Tobacco: Deadly in any form or disguiseDr Nyo Nyo Kyaing

World No-Tobacco Day has been celebratedin Myanmar on the 31st of May, every year, since1989 to promote public awareness on hazards of to-bacco. The occasion was also observed not only atthe central level but also at all States and Divisionsand some districts.

The purpose of World No -Tobacco Day 2006is to raise awareness about the existence of deadlytobacco products in order to help people get accu-rate informatin, remove the disguise, unveil the truthbehind the tobacco products-traditional, new andfuture. This year’s slogan reads as “Tobacco: Deadlyin any form or disguise”. It is crucial to empowerpeople and organizations with knowledge about thedifferent tobacco products and their many forms anddisguise in order to implement more effectively con-trol tobacco and global health.

World No-Tobacco Day 2006 is observedaround the world, with the objectives to raise aware-ness about all forms of tobacco which are deadly inany form, to raise awareness about all types andnames and flavours which are deadly in any disguiseand to raise awareness about the need for strictregulatin and encourage its implementatin. Tobaccoproducts are deadly in any form, whether as smok-ing tobacco products in the forms of cigarettes, che-roots, pipes, bidis, kreteks, clove cigarettes, cigars,waterpipes or as smokeless tobacco products in theform of snus, snuffs, chewing tobacco, betel quidwith tobacco etc. They are also deadly in any dis-guise: tobacco companies are launching new weap-ons in the form of products disguised to appear lessharmful and more attractive. Nowadays, tobaccocompanies continue reassuring health concernedsmokers by offering their new products the illusionof safety. They are selling their new products dis-guised under healthier names, fruity flavours or moreattractive looking packaging. Tobacco productswhether they are sold as mild, light, low tar, fullflabour, fruit flavored, chocolate flavored, natural,additive—free, organic cigarettes, PRPS (PotentiallyReduced-Exposure Products), harm-reduced—theyare all deadly.

A study conducted in 2004 by the Ministry ofHealth in collaboration with the World Health Or-ganization showed that laboratory examinations ofsome cigarettes and cheroots produced domesticallycontained much higher contents of nicotine than in-ternational standards. The nicotine content of smoke-less tobacco (betel quid with tobacco) was also foundto be very high.

Myanmar Tobacco Free InitiativesIn the era of globalization, marketing and pro-

motion of harmful products such as tobacco had beenidentified as one of the major transnational determi-nants of ill-health which would qualify as globalbads. Globalization of the epidemic restricts the ca-pacity of countries to regulate tobacco through do-mestic legislation alone. In response to the globali-zation of the tobacco epidemic, the 191 memberStates of World Health Organization unanimously

adopoted the WHO Framework Convention on To-bacco Control (WHOFCTC) at the 56th World HealthAssembly in May 2003, as a global complement tonational actions. THE WHOFCTC is a major globaldevelopment for addressing the globalization of thetobacco epidemic.

The initiation and adoption of WHOFCTC had anenormous impact on the world-wide anti-tobaccomovements. Getting involved in the negotiating processitself moved the tobacco control measures of countriesforward; in countries like Myanmar, delegates whohad participated in the Intergovernmental NegotiatingBodies reported back to the policy makers with strongrecommendations to enhance the momentum of anti-tobacco activities and public awareness campaigns.The whole process of adopting, signing and ratifyingthe WHO FCTC was a challenging and excitingexperience and having the national tobacco controllegislation adopted was a huge success in the history ofpublic health in Myanmar. In many countries,WHOFCTC had been used as a strong advocating toolto fight against the powerful tobacco industries.

Myanmar and the global movement for tobaccocontrol

In July 1998, WHO reorganized its tobacco controlefforts within a new structure, the Tobacco FreeInitiative (TFI) and this movement greatly enhancedthe momentum of the anti-tobacco activities inMyanmar. The National Health Committee which isthe highest inter-ministerial advisory group of allconcerned ministries at the national level issuedguidelines for prevention and control of smokingrelated diseases at its 26 meeting held in September1998. The National Programme on Tobacco Controlwas officially launched in January 2000 with thedrafting and approval of the NationalPolicy on Tobacco Control and Plan of Action. TheNational Tobacco Control Committee was formed inMarch 2002, headed by the Minister for Health andincluded heads of related departments and chairpersonsof several national NGOs as members. The committeeset guidelines for the tobacco control measures to beimplemented in the country.

The Ministry of Information prohibitedadvertisement of tobacco on television and radio andfrom all electronic media in the year 2000. Tobaccoadvertising billboards were banned from the vicinityof schools, hospitals, health facilities, sports stadiumsand maternity homes in May 2002 and from otherplaces in April 2003. Tobacco advertisements werealso been banned from the newspapers, journals andmagazines in early 2003. Smoking was prohibited atall hospitals and health departments, at all basiceducation schools, all sports stadiums and sports fieldsand at some workplaces.

In May 1999, the World Health Assembly—thegoverning body of the World Health Organization,adopted a resolution (WHA 52.18) which paved theway for starting multilateral negotiations on the WHOFCTC and possible related protocols. Myanmar alongwith fellow member states actively participated in the

negotiating process of the WHOFCTC and stronglysupported the convention. Myanmar delegatesexpressed their strong commitment towardscomprehensive tobacco control measures and voicedfor the need of a comprehensive ban on all forms oftobacco advertisements including cross-borderadvertising. Myanmar proudly hosted the 4 Inter-country Consultation Meeting on FrameworkConvention on Tobacco Control in August 2002,where the countries of South-East Asia Region issuedthe “Yangon Declaration”. Myanmar became a proudsignatory to the FCTC on the 23rd October 2003 andbecame a Party to the Convention on the 20th ofApril, 2004; it was 11th country to become Party tothe Convention. Minister for Health, ProfessorDr Kyaw Myint, received the “World No-TobaccoDay 2004” award for his excellent leadership in thearea of tobaccco control in Myanmar.

National Legislation on Tobacco ControlThe Control of Smoking and Consumption of

Tobacco Products Law was adopted on 4th May, 2006as the State Peace and Development Council Law5/2006. The adoption of the law was a very signifi-cant milestone in the history of public health ofMyanmar and was highly appreciated by the WorldHealth Organization and anti-tobacco advocates.

According to this law many public places in-cluding hospital buildings, officers, medical treat-ment centres and clinics; stadiums and indoor play-ing fields; children drill sheds and play grounds;teaching buildings, classrooms, offices, compounds,opera houses, cinema halls, video halls and otherbuildings of entertainment; marts, department stores,stores and market sheds; museums, archives, publiclibraries and reading rooms; elevators and escala-tors, motor vehicles and aircraft for passengertransoprt; air-conditioned public rooms; public au-ditoriums etc are non-smoking areas and places towhich the public have access in certain buildings,vehicles and crafts are no-smoking areas except theprivate offices and rooms. However, specific placeswhere smoking is allowed, shall be arranged in suchareas which include buildings of offices and depart-ments; buildings of factories and workshops; build-ing of hotels, guest houses and lodging houses; build-ings of railway stations, airports, ports and highwaybus terminals, restaurants, trains and vessels for pas-senger transoprt.

The tobacco control law which will come intoforce one year after its adoption strictly prohibits to-bacco advertisement in all forms; it also prohibitssale of tobacco to and by minors, sale of cigarettessingly or in a package containing less than 20 to en-able easy purchase and smoking. The law also statesthat it is an offence to produce, distribute or sell ciga-rette and other smoking tobacco products without ahealth warning in Myanmar language.

The national legislation had also incorporatedthe issue of product regulation and disclosure stat-ing that it is an offence to cigar and tobacco prod-ucts fraudulently mentioning that the toxic chemicalpotency is less than the amount prescribed by theCentral Board in cigar and tobacco production, dis-tribution or sale thereof in spite of knowing such factmentioned. The Control of Smoking and Consump-tion of Tocacco Products Law, adpoted on the 4th ofMay, 2006 was very comprehensive as it had incor-porated many essential elements stated in the WHOFCTC. With the law coming into force in May 2007,we sincerely believe that the tobacco consumptionin Myanmar will be signficantly reduced, especiallyamong the youth. This will greatly uplift the healthand fitness of the entire nation as stated in the foursocial objectives of the country.

A total of 36 students of basic education highschool level from States and Divisions participated inthe written test on 28 May and in the oral contest on 30May.

Of them, 10 contestants enter the final contest atthe Studio-A of Myanma Radio and Television today.

Vietnam to set up centralanti-corruption steering

committee HANOI, 31 May — The Vietnamese Government

will discuss the establishment of a central anti-corrup-tion steering committee at its regular meeting startingon Wednesday, according to local media.

Chilean and Argentineministers begandiscussions here onMonday regarding col-laboration in natural gassupply, local mediareports said.

The Chilean Govern-ment said it wasexpecting more cuts inthe imports of gas fromArgentina in comingdays because of risingdomestic demand inArgentina where winterwas drawing near.Argentina began reducingits natural gas exports toChile in 2004 as itsproduction could notmeet the needs of boththe domestic market andthat of Chile.

Chile imports around22 million cubic metresof gas daily, supplyingthe plants which generate30 per cent of Chile’selectricity, among otheruses.

The ministers ofForeign Affairs, Energyand other departmentstook part in the meeting.

CARACAS, 30 May —The Venezuelan Govern-ment said on Monday thatit favoured a cut inOPEC’s oil production torestore the balance of theinternational oil markets.

Venezuela’s Energyand Petroleum MinisterRafael Ramirez said thatthere should be a cut in oilproduction as the levels ofoil inventory were abovetheir historical averages.

BEIJING, 30 May — The Chinese Government is to fund more scholars tostudy abroad to help meet the demand for skills in its social and economicdevelopment, the Ministry of Education said here Monday.

Cao Guoxing, director-general with the Ministry’sInternational Cooperationand Exchanges Department,said the central budgetallocated 2.2 billion yuan(275 million US dollars) tofund scholars studyingabroad from 2001 to 2005,up nearly 50 per cent fromthe previous five years.

The central budget hadincreased funding for thenext five years, Cao said,although he did not specifythe amount of th Statisticsfrom the China Scholarship

Council (CSC) show that22,031 people studiedabroad with governmentfunding or resources from1996 to 2005, including arecord 7,000 last year, up75 per cent from theprevious year.

Most students went tothe United States, GreatBritain, Germany,Australia and Canada,according to the CSC. “Aswell as governmentfunding, we’ll send morescholars abroad bydeveloping, consolidating

CAIRO, 30 May — Egyptian President Hosni Mubarak will probe theprospects of reviving the long-stalled Mideast peace process with Israeli PrimeMinister Ehud Olmert during their meeting scheduled for 4 June, an Egyptianpresidential spokesman said on Sunday.

The meeting, to be held in Egypt’sRed Sea resort of Sharm el-Sheikh, will bethe first of its kind since Olmert formed anew Israeli Government on 4 May.

Presidential spokesman SolimanAwwad was quoted by Egypt’s officialMENA news agency as saying that the twoleaders would discuss the situation on thePalestinian territories and probe theprospects of reviving the peace process.

The meeting could pave the way for afuture trilateral summit also involvingPalestinian President Mahmoud Abbasbesides Olmert and Mubarak, Awwadadded.Mubarak said on May 22 on thesidelines of a regional economic forumthat he was planning to meet with Olmertin Sharm el-Sheikh.

Palestinian President Abbas held a 40-minute closed-door meeting with IsraeliForeign Minister Tzipi Livni and DeputyPrime Minister Shimon Peres on the fringeof the forum, the first high-level contactbetween the two sides since the Islamic

Resistance Movement (Hamas) won theJanuary 25 Palestinian parliamentaryelections.

Meanwhile, a statement from Olmert’sOffice said that Olmert would discusswith Mubarak his convergence plan onmore withdrawals from the West Bank.

Under the plan, Israel will draw the finalborders with the Palestinians by 2010 viawithdrawing from isolated settlements inthe West Bank and enlarging bigger oneswith or without Palestinian consent. Lastweek, Olmert discussed the plan with USPresident George W. Bush during his visitto Washington.

Following talks with Mubarak, Olmertis also scheduled to visit Britain, Franceand German in June, said the statement,adding that a meeting is also planned withJordanian King Abdullah II.

Olmert will not meet Abbas until theseries of meetings are finished, accordingto the statement.

Heat kills 27 in Pakistan ISLAMABAD, 30 May — At least 27 people have died of heat and three

children died of gastroenteritis and hundreds were hospitalized for treatmentof the disease in Pakistan’s central Punjab Province during the last 24 hours,local newspaper Daily Times reported on Monday.

Most of the heat deathswere in southern Punjab,as temperatures shot up to47 degree Celsius in Multanand 48 in Dera Ghazi Khan,Bahawalnagar andBahawalpur. More than150 people also fainted dueto the sizzling heat.

children suffering fromgastroenteritis died onSunday and 50 people, mostof them children, wereadmitted to hospital inSheikhupura. The numberof gastroenteritis cases hasincreased in the district withthe death toll until Sundayreaching 11 during the last

suffering from gastroenteritisin the district has reachedaround 1,200 within a monthwith hundreds also consultingprivate hospitals and clinics.The increasing death toll hasalarmed people of the area.

11th World Human ResourcesCongress opens in Singapore

SINGAPORE, 31 May — The 11th World Human Resources (HR) Congressopened in Singapore on Tuesday with the participation of some 2,000 delegatesfrom more than 60 countries.

Enterprise executives, humanresources experts and researchers areexpected to exchange views on topicssuch as HR challenges and strategies,talent engagement and management, aswell as human capital development,during the three-day meeting.

rocked off the coast of Papua New Guinea (PNG) Sunday, the US GeologicalSurvey said on its web site.

MADRID, 30 May— Carlos Sainz and Juan MiguelVillar Mir hope to lure Arsenal's Arsene Wenger toReal Madrid as part of their joint bid for the club'spresidential election on 2 July.

At the launch of their campaign the duo said theywanted to appoint a general manager in overall controlof the football section, with the power to purchaseplayers.

They cited Wenger's role with the North Londonclub as a good model to follow.

YANGON, 31 May — U Tin Aung, member ofNo 3 branch of Shan State (South) National Leaguefor Democracy, and vice-chairman of TaunggyiTownship NLD U Khin Maung Than and executiveU Maung resigned from the party after sendingsigned letters to the NLD headquarters and therespective local authorities on 8 May.

In their signed letters of resignation theysubmitted to Taunggyi Township Multiparty De-mocracy General Election Sub-Commission, thethree said that they joined the NLD with the hope ofeffectively serving the interest of the local people.As NLD members, they had discharged duties with

sincerity.They were unhappy with the NLD for its

constant perpetration of the incorrect policy of con-frontation, employing four means to put the nationunder foreign economic sanctions and relying onforeign nations and organizations.

They added that NLD leadership ignored thepeople and the party walked out of the NationalConvention because of the wish of a few. Hence, theysaid, they resigned from the party and duties of ownvolition as they had no wish at all to live as NLDmembers.

The tobacco control law whichwill come into force one year afterits adoption strictly prohibits tobaccoadvertisement in all forms; it alsoprohibits sale of tobacco to and byminors, sale of cigarettes singly orin a package containing less than 20to enable easy purchase and smok-ing. The law also states that it is anoffence to produce, distribute or sellcigarette and other smoking tobaccoproducts without a health warningin Myanmar language.
